To deliver training in each career field/specialty area (except Auditing), DAU develops and delivers a variety of learning assets to include Online Training (OLT) courses, Instructor Led Training (ILT), Virtual Instructor Led Training (VILT), Rapid Deployment Training, Performance Support, Job Support Tools (JST), Gaming and Simulation Applications, and other media/modes of learning.

DAU executes the development and delivery of products and services across the enterprise through execution of its Acquisition Learning Model (ALM). The ALM consists of three primary areas:

• Formal Certification and Continuous Learning

• Workflow Learning through Job Support Tools & Knowledge Sharing

• Performance Learning through mission-specific consulting

DAU offers over 100 classroom certifications, assignment-specific courses, as well as executive/leadership courses with case-based instruction aimed at developing critical thinkers. More than 1,200 course offerings are delivered yearly in a classroom setting at DAU campuses, with an additional 100 or more taught at customer sites.

Additionally, DAU offers over 200 self-paced online trainings. Course offerings are listed in the DAU catalog, http://icatalog.dau.mil/onlinecatalog/tabnav.aspx .

DAU continuously develops new learning assets, and maintains and revises existing learning assets through the use of subject matter expertise, adult learning theory and learning technologies. The development, maintenance, or revision support that will be required during each Fiscal Year depends on several factors:

• Changes in Federal law http://icatalog.dau.mil/ http://icatalog.dau.mil/onlinecatalog/tabnav.aspx

• New DoD policy or changes

• Customers and Executive Stakeholders requirements

• Existing and new partnerships (e.g., DAU’s partnership with the Federal Acquisition Institute brings additional courseware requirements)

• DAU Strategic Initiatives

Historically, learning asset development, maintenance, revision and other support services have been provided by contractors. Prior production of learning assets data shows DAU averaged 24% in classroom courseware, 70% in Online training, and 6% in games/simulation and job support tools such as Performance-Based Logistics tool. Also, about 60% of the learning assets have videos varying in interactivity level.

DAU utilizes a variety of instructional technologies in producing and delivering training. Currently, DAU uses Composica as its online curriculum authoring tool - Development and Revision Tool (DART), Corner Stone On demand (CSOD) as the learning management system, and Blackboard for repository and delivery of virtual classroom courses

Through its Acquisition Learning Model, DAU integrates and operates as a seamless organization providing the acquisition workforce with lifetime learning and job performance support needs.

Utilize DART templates when designing and developing the student interfaces for the courses.

Create criterion referenced exams that provide questions addressing each learning objective within the course in accordance with DAU policy.

3.3.2 Instructor-led Training (ILT)

The Contractor shall develop instructor-led training materials in accordance with the course design document and the TO. All learning objectives will be assessed in accordance with the course design document and DAU assessment guidance. Courses may include a variety of presentation methodologies such as, but not limited to:

(a) lecture,

(b) facilitated discussions,

(c) team-based problem solving,

(d) role play and simulations,

(e) case study analysis, and hands-on exposure to tools, processes, scenarios, and systems that are components of the acquisition process.

3.3.3 Virtual Instructor Led Training (VILT)

The Contractor shall develop virtual instructor led training (VILT) material, in accordance with the course design document and the TO. VILT is online synchronous training. Currently, Blackboard and WebEx are used in delivering VILTs

3.3.4 Job Support Tool (JST)

The Contractor shall develop job support tools (JST) in accordance with accepted design documents, prototypes, or other artifacts of the TO requirement. For JSTs that are developed using tools other than DART, the Contractor shall provide all necessary architecture and systems information (for example diagrams and technical specifications) sufficient for DAU to evaluate the feasibility of deployment. The Contractor shall ensure compliance with applicable information assurance/information security requirements and standards as necessary and shall collaborate with DAU information technology and information security personnel as necessary. Examples of JSTs include but are not limited to Job Aids, videos, podcasts, artifacts, guides, and electronic tools.

3.3.5 Games and Simulation Support

The Contractor shall develop games or simulations in accordance with accepted design documents, prototypes, or other artifacts of the TO requirements.

For games and simulations that are developed using tools other than DART, the Contractor shall provide all necessary architecture and systems information (for example diagrams and technical specifications) sufficient for DAU to evaluate feasibility of deployment. The Contractor shall ensure compliance with applicable information assurance/information security requirements and standards as necessary and shall collaborate with DAU information technology and information security personnel as necessary.

3.3.6 Learner Assessment

The Contractor shall develop and deliver assessment materials that align to approved performance outcomes and are in accordance with the design document, DAU guidelines, and the TO requirements. Deliverables shall include criterion-referenced instruments, problem solutions and analyses, briefings, papers, teamwork, participation, development/production of simulated work products, and rubrics.

3.3.7 Pilot Support

The Contractor shall plan and/or support Instructor and Student pilots in accordance with TO requirements. The contractor shall as determined by the requirements stated in the TO:

a. Ensure adequate objectives/test question/content traceability.

b. Record and track all changes.

c. Make any corrections and adjustments to assets.

d. Develop and deliver an after-pilot report. The report shall include a list of attendees, changes requested, recommendations, major issues/concerns, and lessons learned.

Instructional Technologies:

The Contractor shall use a variety of instructional technologies to enhance the educational experience of the student.

The instructional technologies currently in use by DAU include, but are not limited to:

(iv) Skype

Revision Support:

The Contractor shall provide revision support in accordance with TO requirements for the types of learning assets described in subparagraphs 2.1.1 through 2.1.5. Revision support requires making significant changes to existing learning assets. As with development, revisions may be preceded by instructional analysis as defined in subparagraph 5.3. Revisions result in the deployment of a new learning asset configuration and requires the same controls, procedures, and deliverables as a new development.

The amount of revision support that will be required during each fiscal year depends on several factors to include:

(a) Changes in Federal law.

(b) Changes in, or new DoD policy.

(c) Changes to competency based training as acquisition workforce competency models mature.
