Ground Rules for the Site Visit
This is a site visit for PBR efforts at Vandenberg AFB. No formal solicitation has been released for this effort. Until such time as a formal solicitation is released, the Government is under no obligation of any kind. The determination regarding whether or not this will be a small business set-aside or released under a full and open competition strategy has not been determined. An opportunity to attend this site visit was advertised on the Federal Business Opportunity (FedBizOpps) website. Your attendance is based on your company’s decision to participate. The Government will not provide reimbursement for this site visit.
● All communication shall be conducted in writing and conveyed to the Contracting Officer or Contract Specialist only
● Firms shall not contact any AFCEC or Base personnel
● No photography or recording devices are allowed during the site visit due to security restrictions.

● Some regulatory agencies are represented at this Site Visit. They have agreed to meet individually with firms that wish to do so. Amount of time with the regulators on a one-on-one basis will depend on the amount of time it takes to complete the site walks. Time is scheduled for Wednesday, 17 October. These discussions are for your information and do not change the requirements of the acquisition. The final RFP will include all the pertinent information for proposing. Conversations with regulators are not binding upon Air Force requirements.
● All questions resulting from this site visit shall be submitted to the Contracting Officer and Contract Specialist via email. No questions will be answered during the site visit. Contractors should write down all pertinent questions for submission to the Contracting Officer and Contract Specialist. Deadline for submission of questions will be posted to FedBizOpps. All updates regarding this requirement will be provided on FedBizOpps under the current pre-solicitation notice until such time as a Formal Request for Proposal (RFP) is ready for release.
● All questions and answers from the site visit, regarding the DRAFT RFP (when released), and regarding the DRAFT SOO will be posted to FebBizOpps for all firms to view. If information regarding a particular strategy is included in the question, the Government will do its best to sanitize the question; however, the Government is not responsible for inadvertently including strategy information. Names of firms submitting questions will be kept confidential.
● If questions are answered orally by chance, the answers should not be relied upon. Written responses to questions shall take precedence over information given verbally during the site visit.
TENTATIVE ACQUISITION SCHEDULE
The acquisition strategy has not yet been approved. Any information regarding the acquisition process is subject to change. Schedules provided may accelerate or be extended as necessary to meet acquisition requirements and approvals. Continue to review FedBizOpps for additional postings of information, response requirements, due dates, and additional schedule information.
