Amendment Number A00006
14A. This Amendment is issued to answer the following questions submitted in response to this Solicitation.
QUESTION: (A) On page 31 of the specification, section 3.3.5 indicates “All liquids will be topped-off to 95% or appropriate fill level prior to shipment unless otherwise directed by the KO.” Does this apply to the 80 gallon diesel fuel tank? If so, would the USCG like diesel fuel priced in CLIN 0007(series) or will it charged through CLIN 0006(series) under an authorized CFR?
(B) In the SPECIFICATION, PAGE 31, section 10, subsection 3.3.5 it states “All fluids will be topped-off to 95% of the appropriate fill level prior to shipment.” Does this include fuel? If so, where does the Contractor provide their quotation for this in the solicitation?
ANSWER: The Offeror shall submit a Condition Found Report prior to the shipment of the boat, to identify the actual cost of fuel.
QUESTION: Page 2, section 1.2.3.1, Page 4 section 1.6.1.4.2 and Page 27 section 3.3.3 require a Maintenance Parts Kit in addition to the Casualty Parts Kit and Special Tools Kits outlined in the solicitation CLIN 0008(series). We have assumed the assembly and preparation of the Maintenance Parts Kit be purchased as an MPC under CLIN 0004(series) knowing labor associated with executing the MPC will be provided by ship’s force. Is this correct?
ANSWER: Yes, the labor associated with completing the MPCs in the kits will be completed by the Units.
However, the Contractor is responsible for assembling the Kits.
QUESTION: When an old part is no longer available and the OEM has replaced it with a more/less expensive part will it be negotiated as a change or does the USCG expect this risk priced in the contractors proposal?
ANSWER: At the time of the release of the solicitation, all parts were available. If, during performance of the contract, parts are no longer available, the Contractor shall identify that fact on a Condition Found Report and any cost difference will be negotiated.
QUESTION: Will the CG consider the purchase of parts superseded as a result of a TCTO that remain in the contractor stock or pay the OEM restocking fee, if the contractor cannot use them for other projects?
ANSWER: It is reasonable to expect that the Government would purchase the parts that would become part of Government-Furnished Property to be returned to the Government after completion of the contract.
QUESTION: CLIN – 0006 Page – 11 How do we notate or address the Labor Categories that we include in our Overhead Rate for CLIN 006 and the Composite Labor Rate referenced on page 92 - G.11?
ANSWER: The requirement for the Composite Labor Rate, Page 92, G-11 has been deleted. Offeror’s shall remove the existing Pages 91 and 92 and replace it with the attached revised Pages 91-92.
QUESTION: CLIN – 0001 Program Management Page – 3 Discussion: CLIN – 0001 states in part ” The Contractor shall be required to perform all management to provide the necessary facilities, labor, equipment, and resources to operate a rotating cutter boat pool that will receive cutter boats dock side following deployment and provide the necessary services to inspect, maintain and, repair, modify, store and transport back to dockside for subsequent deployment” . Question: Would facility cost be considered a part of Program Management or should it be included as part of overhead cost and therefore distributed throughout CLINs 2 through 12?
ANSWER: The Government cannot advise Offeror’s on how to complete price proposals.
QUESTION: (A) The documentation provided by the Government associated with MPCs S00050.0, S00051.0 and S00053.0 listed in CLINs 0004, 1004, 2004, 3004 and 4004 are forms, and not maintenance procedures.
These forms are to document the shipping, receiving and repair of components in ACMS and apparently have no specific task associated with them. As such, we have no basis of estimate for these items and cannot formulate a price. Would the Government consider removing these forms from the lists, as they are printed copies of electronic versions that are in the ACMS database?
(B) In CLIN0004 on page 10 of the RFP these three MPCs appear: S00050.0 SHIP A COMPONENT (ELECTRONIC) CFR, S00051.0 RECEIVE RECEIPT OF COMPONENT (ELECTRONIC) CFR, S00053.0 REPAIR OF COMPONENT (ELECTRONIC) CFR. On page 18 of the Specification, the Estimated Labor Hours for these three MPCs are all marked as “n/a”. Since shipping, receiving and repairing are considered as actions, how can labor not be applicable to these MPC’s?
ANSWER: If there is no task associated then a price quote is not required. The Government will not consider removing these forms from the lists.
QUESTION: The following MPCs are missing from the GFM data CD, “Technical Publications, Drawings, MPCs and Specs” and were not included in the supplemental data provided subsequent to that. Would the Government consider removing these MPCs as they are in a “Pending Development” status in the table of contents in the maintenance deck provided, and in consideration that the Auto-inflate Pump Diaphragm documentation indicates there is “NO CARD” in the revision column?
a. F23061.0 CHECK RDP-143(1EE70), CHART DISPLAY TEXT
b. HB0440.0 WASH POST TRAILER EVOLUTION
c. M51010.0 REPLACE AUTO INFLATE PUMP DIAPHRAM
ANSWER: The card number for F23061.0 is actually F23052.2 and was included in Amendment Number A00003. Card Number HB0440.0 is attached to this Amendment. Card Number M51010.0 was deleted under Amendment A00003.
QUESTION: In the pre‐solicitation questions and answers, there was an answer relating to performance by the contractor out of CONUS that stated in part that repairs could be required in various places “and possibly and Central, South, North American ports.” Does this mean Central America and South America and North America? Or does this mean the central, south and north portions of the United States (i.e. gulf coast, southern US and Northern
US)?
ANSWER: Yes, this means ports ranging from South America, Central America, and North America.
QUESTION: CLIN0005 requires application of hull markings. Are hull markings painted on, applied as decals, or a combination of both?
ANSWER: Hull markings may be painted or decals.
QUESTION: Page 125 of the RFP says in the last paragraph that “one fully executed and signed original copy…must be returned.” The chart on page 123 shows that the Price Volume number of required copies is “Original plus 1 copies”. Does this mean that there should be three (3) total Price Proposal documents delivered with the proposal?
ANSWER: No, only two copies are required. Page 125 has been revised. Offeror’s are required to remove the existing Page 125 and replace it with the attached revised Page 125.
QUESTION: Should offerors replace original pages with the amended pages for pages 1-131 of the RFP in their pricing submittal volume?
ANSWER: As stated in each Amendment issued, Offeror’s are required to replace existing pages with amended pages.
QUESTION: Regarding the breakdown of costs requested at the top of RFP page 126, does this breakdown need to be done for each CLIN?
ANSWER: As indicated, in addition to placing your offer in the appropriate place in Schedule of supplies and Prices, it is requested that you provide a breakdown of your costs, to include but not be limited to:
Cost/hour/trade; Supplies/materials (description & cost of each); Sub-total; Pension Plans; Overhead rate;
Profit. If the tasking of a particular CLIN is not identified in this list, it does not have to be provided.
QUESTION: Vendor respectfully requests an extension until Thursday April 12, 2012 so that we may provide complete and competitive pricing to the Government.
ANSWER: The due date for receipt of proposals shall not be extended.
QUESTION: In the SPECIFICATION, PAGE 9, section 1, subsection 2.2.2 it states “The Contractor’s facility must be indoor and climate controlled, capable of storing up to 16 boats on trailers. In the Solicitation, CLIN0012, states “The Contractor should expect an average of seven (7) boats in storage/maintenance at any time.” Please clarify the storage space required for the base year; is storage for 16 boats required at all times regardless of the actual number of boats in storage/maintenance?
ANSWER: Storage needs to be able to accommodate 16 boats, even though the anticipated average number is well below this.
QUESTION: How long after the contract is awarded will the contractor start picking up boats for this program?
ANSWER: The first few boats will be available immediately upon award. It is anticipated the full 16 boats will take 3-6 months to enroll into the program.
QUESTION: How much time will the contractor have to implement necessary parts & tool stock after contract award?
ANSWER: The Government anticipates the Contractor will be ready to actually work on these boats within 30 calendar days from the date of award.
QUESTION: Will the Contractor be reimbursed for expenses to travel to the “kick-off meeting” and any other required meetings for this program?
ANSWER: No, travel to and from any meetings will not be reimbursed.
QUESTION: Can anyone that was not at the pre-solicitation meeting bid on this solicitation?
ANSWER: Yes, any source interested in this requirement can submit a proposal.
QUESTION: At the end of the contract, who is responsible for inventory of parts & tools that the Contractor has stocked for this contract?
ANSWER: At the end of the contract, the final inventory for parts and tools shall be a combined effort between the Government and the Contractor.
14B. The date and time established for receipt of proposals remains unchanged.
14C. Offerors are required to sign and submit one (1) copy of this Amendment with their proposal. Failure to submit a signed copy of this Amendment may render the proposal unacceptable and the proposal may be rejected.
(END OF AMENDMENT NUMBER A00006)
Revised 4/20/2012
The performance evaluation process shall be accomplished by all participants electronically using the Contractor Performance Assessment Reporting System (CPARS) via the Internet. The CPARS is an all-inclusive system with many built-in levels of security designed to safeguard your performance evaluation throughout the entire process. In order to ensure that the Contracting Officer provides the correct person electronic access to the performance evaluation report for review and comment, the contractor shall provide to the Contracting Officer, (1) the primary contractor representatives name, e-mail address, telephone number and unique identifier and (2) the secondary contractor representatives name, e-mail address and telephone number.
The Contracting Officer will contact the contractor for this information, upon award. The contractor will receive a system generated e-mail notification when the performance evaluation for this contract is ready for review. The contractor will access the Contractor Module of the system, review the evaluation and submit desired comments. The notification e-mail will contain instructions for the Contractor’s Representative to log in with their unique ID in order to obtain a personal identification number (PIN). The PIN may be used to access this contractor’s evaluation only, and will be deactivated after the evaluation has been reviewed and comments have been submitted. The contractor should be mindful that the system provides thirty days to electronically submit comments.
If no comments are received during the thirty-day period, the system will automatically set the evaluation to completed status and will incorporate a statement to the effect that no comments were received within the time limit. The fully completed report is automatically sent to the contractor by the system for viewing and may, at that time, be printed.
G.9 CONTRACT DEFICIENCY REPORT
The Contracting Officer or Contracting Officer’s Technical Representative (COTR) may issue a Contract Deficiency Report (CDR), MLCA Form 005. The contractor shall respond in writing within 24 hours of receipt, unless otherwise approved by the Contracting Officer, to the COTR. The COTR will comment on the contractor's response and will forward the Deficiency Report and comments to the Contracting Officer. The Contracting Officer will render a final determination and provide it to the Contractor and COTR in writing.
G.10 GROWTH WORK
(a) The Contractor shall not perform growth work without the Contracting Officer's authorization. Growth work is defined as work within the scope of the contract which has not been previously priced as a pre-priced CLIN. The Contracting Officer reserves the right to contract for growth work on the basis of a negotiated, firm, fixed price, when it is in the best interest of the Government. If a firm-fixed price contract is awarded, and during the performance period a repair within scope is identified but the Contracting Officer and Contractor are unable to agree on the cost of the work a bilateral modification may be incorporated into the contract using a Time and Materials modification for this specific repair.
(b) The Contractor shall furnish a price breakdown directly to the Contracting Officer, itemized as required by the Contracting Officer, of any proposal submitted for a contract modification. Unless otherwise directed, the breakdown shall be submitted on an MLCA 002 proposal form provided at the arrival conference permitting an analysis of all materials, labor, equipment, subcontract, overhead costs, and profit covering all work involved in the change/modification whether such work was deleted, added or changed. Any amount claimed for subcontracts shall be supported by a separate, similar price breakdown.
Revised 4/2/2012
(c) The Contractor is required to have and/or furnish all tools and equipment incidental to each bench trade.
Supplies such as wiping rags, hacksaw blades, sandpaper, welding wire, helium, etc., are also to be furnished by the contractor. Other materials are to be charged at regular rates and prices currently in effect and as agreed to by the Contracting Officer. Material shall be best commercial quality available except where a precise specification is indicated in which case the specification shall apply, e.g., MILSPEC, FEDERAL SPEC.
Revised 4/2/2012
Sub-Section 5 – Quality Assurance Plan: The offeror shall submit a copy of their Quality Assurance Plan.
The Plan submitted must include sufficient detail to demonstrate the Plan meets the requirements detailed in the Specification and the higher level quality requirements identified on Page 81 of this solicitation.
