Solicitation Number HSCG40-12-R-50008
Amendment Number A00004
14A. This Amendment is issued to answer the following questions submitted in response to this Solicitation.
QUESTION: Reference: Clarification on Question and Answer from Amendment 0001 dated March 13, 2012 and presented below.
“QUESTION: Reference: RFP Section L, Instructions, Conditions, and Notices to Offerors or Respondents, subsection L.3 and Sub-Section 3–Staff Experience/Key Personnel, 2nd sentence, page 124: The RFP states “Proposed labor category requirements shall be developed to include qualifications, experience, knowledge, skills, and responsibilities.” Are offerors expected to develop the labor category requirements for the Key Personnel proposed? If yes, will the Government consider excluding this from the page count?
ANSWER: The requirements for Key Personnel are address in the Specification, Special Requirements, Section 3.0, pages 6 and 7. This information shall not be excluded from the page count.”
Offeror interprets the government’s answer to this question to indicate that the resumes should demonstrate via the key staff personnel work history, the qualifications, experience, knowledge, skills and responsibilities as addressed in the Specification, Special Requirements, Section 3.0, pages 6 and 7, for each key personnel proposed. Is this correct? Or is the government requesting Offeror to provide in addition to the resumes for the key personnel, a separate table or section in the proposal showing a description or definition of the labor category requirements to include qualifications, experience, knowledge, skills and responsibilities for the key labor categories?
ANSWER: Yes, as stated in the solicitation, Offeror’s must submit actual resumes for all Key Personnel. In addition, Offerors must include proposed labor category requirements to include qualifications, experience, knowledge, skills, and responsibilities.
QUESTION: Under the Planned Maintenance portion of CLINs 0004-4004, MPC E25021.0 (Test M20KS9PW1N, Transceiver, VHF) requires the use of a Communication System Analyzer, SCAT: 4345, which is classified, cryptographic equipment. There are numerous complex security requirements, seemingly not suitable for the security levels under this contract for personnel and facilities, to operate, have in custody, or procure this classified equipment. Will the Government consider removal of this MPC from CLIN’s 0004- 4004? If not, can the Government provide clarification on how the contractor is expected to handle these security restrictions associated with this MPC and the operation, custody or procurement of the associated communication and test equipment?
ANSWER: The MPC referenced, MPC E25021.0 does require a communication system analyzer to complete however it is not classified equipment and can be commercially procured. If there is a portion of the MPC that does require encryption to be tested, the contractor will not be expected to test the encryption capability or transmission, only the operation of the equipment itself.
QUESTION: I.14, HSAR 3052.215-70 – Key Personnel or Facilities, Page 107, This section states “The contractor shall not remove or replace personnel or facilities until the Contracting Officer approves the change.”
Are the “changes” related specifically to personnel or facilities that are working on the Coast Guard equipment?
ANSWER: Yes, as stated in the clause, Key Personnel or facilities designated for use during performance of the resultant contract shall not be removed or replaced without prior approval from the Contracting Officer.
QUESTION: I.15 HSAR 3052.223-90 Accident and Fire Reporting, page 107 – Is the reporting of any accident or fire specific to the employee working on the CG equipment? What vehicles fall under this requirement?
ANSWER: Yes, this clause is specific to any personnel working on Coast Guard equipment or in facilities where work is being performed under a Coast Guard contract. This clause applies to ALL Coast Guard equipment.
QUESTION: I.19 Individual Conflict of Interest, page 109 – Last sentence of this section states that “all contractor employees shall be required to sign a non-disclosure agreement…” Who signs? Only those employees working on CG equipment?
ANSWER: Yes, all employees working under the resultant contract award shall be required to sign a non-disclosure statement.
QUESTION: E.5 Higher-Level contract Quality Requirements – The first bullet points reference to “Inspection System, ASQC Q9003-1994, 18 July 1994” appears to be outdated. Our understanding is that these standards were withdrawn and replace by ISO Q9001-2000. Please clarify.
ANSWER: The Offeror is correct. ISO 9001 (dated 2008) replaces ASQC Q9003-1994. Offeror’s are required to remove the existing Page 81 and replace it with the attached revised Page 81.
QUESTION: Specification, Section 6.0, page 8 – This section states that “Contractor shall provide all facilities, equipment, personnel and material necessary to satisfy contract requirement, this includes items included in the GFM list.” This seems to be contradictory, i.e., how can the contractor provide Government-Furnished Material? Are you expecting that the contractor may be required to purchase GFM at government expense or would the contractor possibly be required, at his own expense, to provide GFM? Please clarify.
ANSWER: This question was answered during the pre-solicitation conference and again in Amendment Number A00003. The Government will provide the items listed as Government Furnished Property however, circumstances may occur during performance of the contract where Government stock is unavailable and the contractor shall be responsible for procuring these items. The Contractor will be reimbursed.
QUESTION: Storage of Boats CLIN 0012, Page 17 of RFP (and other year’s similar CLINs) (a) Just to clarify, the amount to be provided in the line labeled ‘MONTHLY RATE FOR 7 BOATS = $” is intended to be a rate for a single boat, based on a possible 7 boats in total. Is this correct? (b) Is it correct that the number of boats included in the pricing for the line labeled “MONTHLY RATE FOR ADDITIONAL BOATS (EXCEEDING 7 EACH)” would not exceed 9 boats in total (i.e., 16 boats less the 7 from the previous line?)
(c) Is the amount to be provided in the line labeled “MONTHLY RATE FOR ADDITIONAL BOATS (EXCEEDING 7 EACH)” the amount for a single boat, for any boats exceeding the 7 boat price from the previous line?
ANSWER: A similar question was answered under Amendment Number A00002 - There will not be more than 16 boats in the base year. The other related CLINs for the option years are established to request a fixed-price for the number of new boats that is estimated to be inducted for that year as well as a requires for a fixed-price for the number of boats that have been already initiated into the program under the base year and the number of rotations that each boat is expected to rotate through the program. For example, the First Option Year requests a price for 10 new boats that are estimated to be inducted into the program and requests the program management costs for the 16 boats expected to be already inducted that are expected to rotate through the program at least twice that year. The Government cannot provide guidance to offerors on how to submit their proposals, however, Offeror’s must be clear as to whether the proposed rate(s) are per boat rates or monthly rates.
QUESTION: Offeror requests a 2-week extension to the proposal submission due date.
ANSWER: The due date for receipt of proposals shall not be extended.
14B. The date and time established for receipt of proposals remains unchanged.
14C. Offerors are required to sign and submit one (1) copy of this Amendment with their proposal. Failure to submit a signed copy of this Amendment may render the proposal unacceptable and the proposal may be rejected.
