ARES III Solicitation No. FA9300‐11‐R‐0002 Final RFP Question and Answers no.3
1. Reference: Section J, Attachment 5, L-7 Cost Model Amendment -01
Feedback/Question: Worksheet “L-7b Prime&Inter Labor Hours” is the example similar concerns exit on “L-7d Subcontract Labor Hours”
There is an error in formulae in “labor hours” columns that do not span a full year (example J33, L33, P33, and R33).
In each of these cases the FTE is multiplied by the specified Productive Man Year (cell D25 or D27); however the period of time is less than the full year.
Suggest the formulae by modified to ratio the number of days in the period to the number of days in the government fiscal year (example at row 34 in the attached). Or alternatively have the bidder specify the productive hours associated with each FTE/Labor Hours column pair.
Additionally, is the bidder allowed to alter the formulae in the “Labor Hour” column to select the Prime (D25) or Interdivisional (D27) productive year? If bidder alterations are not allowed, the formulae should be modified to select the correct productive year based upon the Prime or Interdivisional identification in column D.
Formulae for calculating the Total FTE (Column U) currently sums the FTE number in columns E, G, I, K, M, O, Q, S.
This does not take into account the partial year nature of some of the columns. Suggest the Total FTE be calculated by dividing the “Total Labor Hours” by the bidder specified Productive Man Year.
Response: Column J is now fixed to state= ($D$25/2)*I33; Column L is now fixed to state =($D$25/2)*K33;
Column P is now fixed to state =($D$25/2)*O33; and Column R is now fixed to state =($D$25/2)*Q33 since they are all for six months. The bidders are allowed to alter the formulae to select either the prime or interdivisional productive year. This would just need to be annotated in the comments box for the affected spreadsheet. Column U is now set to use cell D25 to specify the productive man year hours. If the offeror needs to specify a number other than that for the productive man year hours, the formula can be changed to point to the specific cell and a note needs to be added to the comment box of the sheet. It should be noted that column U appears to have a Division by zero error but once information is input into the boxes, this error will go away and the correct calculation for FTEs will appear. Concerning L-7d Subcontract Labor Hours, the spreadsheet allows the offeror to input the number of man hours. Therefore, the offeror would need to adjust the cells for time periods less than a year.
2. Reference: Section J, Attachment 5, L-7 Cost Model Amendment -01
Feedback/Question: The cost model included in Amendment 1 appears to have a linkage problem on Tab L-7a Prime&Inter Labor Rates in columns I, J, and K with respect to escalating labor rates in that the rate entered in D25 populates the entire tab for all subsequent labor categories.
Response: Columns I, J, and K were modified to include the following formulas, respectively: =+H25*I$24, =+H25*J$24, and =+I25*K$24

3. Reference: Section J, Attachment 5, L-7 Cost Model Amendment -01
Feedback/Question: Attachment L-7, Cost Model: A formula correction was made on worksheet L-7b Prime&Inter Labor Hours . Column H has been corrected to "=($J$27)*E33" and Column F has been corrected to "=($D$25)*G33" for each row. In working with ATTACHMENT_L-7_COST_MODEL_amandment_01:
Column H row 33 shows =($D$25)*G33 And Column F row 33 shows =($J$27)*E33
Response: The cost model is correct. The wording in Amendment 01 is incorrect.
4. Reference: ARES III – Qand A no.2
Feedback/Question: We were reviewing the most recent Q&A information that was released on Friday 14 October 2011 and had an question about the answer to question 7. The question address the use of double spacing in figures and tables for the Technical /Risk Volume and the Oral Presentation Charts. The answer seemed to only address the Oral Presentation Charts and page limits.
Could you clarify if we need to double space the text in figures and tables in the Technical / Risk Volume and in the Oral Presentation Charts? Our recommendation would be to use single spacing in figures and tables to provide a better visualization of processes and flows and improve clarity and understanding.
Response: Double spacing in the text and figures in the Technical / Risk Volume is required. In the Oral Presentation Charts, you do not need to double space the text in figures and tables. Please also note there is not a page limitation to the oral presentation charts, but only the pages that are presented at the oral presentation will be evaluated.
