About this file
This is Form 11, a Certification of Drug-Free Workplace Program document from the Florida Department of Corrections (FDC) for Invitation to Negotiate (ITN-25-068) related to the Operation and Management of Contractor-Operated Correctional Facilities. The form outlines specific requirements for vendors to establish and maintain a drug-free workplace program, including publishing employee statements about controlled substance prohibitions, informing employees about drug abuse dangers and workplace policies, distributing policy statements to employees, and requiring employees to notify employers of drug-related convictions within five days.
The document specifies six key compliance elements for vendors, including publishing workplace drug prohibition statements, informing employees about drug abuse risks and assistance programs, providing policy statements to employees, requiring notification of drug-related convictions, imposing sanctions or rehabilitation requirements for convicted employees, and making good faith efforts to maintain a drug-free workplace. This form is part of the broader procurement process for managing the Moore Haven Correctional Facility, and vendors must complete and sign this certification to be considered for the contract, with Section 287.087 of Florida Statutes providing preference to vendors with implemented drug-free workforce programs in cases of tied proposal submissions.
