Solicitation Number HSCG40-12-R-50008 Amendment Number A00001
14A. This Amendment is issued to answer the following questions submitted in response to this Solicitation.
QUESTION: Reference Section 3.0, Personnel Qualifications, which calls out five Key personnel positions. Section I.14, HSAR 3052.215-70, Key Personnel or Facilities (DEC 2003) of the solicitation calls out: “The Contractor’s Program Manager is designated as Key Personnel or Facilities under this Contract”. Please identify which is governing.
ANSWER: As stated in the solicitation, “The personnel or facilities specified below are considered essential to the work being performed under this contract.” Those personnel identified are the Contractor’s facilities/Program Manager and subcontractor personnel/facilities. The Government anticipates teaming arrangements will be necessary to successfully complete all requirements of the specification. As such both the Prime contractor and their designated subcontractor/steaming partners/facilities shall be designated as Key personnel/facilities, however, since the Prime contractor will be responsible for all program management, the Prime Contractor shall govern.
QUESTION: Reference Section B, CLIN 0002 – Inspection, page 3 (and all Option year Inspection CLIN’s). Is it correct to assume the where the RFP indicates “LABOR HOURS X LOADED LABOR RATE X UNIT PRICE” that it should read “LABOR HOURS X LOADED LABOR RATE = UNIT
PRICE”?
ANSWER: Yes, the solicitation does contain a typographical error which has been corrected on the attached revised pages. Offeror’s shall remove the existing pages 3, 18, 33, 48, and 63 and replace with the attached revised pages 3, 18, 33, 48, and 63.
QUESTION: Reference RFP Section B, Supplies or Services and Prices/Costs, Pricing Schedule A – Scheduled Maintenance, pp 4-6 and Schedule B – Unscheduled Maintenance/Condition Maintenance, pages 7-10. Will the Government confirm that the fractional notation under the column heading “EST.
FREQUENCY PER YEAR” is Schedule A should be interpreted as a once in a multi-year cycle, e.g., 1/8 means once in 8 years, and ¼ means once in four years? Likewise, in Schedule B, that the notation .25 in the “EST. FREQUENCY PER YEAR” should be interpreted as once in four years?
ANSWER: Yes, the fractional notation indicates the anticipated number in a multiyear scenario or the chance that any given boat will require that task in one year.
QUESTION: Reference RFP Section B.6, Base Year, Sub-CLIN 0007 – Standard Transportation Services (and all related Option Year CLIN’s) top of page 12 – the RFP states “The Contractor shall propose a mileage rate for this CLIN. The mileage rate shall include all costs and expenses for driver and equipment and all other costs and expenses for transportation of a cutter boat, trailer, maintenance parts, casualty spare parts and tool kits to a designated dockside location. Any other travel related expenses, such as per diem (meals and incidental expenses) and lodging shall be reimbursed in accordance with Federal Acquisition Regulation (FAR) 31.205-46 (emphasis added)” Please confirm that travel-related expenses such as per diem and lodging should not be estimated/included in the requested mileage rate (i.e., they will be reimbursed separately).
ANSWER: Confirmed. Per diem and lodging, if an when necessary, shall be reimbursed only after submission and approval of all receipts.
QUESTION: Reference Section C, Statement of Work, Section J, Attachment 1, Centralized Cutter Boat Pooling Program, Section 1: Provide Storage and Maintenance Facilities, subsection 2.2.3, 2nd sentence, page 9 – (A) Does the requirement for “15 minutes” refer to both the boat storage facility and the parts storage facility? Can these be two separate locations? (B) If the “15 minutes” requirement refers to the boat storage facility, will the Government consider replacing the “15 minutes” requirements to within 30 miles since traffic and time of day are variable factors for commuting? (C) If a mileage requirement is not feasible, will the Government extend the 15 minutes to 30 minutes?
ANSWERS: As stated in the specification, and answered during the pre-solicitation conference, the boat storage and boat maintenance locations may be separate buildings. The parts inventory storage shall be located within 15 minutes of the maintenance location. Each building shall have the same security, coverage and climate requirements. The boat storage facility may also be a separate location, not bound by the 15 minute boundary, but must be so located that travel time between the storage and maintenance facility is limited.
QUESTION: Reference RFP Section C, Statement of Work and Section J, Attachment 1, Centralized Cutter Boat Pooling Program, Section 3: Perform Operational Full Load Test, subsection 2.2.3, page 12 – reference is made to the OTH MKIII Operational Checklist Appendix B. Will the Government provide this document?
ANSWER: Yes, Both Appendix A and Appendix have been uploaded to FedBizOpps.
QUESTION: Reference Section H Special Contract Requirements, Subsection H.11, page 98, Part II, Section I Contract Clauses, subsection I.12, page 106, and Subsection I.18, page 109. Was the use of the term “BPA” intended in the above referenced RFP sections?
ANSWER: No, this is a typographical error. Offeror’s shall remove the existing Pages 98, 106, and 109 and replace them with the attached revised pages 98, 106, and 109.
QUESTION: Reference RFP Section L, Instructions, Conditions, and Notices to Offerors or Respondents, subsection L.4, 4th paragraph preceding table, page 123 – To more adequately address all six Subsections in Volume I, Technical Capability, will the government consider expanding the 20-page limit or excluding the following from the 20-page limit?
ANSWER: No, the Government will not consider expanding the 20-page limit imposed for the technical proposal.
QUESTION: Reference: RFP Section L, Instructions, Conditions, and Notices to Offerors or Respondents, subsection L.3 and Sub-Section 1–Facilities/Equipment, page 124: This requirement states “The Offeror shall provide documentation detailing their facility to include size, location, capacity, etc., and detailing the list of equipment (e.g., cranes, travel lifts, etc.), including current certifications…” Is this documentation excluded from the page count? Are 11x17 sheets counted as one page?
ANSWER: This documentation is not excluded from the page count. As stated in the solicitation, 11 x 17 inch sized fold-out pages may be used for tables, charts, graphs, or pictures that cannot be legibly presented on 8 ½ x 11 inch paper and shall be considered as 1 page.
QUESTION: Reference: RFP Section L, Instructions, Conditions, and Notices to Offerors or Respondents, subsection L.3 and Sub-Section 1–Facilities/Equipment, last sentence, page 124 and Section C, Attachment J-1, Sections 1: Provide Storage and Maintenance Facilities through Section 10:
Provide Shipping Services. Also, RFP Section M.3, Subfactor 1: Facilities/Equipment. In the RFP instructions for Sub-Section 1 Facilities / Equipment, RFP Section L.3 states: “The Offeror shall provide sufficient detail to demonstrate a thorough understanding of the requirements described in the specification.” The evaluation criteria in Section M.3 for Subfactor 1 states “The Government shall review the information submitted by the Offeror to determine the degree to which the proposal indicates it will comply with or exceed the requirements of the specification for facilities”. In our response to Sub-Section 1, are Offerors to address their understanding for all of the Specification Requirements in Attachment J-1 (pages 9-33) for Section 1 through Section 10 or is Offeror to only respond to Section 1: Provide Storage and Maintenance Facilities?
In our response to Sub-Section 1 Facilities / Equipment, if Offeror is to only respond to Section 1:
Provide Storage and Maintenance Facilities, which Sub-section of the Volume I, Technical Capability, should the Offeror address their understanding of the Specification Requirements in Attachment J-1 (pages 10-33) for Sections 2 through Section 10?
ANSWER: As stated in the submission requirements, “Technical proposals submitted in response to this Solicitation must demonstrate an understanding and the ability to meet all of the requirements covered in the Specification. The technical proposal should be sufficiently complete to demonstrate how the Offeror will comply with Government directions and requirements throughout the performance period.” Further, “All information must be presented in sufficient depth to allow the Government to make a comprehensive evaluation of the Offeror’s understanding of the Specification and the Offeror’s capability for successful performance of the Specification. The proposal should demonstrate this understanding and capability in a concise, logical manner and should not contain superfluous material not directly related to the solicitation.”
QUESTION: Reference: RFP Section L, Instructions, Conditions, and Notices to Offerors or Respondents, subsection L.3 and Sub-Section 3–Staff Experience/Key Personnel, 2nd sentence, page 124: The RFP states “Proposed labor category requirements shall be developed to include qualifications, experience, knowledge, skills, and responsibilities.” Are offerors expected to develop the labor category requirements for the Key Personnel proposed? If yes, will the Government consider excluding this from the page count?
ANSWER: The requirements for Key Personnel are address in the Specification, Special Requirements, Section 3.0, pages 6 and 7. This information shall not be excluded from the page count.
QUESTION: Reference: RFP Section L, Instructions, Conditions, and Notices to Offerors or Respondents, subsection L.3 and Sub-Section 3–Staff Experience/Key Personnel, last sentence, page 124: Since the Program Manager resume requires a letter of commitment, will this be excluded from the page count? If this is not excluded from the page count, will the Government consider a signed statement of commitment in the resume?
ANSWER: ONLY the Program Manager’s Letter of Commitment, shall be excluded from the page count.
QUESTION: Reference: RFP Section L, Instructions, Conditions, and Notices to Offerors or Respondents, subsection L.3 and Sub-Section 4–Teaming Arrangement/Subcontractors, page 124:
Does the Government want offerors to include teaming agreements? If so, will they be excluded from the page count? If not, can they be included in the Price Proposal?
ANSWER: If the Offeror feels that teaming arrangements are necessary to successfully complete the requirements of the Specification then they should be included. This information will not be excluded from the page count and cannot be included in the Price Proposal.
QUESTION: Reference: RFP Section L, subsection L.3, Volume II – Price Proposal, page 125:
Given the extensive amount of fill-ins, especially for Section B, i.e., more than 35 pages, will the Government consider providing offerors with a copy of the RFP in Microsoft Word and/or Excel for pricing?
ANSWER: No, The Government will not provide a copy of the RFP in Microsoft Word and/or Excel.
QUESTION: Reference: RFP Section M, Evaluations Factor for Award, subsection M.3 Evaluations Factors, paragraph (1) Technical Capability, 2nd sentence, page 129: The RFP states “Within the technical capability evaluation factor, the subfactors are rated in order of importance as listed below.
The Government will consider the risk of performance in technical capability as part of the evaluation.” (Management Approach, Teaming Arrangement/Subcontractors, Quality Assurance Plan, Staff Experience and Key Personnel, Facilities/Equipment, Past Performance). In terms of the order of importance, is the Government referring to the subfactors above and immediately following the RFP paragraph or is the Government referring to the list of “Subfactor 1—Facilities/Equipment” through “Subfactor 5—Quality Assurance Plan” on the same page following the above-referenced listing?
ANSWER: As stated in the solicitation, “within the technical capability evaluation factor, the subfactors are rated in order of importance as listed below.
Management Approach Teaming Arrangement/Subcontractors Quality Assurance Plan Staff Experience and Key Personnel Facilities/Equipment Past Performance”
14B. The date and time established for receipt of proposals remains unchanged.
14C. Offerors are required to sign and submit one (1) copy of this Amendment with their proposal.
