Attachment 2 | MBOM | Please confirm if the MBOM is finalized. We are concerned with the amperage. | The MBOM is provided as a sample for information purposes. The actual MBOM may vary depending on the proposed solution by the offeror. The number of amplifiers is dependent upon the path proposed by the offeror. | |
PWS 6.7 | Would the Government please clarify whether the GSM-O contractor will be responsible for O&M at the SDN sites, and also confirm that the offeror will be responsible for O&M on the fiber IRU and the OLA sites? | GSM-O contractor will be responsible for O&M at the SDN sites and the OLA locations. The offeror will be responsible for O&M on the fiber IRU. The offeror will be responsible to work with GSM-O contractor at OLA sites for the O&M of the DoDIN equipment. | ||
RFP Section B – Supplies or Services and Prices, p. 3 | List of Supplies and Services | The RFP refers to the Offeror providing equipment, meeting milestones, etc.; however, if the Government does not pay for equipment as received, it will be at a higher cost if the Offeror needs to finance this. In addition, the Period of Performance for the equipment is Mar 2016. Does this mean that the Offeror cannot bill before then? | The earliest the equipment can be billed is when the IRU solution is in place and ready for use by the Government. This will be dependent upon the delivery schedule proposed by the offeror. Per the PWS, all installation, test and turn up must be completed within eight months of award. The equipment will not be accepted as GFE until it has passed Network Acceptance Testing and the results are acceptable to the Government. | |
RFP Section M003 Evaluation Criteria, page 51 | The RFP states, “The Offeror’s proposal must demonstrate their ability to acquire and provide acceptable tested and IRU fiber (2 strands) from: Tinker Air Force Base (AFB), OK Building 3900 or 3001. From Tinker AFB the route must connect to Fort Sill, OK Building 1645 or 462. If Building 1645 is chosen as the starting point above, the route must continue from Fort Sill, OK, Building 462…If Building 462 is chosen as the starting point above, the route must continue from Fort Sill, OK Building 1645…” | Will the Government accept diverse entrances into Building 1645 only as opposed to requiring an entrance through either of Buildings 1645 or 462 and continuing through the other and just omit Building 462 completely? | No. The Government has requirements as stated in the PWS. | |
| 11 | Attachment J3 FRS | This FRS refers to alarm requirements throughout the document. We request that the Government further define the alarm thresholds and requirements more clearly, for the following: High Temp, Low Temp, AC Power Off Line, Intrusion Detection and Battery Alarms.
