AMENDMENT A0006
US COAST GUARD RESPONSE TO CONTRACTOR PRE-PROPOSAL QUESTIONS
WMEC 210-270 Drydock IDIQ
Date: 3 December 2012
Applicability: WMEC 210 Cutters
Q: Work Item 3-4: Shouldn’t there be consideration for 100% top-coat application?
A: Sub-CLIN will be added to the Rev 1 Schedule B to reflect 100% Top Coat as option.
Q: Work Item 5 – Paragraph numbering is incorrect. Paragraph 3.2.6 says “Tear drop around thru hull exhaust ports”. Does the Emergency Diesel Generator have a black tear drop at the exhaust port?
A: No. This is an error and will be corrected on Rev 1 spec.
Q: Contractor assumes that items 8 and 9 will only be invoked on Task Order if propeller shaft removal items are also invoked?
A: Correct. Work Item(s) that specify propeller shaft removal will be invoked along with CLINs 8 and 9.
Q: Work Item 14 – Paragraph 3.3 says “1/4 inch to ½ inch” not ¼ inch to ¾ inch” as per the intent. By not including specific sizes of plate in the Section B, the government leaves the contractor with no alternative but to price this item to replace ¾ inch plate. Essentially, the government will pay the ¾ inch plate replacement rate for the ¼ inch plate when required. Will the government add the sizes of plate required to the Section B?
A: Yes; Schedule B will me modified in Rev 1 to reflect different plate sizes.
Q: Work Item 15 - Paragraph 3.3 says “1/4 inch to ½ inch” plate. By not including specific sizes of plate in the Section B, the government leaves the contractor with no alternative but to price this item to replace
1/2 inch plate. Essentially, the government will pay the 1/2 inch plate replacement rate for the ¼ inch plate when required. Will the government add the sizes of plate required to the Section B?
A: Yes; Schedule B will me modified in Rev 1 to reflect different plate sizes.
Q: Work items 16-17 require partial preservation of 50 SQ-FT of designated bilge areas. It is impossible to bid this requirement without knowing what interferences are included. Contractor assumes interferences will be addressed as a change order? Please clarify.
A: Interferences listed in Rev 0 specification will be removed in Rev 1 specifications for these work items.
Contractor will provide pricing for interferences for these two work items on individual task orders as an additional cost.
Q: Work item 18, Par. 3.3 requires contractor to dispose of any drained liquids. Contractor assumes this disposal will be subject to a change order as it's impossible to estimate now the quantity of liquids that may be drained. Please clarify.
A: Generally the volume of liquid in the U/W Appendages listed is minimal and should be considered as part of the pricing for this work item. In the event one of these U/W appendages is filled with preservative or other liquid, the contractor shall submit a CFR documenting the volume of liquid to be removed, and a change request may be authorized and additional costs charged to cover these costs.
Q: Work Item 21 – The work item lists the shafts and shaft bearings as interferences. Does the government intend for the contractor to include the cost of removal of these items to complete the work item? Wouldn’t it make more sense to remove the interference paragraph and install the paragraph which directs the contractor to coordinate this work with the removal of the shafts and bearings?
SF-30 CONTINUATION SHEET Page 3 of 13
A: Per contractor question, the following changes have been made and will be reflected in the Rev 1 spec release: Appendix A - 210 Foot A&B Class Vessels: CLINs 21 & 22 /Appendix B - 270 Foot A&B Class
Vessels: CLINs 20 & 21. 3.1.4 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the below-listed. Handle all interferences in accordance with SFLC Std
Spec 0000, paragraph 3.3.5 (Interferences): Shaft bearings. 3.1.5 The Contractor shall be aware that propulsion shaft removal & reinstallation is covered under additional work item(s) within this document.
Cost associated with shaft removal and reinstallation are NOT to be included within this work item. The
Coast Guard will identify associated work items on individual Task Orders as applicable.” Verbiage added/modified is the same on all four (4) work items listed above.
Q: Work Items 21-22: No stand-alone item clearly states to accomplish shaft removal and reinstallation for inspection and repair, with repairs being invoked by other items as included.
The
Q: Work Item 22 – The work item lists the shafts and shaft bearings as interferences. Does the government intend for the contractor to include the cost of removal of these items to complete the work item? Wouldn’t it make more sense to remove the interference paragraph and install the paragraph which directs the contractor to coordinate this work with the removal of the shafts and bearings?
A: Per contractor question, the following changes have been made and will be reflected in the Rev 1 spec release: Appendix A - 210 Foot A&B Class Vessels: CLINs 21 & 22 /Appendix B - 270 Foot A&B Class

Cost associated with shaft removal and reinstallation are NOT to be included within this work item. The
Q: The specifications and the price submittal sheet are in conflict with regard to itemized pricing for items
“a-q”. The Specifications provide tank capacities and residual fuel below low suction for each individual tank which appear to be correct. The price submittal sheet indicates gallonage and “multipliers” which do not match tank capacities indicated in the specifications.
A: The specifications and pricing sheet for this item are not in conflict. Individual Task Order(s) will indicate which (if any) of these tanks are in need of cleaning and therefore content removal. Depending on the volume of liquid(s) the cutter estimates having in specified tanks upon arrival will be the amount indicated on Task Order(s). The QTY of each sub-CLIN will be calculated to the same volume, rounding up to the higher unit. (Example: If diesel Service Tank 4-165-3 will arrive with approximately 1,800 gallons of fuel, the QTY indicated on Task Order would be 4 (500 Gallons x 4 = 2,000 gallons for disposal). The multiplies will rarely match the exact volume to be priced on Task Orders, so the Contractor will be paid to the next highest increment as shown in example.
SF-30 CONTINUATION SHEET Page 4 of 13
Q: Is the contractor to base cleaning of tanks upon capacities provided in the specifications and then include the price for one time cleaning of each individual tank in the column titled “base year extended price”?
A: No. The Contractor must bid the QTYs listed on each sub-CLIN as written.
Q: Work Items 42-43: Void 4-12-0-W does not exist on references cited. References provided show the chain locker sump as 4-12-0-E. 618 WMEC 116-001 shows a foam filled void under 4-12-0-E. This is
IRT references provided an item review is recommended. On which drawing can 4-12-0-W be found?
A: Drawings provided are sufficient. The Void designation needs to be changed from 4-12-0-W to 4-12-0-
E. The contractor would be well advised to know that there may be a specific ship with document(s) that may call the same void 4-12-0-W which serves the same purpose and function as 4-12-0-E (if so it will be annotated on individual Task Orders); either way it's a sump space (void) as indicated.
Q: Work Item 44, Par. 3.2 requires contractor to dispose of any drained liquids. Contractor assumes this disposal will be subject to a change order as it's impossible to estimate now the quantity of liquids that may be drained. Please clarify.
A: Generally the volume of liquid in the Voids (Non-Accessible) listed is minimal and should be considered as part of the pricing for this work item. In the event one of these Voids (Non-Accessible) is filled with preservative or other liquid, the contractor shall submit a CFR documenting the volume of liquid to be removed.
Q: Work Item 44: While the specifications indicate six (6) voids to be leak tested aside from the port and stbd rudders, the referenced drawings to not indicate the existence of the other four (4) void plugs (table 1).
Do these four (4) voids exist?
A: While the drawings may not show drain plugs, the voids exist. In the event the Contractor finds a specified void does not have a drain plug, the contractor will need to submit a CFR stating as such, and the
Coast Guard will decide on approval for Contractor to install drain plug(s).
Q: Work Item 46 - Item cannot be priced as written for “650 SQ-FT” multiples per the price sheets provided. To do so would be full pricing for another 650 sq-ft, including pricing in abrading again. It is recommended that the price sheet be changed to reflect “job”, “one (1)”. Additional square-footage above
650 should be the subject of a negotiated settlement which would include credit for abrading.
A: Changes being made to Schedule B, Rev 1 to show various increments (in SQ-FT).
Q: Work Item 50-51: Should the quantity of GFP hydraulic coupler sleeves read 2 ea?
A: NO; only Propeller (Tail) shaft is renewed. The appropriate QTY of GFP (including sleeves) will be provided as needed for individual Task Orders.
Q: Work item 52 – The contractor could not identify a bulkhead stuffing box separate of the shaft seal.
Will the government please clarify. The drawing referenced in the work item references a Bill of Materials, BM-151 which was not provided. Please provide the Bill of Materials.
A: Rev 1 specifications will delete the stuffing box from listed interferences; 210 cutters do not have a stuffing box. BM151 can be provided.
Q: Work Item 53 - The contractor could not identify a bulkhead stuffing box separate of the shaft seal.
Will the government please clarify?
A: Rev 1 specifications will delete the stuffing box from listed interferences; 210 cutters do not have a stuffing box.
SF-30 CONTINUATION SHEET Page 5 of 13
Q: Work Item 58-59: 4.1 “Propeller Shaft consist of Two shafts (Tail and Line)”. This statement is incorrect, while tail shaft and propeller shaft are the same, per note 4.2 (One single shaft). Propulsion shaft is the term utilized for a complete shaft and could consist of the (Tail/Propeller), Stern Tube/ intermediate shaft and any number of Line Shafts. This item is titled “Propulsion Propeller Shaft” - I had assumed we were only replacing the Propeller/Tail Shaft. Reading the notes I have to assume that the propeller shaft and the tube shaft are to be replaced (Two sections of the Propulsion shaft). Is this correct?
A: Rev 1 specifications will address changes to clarify the discrepancies. The work item is to remove
Propeller (Tail/Propeller Shaft) only.
Q: Work Item 67 - 210’ Cutters don’t have Line Shaft Bearings. There is a drawing that calls the Tube
Shaft “Line Shaft” but it is a Stern Tube Shaft and there are no internal bearings. There are two Stern
Tube Bearing (Forward and After). They are water cooled Cutlass Type bearings. Are these the bearing that this item is asking to be inspected?
A: Yes. That is correct - it's the fore and aft Cutlass bearings to be inspected.
Q: Items 72 and 73 appear to cover the CPP hub change outs. Paragraph's 3.2 through 3.2.2.2. tells the contractor to remove inspect and reinstall the 8 propulsion blades all covered in items 76 and 77 Since this is a duplication should it be stricken from items 72 and 73?
A: Work items are correct as-written. They have different scopes of work for different availability periods. They will NOT be invoked on the same Task Order.
Q: Work Items 72/74/76 - USCG recommendation for a Liaan CPP System Tech Rep?
A: It may be possible for the USCG to provide a POC for Tech Rep at a later date.
Q: Items 73/75/77 - USCG recommendation for a Kamewa CPP System Tech Rep?
A: It may be possible for the USCG to provide a POC for Tech Rep at a later date.
Q: Items 76 and 77 are covering the blade and seal change outs. Paragraph 3.4.2.4 tells the contractor to overhaul the servo control and OD boxes which are covered in items 74 and 75 as well as the system flushing. There is no GFP material listed in item 76 and 77 to accomplish this task. Since it is a duplication covered in the items 74 & 75 titled CPP Oil Distribution box inspect and service should it be stricken from items 76 and 77?
A: Work items are correct as-written. They have different scopes of work for different availability periods. They will NOT be invoked on the same Task Order.
Q: Work Item 85 - Requires replacement of simplex strainer. Reference drawing identify the strainers but do not identify the material. Reference 627WMRC-521-003 list as a reference No. 7 - BILL OF
MATERIAL - “BM NO.9”, which is not furnish. Please identify the material requirements (Bronze/Steel) for these strainers or provide the BM NO. 9 if it has the material requirements.
A: Per BM NO.9 - Strainer material is Bronze w/ Monel Basket. BM NO.9 will be provided upon request.
Q: Work Item 85 – Paragraph 3.2.2 (Plug Valve Testing) does not apply to Simplex Type Strainers.
A: That's why Paragraph 3.2.2. states "where applicable…."
Q: Work Item 86 – The Work Item is very specific in detailing valves for overhaul or renewal. The
Section B quantity is listed as (2) for each valve identified in tables 1.1.1 and 1.1.2. Is the quantity correct or should the quantity reflect (1) each?
A: Qty's will be changed to QTY=1 on Rev 1 Schedule B.
SF-30 CONTINUATION SHEET Page 6 of 13
Q: Work Item 89 – It is normally the practice of the government to replace valves 2-2.5 inches and below and overhaul those valves greater than 2.5 inches. The list of valves to overhaul appears to be the list to renew and vice versa. Are the lists correct?
A: No; Valve lists need to be reversed and will be updated on Rev 1 spec and Schedule B.
Q: Work item 94 – The work item states to remove and install new zinc anodes. Paragraph 1.1 states quantity and types of anodes for replacement. Each type is listed as being style ZHC-23 and gives 4 different sizes. ZHC-23 is manufactured to one size only, that being 1-1/4” x 6” x 12”. Please clarify this discrepancy.
A: Rev. 1 specifications will reflect the necessary changes. Not all annodes are ZHC-23, but sizes are as stated in Rev 0 specifications..
Q: Work Item 94 – The drawing referenced in the work item references a bill of materials, BM-142 which was not provided on the CD of references. Please provide the bill of materials.
A: BM# 142 to be provided.
Q: Work Item 95-96: 4 It is necessary to drydock a vessel within 72 hours of arrival contractor's facility.
There are evolution of work that would be better suited to be accomplished pier side vice in drydock.
A: The Contractor must follow the specifications as written. Any deviation from specification requirements shall be address on a case-by-case basis for Coast Guard approval.
Q: Work Item 97 - Is the A item for extended days under a 30 or 56 day production period, where connects/disconnects and deliveries/pick-ups are covered under either a 30 day or 56 day availability?
A: Changes being made to Schedule B, Rev 1 showing pre-defined availability durations (i.e. performance periods).
Q: Work Item 97 - Neither the specification nor the solicitation provides for a performance period in terms of calendar days. Nearly all service costs are a function of time. Please provide a performance period, perhaps 60 days.
A: .Changes will be reflected on Rev 1 documents to show pre-defined durations. Example: 0097A 30-
Day Availability Period, 0097B 54-Day Availability Period, 0097C Each Additional Day.
Q: Work Item 97 – Par. 3.3.4 To what extent is the berthing area (if at all) disrupted?
A: Disruptions to berthing area(s) cannot be predetermined as it depends on scope of work for particular availability. Rev 1 Schedule B will be modified to include sub-CLINs for specific disruption periods (in days).
Q: Work Item 98 – The length of the dockside and sea trails was not identified. Does the government intend for the contractor to set the length of each trial?
A: Change to Schedule B will be made in Rev 1 to include Sub-CLINS for different number of days.
Q: Misc - The Coast Guard has included Critical Inspection Report (CIR) items in many of the work items. The government is asking the contractor to agree to complete CIR items without knowing the extent of the task, or which items will be definite or indefinite. For example, items 16 and 17 (Machinery Bilge space Preservation) task the contractor to complete UT shots in paragraph 3.3 (Substrate Inspection) as a
CIR inspection. If Work Item 1 (Side Scan Survey) is a definite item, this directs the contractor to blast and prime the exterior hull below the waterline within 10 days of dry docking (paragraph 3.1.5). The
SF-30 CONTINUATION SHEET Page 7 of 13 surface preparation for the side scan survey would interfere with the substrate inspection of the machinery space bilge. How will the government handle conflicts with CIR inspections?
A: As it pertains to this specific question: If conflicts are found on individual Task Order(s), the
Contractor needs to communicate any/all found conflicts to the Coast Guard prior to ward of Task Order.
A resolution of any questionable conflicts must be made prior to award of Task Order(s). Any and all attempts will be made on the part of the Coast Guard to avoid scheduling conflicting CLINS on any and all
Task Orders.
Q: General - Can the government provide general arrangement drawings for the 210’ A and B classes?
A: Yes; any additional drawings not previously provided can be made available upon request.

US COAST GUARD RESPONSE TO CONTRACTOR PRE-PROPOSAL QUESTIONS
WMEC 210-270 Drydock IDIQ
Date: 3 December 2012
Applicability: WMEC 270 Cutters
Q: Work Item 1 - For a proper UT hull plate side scan, this item must be worked in conjunction with underwater hull blasting and painting (item 8). For bidding purposes, will item 8 be part of the task order to be worked with item 1.
A: Yes. The side scanning (CLIN 1) would typically be done in a planned routine drydock availability which would also include 100% U/W body preservation (CLIN 8).
Q: Work Item 3 - Shouldn't "Freeboard Preservation, Partial" work item include 100% top coat application?
A: Sub-CLIN will be added to Rev 1 Schedule B for option of 100% Top Coating of freeboard.
Q: Work Item 12 - This item does not list the material specifications of the plate beyond "steel". For bidding purposes, please list the material specification to include type (carbon steel - stainless steel - etc.)
and grade / specification. Also, will access needed to reach the designated replacement area be considered
"interference" (any staging, JLG, etc.. needed)
A: All steel for this CLIN is to be considered standard carbon steel grades used in ship repair/construction;
any stainless steels would need to be addressed on individual Task Order(s) as CFR-based and allow price(s) to be negotiated accordingly prior to award of Task Order(s). Work for this CLIN is to be priced for only the plate renewal. Interferences, space constrictions, location considerations (staging, JLG, etc.)
will be addressed on individual Task Order(s) on a case-by-case basis. Additional costs incurred will be addressed and negotiated at that time.
Q: Work Item 13 - This item does not list the material specifications of the plate beyond "aluminum". For bidding purposes, please list the material specification to include type / grade. Also, will access needed to reach the designated replacement area be considered "interference" (any staging, JLG, etc.. needed)
A: Interferences are not to be considered as part of the work item. Interferences will be listed on individual Task Orders as stated in specifications. Contractor can price known interferences for each individual Task Order for consideration. It is impossible to list every possible type/grade of aluminum that may be found on individual ships. All Contractors are encouraged to use thier best judgment based upon experience and aluminum plate renewal previously performed.
Q: Work Item 16 - The quantity listed on the Section B for this item is incorrect. The work item is written to complete the work on all voids.
A: Rev 1 of Schedule B will be modified to reflect QTY = 1.
Q: Work Item 17 - The quantity listed on the Section B for this item is incorrect. The work item is written to complete the work on all voids.
Q: Work Item 18 – The quantity listed on the Section B for this item is incorrect. The work item is written to complete the work on all rope guards and fairwaters.
SF-30 CONTINUATION SHEET Page 9 of 13
Q: The work item directs the contractor to renew all fasteners. There is a large cost difference between the fasteners required for the A-Class vice the B-Class. Will the government split this item in the section B to allow the contractor to bid each class separately? Otherwise the government will be paying the cost each time to cover the more expensive fasteners.
A: Rev 1 of Schedule B will be modified to reflect QTY = 1 and separate sub-CLINs for 210 "A-Class" and "B-Class".
Q: Item 19 and 20 appear to be the same work description describes cleaning and preservation, but one item (19) is repair and the other (20) is Renew
A: They are similar, but Work Item 19 does not require renewals - they're CFR-based w/ pricing adjusted/negotiated accordingly based upon CFR once work is approved. Work Item 20 is in the event that specific fairwaters are known to be missing and identified on Task Order(s) prior to Task Order award.
Q: Work Item 20 - In this item the shafts and shaft bearings are listed as interferences to be handled IAW
SFLC STD Spec 0000, paragraph 3.3.5. This means that the cost to remove the props, oil tubes, shafts, bearings etc is to be included in this work item. Wouldn't it make more sense to include the paragraph to work this item in conjunction with the shaft items to eliminate having the costs in the contract twice?
A: Shafts will be removed as listed interference in Rev 1 specifications; shafts will be removed using a separate work item. Bearings are remaining as interference in this work item (20).
Q: Work Item 20-21: No stand-alone item clearly states to accomplish shaft removal and reinstallation for inspection and repair, with repairs being invoked by other items as included. Are the shafts and shaft bearings to be removed and reinstalled in the subject items as interference? It is requested all associated items be amended to include the note for clarification as it is included in some of the items.
Cost associated with shaft removal and re-installation are NOT to be included within this work item. The

A: Shaft removal will be done through different CLIN and will be stated/clarified as-such in Rev 1 spec.
Shafts will NOT be listed as interference for this work item in Rev 1 spec. Bearings are an interference related directly to this work item and need to be removed as such within the scope of this work item.
Q: Item 22 list anchors and chains as interference. I again assume that anchors and chains will be removed for inspection and preservation prior to this item. Is this correct?
A: Anchor removal and removal of other interferences in this work items are to be handled (i.e.
removed/reinstalled) in accordance with this work item.
SF-30 CONTINUATION SHEET Page 10 of 13
Q: Work Item 26 - This item states costs associated with tank content removal and disposal (including low-suction volume) should not be included with this work item. Tank content removal and disposal is included as a separate work item in this document. Content removal, disposal, and cleaning / inspecting a tank is typically priced and accomplished as a single evolution. Recommend combining item 25 and 26 into a single item, as they must be accomplished simultaneously. An example is paragraph 3.1.2 (op-test of
TLI's). To accomplish a proper TLI pre-test, the tank should not be empty or at low suction (which is accomplished under item 25).
A: Suggestion will be taken into consideration.
Q: Work Item 29 - Item 29 states Note: Tanks also used as for storing grey water – considered immediately dangerous to life and health (IDLH). For bidding purposes, are all ballast tanks listed assumed to have stored grey water?
A: Yes; all ballast tanks listed assumed to have stored grey water
Q: Work Item 32 - This item states costs associated with tank content removal and disposal (including included as a separate work item in this document. Content removal, disposal, and cleaning / inspecting a tank is typically priced and accomplished as a single evolution. Recommend combining item 25 and 32 into a single item, as they must be accomplished simultaneously. An example is paragraph 3.1.2 (op-test of
TLI's). To accomplish a proper TLI pre-test, the tank should not be empty or at low suction (which is

TLI's). To accomplish a proper TLI pre-test, the tank should not be empty or at low suction (which is
Q: Item 38 Potable water Pneumatic Tank: Para 3.4.4 address a “Hot Water Accumulator Tanks Heating elements”. Please clarify this item. See next question!
A: Pneumatic tank does not have a heating element. Paragraph will be modified accordingly in Rev 1 spec.
Q: Work Item 39 - Item 39 specification lists 4 tanks for preservation, yet pricing sheet only lists 2. Please correct either specification or pricing sheet.
A: Work item will be revised to show potable water tanks (4-78-1-W, 4-78-2-W, 4-94-1-W) and Hydro-
Pneumatic Tank 2-82-0-E. Any other tanks previously shown will be deleted.
Q: Items 39 and 40 address preservation of the Potable Water Tanks. Item 39 list 4 tanks. Pricing sheet only has 2 tanks for both items, There is no clean and inspect item for the potable water tanks should item
38 be directed toward the Potable water Storage Tanks?
A: Work item will be revised to show potable water tanks (4-78-1-W, 4-78-2-W, 4-94-1-W) and Hydro-
Pneumatic Tank 2-82-0-E. Any other tanks previously shown will be deleted.
SF-30 CONTINUATION SHEET Page 11 of 13
Q: Work Item 41 – 42: specification lists 4 voids for preservation (and states This work item describes the requirements for the Contractor to prepare and coat up to 33% of one or more of the following accessible voids:), yet pricing sheet only lists 1. For bidding purposes, are all 4 voids to be priced.
A: Rev 1 spec and Schedule B will be revised to list individual voids as separate sub-CLINs for pricing.
Q: Work Item 44 - The skeg drawing refers to Drawing 631-001, Paint Schedule for information regarding the interior preservation of the skeg. Drawing 631-001 is not included on the CD of references.
A: Sub-references are not routinely provided but may be provided upon request. Drawing 631-001 will be provided.
Q: Work Item 49 - Paragraph 3.3 directs the contractor to renew bulkhead stuffing box packing. The drawing references Drawing 243-006 which was not provided on the CD of references.
A: Sub-references are not routinely provided but may be provided upon request. Drawing 243-006 will be provided.
Q: Item 49 – Paragraph 3.5 is the option to replace shaft with GFM Shaft, which is another items in the specifications. I believe this should be deleted. Is this correct? (Both Class A & B))
A: Par. 3.5 will be deleted from this work item in Rev. 1 spec.
Q: Item 50 – “B” Class Intermediate Shaft; includes the Thrust bearing as Interference. Maybe this should be the “A” Class? ( There isn’t a thrust shaft in the “B” Class vessels.)
A: Reference to "Thrust Bearings" will be deleted from work item in Rev 1 spec for this work item ("B-
Class").
Q: Work Item 53 - In pricing this item, is it the government's intent to have the propulsion shaft removed from the vessel by a different item in this solicitation? FRP is normally applied in a shop setting, but the work item does not specify removing, or moving the shaft to a suitable location. Please clarify. Also, paragraph 3.1.2 Technical representative is not applicable for this work item, but it does for Work Item 54.
Why?
A: Removal of the Propeller (Tail) shaft will be done in conjunction with this work item as a separate
CLIN.
Q: Work Item 54 - In pricing this item, is it the government's intent to have the propulsion shaft removed from the vessel by a different item in this solicitation? FRP is normally applied in a shop setting, but the work item does not specify removing, or moving the shaft to a suitable location. Please clarify.

Q: Work Item 93 - Specification or drawing does not list material spec or sizes for valves to be overhauled. For bidding purposes, please list this info.
A: This information can be found in references/drawings and by performing a ship check prior to submitting proposals.
Q: Work Item 94 - Specification may be in error regarding the valves recommended to replace / overhaul.
They seem to be "swapped".
A: Rev 1 spec and Schedule will reflect the error. "Renew" and "Overhaul" work items have valves switched between work items.
Q: Work Item 101 - A search of references provided show no “ceramic patches.” What are these ceramic patches? Where can they be found in the references? Ceramic patches are not listed as GFM. If they are to be renewed, who makes them and what is the part number?
A: Changes will be reflected in Rev 1 spec (use marine-grade fairing compound commercially available).

Q: General - Shafting items in general; Several of the shafting items list interferences that are covered by other items, i.e. thrust bearings, deck plates covered in other items. There is a sequence to removing the thrust, intermediate and stub shafts. I thought the sequence would be followed in any request for these items. Many of these interferences would be redundant. Will the sequence of work be requested in the actual “Task Orders”? Or is the contractor to price the same interferences in several items? ( Both Class
Vessels, Items 55 Rope Guards and Fair Water Removed in “Item 20”).
A: Sequencing of work will be followed and accounted for by requesting supporting CLINs on individual
Task Order(s). Where multiple CLIN selection invokes an overlap of work, Contractors are encouraged to adjust Task Order pricing as necessary to be competitive for award of Task Order(s). In the event only individual CLINs are needed as "stand-alone" work items, the Task Order Pricing would reflect the CLINs being done as separate items.

Q: Can the government provide general arrangement drawings for the 270' A and B Class?
A: Yes; Gen Arrangement DWGS will be provided as requested.
Q: Will there be a provision to account for increased rates due to double digit inflation over the 5 year contract period?
A: FAR Clause 52.216-4, Economic Price Adjustment – Labor and Material is incorporated by reference to Solicitation HSCG80-13-R-P45068. A separate Schedule entitled Economic Price Adjustment is forthcoming, and will be attached to the back of the Base Year Schedule, and it will identify those CLINS that have material costs that are subject to an economic price adjustment. Insert the unit price for those
CLINS on that schedule upon receipt.
