PRESITE VISIT QUESTIONS AND ANSWERS

FOR GS-08P-14-JA-C-0021

5/15/14

1. Is the incumbent contractor Alcazar Trades, Inc, under the contract #GS-08P-11-JA-C-0009?

There were two custodial contracts and we are strategically sourcing them into one.

Alcazar Trades Inc and Sparkle-Warner.

2. What percentage of the ownership is required to be qualified to veteran-disabled owner?

Eligibility In order to be eligible for the Service Disabled Veteran Owned Small Business Company (SDVOSBC), you and your business must meet the following criteria:

The Service Disabled Veteran (SDV) must have a service-connected disability that has been determined by the Department of Veterans Affairs or Department of Defense

The SDVOSBC must be small under the North American Industry Classification System (NAICS) code assigned to the procurement

The SDV must unconditionally own 51% of the SDVOSBC The SDV must control the management and daily operations of the SDVOSBC The SDV must hold the highest officer position in the SDVOSBC

3. Who is a current contractor providing service at these facilities?

There are currently two contractors performing the custodial services, Alcazar Trades Inc and Sparkle-Warner.

4. How long has the current service provider had the contract?

Both contractors have been in place for 3 years

5. What is the precise contract value for the most recent twelve month period of each facility?

GS-08P-11-JA-C-0009 (Alcazar Trades Inc) is $1,007,928.24 for the current year GS-08P-13-JA-C-0013 (Sparkle-Warner) is 873,089.74 for the current year

6. Is this contract value including the cost of supplies?

Yes, the contract value includes the cost of supplies

7. Is it possible to get the current supply usages from the current contractor?

GSA does not track this information

8. Is the scope/size of this bid identical with the current contract?

No

9. Have there been any changes from the previously awarded contract to current request for bid?

Yes, there are changes in the services required.

10. What are the criteria for awarding the contract?

Contractor must be a service disabled veteran owned small business (SDVOSB). See Section M for Evaluation Factors for Award.

11. Is the contract being bid out due to poor performance from the incumbent contractor?

No. The two contracts are being strategically sourced into one contract in accordance with OMB’s May 2005 mandate to all federal agencies to develop and implement strategic sourcing plan.

12. Is attendance to the Pre-bid conference / tour mandatory or is it highly recommend? If the vendor does not attend and submit a bid, will their bid be disqualified?

The pre-bid conference/tour is highly recommended. No offeror will be disqualified if they are unable to attend.

13. What are the required prevailing living wage rate? Can that be included in t bid spec?

The prevailing wages that must be paid to employees in the base year are identified in Exhibits 10 and 11 on the final pages of each.

14. The page count for the technical summary states no more than 15 pages may be submitted.

However, the management plan states length of plan shall not exceed 10 double side pages. If so, will the double side pages be considered a total of 20 pages? Please clarify.

An upcoming amendment will be issued to change the 15 page limit to 20 pages

15. Are offerors required to submit Exhibit 8, Past Performance Questionnaires with its proposal and complete only the contract identification, description of contract and respondent identification sections on page one? If so, will the CO or specialist contact the offeror reference directly to complete the questionnaire? Please clarify.

The offeror should send the Past Performance Questionnaires to the respondent and have the respondent send back to GSA (Lorraine.Douglas@gsa.gov and Aaron.Adams@gsa.gov).

It is the offeror’s responsibility to ensure GSA has received the Past Performance Questionnaires

16. The Price Evaluation states offerors must submit 1 original and 1 copy. Please advise what information the government is requesting for the Price Evaluation.

An upcoming amendment will be issued to clarify the information required from the Offerors. The Offerors shall provide the Schedule B of the SF 1449 (page 3 through 65 of the solicitation) price per month extended to the yearly price per CLIN for the base and all four one-year options.

17. Will the GSA provide offerors Building Information Sheets depicting square footage, population, and square footage breakdown of the type of floors at each building?

All Building Information sheets are in Exhibit 1

18. Will offerors be required to quote a single fully loaded per hour price for providing each of the other contract services. If so, please describe other contract services the GSA is requiring and will a form be provided to quote each service?

The price should be fully loaded per year in accordance with the CLINs in the SF1449 and filled in on Schedule B of the SF1449.

19. A segment of the above solicitation deals with a union and a collective bargaining unit. My company is not unionized nor apart of a collective bargaining unit. Because of my status it is my understanding that we do not have to be apart of the union/collective bargaining unit in bidding this opportunity. Is that correct or please clarify. In accordance with FAR 22.1008-2 Section 4 (c) Sucessorship with Incumbent Contractor Collective Bargaining Agreement, the successor contactor must pay wages and fringe benefits…..at least equal to those agreed upon by the predecessor contractor……” Please read this provision in its entirety.

20. Are the following included in the Technical Proposals 15 page limit?

(6) Completed Contractor Representations and Certifications in Section K

(7) Completed Authorized Negotiators in Section K.

(8) Completed Dun & Bradstreet Number in Section K.

No, they are not included in the technical submission. An amendment will be issued to clarify Section L to show what items are included in the Price Proposal Submission and Technical Proposal Submission.

21. Are there any Building Information Sheets for Guard Shacks 1-7?

There are no building information sheets for the guard shacks. At the site visit we will tour one of them. All of them are the approximately the same size.

22. Section “Composting” indicates that there are containers in buildings 20, 25, 41 and 53. CLIN 0053 (and options) shows building 50 and there is no CLIN for building 20. Can you please clarify?

All CLINS for Building 50 Composting should be Building 20 Composting. An amendment will be issued to correct the building number.

23. Can you please advise what exactly is being place in the compost containers?

All organic waste.

24. Reference, “Offeror’s Experience” sheet. Where in the proposal shall these be submitted? Technical Proposal? If so, do they count against the page limit?

Offeror’s Experience shall be included in the Technical Proposal and yes it counts against the page limit.

25. Reference PPQ’s. After customers have filled in the data should the PPQ’s be sent to the agency or back to the offeror for inclusion in the proposal? If in the proposal, where should they be placed and, if in the Technical, will these count against the page limit?

The offeror should send the Past Performance Questionnaires to the respondent and have the respondent send back to GSA (Lorraine.Douglas@gsa.gov and Aaron.Adams@gsa.gov).

It is the offeror’s responsibility to ensure GSA has received the Past Performance Questionnaires. These will not count towards the page limit.

26. Please provide the population of each building.

The population of the building is not pertinent to the expectation of meeting the “performance based” measure.

27. Reference C. 2. 1 The cleaning hours do not state how many days per week. Please provide.

This is a performance based contract. Working with the customer agencies schedules is expected usually between the hours of 6:00am-8:00pm Monday-Friday.

28. Reference C.10.1- Is the contractor responsible for returning recycling and compost bins to their original locations?

Yes, the contractor is responsible for returning the recycling and compost bins to their original locations after they are done being emptied by the contractor in order to meet the “performance” measure.

29. Is the recycling requirement for all buildings?

Yes, recycling is required for all buildings.

30. Reference B.4- Adjustable Sq. Ft. Pricing- Does the government have a minimum and maximum square foot amount that will be considered prior to implementing the contractor’s proposed adjustable square foot pricing?

The considered adjustable square foot pricing will be over 2,500 square feet

31. Reference C.18- Contractor Submittals- Please clarify why the Initial Deficiency List for Irrigation System and Snow and Ice Removal Plans are listed in submittals?

The contractor is not responsible for these items.

32. Please clarify the term “Team 2 and 4”?

This references the teams within GSA who manage the buildings.

33. Please provide the square footages for the guard shacks 1 – 7. Is there a restroom at each guard shack? Is outside policing required at these locations and what are the square footages to police?

Each gurad shack is approximately 12-15 feet each, there is no restroom at each guard shack, and there is not outside policing required.

34. Is the service only required Monday – Friday or will this require 7 days a week service?

This is a performance based contract. Working with the customer agencies schedules is expected usually between the hours of 6:00am-8:00pm Monday-Friday.

35. It states the government furnishes network and computer hardware. The Government normally has limited access to sites contractors will use to locate vendors, suppliers, etc. Will this network and hardware support emails and access to the internet for contractor use?

The project managers will have a network and hardware that supports access to GSA business emails.

36. Reference: PWS Section C.8, Communication Plan, PWS Section C.14, Quality Control Plan, and C.18, Contractors Submittals/Deliverables Chart.

PWS C.8 instructs the contractor to submit a Communication Plan as part of the bid package.

PWS C.14 incorporates the Communication Plan into the Quality Control Plan, which Section M.2.A states should be submitted in outline form only with the proposal. However, PWS C.18 requires the submission of the Communication Plan 15 calendar days prior to the start of work.

Question: Please clarify the submission requirements?

A Communication Plan, Quality Control Plan, is unique to each company and job site.

Therefore, a rough outlined example was included. GSA expects to understand the corporate structure with relation to in the field Project Managers ie. Contractors and GSA representatives. Hence, a structure Communication Plan will be expected 15 calendar days prior to the start of work.

37. Is there a government contracted recycling company in place to haul all recyclable materials to an off-site location similar to trash and composting off-site hauling? This solicitation is not for hauling recyclables and composting off-site.

38. Please clarify if the Communication Plan is to be submitted with the proposal or submitted

15 calendar days prior to start of work?

A Communication Plan shall be provided with the proposal inside of the Management Plan. If the Communication Plan needs to be changed than it shall be resubmitted 15 calendar days prior to start of work.

39. Reference: PWS Section C.18, Contractor Submittals/Deliverables Chart

The chart asks for an Initial Deficiency List for Irrigation Systems. The PWS does not mention any irrigation system that the contractor would be responsible for. Please clarify if this is part of the contract and provide details of irrigation systems the contractor would be responsible for?

The contractor will not be responsible for irrigation at the Denver Federal Center.

40. Reference: PWS Section C.51.4. Restrooms, Shower Room, Locker Rooms and Holding Cells.

In this paragraph there is no mention of “shower rooms, looker rooms and holding cells”. In the building information exhibit there is no information on “shower rooms, looker rooms and holding cells”. Is there information missing?

You can expect some buildings to have “shower rooms, locker rooms and holding cells.”

41. Reference: PWS Section C.5.1.4. Restrooms, Shower Room, Locker Rooms and Holding Cell.

What type of receptacles are contractors to provide?

GSA will provide the necessary receptacles.

42. Restroom Servicing: Once daily, the Contractor will service restrooms between the hours of 10:00

AM - 10:30 AM and again between 1:00pm – 1:30pm Monday through Friday in the following buildings:. Are restrooms serviced once daily or twice daily?

Restroom services shall be performed as often as necessary in order to meet the required performance based expectation.

43. Reference: PWS Section C.6, Above Standard Services The Contractor shall provide interior and exterior above standard services to fulfill the Government’s intermittent need for work. These services are in addition to the services specified as a standard service.

Will there be a line item added to the pricing schedule for this service?

If above standard services are required a modification to the contract will occur based on your commercial price listing of above standard services that the offeror provides with their proposal.

44. What time of day is the Child Care center being serviced currently and when is the best time to service the Child Care center?

10:00am, 2:00pm and 6:00pm
