About this file
This document is a Questions and Answers (Q&A) addendum for the Central Office Additions project by El Paso County School District 49 in Colorado. The addendum covers the bidding process for a general contractor to manage the construction of two pre-engineered metal buildings (PEMBs) at the district's central office complex. The question acceptance deadline is 10/04/2024 at 5:00 PM MDT, with a closing date of 10/18/2024 at 2:00 PM MDT. The project involves constructing two buildings where the metal buildings have already been purchased and are on-site, with the metal building erection also pre-purchased by the district.
Key details from the Q&A include clarifications on various project aspects: pricing requirements (lump sum bid excluding metal buildings), insulation (R19 single layer acceptable for unconditioned space), overhead doors (Cookson Thermiser ESD20 model), and specific responsibilities for different project elements. Notable provisions include that the general contractor will supply insulation and anchor bolts, the metal building contractor will handle framed openings, man doors, and weather barriers, and there will be no liquidated damages for this project. The district has noted that asphalt paving is not part of the initial project and is still under county review, which will be addressed in a later phase.

Q1 Bryan Construction Question: Pricing Requirements (by Doug Woody)
The included pricing sheet does not indicate we need to provide a complete number for construction of the two buildings. Are we only to provide numbers for fees and general conditions? Please confirm the required pricing necessary for the submittal.
Public Answer: (by Jim Rohr )
Please do not use the excel fee form. Use the Bid Form in the addendum and provide a lump sum bid for all labor and materials minus PEMBs and erection. You will not be including the cost for the metal buildings or their erection labor as this scope is carried by the Owner.

Q4 Buildings By Design, LLC Question: Liner Insulation (by Brad Wolf)
Bid Documents show liner insulation system at the roof and wall sections, with the table on the right side of page A1.3 showing this as well. If this building is required to comply with IECC 2021, a full depth liner insulation system; R30 in the roof and R32.5 full depth, or R41 tw-layer wall insulation is typically required. The Bighorn Steel Buildings Barn quote indicates a single layer R19 is to be provided at both roof and walls. Is this adequate to meet code?
Public Answer: (by Jim Rohr )
Per IECC C402.1.1 buildings that do not contain conditioned space are exempt from the building thermal envelope provisions of Section C402.
There are no mechanical heating and cooling systems in either building therefore it is unconditioned space.

Q12 Ed Green Construction Co Question: Builder's Risk (by Rebekah Combs)
Due to the District carry of the building purchase and install, it may not be possible for the GC to provide the Builders Risk Policy. The vertical portion of this project carries the largest exposure and it’s not being provided by the
GC. This is creating major push back from our insurance providers. Would it be possible for the district to carry said Builders Risk coverage?
Public Answer: (by Jim Rohr )
The Owner would rather not carry the Builder's Risk Insurance but if your insurance company will not allow it, please make this exception on your bid.
If the GC cannot provide it, either the Owner or metal building contractor will provide it--just make sure you list this exception on your bid.

Q20 El Paso County School
District 49 Question: Asphalt Paving (by Jim Rohr)
Where is the asphalt going? It looks like it’s the perimeter of the buildings, but doesn’t show up in the Civils.
Public Answer: (by Jim Rohr )
There will not be any asphalt as part of the initial project. We have the civil engineer working on a paving plan but it won't be added until later after we get through county review. We didn't want to delay the building installations waiting on the county approval process as it will take months.
