DEFENSE INFORMATION SYSTEMS AGENCY (DISA)

NETWORK SERVICES

CLASS JUSTIFICATION AND APPROVAL (J&A)

FOR AN EXCEPTION TO FAIR OPPORTUNITY

Justification Number: JA11-107

JUSTIFICATION

1. REQUIRING AGENCY AND CONTRACTING ACTIVITY:

The requiring activity for this procurement is:

DISA

Network Services Directorate (NS) Ft. Meade, MD 20755-0549

The contracting activity is:

DISA

Defense Information Technology Contracting Organization (DITCO), PL832 Scott Air Force Base, IL 62225-5406

2. NATURE/DESCRIPTION OF ACTION(S):

a. The Defense Information Systems Network (DISN) is the core global enterprise network of the United States military, comprising Department of Defense (DoD) owned and leased telecommunications networks, subsystems, and operations support. The President, Office of the Secretary of Defense (OSD), the military departments, defense agencies, combatant commanders, operating forces, and coalition partners all depend on the DISN for secure and sensitive voice, data, video, and bandwidth services. As part of the Global Information Grid (GIG), the DISN provides critical functionality for the warfighters and all those who support them.

b. The DISN supports transmission of voice, data, imagery, and video at all security classification levels. The secure network supports flexible and rapid provisioning, and is easily extended and capable of accepting future technology insertions. It provides seamless interfaces to commercial networks to support increased highly secure traffic during surge and contingency conditions. It is capable of rapid restoration in order to minimize the necessity for independent/stand-alone operations. The network employs appropriate Information Assurance (IA) and security measures to address known threats. These measures have been implemented to protect mission data and safeguard system resources and information to ensure system availability in all conflict/threat scenarios. Using the DoD IA Strategy and available information security techniques and tools, the network supports information transfer at all classification levels, and is in accordance with governing security guidelines.

c. The military services and agencies in the DoD are authorized users of the DISN. The DISN is the backbone of the military’s massive information network and a vital link in meeting DoD’s net-centricity goals.

d. This Class Justification & Approval (J&A) is for acquisition of equipment, both major and minor, and software incidental to that hardware to efficiently manage and maintain the current and approved DISN configuration. Examples of major equipment items are: provider edge and core routers, optical networking equipment, Synchronous Optical Network switching gear, and fiber. Examples of minor equipment items are: peripherals, network equipment, storage devices, security tools, and other Information Technology products. These products are necessary to maintain and sustain an existing operational infrastructure, replace end-of-life products to current supported versions, and preserve the approved and Joint Interoperability Test Command certified configuration baseline.

e. The baseline products have been tested and certified in accordance with the DISN Test and Evaluation Strategy. They meet the requirements of the DISN system characteristics found in Appendix A, as well as interoperability requirements, IA requirements, and net ready requirements. Once certified, the products are added to the Approved Products List (APL) in Appendix B. The test process and the APL maintain the operational baseline of the DISN. They ensure every equipment item and software program that gets installed on the DISN will not cause degradation in performance. The current APL contains over 6,000 items with a large variety of brands and manufacturers.

f. For each piece of network equipment, several manufacturers might be in competition. This Class J&A limits the competition to those products listed in the APL. The manufacturers identified in the APL obtain a Government sponsor and apply to have their items tested and added to the APL at any time.

g. This class J&A is intended to cover DISN equipment requirements from the estimated approval date of 01 June 2012 to 30 September 2015. The contracts/orders will be firm-fixed price. The anticipated total estimated cost of the proposed acquisitions is $286M, broken down as follows:

FY12 FY13 FY14 FY15 Total

$46,808,200 $97,629,110 $94,313,974 $46,808,200 $285,559,484

Total estimated budget is based on FY12-15 Technical Refresh (TR) plan in addition to equipment for customer funded projects. The projections are an assessment of current and future requirements for DISN equipment.

h. This Class J&A for FY12-15 will allow DISA to efficiently continue to manage and maintain the current and approved DISN configuration by procuring spares for existing equipment and deploying identical configurations of equipment previously competed to satisfy duplicate requirements for DISN services.

i. After Fiscal Year 2015, it is anticipated there will be efforts toward an Enterprise Infrastructure in accordance with the DISA Campaign Plan 2010. The Enterprise Infrastructure will provide tailored processes for faster procurement of equipment, services, and applications.

3. DESCRIPTION OF SUPPLIES/SERVICES:

The equipment to be acquired under this Class J&A is identified in the APL, Appendix B. The equipment consists of the same makes and models currently used in the DISN and has been tested and certified for DISN interoperability, IA and security, integration, functional and operational requirements, and was implemented as part of various openly competed DISN programs. Some of the items the APL covers are: personal computers, servers, workstations, Internet Protocol networking equipment such as routers, communications servers, two layer switches, Optical Transport Systems, Optical Digital Cross-Connects, Multi-Service Provisioning Platforms, multiplexers, Asynchronous Transfer Mode voice and circuit switches, operations support systems, software, warranties, maintenance, security hardware and software such as firewalls, Network Intrusion Detection Systems, Host Intrusion Detection Systems, Virtual Private Network concentrators, compliance, and auditing and remediation tools.

4. IDENTIFICATION OF STATUTORY AUTHORITY and DEMONSTRATION OF

CONTRACTOR’S UNIQUE QUALIFICATIONS:

a. The authority for this action is 10 U.S.C.§2304c(b)(1) and (2) and FAR 16.505(b)(2)(i)(A) and (B).

b. DISA requires the use of the unique and highly specialized items on the APL because they have been tested and certified for DISN interoperability. They are currently operating on the DISN and are part of the baseline configuration. The equipment and incidental software on the APL meets requirements for minimum acceptable performance as determined through functional and performance testing processes.

c. This contracting action is necessary to ensure the continuation of telecommunications services that support the CONUS and OCONUS sustaining base information infrastructure and allows its rapid extension to deployed military forces anywhere in the world. This will enable the DISN to continue providing the necessary communications services to the warfighter and other customers without any interruption.

d. Permitting the purchase of equipment/software for the DISN separately rather than from the APL would result in significant additional cost, resources, and schedule slippages to the Government. For each purchase of hardware not included in the APL, the Government would need to perform new certification testing to include equipment integration evaluation, interoperability certification, functional testing, operational testing and evaluation, IA and/or security testing, acceptance testing, and perhaps further development with the new equipment prior to any DISN approval. It is estimated that for each buy, an additional lead time of 180 days would be required. DISN Operators at the NetOps centers would have to be trained to introduce new vendor equipment into the DISN. The overall operational impact of introducing new vendor items into the architecture would be significant and affect Readiness, Operations and

Maintenance, Configuration Management and NetOps of the DISN. Additionally, permanent lab assets would have to be added/resourced for Tier III Ops support in troubleshooting, and support for future software patch and IA Vulnerability Alert testing.

e. The addition of non-tested items would require vendor-specific, network management software to be deployed to manage and control the new non-brand name asset. This would require additional servers, training, and additional operators at the NetOps Centers as well.

f. Finally, equipment and incidental software to the hardware being inserted in the network without having gone through the functional and performance testing processes would introduce unacceptable levels of risk with interoperability, IA capability, configuration management, and other technical performance parameters.

g. For the above reasons, limiting fair opportunity to those items on the APL is justified because (1) the agency's need for these items is of such unusual urgency that providing opportunity to any items not on the APL would result in unacceptable delays in fulfilling that need; and (2) only the contractors with items on the APL are capable of providing the items required at the level of quality required because these items are unique or highly specialized.
