A. FEDERAL ACQUISITION REGULATION CONTRACT CLAUSES IN FULL TEXT
52.242-15 STOP-WORK ORDER (AUG 1989) - ALTERNATE I (AUG 1989) (TAILORED)
(a) The Contracting Officer may, at any time, by written order to the Contractor, require the Contractor to stop all, or any part, of the work called for by this contract for a period of 90 days after the order is delivered to the Contractor, and for any further period to which the parties may agree. The order shall be specifically identified as a stop-work order issued under this clause. Upon receipt of the order, the Contractor shall immediately comply with its terms and take all reasonable steps to minimize the incurrence of costs allocable to the work covered by the order during the period of work stoppage. Within a period of 90 days after a stop-work order is delivered to the Contractor, or within any extension of that period to which the parties shall have agreed, the Contracting Officer shall either--
(1) Cancel the stop-work order; or
(2) Terminate the work covered by the order as provided in the Default, or the Termination for Convenience of the Government, clause of this contract.
(b) If a stop-work order issued under this clause is canceled or the period of the order or any extension thereof expires, the Contractor shall resume work. The Contracting Officer shall make an equitable adjustment in the delivery schedule or contract price, or both, and the contract shall be modified, in writing, accordingly, if--
(1) The stop-work order results in an increase in the time required for, or in the Contractor's cost properly allocable to, the performance of any part of this contract; and
(2) The Contractor asserts its right to the adjustment within 30 days after the end of the period of work stoppage; provided, that, if the Contracting Officer decides the facts justify the action, the Contracting Officer may receive and act upon the claim submitted at any time before final payment under this contract.
(c) If a stop-work order is not canceled and the work covered by the order is terminated for the convenience of the Government, the Contracting Officer shall allow reasonable costs resulting from the stop-work order in arriving at the termination settlement.

AFFTC-H001 FAR 52.216-10 INCENTIVE FEE (JAN 2008) (TAILORED) (MAY 2011)
1.0 General: The Government shall pay the Contractor for performing this contract a fee determined as provided in this contract.
2.0 Equitable adjustments: When the work under this contract is increased or decreased by a modification to this contract or when any equitable adjustment in the cost is authorized under any of the clause, equitable adjustments in the cost and fee, as appropriate, shall be stated in a supplemental agreement to this contract.
3.0 Fee Structure: This fee structure is the basis to motivate the contractor to provide excellent performance during the execution of the ARES contract (CLIN X002, X006, X007). The contractor is guaranteed a 3 percent Fixed Fee and will earn up to 4 percent Performance Incentive Fee based on meeting or exceeding technical, cost and schedule requirements. Payment of the incentive fee shall be made as specified in Table 2 below; provided that the Contracting Officer withholds a reserve of 50 percent of the total incentive fee each evaluation period to protect the Government’s interest, as shown in Table 1. The Contracting Officer shall release 100 percent of all fee withholds under this contract after receipt and approval of contractor performance incentive assessment covering the last assessment period of the current period of performance, provided the contractor has satisfied all other contract terms and conditions.
3.1 The performance incentive period is every six months from the end of the transition period to the end of the contract. Each six month period is independent. If each of the three (3) criterion is achieved in each six month period, the Contractor will receive 50 percent of the applicable performance incentive at that time and the other 50 percent as stated in paragraph 3.0 above. If not achieved, the Contractor will receive none of the incentive for that performance period. There is no roll-over of fee to subsequent periods.
3.2 To receive payment, the contractor shall submit the contractor performance incentive assessment for the performance period as defined below. The government shall, within 30 days, review the documentation and concur or non-concur. The government will send a letter with its determination to the contractor. If the performance incentive is earned, a modification will be processed that obligates the applicable incentive. If the contractor fails to meet a performance criterion, details of noncompliance will be included in the Government’s determination letter.
3.3 If the contractor fails to meet a performance criterion due to government cause(s), the contractor is deemed to have successfully met the incentive criterion.
3.3.1 Technical criteria:
Technical data is correct and is provided to the task manager in the agreed upon time, none overdue by more than three days.
3.3.2 Cost criteria:
3.3.2.1 Submitted invoices contain no errors greater than 10 percent of the invoice total.

Base support shall be provided by the Government to the Contractor in accordance with this provision.
(a) Base support includes Government-controlled working space, material, equipment, services (including automatic data processing), or other support (excluding use of the Defense Switched Network (DSN)) which the Government determines can be made available at, or through, any Air Force installation where this contract shall be performed. All Government property in the possession of the Contractor, provided through the base support provision, shall be used and managed in accordance with the Government Property clauses.
(b) Unless otherwise stipulated in the contract schedule, support shall be provided on a no-charge-for-use basis and the value shall be a part of the Government's contract consideration.
(c) The Contractor agrees to immediately report (with a copy to the cognizant CAO) inadequacies, defective Government-Furnished Property (GFP), or non-availability of support stipulated by the contract schedule, together with a recommended plan for obtaining the required support. The Government shall determine the validity and extent of the involved requirement and the method by which it shall be fulfilled (e.g., purchase, rental, lease, GFP, etc.). Facilities shall not be purchased under this provision.
Additionally, the Contractor (or authorized representative) shall not purchase, or otherwise furnish any base support requirement provided by the provision (or authorize others to do so), without prior written approval of the Contracting Officer regarding the price, terms, and conditions of the proposed purchase, or approval of other arrangements.
(d) Following are installations where base support will be provided: AFRL/RZ-W, Edwards AFB CA 93524.
(e) The Government support to be furnished under this contract is GFP located in Section J, Attachment

This is a rated order certified for national defense, emergency preparedness, and energy program use, and the Contractor shall follow all the requirements of the Defense Priorities and Allocations System regulation (15 CFR 700).
52.217-08 OPTION TO EXTEND SERVICES (NOV 1999) (TAILORED)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days before contract expiration from the period specified in the Schedule.
