PERFORMANCE BASED STATEMENT OF OBJECTIVES
Special Operations Acquisition and Logistics, Naval Systems (SOAL-NS) and
Combatant Craft Medium (CCM)
TASK ORDER 3
GLOBAL BATTLESTAFF AND PROGRAM SUPPORT
1.0 DESCRIPTION OF SERVICES.
1.1 PURPOSE. The purpose of this Statement of Objectives consists of three main areas of objectives, here forward referred to as subtasks. The contractor personnel will perform their tasks in a fast-paced acquisition environment where teamwork, without regard to functional area boundaries, is expected. Contractor personnel will maximize performance and contributions by synchronizing their efforts with other program Integrated Product Teams so as to maximize the Governments return on its investment in contracted support. The successful execution of these objectives is directly related to performance on all subtasks. This SOO is structured in a manner to ensure cross-fertilization across the subtasks for a diverse number of related, yet similar maritime programs requiring comparable GBPS support. Due to the size and complexity of this requirement the Government will require a single point of contact from the contractor, normally referred to as a Task Lead for the entire effort. The expectations from the Government of a task leader is the following:
• Be responsible for handling the day-to-day management and administration of project tasks
• Develop detailed work plans and schedules;
• Assign staff responsibilities and supervise all staff efforts;
• Utilize, control and redirect available resources as necessary to complete tasks in accordance with scheduled milestones and budgetary constraints.
• Perform quality checks of all work products and interact continually with government technical representatives to present interim results, discuss concerns, and ensure total product/service satisfaction.
1.1.1 The contractor shall provide support services for programs under the immediate purview of the SOAL-NS and Program Manager CCM (PM CCM) and to include cradle-to-grave acquisition life cycles of programs assigned by the USSOCOM Acquisition Executive (SOAE) to SOAL-NS and PM CCM.. The contractor will perform as an Acquisition Reform Initiative innovator throughout this period of performance. Programs covered by this subtask include the Non-Gasoline Burning Outboard Engine (NBOE), Joint Multi-Mission Submersible (JMMS), Advanced SEAL Delivery System (ASDS), MK 8 Mod 1 SEAL Delivery Vehicle, Shallow Water Combat Submersible (SWCS), Dry Deck Shelter (DDS), Swimmer Transport Device (STD), Semi- Autonomous Hydrographic Reconnaissance Vehicle; and the Hydrographic Reconnaissance Littoral Mapping Device, MK V Special Operations Craft, Naval Special Warfare (NSW) Rigid Inflatable Boat (RIB), Maritime Craft Air Delivery System (MCADS), Combatant Craft Forward Looking Infrared (CC FLIR), Integrated Bridge System (IBS), Remote Operated Small Arms Mount (ROSAM), Special Operations Craft Riverine (SOCR), Combatant Craft Riverine (CC-R) Tactical Radio System and the Combatant Craft – Medium (CCM) MK 1 and Security Force Assistance (SFA) maritime programs and all associated ancillary components including Foreign Military Sales (FMS) and any additional programs that fall within the SOAL NS portfolio. Additionally, the contractor will provide support as required to future and potential acquisition programs related to the maritime mission area. (SubTask 1 O&M Funded)
1.1.2 The contractor will provide services in support of research and development for programs assigned to SOAL-NS, PM CCM and all associated ancillary components. Programs covered by this subtask include the Non-Gasoline Burning Outboard Engine (NBOE), Joint Multi-Mission Submersible (JMMS), Advanced SEAL Delivery System (ASDS), Shallow Water Combat Submersible (SWCS), MK 8 Mod 1 SEAL Delivery Vehicle, Dry Deck Shelter (DDS), Swimmer Transport Device (STD), Semi-Autonomous Hydrographic Reconnaissance Vehicle; and the Hydrographic Reconnaissance Littoral Mapping Device, MK V Special Operations Craft, Naval Special Warfare (NSW) Rigid Inflatable Boat (RIB), Maritime Craft Air Delivery System (MCADS), Combatant Craft Forward Looking Infrared (CC FLIR), Integrated Bridge System (IBS), Remote Operated Small Arms Mount (ROSAM), Special Operations Craft Riverine (SOCR), Combatant Craft Riverine (CC-R) Tactical Radio System and the Combatant Craft – Medium (CCM) MK 1 and Security Force Assistance (SFA) maritime programs and all associated ancillary components including Foreign Military Sales (FMS) and any additional programs that fall within the SOAL NS portfolio. Programs will be added to the portfolio of SOAL NS and PM CCM.
Additionally, the contractor will provide support as required to future and potential Research and Development programs related to the maritime mission area. (Subtask 2 RDT&E Funded)
1.1.3 The contractor will provide services in support of production test and quality assurance .for Non-Gasoline Burning Outboard Engine (NBOE), Joint Multi-Mission Submersible (JMMS), Advanced SEAL Delivery System (ASDS) Shallow Water Combat Submersible (SWCS),, MK 8 Mod 1 SEAL Delivery Vehicle, Dry Deck Shelter (DDS), Swimmer Transport Device (STD), Semi-Autonomous Hydrographic Reconnaissance Vehicle; and the Hydrographic Reconnaissance Littoral Mapping Device, Combatant Craft Forward Looking Infrared (CC FLIR), Integrated Bridge System (IBS), Remote Operated Small Arms Mount (ROSAM), Special Operations Craft Riverine (SOCR), Combatant Craft Riverine (CC-R) ,the Combatant Craft – Medium (CCM) MK 1 and Security Force Assistance (SFA)maritime including FMS and any additional programs that fall within the SOAL NS portfolio.. Execution of these programs is assigned to the SOAL-NS and PM CCM. Additionally, the contractor will provide support as required to future and potential production test and quality assurance for future programs related to the maritime mission area under SOAL-NS and PM CCM. (Subtask 3 Procurement Funded)
2.0 SPECIFIC REQUIREMENTS/DELIVERABLES PER SUBTASK.
2.0.1 Subtask 1 Requirements
2.0.1.1 Contractor personnel will provide services in the areas of: acquisition process management;
research, analysis, and studies support; acquisition documentation; and integrated Planning, Programming, Budgeting, Execution and Requirements support. Personnel identified for performance of tasks will provide expertise related to the development and systematic review and update of system improvement plans, with proposed acquisition strategies that incorporate logic, cost, schedule, performance, risks and operational effectiveness in proposed improvements. This effort includes providing Maritime Systems expertise related to the development and systematic review and update of system improvement plans, with proposed acquisition strategies that incorporate logic, cost, schedule, performance, risks and operational effectiveness in proposed improvements related to paragraph 1.1.1 above.
2.0.2 Subtask 2 Requirements
2.0.2.1 The contractor will provide specific and integrated services in the areas of: acquisition process management; research, development, studies, and analyses support; acquisition documentation; life-cycle or cradle-to-grave management; Systems Engineering; and Data and Configuration Management in support of the areas in para 1.1.2. Contractor personnel will provide functional support to a variety of similar yet individual programs being managed in SOAL- NS and
PM CCM.
2.0.3 Subtask 3 Requirements
2.0.3.1 In the performance of these objectives the contractor will integrate task order personnel so as to ensure efficient, responsive support to the SOAL-NS and PM CCM. Contractor personnel performing under this task order will provide specific and integrated services in the areas of:
acquisition process management; research, studies, and analyses support; acquisition documentation; life-cycle or cradle – to – grave management; Systems Engineering including Test and Evaluation; Data and Configuration Management; and, Planning, Programming, Budgeting, Execution and Requirements support in support of the areas in para 1.1.3.
2.1 Specific Requirements Subtasks 1 and 2. The contractor will provide both objective and specific support to SOAL-NS and PM CCM. The contractor will provide the following support during the period of performance for both Subtasks 1 and 2 as it relates to the specific focus areas identified for each subtask above:
2.1.1 Objective Support
2.1.1.1 Study OSD-mandated acquisition processes and makes recommendations to improve
SOAL-NS and PM CCM acquisition programs. Conduct periodic program evaluations and make recommendations for updating SOF Maritime Systems acquisition documentation.
2.1.1.2 Participate in SOF Maritime Systems design, development, fabrication and test product activities and make recommendations to achieve cost savings, efficiency and better product performance.
2.1.1.3 Participate in milestone and other decision meetings as directed, record actions and publish minutes.
2.1.1.4 Provide status to include, program planning information, support and recommendations for
SOAL-NS and PM CCM Maritime Systems projects.
2.1.1.5 Review and recommend candidate technologies from the Visionary Maritime Technology
Studies for incorporation into “leap ahead” technologies.
2.1.1.6 Review and recommend studies for incorporation into the Small Business Innovation
Research (SBIR) Program, Special Operations Science and Technology (SOST) and Special Operations Technology and Development (SOTD) Programs, Foreign Comparative Test Program ., and other DOD funded technology programs.
2.1.2 Specific support
2.1.2.1 Acquisition management support for SOF Maritime programs including, but not limited to, participation in DoD Planning, Programming, Budgeting, and Execution Process (PPBES) related activities, computer library maintenance, and support for briefings and meetings.
2.1.2.2 Support documentation reviews and other activities involving studies and assessments of
SOF Maritime issues. Contractor recommendations in the form of alternatives to support government programmatic decision-making will be developed based on qualitative and quantitative evaluations.
2.1.2.3 Support planning and the development of acquisition documentation for Maritime Programs to include Special Programs.
2.1.2.4 Conduct assessments of alternative concepts/systems.
2.1.2.5 Participate in planning, programming and requirement activities within SOAL-NS and PM
CCM. The contractor shall analyze and provide recommendations regarding Maritime Acquisition Objectives (AO) and integrate these decisions into the Planning, Programming and Requirements processes, the Defense Planning Guidance and the USSOCOM Strategic Planning Process.
2.1.2.6 Participate in Integrated Logistic Support planning activities by conducting reviews and analyzing elements of logistics support to ensure smooth transition to post production life-cycle sustainment of SOAL-NS and PM CCM products.
2.1.2.7 Support the development, review and documentation of test strategies and plans.
2.1.2.8 Participate in Interagency and Memorandum of Agreement (MOA) documentation reviews.
Contractor shall conduct analyses and make recommendations to SOAL-NS and PM CCM regarding existing MOAs between USSOCOM; the U.S. Navy; the U.S. Air Force, and the U.S.
Army and foreign governments.
2.1.2.9 Conduct reviews and make recommendations pertaining to program Statements of Work (SOW), specifications, standards and Contract Data Requirement Lists (CDRLs) invoked on SOAL-NS and PM CCM programs.
2.1.2.10 Participate in government meetings and program review conferences and report observations pertaining to overall status of project effort.
2.1.3 Program Management Support
2.1.3.1 Research, analyze, study and document all SOAL-NS and PM CCM “cradle to grave” issues to identify cost, schedule, performance and program management issues related to the programs within SOAL-NS and PM CCM cognizance to include, but not be limited to, strategic marketing and market surveys, commercial technology assessments, and requirements analysis.
2.1.3.2 Provide recommendations to the Government Program Manager on the resolution of program management issues related to the programs under SOAL-NS and PM CCM cognizance.
2.1.3.3 Provide support to the SOAL-NS and PM CCM in performing technical and management review of vendors, contractors and various activities (including Government) supporting SOAL- NS and PM CCM. Study issues and alternatives concerning maritime system organizations, tactics, doctrine, policies, force plans, strategies, procedures, intelligence, weapons selection/mix, systems programs, and resources.
2.1.3.4 Identify deficiencies in program plans in relation to Requirements and Program /Acquisition Documentation for assigned programs.
2.1.3.5 Provide audiovisual storyboard writing, production, coordination, direction and editing services to include changes and updates to produce training videos as part of SOAL- NS training support of SOAL-NS and PM CCM products, as required. Video and presentations include but are not limited to: Digital Owner Manuals (DOMs), pre/post operations check training video, aircraft on-loading/off-loading and securing procedures, airdrop rigging and pre operations checks and airdrop mission sequence planning and execution.
2.1.3.6 Organize, update, and maintain a master library of all program documentation including but not limited to various CDRL deliverables.
2.1.3.7 Prepare, update and maintain briefing chart packages/slide presentations for program reviews and briefings to higher authorities.
2.1.3.8 Attend Limited Production Progress Conferences (LPPCs), design reviews and Integrated Program Team (IPT) meetings as required and provide minutes summarizing the purpose of the meeting, meeting attendees, and discussion topics along with identifying pertinent issues.
2.1.3.9 Develop, install, and maintain OAS applications and systems for SOAL-NS and PM CCM program requirements, to include but not limited to databases library, logistics, contract data requirements list (CDRL), and provisioning.
2.1.3.10 Perform studies of issues and alternatives concerning SOAL NS organizations, tactics, doctrine, policies, force plans, strategies, procedures, intelligence, weapons selection/mix, systems programs, and resources as described in the program management documentation.
2.1.3.11 Develop and submit an executable transition plan that delineates the activities to be performed to achieve a successful change in staff structure.
2.1.4 Technical, Engineering and Test Support
2.1.4.1 Develop/maintain/review program draft Systems Engineering Management Plans (SEMP), draft Test and Evaluation Master Plans naval architectural, electrical and electronic, mechanical and technical data. engineering analysis review, configuration change documentation such as Engineering Change Proposals and Craft Alteration Proposals, including those items developed by other activities.
2.1.4.2 Perform analysis, database development and management, testing and provide assistance with respect to inter- and intra- operability issues in assigned programs.
2.1.4.3 Provide and document technical training to other personnel on lessons learned from assigned programs. Assist the SOAL-NS and PM CCM in the evaluation and resolution of safety issues for the assigned programs.
2.1.4.4 Develop or participate in the development of test documents. Support Developmental Testing /Operational Testing /Follow On Test &Evaluation of SOAL-NS and PM CCM programs, and ancillary and systems.
2.1.5 Research Analysis and Studies Support
2.1.5.1 Develop, implement and maintain a process that:
• Maintains the identity of and documents data movement requirements, computers or computer like devices, including prospective common use computers, computer like devices or data movement requirements in/on/around current SOAL-NS and PM CCM programs.
• Provides inter- and intra- program insight, recommendations for modification/changes and implementation alternatives that minimizes total numbers of computers or computer like devices. These analyses shall consider maximizing computing power, maximizing redundancy, minimizing probability of single point failures, maximizing flexibility and ensuring a user friendly operations and maintenance environment.
2.1.5.2 Conducts research, studies, and analyses as outlined in the Joint Capabilities Integration and Development System (JCIDS) process (CJCS Instruction 3170.01 (latest version) and CJCS Manual
3170.01 (latest version)) for Naval Special Warfare (NSW) surface-related mission areas. Conduct of these efforts shall also include research and development of required preliminary or upfront documents to support the analysis process such as questionnaires, checklists, analysis plans and strategies, and plans of actions and milestones, among others.
2.1.5.3 Conduct risk analysis for programs transitioning from Material Solution Analysis and Technology Development to desired milestones within the DoD 5000 / SOAL 70-1 continuum.
2.1.6 Financial Management Support
2.1.6.1 Provide financial analysis in support of the assigned programs. Develop inputs and maintain program and budget documentation, to include, but not be limited to, Program Budget Accounting System release authorizations, Program Objective Memoranda, Budget Estimate Submissions, and Future Years Defense Plans.
2.1.6.2 Collect, track and maintain program funding information and produce required reports (monthly). Prepare financial briefing packages in support of execution and other fiscal reviews (quarterly Contractor will have to utilize US SOCOM financial systems.
2.1.6.3 Prepare and monitor purchase orders and requisitions to acquire necessary systems, equipment and supplies for maritime systems utilizing US SOCOM financial systems.
2.1.6.4 Assist in the planning, development and utilization of LCCE and LCCE models.
2.1.7 Integrated Logistics Support
2.1.7.1 In cooperation/coordination with USSOCOM and various supporting commands and agencies, assist with/plan the integrated logistics support, fielding and sustainment of maritime systems.
2.1.7.2 Support the implementation of new USSOCOM Logistics initiatives, including cradle-to-grave program management, and implementation of the DoD Reinvention Center initiative as they relate to the assigned programs.
2.1.7.3 Provide integrated logistics and customer support to the SOAL-NS and PM CCM for assigned programs. Establish a cohesive, integrated approach to managing inter- and intra- program ILS issues.
2.1.7.4 Ensure sustainment parts are available to the users when needed, but also to minimize the cost of maintaining sustainment parts inventories. Ensure deployment spares are available to the users when they are needed. Establish adequate Preventive Maintenance of assigned systems to maximize the Operational Availability and Reliability while minimizing total ownership cost including the man-hours and costs of performing maintenance.
2.1.7.5 Ensure user and fleet training is of sufficient duration, frequency and depth to support tactical employment, operation and maintenance of assigned systems. Ensure maritime system technical documentation is available, accurate, adequately detailed, and properly promulgated to support user training, operation and maintenance. Ensure adequate support equipment is identified, acquired, fielded and maintained to support assigned programs.
2.1.7.6 Establish and maintain proper facilities to produce, operate, train, maintain and store assigned SOAL NS and PM CCM systems.
2.1.7.7 Institute a Configuration Management system and perform Configuration Status Accounting of assigned systems. Coordinate the airlift and ground delivery, as required of maritime systems and hardware, in support of production and test programs.
2.2 Specific Requirements Subtask 3. The contractor will provide support to SOAL NS and PM CCM. The performance of this task shall include:
2.2.1 Integrate related work activities on programs to ensure a smooth, cost effective transition to follow-on acquisition phase management activities.
2.2.2 Participate in government meetings and program review conferences and report observations pertaining to overall status of project effort.
2.2.3 Participate in milestone and other decision meetings as directed, record actions and publish minutes.
2.2.4 Plan and perform the production testing for all SOAL NS and PM CCM listed production systems, including the development and updating of draft test plans and schedules for Government approval. These tests will be planned and conducted in accordance with the Production contracts.
2.2.5 On approval, the contractor will coordinate the test support required for production testing.
This shall include coordination of test events, test schedules and test personnel from other activities.
2.2.6 Support the Government in performing production tests for all SOAL NS and PM CCM listed programs, including collecting and analyzing data, drafting necessary test reports, identifying problems associated with the test or the systems’ performance. Due to the nature of the production tests and production schedule, the contractor will be prepared to perform during evenings, weekends, or holidays.
2.2.7 Provide systems engineering integration support for crafts. Provide assessments and/or trade studies of configuration change documents such as engineering change proposals (ECPs) of alternative concepts/systems for design, construction (manufacturing), integration and delivery of production systems and ancillary components.
2.2.8 Conduct trade studies or perform reviews of alternative electronic systems/equipment/components and ancillary components to meet stated customer requirements.
Provide timely, cost effective analyses of programmatic, operational and technical issues to aid in the identification and evaluation of installation and integration issues on production systems for preplanned product improvement and subsystem modernization. Analysis process should include as a minimum, consideration of:
2.2.8.1 .Identify operations, functional and technical design requirements
2.2.8.2 .Identify possible design and installation approaches and characteristics
2.2.8.3 Identify integration impacts
2.2.8.4 Recommend design and installation solutions.
2.3 Deliverables.
2.3.1 Subtask 1
2.3.1.1 The contractor shall provide a report when tasked by the government while attending meetings/conferences. The report shall provide observations and results of the meeting/conference including action items for all stakeholders in attendance. Report shall also include recommendations for SOAL-NS and PM CCM action items if needed. Report will be in contractor format that can be read by the government.
2.3.1.2 Support and recommendations for SOAL-NS Maritime Systems projects shall be incorporated in the Monthly report.
2.3.1.3 The contractor shall provide a report documenting all SOAL NS and PM CCM “cradle to grave” issues to identify cost, schedule, performance and program management issues related to the programs within SOAL NS and PM CCM cognizance to include, but not be limited to, strategic marketing and market surveys, commercial technology assessments, and requirements analysis. The report will be in contractor format and shall be provided on a quarterly basis.
2.3.1.4 The contractor shall provide when directed by the government, video and presentations that include but are not limited to: DOMs, pre/post operations check training video, aircraft on-loading/off-loading and securing procedures, airdrop rigging and pre operations checks and airdrop mission sequence planning and execution.
2.3.1.5 The contractor when directed by the government shall provide a report that details issues and alternatives concerning SOAL NS organizations, tactics, doctrine, policies, force plans, strategies, procedures, intelligence, weapons selection/mix, systems programs, and resources as described in the program management documentation. It is expected the frequency of the report shall not be more than 3 per year.
2.3.1.6 The contractor when directed by the government shall provide a report that documents alternatives that minimizes total numbers of computers or computer like devices. These analyses shall consider maximizing computing power, maximizing redundancy, minimizing probability of single point failures, maximizing flexibility and ensuring a user friendly operations and maintenance environment.
2.3.1.7 The contractor shall provide a monthly report that collects, track and maintain program funding information. Report shall be in Microsoft Excel format that details funding initially provided, funding obligated and committed and funding left for all programs including foreign military sales and government purchase card under SOAL-NS and PM CCM cognizance.
2.3.1.8 The contractor shall provide a monthly status report that details all government furnished equipment at all vendor facilities. Report shall be in Microsoft Excel format.
2.3.1.9. The contractor shall provide a monthly status report of all ADPE and non ADPE equipment (value over three hundred dollars) under the cognizance of SOAL-NS and PM CCM that are located at government and contractor facilities in Microsoft Excel format.
2.3.2 Subtask 2
2.3.2.1 The contractor shall provide a report when tasked by the government while attending meetings/conferences. The report shall provide observations and results of the meeting/conference including action items for all stakeholders in attendance. Report shall also include recommendations for SOAL-NS and PM CCM action items if needed. Report will be in contractor format that can be read by the government.
2.3.2.2 The contractor shall provide an assessment and recommendations of the following when directed by the government.
a. Candidate technologies from the Visionary Maritime Technology.
b. Studies for incorporation into the SBIR, SOST and SOTD Programs.
c. Alternative concepts/systems
2.3.2.3. The contractor provide a report reviewing and analyzing elements of logistics support to ensure smooth transition to post production life-cycle sustainment of SOAL-NS and PM CCM products when directed by the government.
2.3.2.4 The contractor shall provide a report of the results of all research and developmental testing when tasked by the government. The report shall detail the environmental conditions, personnel in attendance, and results of the testing. The testing will be in accordance with the test plan either provided by the government or contractor (approval by the government). When multiple platforms of the same type will be delivered, the contractor shall keep a historical record of specific performance results when directed by the government.
2.3.2.5. The contractor when directed by the government shall provide a report the researches, studies, and analyzes as outlined in the Joint Capabilities Integration and Development System (JCIDS) process (CJCS Instruction 3170.01 (latest version) and CJCS Manual 3170.01 (latest version)) for Naval Special Warfare (NSW) surface-related mission areas
2.3.3 Subtask 3
2.3.3.1 The contractor shall provide a report when tasked by the government while attending meetings/conferences. The report shall provide observations and results of the meeting/conference including action items for all stakeholders in attendance. Report shall also include recommendations for SOAL-NS and PM CCM action items if needed. Report will be in contractor format that can be read by the government.
2.3.3.2 The contractor shall provide draft test plans when required by the government. The test plans will be in contractor format. The test plan shall address measures of effectiveness, measures of performance and measures of suitability when applicable. The test plan shall provide the methodology to test the performance of the platform against the specifications in a capability development document, capability production document, contract requirements etc.
2.3.3.3 The contractor shall provide a report of the results of production testing and quality assurance testing when tasked by the government. The report shall detail the environmental conditions, personnel in attendance, and results of the testing. The testing will be in accordance with the test plan either provided by the government or contractor (approval by the government).
When multiple platforms of the same type will be delivered, the contractor shall keep a historical record of specific performance results when directed by the government.
2.4 Required Skills:
2.4.1 All Subtasks: Personnel identified for performance of all tasks will meet the experience and education requirements outlined below. The contractor will ensure personnel assigned on task are capable and willing to work in a fast-paced, without functional/ program boundaries.
2.4.1.1 The Task Lead Senior Acquisition Professionals, Lead Systems Engineer and Lead Logistician must possess a Master’s Degree or higher, knowledge of the DoD acquisition process, and 9 years or more of field and DOD related experience is preferred. All other personnel including Financial Management, Budgeting and Administrative shall possess knowledge and experience of US Special Operations Command policies and regulations.
3.0 SERVICE DELIVERY SUMMARY. The following SDS items outline key requirements/deliverables in performance of this task order. Overall performance assessments will be provided to the Contracting Officer by the Contracting Officer Representative (COR) per the procedures under the basic contract Quality Assurance Surveillance Plan. Meeting or not meeting the below thresholds will be the basis of that performance evaluation.

Leadership and Periodic Surveillance
4.0. Government Furnished Property/Space.
4.1 The government anticipates on site support for this requirement, therefore, the government will provide all equipment and materials, and access to all necessary networks and systems required to support the activities required under this task order.
5.0. Security Requirements.
5.1 Security will be in accordance with the attached DD254. Contractor team individual(s) supporting this task will be cleared at the “secret” level. Contractors will require a minimum of a “secret” level clearance to perform on this task. At the discretion of the government, selected individuals supporting this task order will require access to Special Access Program (SAP) and information. Access to SAP information requires the requisite security clearance based on a security investigation with a date less than 5 years old and requires employees to undergo additional personnel security screening meeting the DoD SAP-accessing directives and policies. Contractors will require access to SCI and Focal Point material in performance of this effort. Contractor will require access to NIPRNET/SIPRNET computer systems only at government facilities.
Contractor will be authorized to courier classified information up to the “Secret” level in performance of official duties upon approval of and designation by the COR.
5.2 The contractor shall insure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
5.3 The contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
6.0 Reports. Monthly reports per basic contract PWS paragraph 3.1.1 are applicable. All additional reports and deliverables specific to this requirement are outlined above in section 2.3. The appointed COR name and information is located in the task order DD 1155, Section F.
7.0 Travel. Travel is required to various CONUS and OCONUS locations to gather data for the performance of the above tasks. The contractor shall travel as initiated by written tasking. It is the responsibility of the contractor to ensure that travel expenses are incurred in accordance with the Joint Travel Regulations. Since the contractor shall adhere to the Joint Travel Regulations, the government will provide an initial travel budget to the contractor based on current year fiscal needs.
The government will approve travel on a case by case basis for all contractor travel.
8.0 Material. No material is required for this effort. All material will be provided by the government.
