POST SITE VISIT QUESTIONS AND ANSWERS
FOR GS-08P-14-JA-C-0021 5/28/14
1. Reference D.5.1.19 Concessions- What buildings have non-federally equipped food service facilities? What is the square footage of the kitchen/serving areas in the designated bldgs.. The non-federally equipped food service facilities are not included in the cleanable square footage. There are two, one located in Building 41 and one located in Building 53.
2. Reference C.7 -Will the CMMS service call reporting system be utilized in this requirement? The contractor may use the call reporting system if available. However, it is up to the contractor to fulfill this requirement according to C.7 Section H.9.1 for Use of Government Information Technology
3. Will the upcoming CBA that will be effective July 1, 2014 be incorporated in this requirement prior to our bid submittal? No, the upcoming CBA will be modified into the awardee’s contract.
4. The Building Information Sheet states that Warehouse Space in not included as Net Cleanable Space. Does this mean we should only provide pricing for net cleanable building space for each building outlined on the SF 1449 under Item No. Supplies/Services? Correct
5. Is there a new addendum A for the current CBA’s given the fact that that both only have wage rates that are effective until 7/1/2014? No
6. Is there an updated CBA for sparkle warner employees given the fact that it expired in January 2014? No
7. Will the government provide an office area for the manager? See Section H.9
8. Will there be a clock in and clock out area for staff? See Section H.9
9. Will the government provide a break area for contractor staff? See Section H.9
10. Will the government provide storage areas for contractor’s supplies? See Section H.9
11. Are changing of fluorescent light bulbs included in this contract? This is not a requirement
12. Please clarify if cleaning of the diffusers or lenses for the light fixtures are included in the high cleaning to remove bugs, dust, etc? See Section C.5.1.8
13. Will the government allow contractors to have electric or gas powered Utility Vehicles? Yes
14. Will the government provide locations where asbestos is present in the facilities? Each Property Management Office contains building files where asbestos is present. Asbestos awareness training is required for the contractor to provide to their staff see section H.7 for a full description.
15. The Contractor shall provide dispenser, including dispensers in tenant break rooms. Will the government provide an inventory of all dispensers for all the buildings? Not available
16. Air Fresheners: The Contractor shall replenish/supply air fresheners, necessary hardware and batteries for restrooms. Will the government provide an inventory of all air fresheners for all the buildings? Not Available each bathroom is different and may or may not need some
17. Under the Union Contract of Laborer’s’ International Union of North America, AFL-CIO, the union contract is dated for June 1, 2011-May 31, 2015. Once the union contract expires, will GSA reimburse the contractor for escalations due to union negotiations? The CBA will be updated and an equitable adjustment will be given if there are any increases to wages.
18. Will the government clarify the changes in the custodial service from the current contract to this solicitation? Two separate contracts became one with the inclusion of composting
19. Has the cleanable square footage increased, if so by how many square feet? The cleanable square footage can be found in Exhibit 1, it’s approximately the same
20. Will the government clarify how the supporting documents will be submitted? Supporting documentation shall be submitted in the price proposal
21. Does the government want it in hardcopies or CD? Please submit supporting documentation in hardcopies
22. Does the government require just the base year or all 5 years? (This may possibly exceed 350 pages) Supporting documentation submitted is up to the offeror, but can be submitted per Option Year
23. C.5.1.3 How many floor mats and runners are located in each building that require service? There are approximately 310 floor mats and runners located throughout all of the buildings
24. C.5.1.4 How many air fresheners are located in each building that require service? There are approximately 110 air fresheners throughout all of the buildings
25. C.5.1.4 Will the custodial contractor be required to provide the actual dispenser for the air fresheners? Yes
26. C.5.1.4 Will air fresheners be required to use batteries? Yes, air fresheners will require batteries and canisters
27. C.5.1.4 How many restrooms and tenant break rooms are located in each building? There are approximately located throughout all of the 155 break rooms
28. C.5.1.8 High Cleaning: Surfaces between 70 inches and 120 inches “where glass is present, both sides shall be clean”. Are the exterior surfaces of windows located between 70 inches and 120 inches required to be cleaned? C.5.1 identifies interior services and C.5.2 identifies exterior services
29. C.5.2.4 Hard Surface Areas; If cleaning of sidewalks, brick areas, parking lots, surface parking, garages, dock areas, moats, platforms, driveways, ramps, lanes, etc. is required, please provide the square footage of each area. All areas within 25 ft of the building
30. C.12.0 Examples provided regarding preventative pest management seem to be the responsibility of other contractors. i.e replace dense ground cover would be the landscape contractor, pressure washing of food prep facilities would be the food vendor company. Are these examples the responsibility of the Custodial/Pest Control contractor? These are just examples, you can take any steps that you see fit that will enable you to prevent pest
31. C.13 states that “all surfaces contaminated by bodily fluids must be cleaned and sanitized immediately”. Is Custodial required to provide day time support to the Day Care personnel to perform the cleaning listed? No, if needed there will be a service request
32. What is the amount of carpet and VCT flooring square footage for each building? The government does not know the square footage per building
33. Need clarification on the square footage for each building. i.e. bldg 41 only shows 199k cleanable sq ft when 3 years ago it was 490k rentable sq ft that included 247k office and 238k warehouse on the building information sheet. This breakout is based off of net cleaning area.
34. Is cleaning storage space listed in the building information sheets but not included in the net cleanable area required? We are only asking to clean the net cleaning area
35. Building Information sheets have sections identified by asterisks. In the shaded area below those asterisked area, it states “The cleanable areas for computer space, storage and files have been added back to the net cleaning area”. The net cleanable area does not include any square footage for these areas. Is the contractor to conclude that they are not required to clean any of those areas since they are not included cleaning area? Contractor is only required to clean the net cleanable area
36. Do hand sanitizers located in entrance throughout the buildings need to be provided and/or refilled? If yes, how many hand sanitizer stations are in each building? Yes and there are approximately 50 hand sanitizer stations located throughout all of the buildings.
