Typically high temperature alarms are set at 85 degrees and low temperature alarms are set at 65 degrees. | GSM-O contractor will be responsible for O&M of the DoDIN at the SDN and the OLA locations. | |||
| 14 | Attachment J6 Contract Deliverables Requirements List (CDRLs) | Considering that there are eight (8) draft CDRLs due with the proposal submission, we request that the Government accept the CDRLs as attachments to the proposal, and that they be excluded from the 40 page limit. | The Government will accept the draft CDRLS as an appendix to the Technical/Management Volume. There will be a 60 page limit for the appendix containing the draft CDRLs that are due with proposal submission. | |||
| 15 | Attachment J3 FRS; PWS 6.5.2 | We request that the Government please clarify the fiber count of new installations. Per FRS Section 1.2.2, fibers are required; however, per Section 6.5.2 of the PWS, new fiber should consist of 12. | Fiber Optic Cable strands (two) shall be provided between the FSDP identified in Task Area 2. All access fiber installations shall consist of a minimum of 12 strands in a single fully buried duct dedicated for use solely by the Government with one empty duct alongside. | 21 | The RFP calls for the Draft 15 days after modification to the network is identified and the final no later than 30 days after. | Please clarify the delivery date for the Draft CIP | The draft CIP is due with the proposal submission. Subsequently, the Contractor shall notify the Government 30 days in advance of implementing any equipment modifications to the existing infrastructure so the Government can coordinate the schedule impact. | ||
| 23 | Question and Answer response #14 (Attachment J6 Contract Deliverables Requirements List (CDRLs)). Dated 27 February 2015 | We are prepared to submit eight draft CDRLs as stated in the Governments response. However, could you provide clarification as to the page count of 25 pages when Volume IV does not have a page limit? Is the 25 page limit considered per draft deliverable or for all CDRLs? 25 pages for draft CDRLs is not sufficient to successfully show the Government satisfactory examples of what will be delivered. For example, Engineering Design Packages (EDP)’s alone can alone take up the 25 page limit. Can the Government please specify what is expected in the Drafts? | To clarify, the Government will accept the draft CDRLs that are due with proposal submission as an appendix to the Technical/Management Volume. There will be a 60 page limit for this appendix. The Government has revised the due date for some of the deliverables in the PWS and Attachment J6. The Engineering Design Packages, As-Built Drawings, and Fiber As-Built Drawings drafts are not due with proposals. The draft Comprehensive Implementation Plan is due with proposals. | ||
| 24 | Question and Answer response #22 (Attachment J6 – CDRL; PWS 6.1.2,11) Dated 27 February 2015 | Now that the draft CIP is due with the proposal submission, will this count against the technical volume 40 page limit? Request that this be added to Volume IV “Contract Deliverables.” Also, will there be a page limit on the CIP? | The appendix for the draft deliverables due with proposal will have a 60 page limit. The draft CIP shall be included in the appendix for the draft deliverables due with proposal. | ||
| 25 | Attachment J3 – Fiber FRS, Page 17 | The existing DISA dark fiber contracts do not have requirements for FRS Section 1.4.2 “Contractor NOC to RNOSC Data Feeds” and FRS 1.4.3 “Operational and Performance Requirements.” |
The PWS does not expressing call out Sections 1.4.2 and 1.43 nor provide sufficient detail to price this requirement.
Currently environmental data and alarms are collected for all facilities and consolidated at the fiber contractor’s NOC. The contractor notifies the GNSC telephonically of an environmental or intrusion alarm at the facilities hosting Government equipment. Additionally some environmental requirements can be collected directly off the Ciena 6500 management system.
| Electronic feeds of environmental alarms are not a COTS product and will significantly drive costs for the Government. | The requirements 1.4.2 and 1.4.3 will be removed from the FRS for this requirement. In lieu of sections 1.4.2. and 1.4.3, a section 1.4.1.4 will be added to the FRS to state “The fiber Contractor shall notify within 10 minutes, by telephone, the Government GNSC when a facility alarm occurs within an OLA housing government equipment. “ | ||
| 26 | Question and Answer response #16 (Attachment J3 FRS; PWS 6.5.2) | Current Conduits for the DISN Dark Fiber Contracts are 2” diameter. We understand the desire to utilize the metric system for Government specifications and at minimum 50mm specification it is pretty clear the Government is asking for 2” (51mm) duct. |
With a 70mm specification it amounts to 2 3/4 “duct. Commercials duct sizes are 2 ½” and 3” which that specification would drive the solution to a 3” duct. A large 3” duct for a small single 12 fiber cable far exceeds any engineering design standards for pulling cable in a duct. With a second empty conduit we would not recommend pulling a second cable in the first duct over the life of the program. Commercial boring equipment is geared around 2” duct as well and the 70 mm specification will drive additional construction and material costs to the program. We would recommend the Current DISN Dark Fiber Contract specification of 2” conduit diameter (minimum 50mm specification) remain in effect for Link 38.
| The 50mm duct size stated in the PWS is accurate for this requirement. FRS will be updated to state 50mm in diameter. The Government response to question #16 has been updated. | ||||
| 27 | Section L 2.0 (d) | The proposal acceptance period is specified in Section A of the solicitation. The offeror shall make a clear statement in the contract documentation volume that the proposal is valid through this date. | How long does the proposal need to be valid? | The offeror shall make a clear statement in the contract documentation volume that the proposal is valid for 120 days from the RFP due date. |
| 28 | What proof does the Government require the offeror to supply as part of the proposal or contract that the offeror is able to provide the fiber IRU for the full 10 years? | The Offeror’s proposal must demonstrate their ability to acquire and provide acceptable tested and IRU fiber between the locations specified in the RFP. By submitting a proposal, the offeror is making an offer to the Government to provide the IRU fiber for a 10 year period. If a contractor fails to provide the IRU fiber for 10 years, the contractor would be subject to the terms and conditions of the contract to include Termination for Default. | ||
| 29 | 6.0 Volume IV | 6.1 Representations and Certifications | The Offeror's proposal must include a signed copy of the solicitation and completion of Sections A through K of the RFP. However, 6.1.1 through 6.1.6 references Section A, B, F, G, I & K. Q: Can the Government please clarify that submission for Volume IV includes the signed copy of the solicitation and completion of Sections A, B, F, G, I & K only (NOT A through K) and requirements under 6.2? | The Government confirms that the submission for Volume IV - Contract Documentation under Section L includes completion of Sections A, B, F, G, I & K and NOT C, D, E, H, J. |
| 30 | 6.0 Volume IV – 6.1.3 Section F, Page 13 of 52 | 6.1.3 Section F - Deliveries or Performance | Can the Government please clarify if the offeror should modify the Delivery Date for each CLIN shown in Section F based on Proposed Delivery schedule and submit that page as part of Volume IV? | To satisfy 6.1.3 of the Contract Documentation Volume under Section L, the offeror can simply state the amount of time from award (i.e. X number of days or months from award date) required to implement and deliver the complete solution to the Government. The offeror does not need to modify the Delivery Date for each CLIN in Section F. The delivery dates for the CLINS will be based upon the proposed completion time from award date. |
| 31 | 6.0 Volume IV – 6.1.5 Section I, Page 19 of 52 | 6.1.5 Section I – Contract Clauses | Can the Government please clarify what needs to be completed in this section, as all of these are Contract Clauses? | Section I contains the DARS Clause 52.209-9000 regarding Organizational and Consultant Conflicts of Interest (OCCI). If the offeror identifies a conflict of interest, they shall submit an OCCI Mitigation Plan in accordance with the clause. |
| 32 | 6.2.3, Page 9 of 12 | 6.2.3 - Government Furnished Property (GFP) | Can the Government please clarify what needs to be submitted with “Volume IV - Contract Documentation” for Section 6.2.3. GFP reference? | The Government does not require anything to be submitted under Section L 6.2.3. |
