5652.215-9010 Cost and Pricing Data Not Required (1998) It is anticipated that adequate price competition will be available to determine price reasonableness. In the event that the price reasonableness cannot be determined based on adequate competition, the Contracting Officer may require the submittal of cost or pricing data in accordance with FAR 15.403.
1.0 GENERAL PROPOSAL PREPARATION INSTRUCTIONS AND NOTICES
1.1 Each offeror intending to submit a proposal in response to this solicitation should notify to the contracting officer via an e-mail deanna.cox@socom.mil with a courtesy copy to the Program Manager, leah.treppel@socom.mil within 10 days of RFP issuance.
1.2 This is an all-electronic solicitation release. No hard copies will be mailed. Amendments to the solicitation will be posted to www.fedbizopps.gov. It is the responsibility of each offeror to review the webpage for notice of amendments, updates, or changes to current information.
1.3 The Government may utilize the FedSelect® software from Digital Systems International Corporation (DSIC). The exclusive responsibility for source selection will reside with the Government. Proprietary information submitted in response to this solicitation will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) as implemented in the FAR.
1.4 All proposals must be complete, self-sufficient, and respond directly to the requirements of the solicitation. Any commitments made in the proposal shall become part of the resultant contract. Apparent inconsistencies between promised performance and proposed prices shall be fully explained by the offeror. Any significant inconsistency, if unexplained, raises a fundamental issue of the offeror’s understanding of the program management and resources required and/or ability to perform the contract. This may be a basis for rejection of the proposal. In no case shall words like “we will comply with the requirements of the contract”, or equivalent statements, be acceptable to meet the requirements of this RFP. Failure to comply with these instructions may result in an offeror’s proposal being summarily rejected.
1.5 Offerors shall submit with their proposals a list of names and telephone numbers of persons authorized to conduct negotiations.
1.6 The proposals shall be evaluated in two phases. The first phase will consist of those factors (Factors I-III below) that will be evaluated in order to determine the competitive range. The government reserves the right for efficiency purposes to only include the most highly rated proposals into the competitive range, Phase II (52.215-1). The second phase will consist of requiring proposals for actual task orders by those remaining in the competitive range in accordance with Phase II instructions outlined below and Section H. 22. These are not sample task orders; the Government intends to award the task orders along with basic contract awards. The Government intends to award a minimum of 3 and maximum of 4 prime awards as a result of this solicitation; however, it reserves the right to award none to 5 based upon the results of the proposal evaluations.
Phase I (3 Volumes)
| 1.7 | The program management proposal (Volume I) shall be prepared in accordance with these instructions including Paragraphs 2 and 3 of this section, and will be evaluated in accordance with the evaluation criteria in Section M, Evaluation Factors for Award. Proposals shall include necessary information to enable the evaluators to form a definitive conclusion concerning the offeror’s ability to perform complete program management of required support services and will move on to Phase II. The program management proposal shall be organized in Tab format in the order listed in Section L and submitted IAW 1.12. |
| 1.8 | The past and present performance proposal (Volume II) shall be prepared in accordance with these instructions and Paragraph 4 of this section, and will be evaluated in accordance with the evaluation criteria in Section M and submitted IAW 1.12. |
1.9 The cost proposal (Volume III) shall be prepared in accordance with these instructions and Paragraph 5 of this section, and will be evaluated in accordance with the evaluation criteria in Section M. The cost proposal shall be based on the offeror’s own proposal and the Government’s Performance Work Statement requirements as set forth herein and submitted IAW 1.12.

1.11 Format of the proposal volumes (and any resulting responses to Evaluations Notices (ENs)) shall be as follows:
· Text size shall be no smaller than what is equivalent to Microsoft Word, Times New Roman, 11 point, uncompressed font.
· Pages shall be single sided, one and one half spaced, with a minimum of one inch margins on all sides.
· Pages shall be dated and numbered sequentially by volume.
· Elaborate format, color representations, and bindings are not desirable. Three ring binders are preferred. The pages in the binders shall be easily removed and replaced in facilitate page changes. Any pages that are changed (as the result of negotiations) should be of a different color (as specified by the CO) and have changed information clearly marked by a vertical line in the right margin of the page and/or circling if changing data in a chart. The offeror shall indicate the new date on revised pages.
· Legible tables, charts, graphs and figures shall be used when necessary to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume, and count as one page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics; not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 8 point Arial font.
· Electronic copies must be provided on compact disks, read-only memory. Microsoft Office 2007, presentation and spreadsheet products are preferred. And changes, as a result of negotiations, will be conformed into a compact disk and have changed information clearly marked by a vertical line in the right margin.

2.1 VOLUME I – Program Management
2.1.1 Executive Summary: This section is limited to 5 pages, but is not included in the page limit for Volume I. It should contain, in no more than 5 pages, a concise summary of the offeror’s proposed approach to the Global Battlestaff and Program Support effort. The table of contents, title page, acronym lists and tab dividers are also not included in the page count. The Executive Summary shall include a declaration statement that acknowledges and accepts, without exceptions, all performance work statement (PWS) requirements.
3.0 FACTOR 1: Program Management
3.1 Subfactor 1: Business Management/Control Processes/Transition Plan. The offeror shall describe their overall management approach. The offeror shall address as a minimum:
3.1.1 Its program management capability, key management personnel expertise, and strong management team required for the major functional requirements as outlined under the PWS specifically, Operations and Intelligence, Acquisition and Logistics Management, and Business Operations Management Support, ability to manage a geographically diverse workforce located in both Government and Contractor facilities, ability to successfully manage multiple task orders and multiple subcontractors, ability to work in an integrated team environment, and identify how the offeror will manage multiple task orders to minimize layers of ineffective management and oversight.
| 3.1.2 | Its capability to execute a smooth and seamless phase-in/transition leading to assumption of full contractual responsibility. This description shall include management expertise, procedures and policies, risk mitigation techniques, flexibility, and experience that when viewed collectively demonstrates the Offeror’s ability to successfully execute a contract phase-in. The Offeror shall explain how each activity would be assured of timely completion. The Offeror shall identify its phase-in management team. The Offeror shall describe its approach for interfacing with the incumbent contractor. The Offeror shall provide a phase-in performance milestone schedule that reflects an understanding of the requirements necessary to assume full contract responsibilities following contract award. In addition, the offeror should include its capability to start proposing on all task order requirements and if won how they will have the capability to have personnel in place day 1 of task order performance start date based upon the provided task order forecast. |
| 3.1.3 | The offeror shall include the proposed organizational structure with rationale. The offeror must show outlined plans for each organizational element and defined responsibilities in support of requirements in the PWS. The structure will clearly identify local Tampa FL proposed contractor facilities and those areas that will be used for possible reachback capability. At a minimum the plan should address; |
Clear lines of responsibility and authority for controlling, reporting, and reviewing work Innovative concepts streamlining decision-making while maintaining accountability Integration of the team Flexibility for responding to changing needs, including surge/sag capacity and reach-back capability for subject matter experts and key management personnel Innovative concepts on how the offeror plans to assist the Government in awarding and administrating task orders in accordance with performance based concepts and measurable deliverables
3.1.4 The offeror shall include job qualifications, for the top key management positions, include resumes (2 page limit) addressing the following;
· Relevant experience as managers on similar contracts Technical competency Demonstrated customer interfacing skills and people-oriented styles Appropriate education and training Request indication of which key personnel are current employees of members of the proposed team and their longevity with the company Request indication if key personnel are bid on other proposals, thereby indicating their degree of availability Request indication of commitment to mobilize at contract announcement to ensure effective transition
3.2 Subfactor 2: Workforce-Skilled personnel including Security Clearances: As a minimum the following areas shall be addressed to ensure the offeror demonstrates a sound approach:
3.2.1 Management challenges associated with recruiting/hiring and maintaining a high-quality workforce across the full spectrum of PWS requirements to support requirements at the individual task order level. Processes for recruiting, hiring, and retaining personnel, including plans for obtaining fully approved security clearances for all GBPS personnel. Innovative approaches for staffing, including examples of lessons learned in a similar environment. Offerors should clearly show their record of performance in recruiting, hiring, and retaining personnel in similar environments. Offerors should further address its ability to access highly specialized skill sets and Subject Matter Experts (SMEs) for both short and long term needs as well as their approach to providing personnel at local off site and geographically separated locations. Offerors should address how it will access any internal and external team resources that may be necessary to provide support for any unique requirements not currently outlined in the PWS.
3.2.2 A security process plan, personnel, processes, and infrastructure to protect information in accordance with DoD and Command standards as outlined in the PWS.
3.3 Subfactor 3: Small Business Subcontracting Plan and Small Business Participation Targets and Proposed Teaming Arrangements:
3.3.1 FAR 52.219-9 Deviation and DFARS 252.219-7003 (52.219-8 will also be required) are included in this solicitation and will be incorporated into any resultant contract. A subcontracting plan is required from all offerors other than small business concerns for proposals exceeding $550,000 which contain subcontracting opportunities. The plan shall be submitted with the initial proposal and will be concurrently negotiated. If a cost proposal is required by this solicitation, it must relate to, and substantiate, the submissions under FAR 52.219-9(d) Deviation. The offeror's submission must provide sufficient information to support the contracting officer's review of the subcontracting plan to determine if it is acceptable (otherwise an offeror will be ineligible to receive the contract award).
Small Business Subcontracting Plan
If a subcontracting plan is required by FAR 19.7, offerors must:
3.3.1.1 Describe their corporate commitment in providing subcontracting opportunities for small business, small disadvantaged business, women-owned small business, HUBZone small business (no mandated minimum but should still address), veteran-owned small business and service disabled veteran-owned small business concerns. Describe the strength and specificity of each corporate commitment (i.e., what type of commitment, how binding is the commitment, how specific is the commitment to this proposed effort, and what type of work will be included in these subcontracting opportunities from the overall Corporate level).
The NAICS code of 541611 pertains to the prime offeror. The offerors will then be able to determine their subcontractors and the NAICS code for the work that the subcontractor will be performing at the task order level. The NAICS code that is listed for the subcontractor must be listed in the subcontractor’s profile, i.e., Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), or documentation must be provided by the Small Business Administration, if the subcontractor does not have a profile in the CCR or ORCA.
3.3.1.2 Percentages.
Describe how your subcontracting plan meets or exceeds a mandatory minimum 30% of total level of effort (i.e. total contract dollars) and subcontracting percentages as follows:

**Included in 30% *** HUBZone Small Business subcontracting is highly encouraged. Any percentage of subcontracts awarded to HUBZone Contractors will be counted and included in the overall required 30% goal.
3.3.1.3 Describe how you will meet specific subcontracting percentages for the contract expressed in total estimated contract dollars and in percentages of your total proposed estimated direct level of effort for subcontracting in each category above.
3.3.2 The offeror shall list the types of tasks that is estimated be subcontracted or delegated to team members and to whom. The offeror shall list how it plans to: interact with the subcontractors/team members; allocate work between the prime and subcontractors; exercise oversight/control over subcontractor cost, schedule and performance. Explain the rationale if there are differences in the procedures for interfacing with different subcontractors. Offerors shall clearly demonstrate how the overall team proposed will be able to provide all expertise required in the various functional areas at the task order levels, for example, major functional areas as outlined under the PWS; Operations and Intelligence, Acquisition and Logistics Management, and Business Operations Management Support and also those areas offerors find key to the make up of their individual teams for example, PWS subparagraphs; media support 2.1.2, program management 2.2.2, and funds management 2.3.3.4, etc. Offerors are not required to address every possible functional area of expertise required under the PWS, but should address all major functional areas to show the overall team capabilities. Though it is understood that not all task order level support can be addressed up front, the offerors should address the processes in being able to acquire additional team members as required over the period of performance.
3.3.3 Organizational Conflict of Interest. Offerors are required to submit an OCI Mitigation Plan as part of this subfactor. The plan shall include disclosure of current business activities of offeror, its affiliates, its team members, and affiliates of its team members, and specifically identify those which may create at least the appearance that (a) any participant on the offeror's team might be motivated to use the Government customer's information improperly, or (b) the offeror might be biased in its fulfillment of the service requirements of the GBPS contract. “Business activities" should be described with specificity as to customers served, products and services provided, and dollar volume of sales including contracts/sales by date and amount which are representative of each such activity. The list of business activities for the offeror, its affiliates, its team members, and affiliates of its team members is excluded from the Volume I page limitations.
Include evidence of facts and circumstances that the offeror believes ameliorate concerns related to the appearance and/or presence of business activities which may create at least the appearance that any element of the offeror's team might be motivated to use the Government customer's information improperly. Also include proposed approaches to mitigating the effects of any apparent or actual conflicts of interest arising out of the business activities disclosed. The approach should be specific and detailed with respect to: (a) segregation of potential troublesome affiliations and/or activities from the Offeror; (b) non-disclosure/proprietary-information-protection agreements used by the Offeror including examples which divulge sufficient information describing its purpose to indicate the scope of each agreement, the identity of the parties, the number of Offeror employees authorized to receive information under the agreement, its duration, key terms and conditions, and points of contact for the agreements to provide past performance information as needed by the Government and permitted by the Offeror; (c) the proposed event/timing for initiating, elapsed time for concluding, and the step-by-step process for consummating, the proposed agreements, and past performance references to validate the feasibility of the proposal; (d) any proposed GBPS contract terms and conditions designed to render part(s) or all of the offeror's proposed approach obligatory; and (e) any additional relevant measures.
4.0 VOLUME II – PAST AND PRESENT PERFORMANCE
4.1 Contents. The offeror shall submit a Past and Present Performance Volume containing the following:

2. Summary Page describing the role of the offeror and each subcontractor, teaming partner, and /or joint venture partner for which the offeror is required to provide Past Performance Information Sheets in accordance with paragraph 4.1.1. below.
3. Past Performance Information Sheets– see paragraph 4.1.1. below.
4. Past Performance on Subcontracting—see paragraph 4.1.2 below.
5. Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information so the offeror can respond to such information. **Excluded from page limit for Volume II
6. Organization Structure Change History—See paragraph 4.1.4. below.
4.1.1 Past and Present Performance Information Sheets. Submit information on contracts you consider most relevant in demonstrating your ability to perform the proposed effort. This information is required on the offeror and subcontractors, teaming partners, and/or joint venture partners proposed to perform any of the proposed effort that the offeror considers critical to overall successful performance. The offeror shall submit a maximum of five and a minimum of three Performance Information Sheets identifying active or completed contracts, either Government or commercial, for each prime, and a maximum of five and a minimum of one Past Performance Information Sheet for each major or critical subcontractor (Major subcontractors are defined as those who are projected to perform 25% or more of the total contract effort). In addition, the offeror may submit Performance Information sheets for other subcontractors who are not considered major subcontractors to highlight their overall team capabilities. Each relevant contract shall have been performed during the past three years from the date of issuance of this solicitation. Each Performance Information Sheet for each contract is limited to two pages (does not include organizational history, SF 294/295, or cost data). Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past and present performance. The Government requests the offeror provide references, i.e. Points of Contact (POCs) for each contract identified, include telephone number and email addresses for each POC.
4.1.2 Past Performance Information regarding Small Business Subcontracting
Offerors shall provide the following past performance information:
a. Provide one year history (within the past 12 months) demonstrating your corporate commitment to meet your subcontracting goals/targets by providing SF 294s, Subcontracting Report for Individual Contracts, and SF 295s, Summary Subcontract Report, for those contracts/projects which you are submitting under Past Performance. The SF 294s and SF295s are excluded from the Volume II page count.
b. If goals were not met on the SF 294/295s, provide an explanation as to why the goals were not met.
c. This information will be used to determine proposal risk associated with the offeror’s corporate commitment for small business goals. This applies only to the full and open competition for offerors that are required to submit subcontracting plans in accordance with FAR 19.7.
4.1.3 Relevant Contracts. Relevance will be determined based on contract references reflecting past performance focusing on and targeting performance which is relevant to Program Management subfactors, PWS major functional areas, and the Cost factor. When determining relevancy for the prime offerors higher relevancy will be assessed for contracts that are most similar to the effort (i.e. diversity of required expertise, and scope magnitude, project complexity, business management and control processes in relation to the Factor 1 subfactors, contract type, actual special operations support, same major functional areas as GBPS PWS, number of employees required etc.). Submit information on contracts that you consider relevant in demonstrating your ability to perform the proposed effort in your information sheets. Include rationale supporting your assertion of relevance and how the referenced contract is a relevant indicator of performance against the program management subfactors and PWS major functional areas previously identified. Note that the Government generally will not consider performance on an effort that concluded more than three years prior to the issuance date of this solicitation.
4.1.4 Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. Not to be used for evaluation purposes, however, in order to facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
5.0 VOLUME III – COST AND CONTRACT FORMS
5.1 COST. The Government will not be providing labor categories under this solicitation. Cost will be evaluated in two phases. Phase 1: At the overall contract level, the Government will evaluate each offeror’s proposed overall indirect rates for the business unit responsible for executing the contact and the methods and assumptions for deriving those rates. Provided below is consistent cost data/requirements to ensure comparability such that SOCOM can accurately evaluate differences in offeror rates. Phase 2: After determination of the competitive range, offerors will be required to submit detailed cost proposals to include labor categories and direct rates per Section H.22 of this RFP for each task order proposal submitted in Phase 2.
The Government’s approach of eliminating labor categories will streamline the cost evaluation and proposal preparation while allowing SOCOM to focus on those elements of cost which are true discriminators.
5.1.1 AUDITS and CAS. In order to assist the government is ensuring reasonable and realistic costs the offerors shall submit audit results from the last completed audit for the business unit executing the contract. Audits include; Incurred Cost Submission Audits, Systems Audits (e.g., Accounting, Estimating, and Compensation), and other audits indicating the soundness of the offeror’s compliance with the FAR and other federal regulations. The offeror shall provide evidence they operate under an approved accounting system.
Offerors will submit information outlining whether the offeror is subject to cost accounting standards; whether the offeror has submitted a CASB Disclosure Statement, and if it has been determined adequate; whether the offeror has been notified that it is or may be in noncompliance with its Disclosure Statement or CAS, and if yes, an explanation; whether any aspect of this proposal is inconsistent with the Offerors’ disclosed practices or established estimating and accounting principles and procedures and FAR Part 31. The offeror and its subcontractor’s accounting systems are relevant to the Government’s review. (Also reference Section K, 52.230-7) The offeror shall provide either a copy of the results from the latest approved purchasing system review by the cognizant DCMA or an explanation as to why they do not have a recent approval (within the last 3 years from date of the issuance of this RFP)
The government will obtain from the cognizant DCAA office a recent history of provisional rates or FPRs and the resultant actual rates if available. This will be used to assess the offeror’s ability to accurately forecast and determine possible risks.
5.1.2 IAW DFAR provision 252.215-7003, the offeror’s proposal shall exclude excessive pass-through charges. Offerors shall clearly identify in its proposal the estimated work to be performed by the offeror, and the estimated work to be performed by each major subcontractor, under the contract. All offerors shall provide the offeror’s indirect costs and profit applicable to the work to be performed by the major subcontractor(s). A table comparing the submitted costs/rates to approved DCAA rates shall be provided. Major subcontractors are defined as those who are projected to perform 25% or more of the total contract effort. The Offeror shall submit a clear rollup of all subcontractor rates if any composite direct or indirect rate structure is proposed in the same format as the prime outlined below.
5.1.3 Per FAR provision 52.222-46 included in this RFP: Re-competition of service contracts may in some cases result in lowering the compensation (salaries and fringe benefits) paid or furnished professional employees. This lowering can be detrimental in obtaining the quality of professional services needed for adequate contract performance. It is therefore in the Government’s best interest that professional employees, as defined in 29 CFR 541, be properly and fairly compensated. As part of their proposals, offerors will submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract. The compensation levels proposed should reflect a clear understanding of work to be performed and should indicate the capability of the proposed compensation structure to obtain and keep suitably qualified personnel to meet mission objectives. Additionally, proposals envisioning compensation levels lower than those of predecessor contractors for the same work will be evaluated on the basis of maintaining program continuity, uninterrupted high-quality work, and availability of required competent professional service employees. Offerors are cautioned that lowered compensation for essentially the same professional work may indicate lack of sound management judgment and lack of understanding of the requirement. This compensation package will also allow the government to compare the proposed indirect rates below to ensure a true comparison and the rates proposed are realistic.
5.1.4 For the GBPS solicitation, Executive Order (EO) 13495, dated January 30, 2009, is also a consideration. (Ref H.30 of this RFP) This clause requires the contractor, and its subcontractors, under this contract that succeeds the USSOCOM ALMBOS contract, to offer those employees (other than managerial and supervisory employees) employed under the predecessor contract(s) whose employment will be terminated as a result of the award of the successor contract, a right of first refusal of employment under the contract in position for which they are qualified. The inclusion of this requirement shifts the focus of this RFP to offerors indirect and overhead rates rather than direct labor rates. The offeror shall explain their approach to management of the workforce under the provisions of this Executive Order.
5.1.5 It is projected that approximately 90% of the work performed will be conducted in an integrated government-contractor team environment, within Government work spaces, and work in accordance with Government processes The remaining contractor personnel, both direct and indirect, shall utilize contractor facilities. However, it is the goal of the Command to continually strive towards more products based, off site support. There are very limited space resources available and it is a continuous problem for the Command to accommodate more personnel at the HQ, MacDill AFB. Therefore, though this is the percentage at the time of the RFP, offerors are put on notice that a growing number of off site support may be required over the period of the performance.
5.1.6 Profit/Fee The fee proposed for the cost type CLINs and fee proposed for firm fixed price CLINs shall be in accordance with the statutory or regulatory limitations stated in Federal Acquisition Regulation (FAR) 15.404-4 Profit. The Weighted Guidelines DD Form 1547 may be utilized as a tool for evaluating the proposed profit/fee. The fee proposed for cost type CLINs will be incorporated into the basic contract prime awards and act as the maximum fee allowable to be proposed at the task order levels for the life of this contract.
5.1.7 Cost Format Submissions; All offerors will submit the following cost details in the formats provided as Attachments to Section L. There will be detailed basis of rates and factors (Format 1) for all primes and major subcontractors and then a summary submission (Format 2).
5.1.7.1 (Format 1) Basis of Indirect Rates and Factors (Submission/Spreadsheet 2 and Major Subcontractors) Provide a detailed explanation for the basis of indirect rates and factors (i.e., Forward Pricing Rate Agreement (FPRA) dated xx/xx/2007; Unaudited Forward Pricing Rate Submission; Budgeted rates as of __________) being proposed. If the rates are not based on a FPRA that is currently in effect, Offerors are to provide a detailed breakdown, example provide Attachment 1 of Section L, of all indirect rates and factors (i.e., on-site labor overhead, off-site labor overhead, material handling, G&A, facility cost of money, etc.) being proposed under this contract. Submission should include a detailed breakdown by element of costs included in each of the overhead pool. The base (i.e., total direct labor dollars, total material dollars, total cost input) utilized should be clearly identified. Indirect rates should be in accordance with the Offeror’s disclosed accounting practices and/or disclosure statement and compliant with applicable Federal Acquisition Regulations and Cost Accounting Standards. The Format 1 example, Atch 1, is provided for illustration purposes only, will vary by offerors, however, will provide the basis for Format 2 summaries. If there are concerns from major subcontractors with providing proprietary cost data to the prime offerors they may submit Format 1 or FPRA directly to the Government or to the prime in a sealed envelope for inclusion in the proposal.
5.1.7.2 (Format 2) Cost Spreadsheet Offerors must submit a cost proposal in accordance with the format contained in Attachment 2 of Section L. The submissions of Format 1 data shall be referenced and summarized into this summary. The subcontractor’s data here is just the total amount not the detailed cost elements from Format 1 or FPRA. You may deviate from this general format only to the extent that it further identifies elements of cost. Defined major subcontractors must also follow this format. Please note that the labor hours and annually salary amounts shown are for evaluation purposes only, all offerors are to utilize these “plug” numbers, however, this is not a guaranteed level of effort. Prepare a separate spreadsheet for each of the three years for the basic period as well as separate spreadsheets for each of the five years for the option years. In the header of each spreadsheet, include the offerors name and applicable year beginning with Year 1, Year 2 and so forth, 1 spreadsheet shall be provided showing all 8 years.
5.1.7.2.1 The following plug numbers shall also be utilized by all offerors for proposal purposes only. In order to provide for comparability this RFP provides plug numbers for estimated direct labor hours and an average salary rate. The hours are a reasonable estimate of expected scope as known today, however, not guaranteed. Since the Government is anticipating a minimum of 3 prime awards, in an effort to compare then the most realistic level of effort for each offeror, offerors shall each utilize 1/3 of the total direct labor hours, material, and travel as indicated below.
Total Annual Direct Labor hours; 1,128,000 hours annually (each offeror shall input 1/3 of this number) Average Salary Rate; 87,500 Material; $2M annually (1/3 of this number) Travel; $3M annually (1/3 of this number)
5.1.7.2. 2 The proposed rates will be from the cost center or business unit applicable to GBPS, the same pool utilized in calculating the indirect rates in your proposal will be utilized during the performance of this effort in accordance with CAS. Provide a detailed analysis showing the development of a new cost center if one is proposed.
5.1.7.2. 3 The government will also evaluate the realism and reasonableness of proposed escalation of indirect rates. If any escalation is proposed the Offeror shall set forth the basis for the escalation including: how was the amount arrived at, how it is applied, and when it will be applied.
5.2 CONTRACT FORMS. Include the following data in Volume III in the format indicated. Designate on the volume cover which proposal package contains the original, executed copy of the RFP.
· Section 1 – Proposal cover letter or proposal cover page (include names, office phone and telefax numbers (and if applicable, cell phone numbers), and e-mail addresses for proposal points of contact).
· Section 2 – A complete copy of this RFP (through Section M, less attachments, with any amendments) with the original signature of an official authorized to contractually bind the offeror in block 17 of the SF 33. The offeror must complete the following sections within the RFP:
· Part I, Section A (SF 33, Block 17).
· Part IV, Section K, Representations, Certifications and other Statements of Offeror.
· Section 3 – Any exceptions to, or deviations from, any of the clauses or special contract requirements along with justification.
Phase II- Task order Competition after determination of Competitive Range
Those offerors determined to be in the Competitive Range by the SSA after Phase I will then move on to Phase II. Formal notices will be sent per FAR 15.306(c). For those offerors remaining in the competitive range, the notice will be sent including Task Order Requests for Proposals (RFPs). The contractor will be evaluated on their ability to use the Task Order proposal process in Section H.22 of this RFP. This process will allow the Government to evaluate how the offerors comply with providing task order proposals, and in addition, it will allow the Government to evaluate application of all the proposed information from Phase I. Offerors must price the task orders using either their evaluated rates from Phase I of this competition or their currently approved DCAA rates. Evaluation criteria and rating information from Phase I will not be used in Phase II evaluations.
