Mission Essential Services

The Government has identified specific contractor services performed under this contract as essential contractor services in support of mission essential functions. These services are listed below:

Task Area - 3: Operation and Maintenance and Sustainment services for fiber and associated assets

The Contractor shall provide and perform all the requirements necessary for sustainment of all IRU assets and associated co-location facilities and equipment. This entails, but may not be limited to, backbone fiber, associated co-location facilities, and end-to-end transmission for (SDNs) including GFE equipment within commercial and Government facilities.

6.1 Maintenance Plan

Contractor shall provide, operate, and maintain the dark fiber and facilities, and repair the fiber during the life of the contract by providing support for 24 hours, 7 days a week, and 365 days a year. The overall system availability shall be 99.9% calculated monthly. The Contractor will continue to provide O&M support for amplifiers, regenerators, and termi-nal equipment.

When a fiber optic cable failure (e.g., cable cut) occurs, the following response and repair times in Table 6.7 shall be met.

Table 6.7 Response and Repair Time for Fiber Failure Fiber Path Response Time Repair Time1 Terrestrial/Aerial 2 hours 8 hours 1 Indicates maximum Response time after notification by GNSC.

2Indicates maximum Restore time. Restore time starts once personnel arrive on-site.

The Contractor shall provide a Maintenance Plan that details its fiber operations and maintenance approach, process, and procedures to meet the requirements of this PWS.

The Contractor shall submit any proposed changes to the Government for review and concurrence prior to updating the Maintenance Plan. As part of the Maintenance Plan, the Contractor shall provide a process, subject to Government approval, to notify the Government via a web based tool, telephone, FAX, etc. within 10 minutes of the time the fiber failure is discovered.

6.16.2 OLA Maintenance

The Contractor shall provide maintenance of the OLA equipment in Contractor facilities for the life of the contract. The Contractor’s Maintenance Plan shall outline its plan to provide two (2) types of maintenance support; Corrective and Preventative. In addition, the plan shall include a section on spare equipment management, where the Contractor shall describe how much spare equipment will be required and managed for maintenance purposes based on, but not limited to, the equipment manufacturer’s failure rate Mean Time Between Failures (MTBF), the response and repair times, and the Contractor’s field experience. The Government will provide the spares as GFE. Corrective and Preventa-tive maintenance requirements are described as follows:

Corrective maintenance – The OLA equipment located at the Contractor facilities will be managed and controlled by the Government. The Contractor shall have no active or pas-sive monitoring capability of the equipment. Therefore, the Government, through the Global NetOps Support Center (GNSC), will notify the Contractor of corrective mainte-nance action needed. The Contractor shall maintain and repair equipment during the life of the contract by providing support 24 hours per day, 7 days per week, and 365 days per year. The Contractor shall respond to equipment failures after notification by the GNSC in accordance with the schedule in Table 6.8. Upon completion, the Contractor shall pro-vide a brief report to the GNSC describing the fault and the remedy taken for each event, both telephonically and electronically.

Preventive maintenance – The Contractor shall outline in the Maintenance Plan how it will provide preventative maintenance of OLA equipment in accordance with the equip-ment vendor’s specifications (i.e., MTBF). The Contractor shall notify the GNSC at least twenty-one (21) working days in advance of preventative maintenance and any potential down time of equipment.
