14A. This Amendment is issued to answer the following questions submitted in response to this Solicitation.
1. QUESTION: Reference: Amendment A00001, dated March 13, 2012- Based on the answer provided, does the offeror only need to submit the resume for the Program Manager or also for the key resumes specified in Section C, Attachment J-1, pages 6 and 7 including the following:
a. Program Manager
b. Senior Engineering Technician
c. Quality Assurance Specialist
d. Planner/Estimator
e. Site Foreman?
ANSWER: As stated in the solicitation, Page 124, Sub-Section 3, “The Offeror shall provide resumes for all key personnel.”
QUESTION: Will you please provide the average annual hour usage of the boats?
ANSWER: 182 hours.
QUESTION: Our Q.A. Plan is nearly 100 pages in length in order to meet current ISO 9001 standards. The RFP states that Volume I – Technical Capability is restricted to 20 pages however Sub- Section 5 – Quality Assurance Plan requires the offeror to submit their Q.A. Plan. Would reference to our Q.A. Plan along with the recent results of our U.S. Navy audit suffice for fulfilling these requirements?
ANSWER: No. Offerors must submit a copy of their Quality Assurance Plan. Given the number of pages that these Plans may be, the Quality Assurance Plan will not be counted in the 20 page limit.
QUESTION: What is the deadline for submitting questions regarding this RFP?
ANSWER: The deadline for submission of questions is April 2, 2012. NO questions shall be answered after this deadline.
QUESTION: Section B.6 Base Year LIN 0001 Program Management (and the related sections in other years): Does the fixed price for management of the program stay the same regardless of the number of boats in that year – i.e., the RFP estimates 16, but what if there are 18, or only 7?
ANSWERS: There will not be more than 16 boats in the base year. The other related CLINs for the option years are established to request a fixed-price for the number of new boats that is estimated to be inducted for that year as well as a requires for a fixed-price for the number of boats that have been already initiated into the program under the base year and the number of rotations that each boat is expected to rotate through the program. For example, the First Option Year requests a price for 10 new boats that are estimated to be inducted into the program and requests the program management costs for the 16 boats expected to be already inducted that are expected to rotate through the program at least twice that year. The Government cannot provide guidance to offerors on how to submit their proposals. If an offeror feels that the program management cost is the same regardless of the number of boats, the offeror is free to propose that.
QUESTION: Section B.6 Base year CLIN 0005 Apply Hull markings (and the related section in other years): Please confirm that the material for hull markings will be provided by the government at no cost to the contractor.
ANSWER: The Government shall only provide that material as referenced in the Specification and in Section H.5, Page 94, of the solicitation.
QUESTION: Section B CLIN 0008 and CLIN 0009 (and related section in other years): Please confirm that the pricing requested for these CLIN’s is for shipping costs only.
ANSWER: No, the pricing requested is not for shipping only. Offerors must provide pricing to procure the items listed. As stated in the CLIN, shipping costs shall be negotiated if and when these items are ordered.
QUESTION: Section B CLIN 0011 (and related sections in other option years): (a) Please provide the section number and name that were left blank in the first sentence of this section. (b) If a Tech Rep is being hired for a day of 8 hours, what is the difference in the “Flat Rate Per Day (8 hour day)” pricing line and the “Loaded Labor Rate – Straight Time (8 hour day)” pricing line? Are you asking for a daily rate in the first and an hourly rate in the second instance?
ANSWER: (a) The section number and name are provided on the attached revise Page 16. Pages 31, 46, 61, and 76 have also been revised to supply this information and/or correct typographical errors.
Offerors shall remove the existing Pages 16, 31, 46, 61, and 76 and insert the attached revised Pages 16, 31, 46, 61, and 76. (b) Yes, the Government is asking for a flat rate per day and a loaded labor rate for straight time and overtime. The pricing lines for loaded labor rate, both straight time and overtime, are requesting Offerors to show what their loaded labor rate is.
QUESTION: Section B CLIN 0011, is it anticipated that the Technical Representative will be considered a non-exempt employee under the Fair Labor Standards Act?
ANSWER: No, Technical Representatives can be Mechanics, Electricians, etc., and are not exempt from the Fair Labor Standard Act.
Amendment Number A00001
QUESTION: Section F.2, page 84-85 Offeror’s Proposed Delivery Schedule: is it expected that the offeror will change the proposed delivery schedule column labeled “Within Days After…” if the Offeror wishes to offer a different delivery schedule than the Required Delivery Schedule?
ANSWER: Yes, Offerors are offered the opportunity to provide a proposed delivery schedule that meets or exceeds the required delivery schedule and must complete this column if a proposed delivery schedule is offered. The paragraph immediately following the table states, “Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected.” This paragraph has been revised to read “Offerors the propose delivery that will not clearly fall within the applicable required delivery schedule MAY be considered unacceptable and may be eliminated from further consideration.” Offerors shall remove the existing Page 83 and replace it with the attached revised Page 83.
QUESTION: Section G.4(b) Approval of Invoices – when invoices are submitted to the Contracting Officer for approval what constitutes required supporting documentation to be attached?
ANSWER: Only CLIN’s 0007, 0011 and each corresponding option year CLIN require supporting documentation. This includes all receipts for lodging, fuel, tolls, meals, and other travel-related incidentals.
QUESTION: Section G.4(f) Invoice Processing: This section states that all proper invoices and any supporting documentation must be submitted as a single Adobe file. Does this means that a single invoice and its documentation are put into one Adobe file, or do all invoices being submitted at the same time have to be merged together into a single Adobe file? Please clarify.
ANSWER: This means that a single invoice, and its supporting documentation, shall be included on one Adobe file.
QUESTION: Section G.4(1)(ii) Invoice Payment via Web-Based Submission: How is a receipt confirmation provided by the billing office? Is this an auto-reply type of receipt, or does it require human intervention to send a notice, which is beyond control of the contractor?
ANSWER: When the Contractor submits the invoice utilizing the Contractor Invoice Submission Form they will immediately receive notification that an invoice has been submitted
QUESTION: Section G.11 Composite Labor Rate: are “composite labor hour rate” and “composite labor rat” the same thing?
ANSWER: Yes.
QUESTION: H.10, Teaming: This Section states that teaming is anticipated DURING the performance of this contract and that the government may prohibit this arrangement. Is this a separate issue from whether a contractor may have a teaming arrangement as part of his proposal?
ANSWER: Yes
QUESTION: I.10 Hazardous Substances: What type of hazardous substances will be required to be removed or disposed of?
ANSWER: Hazardous substances may include all boat liquids (i.e., fuels and oils) and batteries.
QUESTION: If we include a Table of Contents in Volume 1, does that page count against the 20 pages?
ANSWER: Yes.
QUESTION: Do tab pages count in the Volume 1 20 page limit?
ANSWER: No, tabs that divide sections within a proposal will not be counted towards the page limit.
QUESTION: Section L.3, page 124-25; also Section M.3(1) Technical Capability page 129: On page 124 Past Performance is included in the list of Technical Capability sub-sections as Sub-Section 6 when discussing the organization of Volume 1. However, further discussions on pages 124-125 of the sub-sections shows only Sub-Section 1 through 5. Then Past Performance is a separately headed un-numbered section of Section L.3, giving the same weight in the heading as Volume I – Technical Capability. In Section M.3, page 129, a similar issue happens past Performance appearing last in the list of sub-factors, not appearing in the write-ups of sub-factors but appearing again on its own as Factor 3. Please clarify the status of Past performance. Is it a sub-section (factor) of Section (Factor) 1 – Technical Capability or is it a stand-along section (Factor 3) or both?
ANSWER: This Section has been revised to clarify that past performance is part of technical capability. Offerors shall remove the existing Page 125 and replace it with the attached revised Page
125. Section M.3 has been revised. Offerors shall remove the existing Page 130 and replace it with the attached revised Page 130.
QUESTION: Section L.3, Past Performance page 125 and table on page 123: The first paragraph on page 125 under the Past Performance heading states that offerors must provide “at most three (3) references for each type of service covered” (emphasis added). The table on page 123 shows “at most three references” for the Past Performance Section. Are offerors allowed to propose up to three references FOR EACH type of service covered, or a maximum of three Past Performance references IN TOTAL for an offeror? If three for each type of service, how many types of services is this referring to and what are the types of services? Please clarify?
ANSWER: Offerors are required to provide at most three (3) references for each type of service as clearly spelled out in the CLIN list and specification. For example performance of this type of work;
management of this type of program; shipping; operational testing; and storage of boats.
QUESTION: Section L.3 Volume II Price Proposal page 125: Does the requirement to include a fully executed and signed copy of the RFP mean just the document names “12R50008_Final_Soliciation.pdf”, or do the other attachments need to be included as well?
ANSWER: As stated, only complete copy must be submitted. Attachments are part of the solicitation which means they must also be submitted.
QUESTION: Section L.3, Volume II Price Proposal page 126: (a) Does the wording “it is requested that you provide a breakdown of your costs” indicate that this is required, or may it be omitted? (b) Regarding the request for a breakdown of contractor’s costs with six items to include, may offerors alter the breakdown into different categories which better represent offeror’s internal costing structure?
ANSWER: Yes, it is required. No, it may not be omitted. There is no set format to submit this information however, all information requested in this section must be included. Failure to include any requested information may render the proposal unacceptable and the proposal may be eliminated from further consideration.
QUESTION: Section M.2 Relative Importance of Evaluation Criteria page 128: This section states that “Technical Capability is more important than past performance. Yet past performance is part of technical capability. This is not logical. Please clarify.
ANSWER: Section M.3 was revised as indicated earlier in this Amendment.
QUESTION: Section E.5 Higher-Level Contract Quality Requirement page 81: This section says the contractor must comply with “the higher-level quality standard selection below:” this sentence implies that one thing (note the use of “standard” in the singular case) may be selected from a list below.
There are two standards below, so is the contractor expected to select one of the two or must the contractor comply with both of the standards?
ANSWER: The Contractor is expected to comply with both standards listed.
QUESTION: Will there be any boat retrievals expected in the US Great Lakes region?
ANSWER: No, this is not anticipated.
QUESTION: Would it be possible to inspect one sample vessel prior to bid submission?
ANSWER: No. Given the current operational commitments of the cutters this is not an option and it is not logically feasible to provide this opportunity to all sources that have expressed an interest in this solicitation.
QUESTION: Section G11 Composite Labor Rate page 92: Where should the composite labor rate be included in the Section B Supplies or Services?
ANSWER: Offerors are requested to provide this breakdown as a separate part of the Pricing Proposal. No particular format (i.e., Excel, Word, etc.) is required as long as all required information is submitted.
QUESTION: Section L.3 page 123 last paragraph states “Cross References – technical and past performance sections shall be indexed to the performance work statement.” What is the “performance work statement?” Is it Attachment J-1 pages 2-8? Or is it Attachment j-1 pages 9-32? Or both?
Please clarify.
ANSWER: This is a typographical error and should read Specification, which is the complete Attachment J.1
QUESTION: Section B.1, page 2 of the RFP and Attachment J.1, page 1, Section 1.0: B.1 states “..of up to 33 Cutter boat…” while Attachment J.1 page 1 states “..up to 50 cutter boats…” which is it?
ANSWER: The Specification contains a typographical error. The number of boats is 33.
QUESTION: Section B.1 page 2 RFP and Attachment J.1m section 1.0: Both sections make reference to CB-OTH MKIIIs and CB-OTH MKIIs. The remainder of the Specification and RFP discusses CB- OTH MKIIIs only, including the reference drawings on the CD, etc., What is the difference between the MKIII and MKII? Is there anything of significance that may impact the parts or pricing structure for this RFP? Will there ever be more than up to 2 MKIIs in this program over 5 years?
ANSWER: The differences in the MKII and MKIII are minor in regards to parts supply and pricing.
All drawings for the MKII will be provided at the time of award. MPCs are the same for both platforms. The intention is to have 2, but the possibility exists that it may go up to 4 in the 5-year period.
14B. The date and time established for receipt of proposals remains unchanged.
14C. Offerors are required to sign and submit one (1) copy of this Amendment with their proposal.
Failure to submit a signed copy of this Amendment may render the proposal unacceptable and the proposal may be rejected.
