Continuation Sheet SF-30

AMENDMENT 0004 Page 2 of 8

Q: Is the ceiling amount of $60,206,520 for each year of the contract?

A: No, that amount is an aggregate total for all five years of this contract.

Q: How many vessels are covered under this contract?

A: All of the 210’ and 270’ MECs are included; totaling 27 vessels.

Q: Does the 6 contract minimum mean there will be 2 contracts per region?

A: I could, there can also be more than 6 contracts awarded.

Q: Regarding the award period of Task Orders; what is the anticipated amount of time of award once the quotes have been submitted?

A: This period will be shortened significantly. Our objective is to have Task Orders awarded 60 days prior to the start of the period of performance. It shouldn’t take more than 3 weeks from the time quotes are received to when award notifications are made under this requirement. However, there will be times this will vary (i.e. emergency dry docks.)

Q: Regarding past performance, is there a maximum number of references?

A: There is no maximum, only a minimum of 3.

Q: Regarding past performance, can Past Performance Information surveys be used even if there are CPARS reports available?

A: Yes.

Q: Is the CG committing themselves to 5 years, or will other solicitations still be posted?

A: It is our intent to no longer use stand alone contracts once these Multiple Award Task

Order Contracts (MATOC’s) are awarded. There may be unique circumstances, such as lack of shipyard availability, where a separate solicitation and stand alone contract may be required.

Q: What is the significance of option years?

A: The Government determines that there is a continuing need for the supplies/services performed under the existing contract. Option Years are at the Government’s discretion to exercise.

Q: Some work items overlap – labor or materials used to complete one, are the same as completing another. How should these items be priced on the IDIQ contract?

A: Each work item should be priced as an individual item, as if that is the only item being performed under the Task Order. When a solicitation is issued for a Task Order and an overlap is present between the work items, prices can be lowered accordingly.

AMENDMENT 0004 Page 3 of 8

Q: How will performance periods be decided/announced for Task Orders?

A: Performance periods will be established at the Task Order level. Fifty-six (56) days is the standard performance period for dry docks.

Q: Is it necessary for West Coast shipyards to bid 270’s?

A: It is not anticipated for any 270’s or additional 210’s to be assigned to the West Coast.

Q: Could there be more than one contract awarded to the West Coast Region?

Q: Will changes in the specifications published with the solicitation allow for changes in the rates?

A: Yes, revisions made to the current specifications which may result in a change in cost will be issued through a modification and relevant pricing changes will be considered at that time.

Q: What are the dates for future dry docks?

A: The specific dates cannot be released. However, there are no more than 5 planned dockings over the period of this contract for the West Coast. Offerors are reminded that this contract will also be used when needed for an emergency/unplanned dry dock.

Q: Reference the 210’ Specifications, page 43, section 4.1.2. This section refers to sandblast at 100%, but then later on it references it as 100%. Is it 100% or 33% preservation?

A: The Coast Guard considers sandblasting over 33% as a 100% preservation.

Therefore, if 33% or more of the underwater body needs preservation, the contractor is to preserve 100%. Offerors are recommended to bid on 100% preservation for the underwater body.

AMENDMENT 0004 Page 4 of 8

Q: If you awarded a Task Order in Year 2 and begin work in Year 3, are you bound to

Year 2?

Q: How long will the contractor have to submit their responses to the e-mail from the

Contract Specialist for a request to fulfill a requirement on a Task Order?

A: Approximately two weeks.

Q: On the slide presentation at the pre-proposal conference, it list that an unrealistic proposal may be rejected. During the evaluation process, if the price does not look correct, will you enter into discussions to clarify this?

A: Our intent is to award without discussions however, if it is necessary to have discussion, the Contracting Officer will make that decision.

Q: On page 42, under the request for proposal, it states “dry dock calculations provided when asked by the Contracting Officer.” Does this need to be provided prior to contract award or task order award?

A: Contractors must submit their dry dock certification at contract award. If the certification expires in 2 years and this is a 5 year contract, we will be asking for new certifications. The dry dock calculations are submitted at the task order award.

Q: In all cases, will base specs take precedence over standard specs and drawings?

A: Refer to SFLC Standard Specification 0000, page 9, paragraph 3.2.1.1, Order of

Precedence.

Q: No stand-alone item clearly states to accomplish shaft removal and reinstallation for inspection and repair, with repairs being invoked by other items as included.

Paragraph 3.1.4 of the subject items state the shafts and shaft bearings are interference.

Are the shafts and shaft bearings to be removed and reinstalled in the subject items as interferences?

It is requested all associated items be amended to include the note for clarification as it is included in some of the items.

Amendment 0004 Page 5 of 8

“The Contractor shall be aware that propulsion shaft removal & reinstallation is covered under additional work item(s) within this document. Cost associated with shaft removal and reinstallations are NOT to be included within this work item. The Coast Guard will identify associated work items on individual Task Orders as applicable.”

A: Per contractor question, the following changes have been made and will be reflected in the Rev 1 spec release:

Appendix A – 210 Foot A&B Class Vessels: CLINs 21 & 22.

Appendix B – 270 Foot A&B Class Vessels: CLINs 20 & 21.

3.1.4 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the below listed. Handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences):

Shaft bearings.

3.1.5 The Contractor shall be aware that propulsion shaft removal & reinstallation is covered under additional work item(s) within this document. Cost associated with shaft removal and reinstallations are NOT to be included within this work item. The Coast

Guard will identify associated work items on individual Task Orders as applicable.

Verbiage added/modified is the same on all four (4) work items listed above.

Q: 210 Foot Vessel: Work Items 42 & 43: Voids (Accessible) Preserve “Partial”

Void 4-12-0-W does not exist on reference cited. References provided show the chain locker sump 4-12-0-E. 618 WMEC 116-001 shows a foam filled void under 4-12-0-E.

IRT references provided an item review is recommended. On which drawing can

4-12-0-W be found?

A: Drawings provided are sufficient. The Void designation needs to be changed from 4-

12-0-W to 4-12-0-E. The Contractor would be well advised to know that there may be a specific ship with document(s) that may call the same void 4-12-0-W which serves the same purpose and function as 4-12-0-E (if so, it’s to be annotated on individual Task

Orders); either way it’s a sump space (void) as indicated.

Amendment 0004 Page 6 of 8

Q: 210 Foot Vessel: Work Item 46: Superstructure, Preserve “Partial”

Item cannot be priced as written for “650 sq ft multiples per the price sheets provided.

To do so would be full pricing for another 650 sq ft, including pricing in abrading again.

It is recommended that the price sheet be changed to reflect “job”, “one (1).” Additional square footage above 650 should be subject of a negotiated settlement which would include credit for abrading.

A: A revised schedule and spec will state designated incremental quantities for the square footage.

Q: 210’ Vessel, Work Item 97 & 270’ Vessel, Work Item 106: Temporary Services, Provide

Is the A item for extended days under a 30 or 56 day production period, where connects/disconnects and deliveries/pick-ups are covered under either a 30 day of 56 day availability?

Is the B item for extended days under a 30 or 56 day production period, where connects/disconnects and deliveries/pick-ups are covered under either a 30 day or 56 day

Is the C item for extended days under a 30 or 56 day production period, where connects/disconnects and deliveries/pick-ups are covered under either a 30 day or 56 day

Is the D item for a 30 day stand-alone availability to include connects/disconnects and deliveries/pick-ups?

Is the E item for a 56 day stand-alone availability to include connects/disconnects and deliveries/pick-ups?

A: The Schedule B’s & Specs don’t say whether the sub-CLIN choices are stand-alone or to be added in combination(s). If we were to do a CASREP and only need one day of temporary services, the cost would be extremely high, as opposed to adding one day increments to either a 30 day or 56 day availability period where the baseline temporary services are already specified, and we’re only asking for additional day (s).

Amendment 0004 Page 7 of 8

For Rev. 1, the CLIN/Sub-CLINs will be submitted as follows:

CLIN ITEM DESCRIPTION UNIT PRICE UNIT QTY

0097 Temporary Services, Provide Job --

0097A 30 Day Availability Period Job 1

0097B 56 Day Availability Period Job 1

0097C Each additional day Day 1

NOTE: CLIN 0097A is to provide Temporary Services for 30 days; CLIN 0097B is to provide Temporary Services for 56 days. Extension of Temporary Services will be on a daily basis as shown on individual Task Orders pre CLIN 0097C.

Q: 270 Foot Vessel, Work Item 38, Tank (Potable Water Pneumatic), Clean and

Inspect

Does the hydro-pneumatic tank also have heating elements or just the hot water accumulator tank? If the hydro-pneumatic tank does not have heating elements, what is the purpose of paragraph 3.4.4? If the hydro-pneumatic tank does have heating elements, why is the hot water accumulator tank cited?

A: Rev 1 spec will delete paragraph 3.4.4. Rev 1 spec will add hot water accumulator tank.

Q: 270 Foot Vessel, Work Items 39 & 40 Tank (Potable Water) Preserve, Paragraph

1.1

The item intent lists 4 tanks and the price sheets list 2 tanks. Drawing indicates tanks 4-

78-1W and 4-78-2-W. Is the Contractor to ignore tanks 3-78-1W and 3-78-2-W?

A: Rev 1 spec will delete tanks 4-78-1W and 4-78-2-W from the work item.

Amendment 0004 Page 8 of 8

Q: 270 Foot Vessel, Work Items 41 & 42: Voids (Accessible) Preserve

The item intent lists 4 tanks and asks the contractor to price one or more. The price sheet requires as listed, 1 job price.

What is the contractor to base an estimate on for “one or more tanks,” the 300 gallon tank or the 7,330 gal tank? What price can the contractor possibly develop that will satisfy costs for both scenarios of radically different volumes and yet remain competitive?

Is the contractor to price all four tanks as the worst case scenario, “one or more?” Are all contractors to do the same?

It is recommended that the price sheet be changed to price tanks separately as all other tanks to this point on the price sheet.

A: Revised schedule will show a breakout of the tanks

NOTE: Some questions received are still under review. All questions will be answered.

A revised Specification and Schedule/Supplies/Services & Price/Costs sheet will be forthcoming after the due date for receipt of question which is has been extended until

November 29, 2012, 12PM EST.
