Principal Characteristics
Introduction
1. SCOPE
1.1 Intent. This specification requires the contractor to provide transportation, storage, maintenance, and repair for a rotatable pool of up to 50 Cutter Boat Over-the-Horizon (CB-OTH) MKIIs and MKIIIs and trailers deployed on cutters throughout the U.S. The first six months of this contract will be a pilot program covering 14 CB-OTH MK IIIs located in Cape May, NJ (2 boats) and Portsmouth, VA (6 boats) and 6 spare boats in addition to 2 spare CB-OTH MKIIs for a total of 16 boats. Depending on the success of the 6-month pilot period, it is anticipated that the number of boats will start to increase incrementally.
The pace at which the number of boats will be increased has yet to be determined and will be provided to the Contractor when it is available. The Contractor should expect an average of 7 and up to 10 boats in storage/maintenance at any time for the duration of the pilot. If the pilot proves successful, the option years will expand the scope to include all East Coast CB-OTH MKIIIs (31) and spare CB-OTH MKIIs (2) for a total of 33 boats. The actual number of boats may vary slightly throughout the contract period.
2. BACKGROUND
In the present state, each Major Cutter is permanently assigned a set of Cutter Boats. While the parent Cutter is in port, or in programmed depot maintenance the assigned Cutter Boat(s) remain idle, and not utilized for operational service. A strategy to improve readiness and lower lifecycle costs is to centrally store and maintain the Cutter Boats. This Centralized Boat Pool will be under the administrative control of Coast Guard Surface Forces Logistics Center (SFLC) Small Boat Product Line (SBPL). The CB-OTH MKIIIs are assigned to the NSCs, WHECs, and WMECs. It is the intent of the SBPL to move the CB- OTH MKIIIs into a centralized pooling system in which the boats are centrally maintained and stored at a contractor’s facility. The boats will be transported by the contractor to Major Cutters to meet operational needs as determined by the Coast Guard.
An objective of the SFLC SBPL mission is to develop and execute various alteration and technical support programs to upgrade and maintain in a more cost effective and timely manner the material readiness of various boat HM&E and electronic systems.
The objective of this Centralized Cutter Boat Pool (CCBP) strategy will be to decrease the number of active CB-OTH MKIIIs the Coast Guard requires while simultaneously increasing the number of hours each boat in the pool is available for deployable operations. Under this CCBP program, while boats are assigned the contractor’s facility, they will undergo inspection, repair, programmed depot maintenance and covered storage.
The intended purpose of this contract is to provide the full spectrum of technical support encompassing all phases of the CCBP process. The contracted services provided in this process include maintenance, configuration control modifications, casualty repairs, storage, parts procurement and shipment/transportation.

Specification Requirements
1.0 1. REQUIREMENTS
NOTE: All references to “boat(s)” or “CB-OTH MKII/MKIII” include the boat and trailer unless otherwise specified.
1.1 General. The contractor shall provide all required labor, materials and resources necessary to maintain, repair, modify, store and transport all program boats and trailers as described in this specification. Services will include Operational and Depot Level Maintenance Procedure Card (MPC) completion in accordance with the Maintenance Requirements List (MRL); Casualty Repairs; Time Compliance Technical Order (TCTO) completion; storage of all hulls in the Contractor’s possession; logistics and material support. Services are required to support Major Cutter small boat system readiness. Small boat systems include all Hull, Mechanical, Electrical (HM&E) and Electronic systems.
Technical Services provided by the contractor include:
1.2 Cutter Boat Maintenance and Repair.
1.2.1 Provide qualified personnel with the necessary certifications to complete all Operational and Depot Level Maintenance on the Cutter Boats enrolled in the program, See Section 3 of this SOW.
1.2.2 Provide all material required to complete maintenance. All parts shall be Original Equipment Manufacturer (OEM). GFM will be provided to the greatest extent possible as indicated in the GFM list. The Contractor is not expected to stock GFM items in excess of what is provided by the government, however the Contractor may be required to purchase some or all of these items throughout the execution of the contract if requested by the government.
1.2.3 Complete all maintenance as per the provided Cutter Boat MRL. The Contractor shall utilize the MRL to anticipate personnel and material needs prior to a boat’s arrival at the depot location to eliminate any time delay due to parts availability.
1.2.3.1 Some operational level maintenance will need to be completed by the Cutter crews while the boat is deployed. The Contractor shall prepare a Maintenance Parts Kit that will deploy with the boat. This kit will contain all the operational maintenance parts required for the duration of the Cutter’s deployment as noted in the Material Support section, 1.6.1.
1.2.4 Provide all labor and material to complete casualty repairs as required per individual task order.
1.3 Cutter Boat Time Compliance Technical Orders (TCTOs).
1.3.1 Provide labor and material beyond GFM to complete prototype and fleet wide installation/modifications of configuration changes implemented through a TCTO.
1.3.2 Provide records of completed maintenance actions to COTR for maintenance history tracking.
1.3.3 Note any discrepancies in configuration from the CB-OTH MKIII drawings and provide with boat inspection reports when noted.
Page 2 (Rev-0)
1.4 Cutter Boat Storage.
1.4.1 Provide indoor storage for all spare hulls and all boats undergoing maintenance or repairs, including trailers.
1.4.2 Prep each boat for storage (lay-up procedures including placing batteries on battery bank) prior to any storage period. Batteries may be left in boat or removed. With either method it is required the batteries remain charged and be ready for service upon delivery.
1.4.3 Upon removal from storage, complete the Pre-Delivery Operational Test. Including load testing batteries.
1.5 Cutter Boat Shipping.
1.5.1 Delivery to cutter. Contractor shall be responsible for delivering boats to Cutters or Air Stations to meet Cutter operational schedules.
1.5.2 Return from cutter. As directed, the Contractor shall be responsible for picking up boats from Cutters. The Contractor shall ensure they pick up the boat along with any part or tool kits that were provided with the boat upon delivery. Verify that the kit inventory list is included and checked-off by the unit personnel with remarks for any used items. Upon return to the Contractor’s facility, the Contractor shall complete the Boat Acceptance Inspection and Operational Test.
1.6 Logistics and Material support. Logistic and material support services shall include but not be limited to: participation in meetings; visits to government field and industry sites such as Cutters or local area vendors; participation in inventory reviews; and procurement of all material and equipment that is not Government Furnished Material (GFM) or Equipment
(GFE).
1.6.1 Material Support.
1.6.1.1 Material procurement. The term “material” includes supplies, material, equipment, hardware, tools and parts. Incidental materials are materials not specifically called out on maintenance procedure cards or repairs, but necessary for the completion of required task. These incidental materials are the contractor’s responsibility to provide.
1.6.1.2 Procure components and materials required for all TCTO modifications, regular maintenance and casualty repair if not provided by the Government. This may include specific boat system components related to current and new configurations.
1.6.1.3 The contractor shall stock adequate levels of all maintenance and casualty repair parts required at the contractor’s facility to ensure no maintenance items are delayed due to a lack of parts including GFM. If the level of GFM is not adequate the contractor may increase levels as determined to be necessary. The Coast Guard will ship all GFM and GFE to contractor site at the government’s expense.
1.6.1.4 Kits.
