ARES III Solicitation No. FA9300‐11‐R‐0002 Final RFP Question and Answers no.4
1. Reference: Section J, Attachment 5, L-7 Cost Model Amendment -03
Feedback/Question: Column J is now fixed to state= ($D$25/2)*I33; Column L is now fixed to state =($D$25/2)*K33;
Column P is now fixed to state =($D$25/2)*O33; and Column R is now fixed to state =($D$25/2)*Q33 since they are all for six months. The bidders are allowed to alter the formulae to select either the prime or interdivisional productive year. This would just need to be annotated in the comments box for the affected spreadsheet.
Column U is now set to use cell D25 to specify the productive man year hours. If the offeror needs to specify a number other than that for the productive man year hours, the formula can be changed to point to the specific cell and a note needs to be added to the comment box of the sheet. It should be noted that column U appears to have a Division by zero error but once information is input into the boxes, this error will go away and the correct calculation for FTEs will appear.
Concerning L-7d Subcontract Labor Hours, the spreadsheet allows the offeror to input the number of man hours.
Therefore, the offeror would need to adjust the cells for time periods less than a year.
Column J represents the period 1Oct13-30Jun14 which is 9 months Column L represents the period 1Jul14-30Sep14 which is 3 months Column P represents the period 1Oct14-30Jun16 which is 9 months, row 32 column O:P should read 1Oct15- 30Jun16 Column R represents the period 1Jul16-30Sep16 which is 3 months
They are all not 6 months long. Are we to make the adjustments ourselves?

2. Reference: Section L, Para 4.3.2.1 Ground Rules
Feedback/Question: In the instructions for the scenarios, it states that “As a minimum, for scenarios the following must be addressed:” and then goes on to list five items including “D. Cost by Element – Provide as part of Attachment L-2”
I wanted to verify that the information in Attachment L-2 should be included on the CD and not in the Technical / Risk Volume. We are also planning on including a hard copy in the Cost / Price Volume but we were not planning on including it in the Technical / Risk Volume since generally neither of us want (sic) cost information included in the technical write-up. Please let me know if this acceptable.
Response: Per para 2.2.2, all cost information is to be included in Volume IV – Cost/Price. All narrative information concerning the scenarios shall be included in Volume II – Technical/Risk.
3. Reference: Clarification is provided for what is required in the written 4.0 Volume II - Technical/Risk vs. the oral technical/risk volume.
Feedback/Question: Further clarification on what is meant to be in the technical/risk volume and the oral presentations.
Response: Per para 2.2.1, the following pages are exempt from the 65 page count and should be included in the Volume II – Technical / Risk Volume Organization per para 4.2.2:
1. Cover Letters
2. Table of Contents
3. Table of Drawings
4. Cross-Reference Matrices
5. Tabs
6. Glossaries
7. Resumes
The written proposal for Volume II - Technical/Risk should contain the following elements:
1. Organizational Chart 4.2.4.2
2. Resumes and Rationale 4.2.4.3
3. Summary of Estimated Man-Years 4.2.4.4
4. MIS- Narrative detailed description of the MIS 4.2.4.9.1
5. Subfactor 1: Scenarios
All other requirements for Technical/Risk Volume Subfactors 2, 3 and 4 are to be included in the Oral Presentations.
