PERFORMANCE BASED STATEMENT OF OBJECTIVES
Intelligence Production Support
For the United States Special Operations Command (USSOCOM)
Integrated Survey Program TASK ORDER 1 REV I, Amend 1
GLOBAL BATTLESTAFF AND PROGRAM SUPPORT
1.0 DESCRIPTION OF SERVICES. The USSOCOM Integrated Survey Program (ISP) Production Section uses state-of-the-art digital multimedia production technology to produce and disseminate intelligence data and related products to Special Operations and conventional forces worldwide. In order to meet production and dissemination requirements and timelines, the ISP requires contracted production, publication, dissemination support, and training and technical assistance.
1.1 PURPOSE. The purpose of this statement of objectives is to provide multimedia intelligence production, publication, dissemination and training and technical assistance support over the course of the proposed period of performance. The requirements addressed under this contract include: 1) provision of support to pre- and post-survey mission data preparation and multimedia product authoring with emphasis on computer aided design (CAD); and 2) digital multimedia and hardcopy publication and dissemination support.
2.0 SPECIFIC REQUIREMENTS/DELIVERABLES. The scope of work encompasses the following two general areas of effort.
2.1 Intelligence Production Support. The contract employees shall perform intelligence source data collection, production, and product dissemination support in meeting intelligence production goals and timelines. Tasks shall be performed primarily on desktop and laptop computers employing Windows operating systems, and will require contractor employee proficiency in collecting, modifying, editing, authoring, and disseminating digital multimedia and hardcopy products. These include a wide range of digital multimedia tasks including data collection, analysis, and production support. Tasks will include creating, modifying, editing, and authoring digital multimedia data to generate ISP specific digital and hardcopy products. A primary focus will be production of CAD-based vector drawings for inclusion in pre-survey packages and final products. CAD drawings will be based on various source materials such as imagery, blueprints, and maps. The contract employees will create accurate new drawings and convert existing drawing files to ensure they adhere to established standards for scale, proportion, content and format. The contract employees will be required to perform production tasks with the following types of software and applications:
word processing; computer-aided design (CAD); audio/video editing; imagery/graphics editing;
optical media (CD/DVD) product mastering; Hyper-text/Extended markup language (HTML/XML) applications; World Wide Web applications; hardcopy publication and dissemination applications;
and ISP unique Mission Familiarization System (MFS) collection and production software.
2.1.1 Required Skills overall and Production support:
The Contractor will provide mature, relevant, and respected Subject Matter Experts for Intelligence Production Support and Digital Collection System (DCS) Training and Technical Assistance. The education and experience of the team members shall be commensurate with their positions.
Intelligence experience or first-hand experience with Special Operations Forces (SOF) is preferred.
This is due to working directly for the Intelligence and SOF community and being able to produce quality products, meeting deadlines and providing the products to the forces in the field.
Contract employees providing production support will be required to perform digital data collection, manipulation and production tasks using a range of COTS/GOTS and ISP unique hardware and software. The contract employees must be skilled at the expert level in AutoCAD. The contract employee must possess skills to employ imagery, cartographic or other externally referenced images and files to create line drawings; and must have the following basic skills: ability to select appropriate units to accurately set-up and create new drawings; ability to scale; manipulate the drawing orientation; manage drawing layers and layouts; control views adjust user coordinate system (UCS) and ability to move between world coordinate system (WCS) and UCS; must understand and be familiar with methods of optimizing printing and plotting capabilities to include setting up and using plot indices; must be familiar with and know how to customize AutoCAD, including constructing user profiles; creating user-defined icons and icon libraries, building blocks and defining block attributes. As the ISP is an evolutionary program, hardware, software and related applications may change over time to incorporate new multimedia production technologies.
Currently, ISP baseline production hardware, software and applications required to perform the source data collection, production and dissemination missions include the following:

2.1.2 ISP Intelligence Production Support. Contractor employees providing Intelligence Production support will be required to perform the tasks and sub-tasks listed below.
a. Source Data Collection: Obtain multimedia intelligence data and products for inclusion in pre-survey mission planning packages and final products.
b. Source Data Digitization: Use WideCom, HP Digital Sender, CLC 1000, and Adobe Photoshop to digitize hardcopy source data in formats required in pre-survey packages and final products.
c. Image Editing: Use Adobe Photoshop to edit imagery and photos for pre-survey packages and final products
d. CAD Production: Use AutoCAD, AutoMap, CAD Overlay to edit CAD drawings and create web format (.dwf) files for pre-survey packages and final products.
e. CAD Management: Customize AutoCAD toolbars to create profiles, blocks, icons and icon libraries. Use AutoCAD to edit icon attributes and block definitions.
f. Route/Map Production: Use Adobe Photoshop, Microsoft FrontPage and Ultra Edit to create map and route products for pre-survey packages and final products.
g. Video Editing: Use Optibase software to create MPG clips for the final product.
h. Product Authoring: Create HTML links between/among product data elements.
i. Quality Control Review: Conduct Internal Quality Control (IQC) review of products. Correct final products in response to External Quality Review.
j. CD/DVD Mastering: Use custom software to partition, layout and master pre-survey packages and final products.
k. Hard Copy Product Creation and Dissemination: Use MS Publisher & Adobe Acrobat for desktop publishing. Print/ plot hard copy deliverable items, and assemble for shipping.
2.2 Digital Collection System (DCS) Training and Technical Assistance. The contractor employees shall assist in development and execution of DCS-related instruction, training and technical assistance activities focused on preparation and execution of ISP survey data collection missions.
These tasks shall be performed primarily with desktop and laptop computers employing Windows operating systems, and will require proficiency in collecting, modifying, editing, and authoring digital multimedia ISP information and products. The contractor employee will be required to perform and teach data collection and manipulation tasks requiring the following types of software and applications: word processing; computer-aided design (CAD); digital still/video collection and editing; graphics editing; optical media (CD-ROM/DVD) product mastering; ISP information and data management applications; INTELINK and INTELINK-S World Wide Web applications;
hardcopy scanning and printing; and other Data dissemination applications. The contractor employees will be required to teach and provide technical assistance related to the use of digital still and video cameras utilizing multiple lenses, global positioning systems (GPS), laser range finders, and other survey data collection hardware.
2.2.1 Required Skills: ISP Digital Collection System Training and Technical Assistance. In addition to proficiency with the hardware and software listed above in 2.1.1, contractor employees providing Digital Collection System Training and Technical Assistance will be required to provide training and technical assistance in the utilization of Digital Cameras (still and video), Global Positioning Systems, Laser Range Finders, and CD Recorders used to support Survey Data Collection Missions.
Additionally, the contractor employees must be proficient in technical writing to author and/or edit instructional materials, and standard operating procedures and requirements documents.
2.2.2 ISP DCS Training and Technical Assistance. Contractor employees providing DCS Training and Technical Assistance will be required to perform the tasks and sub-tasks listed below.
a. Digital Collection System Training and Technical Assistance: Assist in the design and execution of DCS instruction and provide technical assistance at USSOCOM & Survey Team garrison locations, regarding use of DCS laptops and stand-alone systems, digital cameras, Global Positioning Systems, Laser Range Finders, optical media recorders, scanners, printers and Software.
b. Contribute to Development, Review & Revision of ISP Operational Procedures Guides:
Author, edit, and update procedures guides for collection procedures and activities
c. Contribute to the Production Process: Participate in tasks c, d, f, and i identified in
2.1.2 (above).
2.3 Publication and Dissemination Support. The contract employees shall perform publication tasks for all versions of ISP products (i.e., - hardcopy books, digital CD/DVD products, on-line products and hardcopy plotted products). The contract employees will maintain a sufficient working knowledge of the production system to trouble shoot and help resolve publication/dissemination errors. The contract employees will refer to Production and Dissemination SOPs for printing, plotting and dissemination requirements. The contract employees shall provide multiple format multimedia digital product layout and mastering tasks, manage the printing and assembly of books, plots and DVDs/CDs; maintain inventories for tracking resources necessary to support publication and dissemination; prepare purchase requests for stocking and re-stocking supplies; track and manage the maintenance of publishing equipment; package hardcopy and softcopy products for dissemination, maintain dissemination tracking sheets; upload products to websites; and participate in production activities as required to meet publication and dissemination requirements. In addition to proficiency with the hardware and software listed above, the multimedia publication and dissemination tasks require expert proficiency in the following:

2.3.1 The contract employees will provide services, expertise and assistance in the areas of electronic and hardcopy publication and dissemination, and will be responsible for ensuring products adhere to established publication and dissemination standards and requirements, including classification guidelines. The contract employees will be required to perform the tasks and sub-tasks listed below:
a. Publication Management: Manage and maintain a system to assign jobs to printers, plotters and CD/DVD mastering using the production schedule as the basis for prioritization.
Incorporate ad-hoc and contingency production requirements into the schedule based on input from the Production Manager and Information Resources Manager.
b. Consumable Supply Management: Maintain a supply inventory that identifies re-supply requirements, quantities and preferred vendors. Responsible for ensuring the appropriate quantities and materials are on hand to support ISP publishing requirements. Maintain supply storage areas.
c. Hardware Maintenance Tracking: Act as the primary point of contact for hardware service support and trouble-calls with equipment vendors. Maintain records tracking equipment usage data and the status of maintenance. Coordinate with the Information Resources Manager and contracted support vendors to schedule routine maintenance, service and trouble-calls.
d. Product Assembly: Assign product layout area for books, plots and CDs/DVDs.
Assemble and oversee the assembly of books, plots, boxes, tubes and labels. Ensure products adhere to the standards established in the production SOP. Responsible for maintaining the publishing area and layout stations ensuring they are clean, orderly, free of extraneous equipment and classified material is disposed of properly.
e. Web Publication: Upload completed online products/data from the ISP LAN, tapes, or optical media to classified websites. Update product dissemination database to reflect status.
f. Quality Control Review: Conduct Quality Control (QC) review of final products prior to dissemination.
g. Dissemination Management Tasks: Prepare completed copies and shipping materials for mailing. Prepare and maintain classified document tracking sheets for pre-survey packages, final products and contingency products.
h. CD/DVD Mastering Use COTS, GOTS, and custom software to partition, layout and master pre-survey packages and final products.
i. Hard Copy Product Creation and Dissemination: Use ISP custom software and COTS/GOTS applications for desktop publishing. Print/ plot hard copy deliverable items and assemble for shipping
Multimedia Publication and Dissemination Support.
In addition to proficiency with the hardware and software listed above, the multimedia publication and dissemination tasks require expert proficiency in the following:

2.4 Deliverables.
2.4.1 Task Assignment and Verification. Deliverables will include finished products and portions of products and related services as described in 2.1.1, 2.2.1 and 2.3.1 above. For those contractor employees providing Production and CAD support, tasks will be assigned and task accomplishment verified on a weekly basis by the ISP Production Team Leaders, and/or the Production Manager.
The ISP Information Resources Manager will assign and verify accomplishment of multimedia publication and dissemination tasks. Some of the tasks are listed below:
- Generated releasable versions of all products
- Reviewing and updating the internal ISP WEB page
- Verified links from CAD hyperlinks to narratives and database information
- Edited narrative documents for increased accuracy
- Documented issues and recommended solutions for improving several products.
- Evaluated several products for accuracy and completeness
- Worked with survey team members to close outstanding product issues and finalize products.
- Created and printed volumes of real-world intelligence data
- Continued evaluation and adjustment to production procedures
- Continued training to increase production volume
- Continued documentation of pre-survey, collection and production procedures
- ‘Sanitized’ classified products for DVD and online dissemination
- Produced numerous DVD disks of classified products for use within the intelligence community
- Produced various sized hard copy of classified product for end user dissemination
- Completed production and disseminated PSP’s
- Conducted MFS training
- Updated and maintained survey information spreadsheets
- Updated website for internal production and training needs

2.5 The government will provide contractor employees with training on new and/or unique data collection, data management, production, publication, and dissemination hardware, software and applications.
3.0 SERVICE DELIVERY SUMMARY. The following SDS items outline key requirements/deliverables in performance of this task order. Overall performance assessments will be provided to the Contracting Officer by the Contracting Officer Representative (COR) per the procedures under the basic contract Quality Assurance Surveillance Plan. Meeting or not meeting the below thresholds will be the basis of that performance evaluation.

4.0. Government Furnished Property/Space.
4.1 The government anticipates on site support for this requirement, therefore, the government will provide all equipment and materials, and access to all necessary ADP/IDHS networks and systems required to support the activities required under this task order.
5.0. Security Requirements.
5.1.1 Security will be in accordance with the attached DD254 and SCI Addendum. Contractor team individual(s) supporting this task will, at a minimum, be cleared at the SECRET level at the start of the task, but will be required to obtain a TOPSECRET SCI (TS-SCI) level clearance in order to perform work on the JDISS SOCRATES / JWICS command workstations. All contractors on this task order will require access to NIPRNET and SIPRNET computer systems at government facilities. Contract employees will not be required or authorized to courier classified information.
All contract employees will have access to sensitive information regarding current and future military operations and activities, and will be required to maintain Operational Security (OPSEC) measures to protect sensitive mission related information. The contract employees will comply with all applicable Department of Defense, U.S. Special Operations Command, and ISP classification and security policies and guidelines.
The contractor shall insure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
The contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
6.0 Reports. Monthly reports per basic contract PWS are applicable. The appointed COR name and information is located in the task order DD 1155, Section F.
7.0 Travel. There is no known travel requirements associated with this task order.
8.0 Material. There is no known material requirements associated with this task order.
