HSCG84-14-R-QAU002 Facility HVAC and Mechanical Maintenance Amendment A00004 TRACEN Petaluma and CAMSPAC
1. Section 3.2 states that “Emergency service calls shall be responded to within 1 hour for
TRACEN Petaluma facilities and 2 hours for CAMPSPAC facilities and when performed outside of normal working hours shall be at no additional cost to the Government” Does “responded to” mean that a contractor employee must be physically on site within 1 hour (for Petaluma) and 2 hours (for CAMPSPAC)? TRACEN requires at least contact with the EOW to enact temporary resolution if possible. On site action may still be required. CAMSPAC will require a physical presence as there will be no one there to direct for temporary action.
2. 4.2.4 – what is the anticipated date that the site at Point Reyes Station will be divested?
Expected to be in 2017 but not finalized.
3. 7.2.1 – is the contractor required to have their own MAXIMO licensing? NO
4. 7.2.1 – will the government grant the contractor access to their MAXIMO system?
CAMSPAC - YES
No access will be required at TRACEN Petaluma. Admin personnel will update MAXIMO based on paperwork turned in by the contractor.
5. 7.2.7 – if the contractor needs to install an access door or hatch, will the government pay for such an access point if the access point is approved by the COR?
(not necessarily, the same liability limits should apply here, don’t you think?)
6. 7.7.1 – Is the contractor required to submit a Hazardous Material Safety Program as part of their bid proposal? YES
7. 7.9.1 – are there any known existing service agreements with manufacturers or installers of equipment that is currently under warranty? if so, which equipment is affected?
TRACEN Petaluma - There is a new boiler in Building 225 that carries a one year warranty expiring in April 2016. Typical maintenance is still required on this boiler. There are several pieces of new equipment that support the Building 500 addition and that are covered by a two-year service agreement that the Coast Guard entered with the installing company. Such equipment will be added to the contract at the conclusion of the service agreement and will result in a modification to the contract at that time.
8. 8. Deliverables requests a list of subcontractors, Safety Plan, QC Plan, and Clean Water Act
National Pollution Discharge Elimination System Permits to be submitted with the proposal.
Which volume and in what location in the proposal should these be submitted? Volume I, Technical Proposal
9. Is the contractor required to provide the Clean Water Act National Pollution Discharge
Elimination System permit, per page 69 Section 8. Deliverables as part of the proposal? If not, what exactly is required to be submitted for the proposal as stated in the table? YES
10. 7.7.1 Hazardous Material Safety Program – states that this is required to be submitted as part of the proposal, yet it is not listed in the table of Deliverables (Section 8 pages 68-69). Is this required to be submitted with the proposal? YES, see Amendment 4
11. 4 b. page 100 Volume II Cost/Price Proposal – states “The term of the contract base period of one year and four option periods of one-year each, from date of award through 30 September 2013”. What is the correct date as that date has already passed? The base period of the contract will be one year from the effective date once the contract is awarded.
12. Page 101 – should a, b, c, d, and e be relabeled as c, d, e, f, and g, respectively? No change to the labeling, corrected from Amendment 2.
13. Page 101 “b” – is company checking and savings account numbers absolutely necessary to be submitted with the proposal as this is extremely sensitive information <other info as requested in b. isn’t a concern>? The account numbers are not required at time of initial proposal and will be requested only from the apparent winner.
14. Is there a page limit for Volume I. Technical Proposal Factor 1. Past Performance and/or
Volume I. Technical Proposal Factor 2. Management Plan?
Please keep proposals to the minimum amount of pages needed to provide the information requested. No proposal should be more than 35 pages not counting plans or reports specifically requested in the deliverables.
15. Is subcontractor experience acceptable for use in the technical proposal? Subcontractor experience may be submitted in the technical proposal.
16. Who is the incumbent contractor, what is the contract number, and what is the dollar value of their contract? Delta Building Services, HSCG84-10-C-QAU029; $1,092,462.24. This information does not include CAMSPAC as there has been no past contract at that location.
17. How does the previous contract (incumbent’s contract) differ in scope and duties from this solicitation? The work at the CAMSPAC sites is new to this contract.
18. Will the USCG provide a list of belts and filters required as spare parts? NO
19. Page 39 (c)(7) Under FAR 52.222-17 Nondisplacement of Qualified Workers (May 2014 Executive Order 13495) – this FAR Clause is included in the solicitation. The succeeding contractor is required to offer the first right of refusal to each of the non-managerial employees. Per the new regulation, the succeeding contractor cannot fill a non-managerial position without first offering this position to the existing employee of the prior contractor. If the non-managerial employee accepts the position, the succeeding contractor is obligated to hire this employee. The employee hired may have worked at the facilities for the entire five years of the contract or he/she could be a recently hired employee. Vacation time has to be calculated into the labor budgetary numbers for this solicitation. Some of the existing employees may have 3 weeks’ vacation due (if employed for the entire 5 years), other employees may only have 2 weeks’ vacation due (having less than 5 years employment at the facilities). Will CBP provide each of the bidding contractors a list of employees and their required vacation time that has been accrued from the existing contractor? This will allow for the bidding contractor to accurately account for the vacation monies to be placed in their respective proposals. Per FAR 52.222-17, the Contracting Officer may not release this information prior to award.
20. At the site visit in CAMSPAC, line items 122730 Hot Water Boiler and 122732 Pump, Boiler Fuel Oil in the Transmitter building could not be found. Do they exist or do they need to be removed from the equipment list? The boiler and all associated equipment should be listed as being located at the Receiver site, not the Transmitter site. A corrected copy of Technical Exhibit 2 will be provided when verified.
21. 7.1.2 & 7.1.3 page 49: Is equipment rental included in the $500 threshold? For example, if a scissor lift is needed for a repair or service call, does the price to rent the scissor lift count towards the $500? All equipment, parts, and labor needed for the repair or service call should be counted toward the threshold.
22. Page 72 - 12.1 – does contracting want the contractor to provide a list of contractor supplied equipment as part of the proposal? NO
23. Regarding the "$500 Liability Limit", will "List Pricing" provided by the suppliers, be the means of judging the Liability Limit? YES
24. There were a lot of model numbers, serial numbers, and quantities missing from the equipment list such as exterior lighting, thermostats, etc that were classified under a generic “Building electrical system”, “Room Thermostats” etc. The contractor is required to validate all equipment condition, etc within the 1st 25 days of the contract. At what level of detail does the USCG expect the initial inventory to be? The level of detail should be sufficient to indicate any problem areas at the start of the contract that will prevent the awardee from being able to correctly perform the preventative maintenance.
25. Per 7.4.5, is the contractor required to be at the facilities in CAMSPAC daily, or will once per week suffice for non-emergency/non-service call routine maintenance/inspections? This is part of your proposal and not a requirement on the Governments part.
26. Please Provide the Project Magnitude See question 16 and Technical Exhibit 3
27. Project Duration Base year plus four option year periods
28. Mode of Submission of Proposal Hard copy
29. What will be the procedure in obtaining access to the mechanical and electrical systems in restricted areas?
TRACEN Petaluma - For routine work, Building Managers request a 24 hour notice.
Otherwise, all access should be requested through the Building Manager or the building’s Officer of the Deck. Escorts will be provided when entering sensitive areas (resident rooms, dorms, etc.
CAMSPAC - Some equipment is located in restricted areas to include: AC equipment, electrical panels, emergency lighting, the fire alarm panel, and fire extinguishers. Either the COR or ESD personnel will provide an escort. Advance notice will be required.
30. Will it be mandatory to submit resumes of key personnel with the proposal? Please submit sufficient information to explain your decision for inclusion in the contract.
31. Can the On-site Supervisor or Contract Manager perform Quality Control Inspections? Yes
32. Per Section 5.2, what permits are required in addition to the National Pollution Discharge
Elimination System Permits and potential permits for on-site employees? See Section 8 for any specified Permits, licenses are up to the Offeror as reflected by your understanding of the requirements.
33. What is the quantity and capacity (gallons) of the sewage holding tanks at the CAMSPAC facility? There are three 10,000 gallon storage tanks for a total capacity of 30,000 gallons.
34. Will the operation of the CAMSPAC sanitary sewer system require certification of the operator?
35. What will be the Phase-in period between the end of the existing contract and the start of the new contract? The phase in time can be up to 30 days, we will endeavor to give as much time as possible.
36. Who is responsible for the Fire Protection System at the Range Hoods in Building 560?
Fire Protection Systems are under the responsibility of Base Fire.
37. If the application process for the National Pollution Discharge Elimination System Permits is underway but the permits are not received prior to submitting the Proposal, can it be stated in the Proposal that the permits are pending? Yes
38. Is there an automatic transfer switch at the Pt Reyes Lighthouse? There appears to be 3 transfer switches at the Transmitter building but only 2 generators. Please confirm which of these 3 belongs at the Pt Reyes Light House, if applicable. Yes, there is an automatic transfer switch at the Lighthouse. There is one ATS per site. More info on this is in Technical Exhibit 2 with the equipment list corrections.
39. Will the contractors have the ability to utilize USCG waste cans, dumpsters, and recycling bins for disposal of regular non-hazardous waste? If not, will there be a designated location to place such a dumpster onsite at both CAMSPAC and TRACEN? Contractors will be able to use the various waste receptacles at both sites. As CAMSPAC closes down this may be one of the items that will no longer be available and it is recommended that Offerors price the removal of any generated waste.
40. There are no backflow preventers listed at TRACEN on the equipment list. Is backflow preventer maintenance, inspections, testing, and certification required at TRACEN? If so, what are the quantities and sizes? YES. There are typical backflow preventers at each boiler as well as a 4” fresh-water backflow preventer at Building 560. Typical maintenance, testing, and certification apply.
41. There is a conflict between 7.2.5 Repairs, 7.2.6 Liability and 7.1.9 Appliance Repairs. Does the liability limit of $500 or 8 hours labor (sections 7.2.5 and 7.2.6) apply to appliances?
7.1.9 states that for appliances, the total cost should not exceed $2,500 and the repair must be done in 4 hours under normal conditions. Appliances in the Galley must be repaired on an accelerated schedule due to the location. The higher liability limit is due to the cost of the appliances.
42. For the table on page 100, is subcontractor data also to be included in the FTE calculation or is this only for in-house personnel? In-house personnel
43. Will there be a bid date time extension so that we have time to evaluate the answers as well as provide the answer to our subs? Yes
