PERFORMANCE BASED STATEMENT OF OBJECTIVES
PROGRAM EXECUTIVE OFFICER FOR SPECIAL RECONNAISSANCE AND
SURVEILLANCE EXPLOITATION (PEO-SRSE) AND
SPECIAL RESEARCH & DEVELOPMENT (R&D) PROJECTS
TASK ORDER 2
GLOBAL BATTLESTAFF AND PROGRAM SUPPORT
1.0 DESCRIPTION OF SERVICES. This SOO covers support for intelligence research and development program activities and continuous technical and programmatic support within USSOCOM purview. Efforts may be within the areas of program management and coordination;
documentation preparation and coordination; demonstration and test planning and coordination;
data collection and reporting; technology evaluation and documentation; proposal review, technical analysis and documentation; and contract administration of Special Reconnaissance and Surveillance Exploitation (SRSE) research and development efforts. These efforts shall involve specific programs, projects, and initiatives within the PEO-SRSE R&D portfolio, including:
Reconnaissance and Surveillance (R&S); Special Reconnaissance Capabilities (SRC); Clandestine Tagging, Tracking and Locating (CTT&L); and Special Applications for Contingencies (SAFC).
The overall objective is to provide the PEO-SRSE and his Program Managers (PM) and Assistant Program Managers (APM) with general program management support, expert advice, analyses, and assistance in carrying out responsibilities for all phases of its acquisition programs from pre-milestone A (MS A) concept studies, MS approvals, post-MS C fielding system sustainment and system retirement/disposal.
1.1 PURPOSE. The purpose of this Statement of Objectives is two fold.
1.1.1 To establish and maintain a cost-effective program of continuous technical and programmatic support for the special research and development (R&D) projects associated to the acquisition programs assigned to the Special Operations, Acquisition, and Logistics (SOAL) Center, Program Executive Officer for Special Reconnaissance and Surveillance Exploitation (PEO-SRSE).
The overall objective is to provide the PEO-SRSE and his Program Managers (PM) and Assistant Program Managers (APM) with expert program management and technical support, knowledgeable advice, analyses, and assistance in carrying out responsibilities for all phases of its R&D projects.

1.1.2 To provide the PEO-SRSE and his Program Managers (PM) and Assistant Program Managers (APM) with general program management support, expert advice, analyses, and assistance in carrying out responsibilities for all phases of its acquisition programs from pre-milestone A (MS A) concept studies, MS approvals, post-MS C fielding system sustainment and system retirement/disposal.

2.0 SPECIFIC REQUIREMENTS/DELIVERABLES PER SUBTASK.
2.0.1 Subtask 1 Requirements
2.0.1.1 The contractor shall provide program insight into programmatic and technical issues related to R&D, evaluation, and integration activities for SRSE; draft and review acquisition and technology documents; provide system engineering and configuration management support; prepare specifications; provide acquisition, development, design, testing, financial, security, logistics, and administrative management support. The contractor shall assess, convert, tailor, review and prepare specifications and standards. The contractor shall prepare draft Statements of Work (SOW) to include CDRL packages.
2.0.1.2 The contractor shall provide project analysis; attend meetings, demonstrations, and exercises within the context of organized thematic events. The contractor shall select, identify, analyze, arrange, and comment upon relevant ideas from these situations. The contractor shall summarize this analysis with particular emphasis on Science and Technologies (S&T) subject areas. The contractor shall also include in the reports or debriefs, when appropriate, a technical assessment of the risks.
2.0.1.3 The contractor shall research, analyze, and study technical issues for S&T programs and provide recommendations for issue resolution and/or migration. This includes performing market analysis, determining and exploiting the potential of scientific discoveries or improvements in technology, materials, processes, methods, devices, and techniques to ascertain and assess the state of the art. The contractor shall provide alternatives, analysis of suitability and recommendations.
The contractor shall provide qualitative and quantitative evaluations of information to further RDT&E activities. The contractor shall perform functional trade-off analysis. The contractor shall also perform studies of technical issues and alternatives. Subject areas include performance, producibility, maintainability, and reliability.
2.0.1.4 The contractor shall draft documentation including: architectures, portions of solicitations, operational analysis reports, mission analysis reports, specifications, policy analyses, procedures, requests for waivers, milestones, Statement of Program Objectives, risk analyses, CONOPS, and implementation strategies.
2.0.1.5 The contractor shall prepare, update, modify or comment upon documents supporting Systems Engineering activities; perform RDT&E system integration activities or accomplish related system integration documentation; analyze interoperability issues and provide recommendations;
evaluate system safety issues and prepare draft System Safety Program plans; perform IV&V;
prepare draft CM plans; provide configuration control and status accounting; and evaluate configuration management issues
2.0.1.2 Program Management and Technical Support: The contractor shall provide program management and technical support to a portfolio of Special Reconnaissance Capabilities (SRC) and Clandestine Tagging, Tracking and Locating (CTT&L) projects that support PEO-SRSE research and development requirements. The contractor shall draft, update, modify or review numerous technical plans and documents. The contractor shall attend or host conferences, in progress reviews, Preliminary Design Review (PDR), Critical Design reviews (CDR), assessments, technical reviews, group meetings, and demonstrations. The contractor shall provide appropriate technical assessment of the risks and possible impacts to specific programs resulting from meetings, conferences, and assessments. The contractor shall recommend actions to mitigate adverse effects within PEO-SRSE strategies. The contractor shall support execution of program security.
2.0.1.3 Administrative Support: The contractor shall perform administrative program execution to include preparation of draft Military Interdepartmental Purchase Requests (MIPRs), AF Forms 9, Fund Cite Authorizations, and other documentation, as required. The contractor shall maintain Program Office contract execution files to include SOWs, cost reports, vouchers, change orders and corresp ndence with vendors.
2.0.1.4 Systems Engineering Support: The contractor shall provide systems engineering support in the scientific application of engineering efforts to transform an operational need into a system or systems. The contractor shall define the technical parameters and ensure compatibility of physical, functional, and program interfaces to optimize the total system. The contractor shall review and prepare draft System Safety Program Plans, Configuration Management Plans, and other engineering plans, technical plans or documentation. The contractor shall review, assess, convert, tailor, and prepare both commercial and military specifications and standards. The contractor shall provide analysis of contractor’s proposed solutions providing documentation to support proposed solution or counter points on why proposed solutions will not provide desired results. The contractor shall provide systems engineering and science and technology expertise to support requirements for investigating, defining, evaluating and implementing new technologies to enhance Special Operations Forces (SOF) global warfighting and force protection capabilities.
2.0.2 Subtask 2
2.0.2.1 Provide a professional, responsive, cost-effective program support team to PEO-SRSE that is knowledgeable and has expertise in the Department of Defense (DoD) Acquisition process;
national and Special Operations Forces (SOF) level persistence surveillance systems; DoD and SOF biometric systems; DoD Cost Analysis; DoD Finance and Accounting System (DFAS), and Air Force Accounting systems; and USSOCOM processes for requirements validation, resource allocation and acquisition. Acquisition program management and technical support shall include the PEO-SRSE portfolio of programs and projects that include: Hostile Forces-Tagging, Tracking, and Locating (HF-TTL); Sensors; Biometrics and Forensics; Special Communications; Support Equipment; Rapid Capability Insertion (a.k.a. Active Sentinel); Non-Radio Frequency TTL; and Joint Improvised Explosives Device Defeat Organization (JIEDDO) sponsored initiatives.
2.0.2.2 Perform concept refinement, development, and technology capability demonstrations, engineering and systems engineering studies, analysis, or assessments, integrated logistics support, configuration management, information and data management, test and evaluation, program training, and meeting support.
2.0.2.3 Provide innovation and support streamlining acquisition programs to meet cost, schedule, and performance goals.
2.0.2.4 Track and account for financial resource allocation, distribution, obligation and expenditure.
2.0.2.5 Provide acquisition management and technical support. The contractor shall provide acquisition source selection and vendor contract and deliverable management support that encompasses full spectrum of strategy development, contract planning, documentation development, execution, and monitoring; including, draft preparation of solicitations, proposal technical reviews, draft development of source selection criteria, advisory assistance to source selection proceedings, contract post award monitoring and technical assistance.
2.0.2.6 Provide systems engineering and science and technology expertise to support requirements for investigating, defining, evaluating and implementing new technologies to enhance Special Operations Forces (SOF) global warfighting and force protection capabilities.

2.3 Deliverables.
2.3.1 Subtask 1
2.3.1.1 The contractor shall develop databases, spreadsheets, all forms of electronic graphic media to include interactive video clips and productions, quad charts, and other documentation, as required.
2.3.1.2 The contractor shall draft, update, modify and review RDT&E plan
2.3.1.3 The contractor shall attend technical, management, and design reviews for specified NSSS programs and provide reports and/or debriefs summarizing the purpose of the meeting, meeting attendees, discussion topics, and results. The contractor shall also include in the reports or debrief, when appropriate, a technical assessment or the risks
2.3.1.4 The contractor shall develop draft documentation and review documentation for accuracy, clarity, content, conformance to standards, and approach against referenced standards.
Documentation shall include but is not limited to: architectures, solicitations, operational analysis reports, security guides, CONOPS, ICDs, CDDs, CPDs, ORDs, CMNS, JUONS, J&As, program objectives, Government Cost Estimates, Master Program Plans, Plans of Actions and Milestones, Acquisition Master Plans, etc. The contractor shall develop, review, and evaluate analyses of alternatives for both programmatic and technical issues.
2.3.2 Subtask 2
2.3.2.1 Provide accurate, properly formatted acquisition, financial and general correspondence documents.
2.3.2.2 Provide and update briefing materials as required, program acquisition and technical documentation, and program specific database information as required.
2.4 Required Skills:
2.4.1 Subtask 1: PEO-SRSE requires a contractor team with (1) expert knowledge on investigating, defining, evaluating, and implementing new technologies to enhance SOF global warfighting and force protection capabilities and (2) intimate knowledge of Special Operations Forces (SOF) information (e.g., techniques, tactics, and procedures), intelligence, and communications requirements to recommend and implement innovative technology based solutions to meet these requirements.
2.4.2 Subtask 2: PEO-SRSE requires a contractor team with intimate knowledge of Special Operations Forces (SOF) information (e.g., techniques, tactics, and procedures), intelligence, and communications requirements to recommend and implement innovative technology based solutions to meet these requirements.
3.0 SERVICE DELIVERY SUMMARY. The following SDS items outline key requirements/deliverables in performance of this task order. Overall performance assessments will be provided to the Contracting Officer by the Contracting Officer Representative (COR) per the procedures under the basic contract Quality Assurance Surveillance Plan. Meeting or not meeting the below thresholds will be the basis of that performance evolution.

4.0. Government Furnished Property/Space.
4.1 The government anticipates on site support for this requirement, therefore, the government will provide all equipment and materials, and access to all necessary networks and systems required to support the activities required under this task order. The Government will provide furnished office spaces (workstations, office automation equipment, telephones, and furniture) and supplies at MacDill AFB or the Cypress facility for contractors working in support of this effort. Contractor personnel will have access to secure telephones, a photocopier, datafax (secure and unclassified), and shredder on a non-interference basis when needed to perform the work requirements.
Support will generally occur at government office spaces located at 5850 West Cypress Street, Tampa, FL. Support may also be required at contractor facilities and at worldwide locations.
5.0. Security Requirements.
5.1.1 Security will be in accordance with the attached DD254. Contractor team individual(s) supporting this task and requiring access to classified information will be cleared at the TS/SCI level at the start of the task. Contractors will require access to SCI, Foreign Government Information, NATO, and Focal Point material in performance of this effort. Contractor will require access to NIPRNET, SIPRNET, JWICS, and JIANT computer systems only at government facilities. Contractor will be authorized to courier classified information up to the “Secret” level in performance of official duties upon approval of and designation by the COR.
The contractor shall ensure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
The contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
6.0 Reports. Monthly reports per basic contract PWS para 3.1.1 are applicable. The appointed COR name and information is located in the task order DD 1155, Section F.
7.0 Travel. Travel is required to various CONUS and OCONUS locations to gather data for the performance of the above tasks. All travel is computed based on historic information, contractor will be required to travel to Program-Project Locations based on government requirements and estimated 94 CONUS and 4 OCONUS trips for a total of 98 trips per year, 1 person, 5 days each trip. The contractor shall travel as initiated by written tasking. It is the responsibility of the contractor to ensure that travel expenses are incurred in accordance with the Joint Travel Regulations.
8.0 Material. No material is required for this effort. All material will be provided by the government.
