SF-30 CONTINUATION SHEET

AMENDMENT A0009 PAGE 2 OF 4

CONTRACTOR QUESTIONS / RSEPONSES - WMEC DRYDOCK IDIQ, APPENDIX A (WMEC

210 CUTTERS)

For Amendment 9

Updated: 19 December 2012

Q: Work Item 46 (WI 46) The intent of the revised specification is confusing, and is copied below. Please clarify if the intent of this item to : a. Prepare the specified surface area amount, b. Roughen/ abrade all remaining surfaces, c. c. Apply primer to the prepared surfaces in (a), d. d. 100% full coat the entire super-structure?

A: (a) the area(s) of superstructure to be specified on individual Task Order(s) in designated SQ-FT increments are the sections of the superstructure requiring the surface preparation outlined in Paragraph

3.2.3. (b) All remaining superstructure surfaces not specified on Task Order(s) as per (a) above are to be prepared for top coating as required by Paragraph 3.2.3.2. (c) Priming of surfaces must be in accordance with Paragraph 3.2.5 which states to "Spot coat all bare steel surfaces with a “Polysiloxane Epoxy

Primer/Mid-Coat” coating.....". (d) 100% of the superstructure is always to be top-coated under this work item..

Q: WORK ITEMS 52 & 53: Propulsion Line Shaft Inspection. Work items 52 & 53 requires visual inspection of the line shafts (2 ea – presumably 1 ea P/S) and removal and reinstallation is inferred, but not specified. Given that line shaft is a tube shaft and the majority of the shaft is in the stern tube and won’t be accessible or visible unless it is removed or drawn aft, request clarification as follows: 1. Is removal and reinstallation required? 2. If removal is not required, is a full shaft visual inspection required, including drawing shafts aft to rest in strut bearings for visuals, or just visuals of accessible shaft surfaces in situ? 3. If drawing line shafts aft for full visuals is required, are tailshafts, P/S, considered an interference for this item?

A: Schedule B states how many shafts are done under each sub-CLIN. Line shaft is NOT to be removed and does not need to be drawn aft. Inspection is only for the sections of line shaft that are visible.

Q: WORK ITEMS 55 & 56: Propulsion Shaft Coating, Inspect & Test. Rev 1 specification items 55 & 56 requires inspection of the propulsion shafts (presumably both tailshafts & line shafts, P/S), but removal and reinstallation is not specified. Given that the line shafts are tube shafts and the majority of the line shaft is in the stern tube and won’t be visible or readily accessible, unless tailshaft is removed and line shaft is drawn aft, request clarification as to what contractors should estimate for this item.

A: Work Items 56 & 57 are for "Propulsion Shaft Coating, Inspect & Test" (not 55 & 56 as stated in question). Inspection for work items 56 & 57 are only for coated shaft sections which are visible with shafts in-place. Neither propeller shaft or line shaft is to be moved as part of the inspection or to accommodate inspection.

Q: WORK ITEMS 58 & 59, Propulsion Prop Shaft, Renew. Rev 1 specification items 58 & 59, Par. 3.2.3 requires boroscope inspection of the stern tube, while the item pertains to only the propeller/tailshaft renewal (see also Amend 6). Line shaft are not apparently effected by this item. Request clarification if boroscope inspection of the stern tube can be accomplished with line shaft installed.

A: Work items 58 & 59 require the removal of the line shaft(s); borescope of stern tube is then done once line shaft is removed. Only the Tail (propeller) shaft is actually renewed with GFP shaft under this work item. Paragraph 1.1 (Intent) has been modified in Rev. 2 spec for further clarification.

Q: WORK ITEMS 64 & 65, Propulsion Prop Shaft, Straightening. Rev 1 specification items 64 & 65 requires straightening of one or more propulsion shafts. In that propulsion shafting on each side of the

AMENDMENT A0009 PAGE 3 OF 4

cutter is comprised of two shafts, including a tail shaft and a tube shaft (line shaft per dwg), request confirmation that pricing for item Options A & B are for straightening two shafts (one side of the cutter) and Option C is for straightening four shafts (both sides of the cutter) .

A: The item is intened to cover only one (1) section of shafting (i.e. either line or propeller shaft from one side only). Rev. 2 Schedule B will list sub-CLINs for specific shaft sections that may be specified on individual Task Order(s).

Q: Work Item 67 (WI 67) Request Clarification (Resend): Please note Rev. 1 specifications or Amend 7 did not provide clarification.

A: Work item (WI 67) is not applicable for the 210 cutters. Work Item 67 will be deleted from Appendix

A, Rev. 2 spec.

Q: WORK ITEMS 74 & 75: Controllable Pitch Propeller (CPP) Oil Distribution (OD) Box, Inspect and

Service. Rev 1 specification items 74 & 75, Par. 3.2.1, requires servicing actuating units, “…including the oil distribution (OD) boxes”. Request confirmation scope for this item is limited to OD boxes. Otherwise, relative to scope in other CPP items, please define actuating units.

A: Scope of Work Items 74 and 75 covers OD box, actuator (pitch actuating controller), and associated components directly listed/specified within the work items 74 and 75. The scope of work does not include work on the CPP hub assembly itself or propeller blades.

General Note to Contractors: On SF-30 Continuation Sheet, Amendment A0006 (Dec 05, 2012), Page 5 of 13, Question & Answer to Work Item 58-59 (first question on page 5), referencing the renewal of

"Propeller/Tail Shaft". Both propeller/tail shaft AND the associated Line shaft require removal as part of

Work Items 58-59. The answer to this question stated "The work item is to remove Propeller

(Tail/Propeller Shaft) only - "remove" should have stated "renew" instead. Both "Propeller/Tail Shaft"

AND Line shaft are to be removed, but only the Government furnished "Propeller/Tail Shaft" is to be

"renewed". Rev. 2 specifications have been modified in paragraph 1.1 (Intent) for clarification.

CONTRACTOR QUESTIONS / RSEPONSES - WMEC DRYDOCK IDIQ, APPENDIX A (WMEC

270 CUTTERS)

For Amendment 9

Updated: 19 December 2012

Q: In Amendment 0007 there is a question (28) to WI 107 (Sea Trial), but this item is shown as being deleted in the Rev 1 specs and the new spreadsheet. Is the answer to this question in error or was the deletion from the specs and spreadsheet in error.

A: This work item has been deleted. Where applicable "Sea Trials" are already listed within the individual work items. Rev 1 documents are correct for this work item. Any additional "Sea Trial" can be addressed on a case-by-case basis as needed.

Q: Also, the Rev 1 specs show a new WI 108, Tanks (Potable Water), Clean and Inspect. But the spreadsheet show this work item as deleted (previously WI 108 was Additional Interference Removal and

Reinstallation). Please clarify how you want us to handle this.

A: Numbering has been corrected and updated on Rev. 2 Spec/Schedule B. Work Item 108 ("Additional

Interference Removal and Reinstallation") from Rev. 1 has been deleted from Rev 2; "Tanks (Potable

Water), Clean and Inspect" is now listed as Work Item 109 on Rev. 2.

Q: Amendment A0007 included the issuance of an Economic Price Adjustment form. Is it mandatory/necessary to fill in this form if we do not feel a need to?

A: It is not mandatory that a contractor fill in the Economic Price Adjustment, however, if you do not fill it in, you will not be entitled to an Economic Price Adjustment as referenced in FAR Clause

52.216-4, Economic Price Adjustment.
