“This contract may contain information considered sensitive unclassified information (SUI) and would merit protection from unauthorized disclosure under 5 U.S.C, Section 552(b)(4). No information shall be released except as authorized by the Contracting Officer.”
Task Order No: 001
TASK ORDER NAME: PROGRAM MANAGEMENT for DVT
1 BACKGROUND
The United States Congress directed the formation of the Distance Measuring Equipment (DME), Very High Frequency (VHF) Omnidirectional Radio Range (VOR), and Tactical Air Navigation (TACAN) (DVT) Sustainment Program. The Federal Aviation Administration (FAA) formed the DVT Sustainment Program to develop and provide long-term navigation sustainment programs for the nation’s network of DME, VOR, and TACAN Systems to ensure that the National Airspace System’s (NAS’s) navigational infrastructure remains safe, secure, sustainable, and resilient. The FAA is required to replace all DVT Navigational Aids (NAVAIDs) by the year 2060.
The current infrastructure is beginning to see indicators of increased maintenance costs, obsolescence issues, and operational impacts that will be supportable for the long term only with a comprehensive modernization investment strategy.
As part of a resilient NAS infrastructure, the transition to Performance-Based Navigation enabled by Global Navigation Satellite System (GNSS) allows the services provided by DVT ground-based navigation systems. This effort will allow DME and VOR NAVAIDs to transition from being a primary source of navigation to a backup for GNSS. The resilient navigation infrastructure consists of DME, VOR, and TACAN Systems in various configurations, including:
• High Power DMEs provide an Area Navigation (RNAV) capability for aircraft with scanning DME receivers.
• Conventional or Doppler VORs provide basic conventional navigation for non-RNAV aircraft, even during GNSS disruptions.
• TACANs provide azimuth and range information for Department of Defense aircraft and range only for civil aircraft for RNAV. The TACAN was procured under Contract
693KA8-2X-D-XXXXX/693KA8-2X-F-XXXXX
The DVT Sustainment Program will use a phased implementation approach to address long-term DVT sustainment strategic and tactical requirements. The sustainment requirements will be based on prioritized critical supportability issues implemented through a series of phases over the Program’s lifetime. A prioritization process will be used to determine critical projects to be included in each program phase. DVT is committed to implementing innovative solutions where beneficial.

This Task Order is to establish and manage the DVT Contract and all subsequent Orders.
Specific activities include but are not limited to onboarding personnel, establishing Indefinite Delivery Indefinite Quantity (IDIQ) Contract management practices and procedures, status reporting, and initiating and conducting all other contract activities and execution.
