7. SUMMARY OF SPECIFIC REQUIREMENTS/SPECIFIC TASKS

7.1 PREVENTIVE MAINTENANCE

7.1.1 Preventive Maintenance (PM) Program

A Preventive Maintenance program shall be implemented by the Contractor in order to prevent and correct deficiencies with equipment items and to minimize breakdowns and service interruptions, extend component service life, and maximize operating efficiency. The Contractor shall be responsible for establishing and maintaining an effective system for accomplishing PMs on all assigned equipment and systems in the Facilities Engineering Equipment Inventory List, Exhibit 1. The Contractor shall submit a proposed Annual Preventive Maintenance plan and schedule no later than 30 calendar days after Contract start. The Contractor shall perform PM in accordance with the requirements of the equipment manufacturer’s manuals, operating conditions, and the equipment operating environment, as well as any governing laws, codes, and regulations or the best practices of the industry. All parts and materials required to conduct preventive maintenance shall be provided by the Contractor at no additional cost to the Government.

The Contractor shall develop an annual maintenance schedule for periodic preventive maintenance of equipment and systems by dates, frequency, equipment, and building, based on the Facilities Engineering Equipment Inventory List, Exhibit 1. The proposed PM plan and schedule shall be submitted to the COR for approval no later than 30 calendar days after Contract start. The Contractor shall update the maintenance schedule upon installation of any new piece of equipment that is to be maintained as part of the Contract. Additionally, the Contractor shall remove any piece of equipment from the maintenance schedule that is no longer maintained as part of the Contract. PM Guides for Equipment under manufacturer’s warranty shall be consistent with the applicable manufacturer’s warranty terms and conditions.

For the CAMSPAC sites only, at a minimum the preventative maintenance listed in Exhibit 2 shall be conducted on the listed equipment at the intervals indicated and all applicable steps of the specified RS Means job plans shall be followed.

All preventive maintenance scheduled for each month must be completed during that month.

The Contractor shall perform PM according to the approved schedule unless unexpected failures occur. Requests by the Contractor for deviations from the approved schedule must be submitted with appropriate justification to the COR for approval. Equipment for which scheduled maintenance is to be performed less frequently than annually, i.e., every 3 years, 5 years, etc.

shall be scheduled and accomplished so that an equal portion of the equipment will be maintained each year. For example, if the frequency for performing preventive maintenance is every 3 years, one-third of the equipment shall be scheduled each year. Subject to approval of the COR, the equipment maintenance can be scheduled and accomplished within 1 year. The COR shall be notified in advance when work is to be done on equipment, which requires opening or dismantling for inspection or maintenance. Such equipment will include but not be limited to pumps, refrigeration units, condensers, evaporators, and such equipment as determined critical by the COR.

7.1.2 Preventative Maintenance Repairs

The Contractor shall perform all incidental repairs necessary to prevent a breakdown, or failure, of a piece of equipment. Incidental repairs are defined as any unscheduled work, identified as a result of preventive maintenance inspections, required to prevent a breakdown of a piece of equipment, or system, where the total cost does not exceed $500.00 in materials or 8 hours labor.

This dollar threshold applies to each individual repair job that may be required. The Contractor shall immediately perform incidental repairs when they are required in order to insure continuity of operations or to return equipment to service as soon as possible. The COR shall be advised that the repairs are being accomplished; however work should not be delayed in order to notify the COR, except where warranties are involved, in which case the COR shall be notified prior to these repairs being made.

7.1.3 Repair Determinations

If, during the performance of preventive maintenance, the Contractor determines that work costs will exceed the liability limit of $500.00 in materials or 8 hours labor, the Contractor shall stop work and immediately notify the COR. Under no circumstances shall any work beyond liability limits be performed without KO approval. If the Government decides to complete the work, the Government will only be liable for those costs that exceed the liability threshold established for the preventive maintenance. The Government will make the decision as to whether to repair or replace the malfunctioning equipment. The Contractor will provide a proposal for the repair/replacement with supporting quotes from three sources if over $2,500.00. The Government may elect to provide replacements as Government furnished equipment.

7.1.4 Records or reports

Records or reports shall be maintained that document all corrective and preventive maintenance tasks accomplished and shall reflect the status of each system after work is completed to include an updated listing of work needing to be accomplished (backlog). No later than the 5th working day of each month the Contractor shall submit, to the COR, a monthly progress report that details the services performed, identifies equipment problem areas, and any recommendations for improving system efficiency and reliability. Additionally, any issues or discrepancies shall also be noted in the daily status report. The Contractor shall be responsible for maintaining all applicable PM and equipment history records for each piece of equipment or system under this Contract. The records shall in electronic format and reflect all periodic maintenance performed, scheduled date, and actual completion dates. These records shall be made available to the COR upon request. All P.M. and equipment history records shall be turned over to the COR no later than 15 calendar days of Contract termination.

7.1.5 OPERATIONAL TOURS OF UTILITY SYSTEMS

The Contractor shall conduct operational tours of the equipment specified herein. The Contractor shall develop a work assignment sheet to describe the work to be performed and checks to be made on each piece of equipment toured. The work assignment sheet shall be in accordance with the equipment manufacturer’s recommendations or the best industry practices. Tours involve observing and inspecting operating equipment for proper operation, checking for leaks and abnormal operating conditions, turning equipment on or off, and making minor adjustments to equipment located throughout the buildings specified in this Contract. The Contractor shall maintain an electronic log (spread sheet) of the equipment areas toured, noting the time, date, any discrepancies or abnormal operating conditions noted and adjustments or corrective measures taken. The Contractor shall maintain these logs for a minimum of 180 days and they shall be made available to the Government for inspection upon request. The following equipment at TRACEN Petaluma shall be toured, as a minimum, at the frequencies indicated:
