About this file

This is a supplemental document submitted by Global Tel*Link Corporation (GTL) in response to the Georgia Department of Corrections' eRFP Number 46700-GDC0000609 for Inmate Telephone Services. The document was submitted on January 22, 2014, following GTL's presentation on January 14, 2014. GTL proposes to continue providing comprehensive inmate telecommunications services including financial, service, and technical solutions centered on their ICMv platform. The submission outlines GTL's implementation approach, which includes transitioning the system within 60 days without service interruption, maintaining support for approximately 8,000 prepaid and direct remit billed customers, and retaining the existing support team of six technicians and four site administrators with a combined 91 years of experience serving GDC facilities. GTL commits to providing dedicated resources through their Lake Butler Customer Service Office and offers two new services: free calls for transitional center inmates and a courtesy call/free chat feature for new unbillable numbers.

GTL's financial offer includes an immediate increase in commissions and decreased calling rates effective on the contract's first day, with an estimated financial gain of $1.2 to $1.4 million to GDC. The proposal suggests implementing a single low rate for all call types to simplify rate structures and budgeting for friends and family members. As the incumbent provider with a 13-year relationship with GDC, GTL emphasizes the elimination of retraining costs and operational risks associated with vendor transition. The supplemental documentation highlights GTL's technological capabilities including Location Based Services, over 150 standard reports, advanced data mining through GTL Data IQ, Called Party IQ for identifying multi-inmate calling patterns, visitation management scheduling software, and the ability to retrieve inmate mug shots within the system. GTL also commits to importing all existing call data from the current system and proactively addressing specific facility needs, such as providing hardened speakerphone solutions requested by Georgia State Prison.

Supplier Overview - Why Global Tel*Link

Why Change?

A key element in making a decision to change is weighing the known against the unknown – continuing the 13-year relationship with GTL alleviates the unknown for GDC. GTL has an unprecedented 120+ years of account team experience, working with and for GDC. This impressive team is led by Georgia residents Ron Gibson and Raymond Moncrief, Field Service Managers, and will be supplemented going forward with State of Georgia residents, Todd Stutts and Don Eades. Additionally, GTL has key personnel located throughout the state of Georgia including Acworth, Albany, Alpharetta, Alto, Atlanta, Cartersville, Jonesboro, Locus Grove, McRae, Suwanee, and Toccoa, all well positioned to continue providing our personalized service. Retaining GTL’s services eliminates the need for GDC to retrain and re-educate a new provider and personnel on the uniqueness of GDC policies, procedures, staff and operating rules that are unique to each facility. Finally, the quick transition and immediate commission increase upon contract signing provides a financial gain of $1.2 - $1.4 million to GDC.

Seamless Transition for GDC, Friends, and Family Members When does experience really matter? Experience is the result of repetitive and successful completion of similar activities. Because GTL’s implementation team has transitioned countless state DOC customers to new technology, these ‘repetitive’ actions lead to efficient implementations with less risk. Recent implementations include MADOC, MDDOC, CADOC with NCDOC in the process of upgrading to new technology. Whether transitioning from another ITS provider or from an existing GTL inmate telephone platform, GTL is confident that we will successfully transition GDC to our new ICMv platform in less than 60 days without a service interruption.

Not only will GDC benefit from our implementation experience, but GDC Friends and Family members will also benefit from our experience. GDC has approximately 8,000 prepaid/direct remit billed (DRB) customers. With GTL, GDC’s Friends and Family members will not experience any changes or disruption of services during the transition to the new inmate phone system.

Those customers will seamlessly transition to our new platform without losing all the benefits bestowed to DRB, direct remit billed customers. No other vendor can keep that promise to GDC.

New Rates and Commissions – Effective Day 1!

GDC will realize an immediate increase in commissions and a decrease in rates the day the contract is signed! Equally as important, GDC Friends and Family Members will be able to immediately receive GTL’s lower calling rates.

Additionally, the nearly 8,000 Direct Remit Billed customers will be able to continue in the Direct Remit Program as they are today. These are exclusive benefits that no other vendor can provide to GDC.

Strong Financial Offer In light of the recent FCC order, GTL would like to suggest the GDC consider one low rate for all call types. This would simplify the rate structure for the GDC and in turn, make it easier for Friends and Family members to budget for all calls. An additional benefit of this one rate concept is for inmates who move from one facility to another facility. No longer would rates vary whether the call is local or long distance thus friends and family members would pay the same easy to budget rate regardless of the location of the inmate.

One low rate is a suggestion and does not in any way modify GTL’s original and strong financial offer proposed in GTL’s eRFP response. If GDC would like to explore this option in more detail, please contact Ron Gibson, ron.gibson@gtl.net or Don Eades, don.eades@gtl.net.

Service and Support GTL is committed to continuing, and always improving upon our personalized service that has been a staple for GDC for the past 13 years. GTL’s unique approach to service and support for all GDC facilities will ensure a trouble free contract with minimal GDC staff involvement. GTL will provide the same six technicians and four site administrators, the same staff GDC has come to know and trust. These ten support persons have a combined 91 years experience servicing GDC facilities.

GTL currently provides, and will continue to provide, dedicated resources in our Lake Butler (FL) Customer Service Office to facilitate the needs of the GDC. The Lake Butler Customer Service Office will be responsible for supporting the GDC by providing the needed services requested in the eRFP. For example, Lake Butler personnel will provide; investigative and research reports, investigation support by listening to calls as requested, onsite and remote training and data entry of inmate allow lists for all facilities.

In addition to providing the needed personnel to support the GDC to the standards to which it has been accustomed, GTL is proud to propose two new services to the GDC.

• Free Calls for all Transitional Centers. The first service offered will help the GDC accomplish its goal of reducing recidivism with free local calls for all Transitional Center inmates. These free calls for Transitional Center inmates allow them to contact current or prospective employers.

• Courtesy Call / Free Chat. The second service offered is Courtesy Call / Free Chat.

This is a pro bono call given to every new unbillable number one time for one minute.

This service will allow inmates to contact their loved once regardless of billing status.

This service will not circumvent any security features (allow lists, block lists) present in the ITS.

To further the seamless transition, GTL will import all call data from the current ITS to the new ITS. This data will include all call detail records; call recordings and all pertinent details. This will simplify future investigative needs bringing past data into the current system making for a one-stop shop for investigators.

Global Tel*Link Technology Capabilities - ICMv Platform

Technology has brought about positive changes in the corrections industry and it is GTL’s mission to deliver leading technological solutions to GDC. Our employees have unmatched experience providing solutions and service to large scale DOCs. At GTL we learn from each customer and share best practices learned. Therefore, enhancements, features, and unique developments are on going for GTL’s software development team. As a result, GDC may optionally implement new features though selectable security permissions. These new features may be the result of GDC requests or the latest developments requested by other agencies.

During User Group sessions, agencies are encouraged to submit their desired feature requests and are allowed to vote on all proposed new features.

As mentioned during our January 14th presentation, ICMv has gone through enhancements to the user interface since our eRFP submittal. For clarification purposes, the following screenshots of ICMv will reflect those changes.

The screen shot above of ICMv shows the User Interface color scheme changes and the top navigation buttons that have changed. All other navigation is reflected as submitted.

Another upgrade is the change in the header at the top of each page. Prior to the update, all the same buttons exist with exception of the User Guide, which is now under the pull down for additional information.

Location Based Services Through the use of Location Based Services, when an end user accepts a call, the location of the phone where the end user accepted the call will be reported back to GTL. If that call is within a pre-established perimeter, the call will not be allowed to process.

The image to the right is the Phillips facility with approximately 400 yards around the perimeter set to be blocked. Naturally, the perimeter is customized for each facility.

Shared BTN Statistic Report The report to the right provides a quick view of which inmates have the same Bill To Numbers (BTN’s) on their PAN (Personal Allowed Numbers) List. From this report a user can drill down to see the Inmates and calls that were made to the specific PAN number with one click of the mouse.

PIN Detail Mug Shot The proposed ICMv platform is capable of retrieving the image of the Inmate and displaying it within the inmate information page. This enables the end user to visually identify a face with a voice and potentially spot misuse of the phone system.

Global Tel*Link Additional Technology Capabilities

GTL Data IQTM – Turn Data into Actionable Intelligence With all this data contained within the system, it is time consuming to mine the data for investigative and administrative purposes. Throughout the years, GDC has had access to a variety of standard reports. Now, with ICMv, users have over 150 standard reports, countless Ad Hoc query reports, and several custom tailored reports that meet specific requirements of GDC.

In regards to data and the mining of data, one may ask, “how do we turn mountains of data into actionable intelligence?” Though not included in the requirements of the eRFP, GTL proposed additional data mining capabilities to enhance the investigative features of the ICMv. GTL Data IQ will not only identify areas of concern in calling patterns, depositing patterns and visitation patterns/anomalies, it will also act as a proactive tool in finding and identifying investigative facts that will prevent misuse of the phones along with other data outside the phone system. As we move forward and enhance the calling options for friends and family, we must continue to keep one step ahead of ‘enterprising’ inmates.

Visitation Management One area that seems to be most challenging in corrections is managing visitation. As GTL looks for solutions to assist correctional agencies in improving recidivism rates nationwide, statistics show the visitation experience can help. GTL offers Visitation Scheduler, visitation management scheduling software that can help friends, family, and staff improve upon the visitation experience for all visitation types including in-person and remote video. Friends and family can access the Scheduler from the Internet and completely schedule the visit remotely. Having a prescheduled time eliminates long waiting lines and unnecessary trips to the facility when visits have been cancelled. This creates issues for staff and further the divide between the inmate and their support system on the outside.

The screen capture below is an example of the user interface where end users will schedule their visits and see what upcoming visits they may have.

Called Party IQ and Call Detail Report GTL offers the ability to identify if multiple inmates are calling the same Billing Telephone Number (BTN) at the same time whether from a GDC facility or any other GTL serviced account. GTL utilizes a real time validation of each and every phone call made from 50% of U.S. inmates. Only GTL can identify if multiple inmates from any GTL serviced facility are calling the same phone number at the same time and can report this activity in near real time. Others must send their gross Call Detail Records (CDRs) to 3rd party analysis groups to evaluate if these events occur.

Called Party IQ and Live Monitoring A “Called Party IQ” alarm icon will be displayed on CDRs highlighted in green as a visual indicator of multi inmate attempts to a single Bill To Number (BTN). Three way attempts are appearing in yellow.

Within Live Monitoring, the Phone Number

(BTN)

will be flagged with an Alarm Indicator

Global Tel*Link Product Capabilities As history has shown, GTL is committed to providing the GDC with the solutions necessary to meet the goals of each individual housing unit, prison and the GDC as a whole. GTL has been and will continue to be very dynamic and accommodating with our solutions to meet the ever-changing missions for each individual housing unit.

During the January 14th demonstration it was discussed that Georgia State Prison is revamping their processes and will be in need of a hardened hands-free style speakerphone. There are several off the shelf solutions for this style phone but should these not meet the need of the Department, GTL is committed to providing a solution. We have proactively been in contact with inmate phone manufactures Ceeco, TMG and Wintel and will be happy to review prototypes of the devices and quantities required.

Why GTL?

Our Commitment to the State of Georgia and the Department of Corrections As business partners with the Georgia Department of Corrections, GTL has consistently demonstrated our ability to deliver easy-to-use and timesaving correctional technologies. Our team truly exemplifies a “Whatever it Takes” attitude toward providing service to the Georgia Department of Corrections. We remain committed to providing the highest quality, most reliable services available, at affordable rates to inmates and family and friends, while meeting the requirements of the previously submitted eRFP.

These factors – combined with low calling rates, a generous financial offer, and numerous economic benefits for the State of Georgia will prove that GTL is the correct choice for your inmate telecommunications and technology provider.
