SF-30 CONTINUATION SHEET
AMENDMENT A0010
CONTRACTOR QUESTIONS / RSEPONSES - WMEC DRYDOCK IDIQ, APPENDIX A (WMEC 210 CUTTERS)
For Amendment 10 Updated: 2 January 2013 Q: Work Item 10: I didn’t see a response to the question below (sent 12/12/12) in Amend 9 regarding WI 1 and I’m not sure how to proceed given the various prep/paint options for the UW body. Note: Follow up with side scan subcontractor indicates that scanning after WI 10, UW Body, Preserve (100%), 1st coat AC at 5-6 mils as per Coat & Color Manual (COMDTINST M10360.3) would be ideal. From 12/12/12 E-Mail: Work Item 1: Hull Plating (Side Scan), UT: Par. 3.1.5 infers UW body sandblasting and priming is required (within 10 days after vessel docking). Item does not specify sandblasting or priming requirements. Request clarification as follows: 1. Should pricing for surface preparation/priming to accommodate this item be based on Work Item 10, UW Body, Preserve (100%), preparations – or should sandblasting & priming be included in Work Item 1? 2. What Coat & Color Manual (COMDTINST M10360.3) preparation/coating option will pertain to priming requirements and side scan compatibility (ie: 1st coat AC paint in millage specified)?
A: 1. Should be based on and priced under UW Body Preservation, work item; side scan will not be done without activating CLIN for U/W Body Preservation 100%. 2. Prep and prime IAW U/W Body Preservation work item.
Q: Work Items 64-65: In the last amendment the government answered a question about the straightening of the 210’ WMEC propulsion shafts; Items 64 and 65, require straightening of one or more propulsion shafts. In that the propulsion shafting on each side of the cutter is comprised of two shafts, including a tail shaft and tube shaft, request confirmation that pricing for item Options A & B are for straightening of two shafts and Option C is for straightening four shafts.” The government responded; “The item is intended to cover only one section of shafting i.e. either line or propeller shaft from one side only. The government revised the schedule B to list subCLINs for specific shaft sections.
A: This work item is to straighten only one shaft section when only one side (port/starboard) is designated on Task Order(s). If both port AND starboard options are chosen on individual Task Order(s) the contractor shall straighten one (1) shaft section designated from port side, and one (1) shaft section as designated from Starboard side. The specific section(s) of shaft(s) (i.e. tail/ propeller, line/intermediate) will be also be designated on individual Task Order(s). It is also noted that any and all shaft sections which interfere with the shaft section(s) designated in this item will be covered under separate work item(s), therefore the removal of shafts as interferences are not to be included within this work item.
CONTRACTOR QUESTIONS / RSEPONSES - WMEC DRYDOCK IDIQ, APPENDIX A (WMEC 270 CUTTERS)
For Amendment 10 Updated: 2 January 2013
Q: Work Item 63: Work Item 63 directs the contractor to straighten “designated propulsion shafts”. The section B Breaks the shafts down into port, starboard and both. Each shaft is made up of three sections. Are we pricing straightening of all three sections of an individual shaft and all six sections of both shafts, or is it the intent of the government for each shaft section to be priced individually?
A: This work item is to straighten only one shaft section when only one side (port/starboard) is designated on Task Order(s). If both port AND starboard options are chosen on individual Task Order(s) the contractor shall straighten one (1) shaft section designated from port side, and one (1) shaft section as designated from Starboard side. The specific section(s) of shaft(s) (i.e. tail/propeller, line/intermediate, thrust) will be also be designated on individual Task Order(s). It is also noted that any and all shaft sections which interfere with the shaft section(s) designated in this item will be covered under separate work item(s), therefore removal of shafts as interferences are not to be included within this work item.
Q: Work Items 70-71: Work Items 70 and 71 of the 210 WMEC package replace the same bearings. There are NO interferences listed with the replacement of these bearings. Will the 270 WMEC work items be changed to reflect the same conditions?
A: Yes; revised 270 specifications (Rev. 3) will delete interferences listed within work items 72-73. All of these interference will be handled by separate work items on individual Task Order(s).
Q: Work Items 72-73: Work Items 72 and 73 for the 270 WMEC replace the Propulsion Shaft External Bearings. The Propulsion Shaft, fairwaters and rope guards are all listed as “Interferences” for these items. Is the contractor to include the cost of removal and reinstallation of these items in Items 72 and 73? Or is the cost of removal of these items going to be included by other items listed which may be invoked on a task order?
A: No, Contractor is not to include costs of interference removal under these two work items. Revised specifications (Rev. 3) will delete interferences listed within work items 72-73. All of these interference will be handled by separate work items on individual Task Order(s).
Q: Work Item 75: This work item replaces the thrust bearing on the thrust shaft. The specification as written in paragraph 3.2.1 and 3.2.1.6 directs the contractor to remove the thrust shaft and thrust bearing assembly from the vessel using routes outlined in drawing 901 WMEC 801-011. The manufacturers technical manual TP 2698 SWBS 244 Section IV, Subsection C says, “The complete thrust bearing/shaft assembly )approximately 3150#, 8’-9” in long and 32.5” wide) cannot be removed from the vessel”. This is due to the fact that the hatch leading from the refrigerated and dry stores compartment to the crew locker space is a 30” x 30” hatch. Disassembly of the bearing would need to be completed in the space prior to removal of the thrust bearing assembly and thrust shaft from the vessel. This would lead to the question then of “Why are we removing the thrust bearing assembly from the ship is the replacement of the bearing assembly can be completed in the space?”
A: In the event this work item is activated on Task Order(s), the thrust shaft will be removed and the Govt. furnished thrust bearing will be provided for renewal. If a new bearing is being provided the old one must be removed from ship. The contractor may choose to submit CFR for approval of hull access cuts or disassemble the bearings to extent necessary to remove from ship.
Q: Work Item 78: Work Item 78, paragraph 3.2.1 is labeled “Actuating Units”. The paragraph directs the contractor to, “ accomplish the following tasks for the actuating units, including the oil distribution (OD) boxes”. The work described under paragraph 3.2.1 and its subparagraphs does not describe any work to be done to the OD boxes. Paragraph 3.2.3 “OD/Servo box maintenance” directs the contractor to clean the box using lint free rags and wipe down with clean oil. The contractor reads this as we are NOT to complete paragraphs 3.2.1.1 thru 3.2.1.3 to the OD/Servo Boxes. Is this interpretation correct? If this is the case, why are the CPP hub and shafting system listed as interferences?
A: Per text of paragraph 3.2.1, disassembly, clean and inspect should be done to both actuating units and OD boxes. Cleaning the OD box is repeated in both 3.2.1.1 and 3.2.3.
Q: Work Items 80-81: Work Item 80, CPP System, Inspect and Service (A-Class), and 81 CPP System, Inspect and Service (B-Class) require the contractor to remove the hydraulic fluid from the systems, and clean the oil system sumps (4-162-1-F and 4-162-2-F) and the hydraulic oil storage tank (4-162-0-F). Paragraphs 3.2.9.1 and 3.2.9.2 direct the contractor to replenish the fluid in both the sump tanks and the storage tank. The Section B breaks down the work item into three CLINS. A – completes the port side only, B – completes the starboard side only, and C – completes both sides. Where should the contractor price the removal and refilling of the hydraulic storage tank 4-162-0-F? This tank is common to both systems. We can price this work for all CLINS and the government would pay for the cleaning and refilling of the storage tank each time, or it can be priced into CLIN C when both systems are being worked on. Please provide guidance.
A: Applicable fluid drainage is as follows: (1) when only one CPP system is designated (port or starboard) on individual Task Orders, the contractor shall include the corresponding service (sump) tank and head tank. The Storage tank (approximately 470 gallons) may be isolated and does not requiring draining. When both port and starboard CPP systems are specified on individual Task Orders, both port and starboard service (sump) tanks, port and starboard head tanks, and the storage tank shall be drained and the fluids disposed of in accordance with all applicable Federal, state and local regulations. Clarifications have been made on the Rev. 3 specifications.
