About this file
This document is a response to Request for Qualifications (RFQ) 21-020EN-FC submitted by Griner Engineering, Inc. to the City of Plant City, Florida, for continuing professional consulting services in engineering and surveying disciplines. The response demonstrates Griner Engineering's qualifications across electrical engineering and registered surveying and mapping services for projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. The proposal submission included acknowledgment of four addenda issued between November 17, 2020, and December 1, 2020, with the firm committing to provide ongoing design, permitting, bidding, construction administration, and related services. The resulting contract, if awarded, would be effective upon issuance and extend for an initial three-year term with options for renewal.
Griner Engineering's response identified Joseph H. Griner III, P.E., as President and Principal-in-Charge, with Jose A. Rosario, P.E., serving as Electrical Engineer of Record and Project Manager. The firm demonstrated extensive relevant experience through multiple projects with municipalities including the City of Clearwater, City of St. Petersburg, and Pinellas County, with recent work on electrical lighting upgrades, lift station rehabilitations, and parking lot lighting installations ranging from $1,500 to $45,360 in design fees. Hyatt Survey Services, Inc., a certified Women Business Enterprise and Disadvantaged Business Enterprise subconsultant with 32 years of surveying experience, was included to provide surveying and mapping capabilities. The response did not qualify for local preference or minority business enterprise set-asides for Griner Engineering itself, though Hyatt Survey Services held relevant certifications. Professional liability insurance of $2 million and comprehensive general liability insurance of $1 million were provided, with the firm demonstrating current capacity through workload projections showing key staff allocation between 25 to 45 percent on concurrent projects.

Project/Location: Tampa Bay Artificial Reef, Tampa Bay, FL Respondents Responsibility on Project: Hyatt Survey performed a multi-beam bathymetric survey of the artificial reef to depict the configuration of the bay bottom and the location of artificial reef debris in the area. This survey was performed utilizing a R2Sonic 2024 High Frequency Multibeam Fathometer coupled with an Applanix “Surf Master” inertial navigation system and Odom Digibar sound velocity profiler. All data was collected and processed with Hypack and Hysweep Hydrographic Data collection software and all horizontal survey data tied to the Florida State Plane Coordinate System, NAD 83/07 datum. All elevation or depth data was referenced to the NAVD 1988 (MLLW) vertical datum. All deliverables were georeferenced surveys depicting the contours of the area relative to MLLW along with a shapefile of the survey.

Project/Location: 16-109 KRR SNT 10 – Topographic / Hydrographic Construction Support, Okeechobee County, FL
Respondents Responsibility on Project: Hyatt Survey performed pre & post construction topographic surveys of borrow areas along 6 miles of the Kissimmee River encompassing roughly 1,500 acres of property. Horizontal and vertical project control points were established from and verified against published NGS Control Points. Additional more densely spaced control points were established with RTK GPS and verified daily. 320 cross sections up to 1,500 feet wide were surveyed amounting to roughly 32,000 lf of river basin. The survey required the use of canoes, a marsh master, ATV's and airboat to gain access to and traverse the site. RTK GPS and robotic total stations were utilized for all upland topographic data collection with standardized feature codes. Single Beam Dual Frequency Hydrographic Surveys were performed along the 6-mile river basin. Field data was uploaded to the Hyatt Survey FTP site on a daily basis for processing, QA/QC and CADD by Hyatt office personnel.
MicroStation/InRoads/Hypack software packages were used for data processing and CADD of deliverables. All deliverables were provided in the required USACE CADD/GIS format.

Project/Location: Vila Brothers Park, Blake High School Trail/Linear Park, Calvin Taylor Park, Tampa, FL
Respondents Responsibility on Project: Hyatt Survey performed a boundary, topographic & tree survey of the Vila Brothers Park property which included the mapping of all visible aboveground encroachments.
Site elevations were determined on a 50’ grid, at grade breaks, at changes in direction of curbing/paving, extending to the centerline of the adjacent street or rights of way and to 10’ offsite on other sides not fronting the street/right of way. A boundary stakeout of the upland boundary of the Blake High School Trail/Linear Park was also performed. The services provided for Calvin Taylor Park also consisted of a Boundary Survey.

Project/Location: Broward, Lee and Manatee County Monitoring, Broward, Lee and Manatee Counties, FL
Respondents Responsibility on Project: Hyatt Survey provided a topographic and hydrographic monitoring survey for the purpose of utilizing the acquired data for monitoring and permit compliance.
This work consists of obtaining hydrographic and topographic beach profile data for 69 R-Monuments in Broward County, 35 R-Monuments in Lee County, and 43 R-Monuments in Manatee County. Profile lines extend 150 feet landward (or to the limits of the beach), from the established monument or until a building, road, wall, protected vegetation, water, etc. is encountered. Profile lines extend seaward from the most landward offshore data point a distance of no less than 3,000 fee to 30 feet of depth (NAVD88), whichever comes first. Collection of conventional spot elevation (X, Y, Z) on 10-foot ranges (land), all breaks in grade greater than 1 foot vertically, vegetation line, tops and toes of dunes, seawalls, or other manmade features along the profile line. Hyatt Survey is collection and recording spot elevations on all monuments that are recovered in good condition and soundings identified at 12.5-ft ranges along the profile. Hyatt Survey is utilizing RTK for horizontal and vertical positioning of all hydrographic data acquired as well as motion sensing compensation for all hydrographic data acquisition. In addition, structures will be located along each survey profile such as seawalls and dune walkovers. Above ground utility indicators, and outfalls along the beach. For any survey line terminating at the bulkhead or any permanently fixed structure, a lead line sounding was obtained. Positions and elevations were referenced to the Lee County project control provided by the client.
