About this file

This document is a Bid Form from El Paso County School District 49 (D49) Purchasing and Contracts Department for the Central Office Additions project. The project involves a General Contractor managing the construction of two pre-engineered metal buildings and site improvements at the district's central office complex located at 10850 E. Woodmen Road. The metal buildings have already been purchased and are on-site, with the metal building erection by Bighorn Steel Buildings already contracted. Construction drawings are provided by DLR Group Architects. The bid form outlines requirements for bidders, including compliance with Colorado labor regulations, potential service-disabled veteran-owned small business (SDVOSB) benefits, and specific bonding and performance requirements.

Key financial and regulatory details include a requirement for Colorado labor to be employed for at least 80% of the work on projects over $500,000, with SDVOSB contractors potentially receiving a 5% pricing benefit. For construction values of $50,000 or greater, a bid bond of at least 5% of the total bid is mandatory. Performance and payment bonds are required for projects exceeding $150,000, with amounts covering 100% of the bid total. The bidder must be in good standing with the State of Colorado and not listed on federal exclusions. The bid method will be determined by lowest responsive and responsible bidder, with potential consideration of deductible or additive alternates based on available funding.
