Q: CLIN’s 0022, 0024, 0025, 0026, 0028, 0030A through 0031A, 0031C, 0031D, 0032B, 0033A through 0034D, 0036A through 0036L, 0038C, 0038E through 0038G, 0038K, 0039A through 0040C, 0043A through 0045, 0055C, 0057, 0079C through 0081, 0094, 0097E, and 0098 all have a “Unit” description of Job, yet the quantities are listed as 2. Shouldn’t these quantities be 1? Please clarify.
A: With few exceptions all QTY’s are being changed to QTY=1 on Rev. 1 Schedule B.
CLIN 000A and CLIN 000C are two examples where QTY is different.
2. Q: Contractor assumes that items 8 and 9 will only be invoked on a task order if propeller shaft removal items are also invoked. Please clarify.
A: Propeller shaft(s) will be removed by other work item(s) and not priced as part of items 8 and 9.
3. Q: Work Item 14 and CLIN 0014 are both titled “Hull and Structural Plating – ¼” to ¾” Steel Plate, Renew, however, paragraph 3.3 lists the thickness parameters as ¼” to ½”. Please clarify.
A: Schedule B will be modified in Rev 1 to reflect different plate sizes.
4. Q: Work Items 16 and 17 require partial preservation of 50 square feet of designated bilge areas. It is impossible to bid this requirement without knowing what interferences are included. Contractor assumes interferences will be addressed as a change order. Please clarify.
A: Interferences listed in Rev 0 specification will be removed in Rev 1 specifications for these work items. Contractor will provide pricing for interferences for these two work items on individual task orders as an additional cost.
5. Q: Work Item 18, paragraph 3.3 requires contractor to dispose of any drained liquids. Contractor assumes that this disposal will be subject to a change order as it is impossible to estimate now the quantity of liquids that may be drained. Please clarify.
A: Generally the volume of liquid in the U/W Appendages listed is minimal and should be considered as part of the pricing for this work item. In the event one of these U/W appendages is filled with preservative or other liquid, the contractor shall submit a CFR documenting the volume of liquid to be removed, and a change request may be authorized and additional costs charged to cover these costs.

Please clarify.
A: Tank contentment(s) removal and disposal will be covered under separate work item(s) unless otherwise stated in individual work item specification(s). Unless specifically stated under individual work item(s), cleaning of tank(s) in support of tank preservation is included within the specific work item as “Surface preservation.
The Contractor shall remove and retain the tank manhole cover(s). Power tool clean all affected surfaces to “bare metal”, in lieu of using abrasive blasting, and feather edges of existing intact coating to the prepared areas, in order to provide a smooth transition with the new paint.”
8. Q: Work Item 44, paragraph 3.2 requires contractor to dispose of any drained is impossible to estimate the quantity of liquids that may be drained. Please clarify.
A: Generally the volume of liquid in the Voids (Non-Accessible) listed is minimal and should be considered as part of the pricing for this work item. A: Suggested: (1) RobCor Enterprises, Inc. – ATTN: Robert Corp, (804) 725-0777.

12. Q: For work items 73, 75, and 77, same question for a qualified KAMEWA Tech Rep.
A: Suggested: (1) RobCor Enterprises, Inc. – ATTN: Robert Corp, (804) 725-0777.
(2) Rolls-Royce North America.
13. Q: Work Item 85 requires replacement of Simplex Sea Strainers. The references listed do not provide proper or sufficient detail for pricing or purchasing these strainers. Please provide all necessary information for pricing the strainers.
A: Bill of Materials (BM NO.9) is being provided. BM NO. 9 provides additional detail sufficient for pricing.
14. Q: Work Item 86, the description of work required for paragraphs 1.1.1 and 1.1.2 appears to be reversed from typical marine standards for valves. Shouldn’t 1.1.1 be valves for renewal, and 1.1.2 valves for overhaul? Please clarify.

16. Q: For work items 95 and 96, is it necessary to drydock a vessel within 72 hours of arrival at contractor’s facility in all cases per paragraph 3.4.2.4 of SFLC Std Spec 8634? There are evolutions of work that would be better suited to be accomplished pier side vice in drydock.
A: The Contractor must follow the specifications as written. Any deviation from specification requirements shall be address on a case-by-case basis for Coast Guard approval.
17. Q: Work Item 97 and CLINs 0097A, B, and C require unitized pricing in increments of 1 day, 7 days, and 14 days. It is impractical to have to price all efforts required by SFLC Std Spec 8635 for those short time periods as it makes the pricing look unrealistic. Efforts that can’t be spread out in a daily rate include, but are not limited to, connecting and disconnecting of all services, hazardous waste disposal, and heavy lift equipment. Is it necessary to have these 3 CLINs?
AMENDMENT A0007 Page 5 of 10
