| 1 | In which volume, and within which tab, should we provide our completed copy of Standard Form 33? | Offerors are required to provide the SF33 as a separate document. Information will be added under a new paragraph 3.10 concerning the submission of the Model Contract and applicable Representations and Certifications and Attachments to the Model Contract. Also see Paragraph 2.0, Table 2.2, Paragraph 3.1, 3.5, and 3.9. The following information will be added under paragraph 3.10: "(a) The purpose of this section is to provide information to the Government for preparing the contract document and supporting file. (b) The Offeror’s proposal shall include a signed copy of the Model Contract (Sections A through J). Signature by the Offeror on the Standard Form (SF) 33 constitutes an offer, which the Government may accept." Table 2.2 will also be corrected to include reference to the requirement for submission of the SF33. |
| 2 | In the Questions and Responses for the Draft RFP, the response to question #103 indicated the page count for the Technical Summary Table would be increased to 15 pages, 11 x 17 page size, single-sided. Section L, Table 2.2 [page 4 of 27] still shows the page count for the Technical Summary Table as 10 pages, 11 x 17 page size. Please confirm that the page count for the Technical Summary Table has been increased from 10 pages to 15 pages. | Section L, Table 2.2 will be corrected to show 15 pages, 11 x 17 page size, single-sided for the Technical Summary Table. |

However, there are no instructions within Section L.3 to indicate where the Reps and Certs should appear and Section L, Table 2.2 does not list this item at all. Please clarify how and where the Reps and Certs should be presented. | Information will be added under a new paragraph 3.10 concerning the submission of the Model Contract and applicable Representations and Certifications and Attachments to the Model Contract. The following information will be added under paragraph 3.10.1: "Representations and Certifications: (a) The Offeror’s proposal shall include a signed copy of the Representations and Certifications, Section K. The Offeror may submit a signed copy from the Online Representations and Certifications Application (ORCA) website in lieu of completing the representations and certifications included in the model contract"; 3.10.2 "Attachments for the Model Contract: The Offeror shall provide a list of the Government Equipment/Property (from SOO Enclosure 3) that it intends to use in execution of this requirement for inclusion in the following Attachment in Section J upon contract award: (a) Attachment 7, Scheduled Government Furnished Property; The following is a list of attachments, including Enclosures, which will be made part of the Vandenberg PBR Contract upon Award: (a) Attachment 1 – Statement of Objectives, (b) Attachment 2 – Website Addresses in Support of PBR SOO, (c) Attachment 3 – Davis Bacon Wage Determination for California (Building, Heavy, and Highway) for Santa Barbara County – most current General Decision Number, (d) Attachment 4 – Key Personnel Qualifications and Parameters, (e) Attachment 5 – Vandenberg Environmental Program Contractor Base Support Letter, (f) Attachment 6 – Requisitioned Government Furnished Property, (g) Attachment 7 – Scheduled Government Furnished Property, (h) Attachment 1E1 – SOO Enclosure 1 – Site List, (i) Attachment 1E2 – SOO Enclosure 2 – Key Documents, (j) Attachment 1E3 – SOO Enclosure 3 – Government Furnished Equipment/Government Furnished Property, (k) Attachment 1E4 – SOO Enclosure 4 – Acronyms and Definitions." Please clarify how and where the Executive Summary and the Teaming Agreements/Letters of Intent should be presented. | L 5.1 will be revised to delete requirements for an Executive Summary and Teaming Arrangements and/or Letters of Intent. Additional information will be included under Section L 5.3, Present/Past Performance Summary, indicating that Teaming Arrangements and/or Letters of Intent shall be provided as an appendix to the summary and submitted per ITO paragraphs 3.3 and 2.1.7 respectively. |
| 5 | Section L.2.3.11.4 indicates that the electronic copy of the Technical Summary Table is to be provided in Microsoft Excel compatible format. Will the Government change this requirement so the electronic version can be provided in Microsoft Word instead? | No, the Government will not change this requirement. |
| 6 | Section L.3.6 provides directions for an OCI Plan, however it isn’t listed in Table 2.2 nor under L.3.1 Volume Organization. Please clarify how and where the OCI Plan should be presented. | Table 2.2 does list the requirement for Organizational Conflict of Interest information. However, for clarification, the title in Table 2.2 will be changed to "Organizational Conflict Interest (OCI) Analysis and Mitigation Plan". |
| 7 | Table 2.2 requests Subcontracting Reports under Table 2.2 and provides instructions under Section L.5.9 but they do not appear under Section L.5.1 Volume Organization. Please clarify how and where the Subcontracting Reports should be presented. | A letter will be added to L 5.1 to list Subcontracting Reports. |

| 9 | According to the answer provided to Question 128, all former Site 45 USTs are included under PL351. Many of the former Site 45 USTs are listed as separate sites in the SOO. Please provide a list of the tanks to be included in the PBC under PL351. | Site 45 does not exist anymore. All USTs have been transferred to Compliance Restoration Program. The UST sites associated with this contract are listed in Enclosure 1 of the SOO. |
| 10 | For site CD124, the FY2001 Soil Removal Report referenced in the Site Walk Brief presentation could not be located on the Google drive. | 12 | What is the status of remedy installation at Site WP008? There is a Pre-Draft ROD/Remedial Action Plan dated June 2012. What is the anticipated status of remedy installation at the time of contract award? Will the ROD be finalized prior to contract award? | A Feasibility Study for IRP Site 8C was finalized that recommended source, mid-plume, and downgradient plume ISB treatment, groundwater monitoring, and land use controls (LUCs) as the preferred remedy. Both RWQCB and DTSC concurred with the Final FS Report recommendations in their separate letters dated March 13, 2012. The ROD/RAP is currently in negotiations with the State. While there have been significant discussions on format, content and ARAR tables, the remedy has not changed since the Final FS Report. The current schedule for completion of the ROD/RAP is during the Summer of 2013. |
| 13 | What is the status of remedy installation at Site SD025? A Remedial Action Work Plan was written in February 2012, and a draft ROD was written in August 2012. Will the ROD be finalized prior to contract award? | Installation of Phase 1 of the remedy at Site SD025 outlined in the Final Interim Removal Action Work Plan dated February 2012 (AR #3178 or Google doc website #2149) was installed during the Summer of 2012 and is documented in the Draft Final Complete Construction of Groundwater In Situ Bioremediation and In Situ Chemical Oxidation Treatment document dated October 2012 (Google doc website #2165) and the Preliminary Draft Groundwater Monitoring and Remedial Action Optimization Status Report dated February 2013 (Google doc website #2161). The ROD/RAP is currently in negotiations with the State. While there have been significant discussions on format, content and ARAR tables, the remedy has not changed since the Final FS Report. Phase 2 of the remedy outlined in the FS and ROD/RAP for expanding the in-situ bioremediation (ISB) in the vicinity of Site 39 will be evaluated through long term monitoring and the 5-year review process. The current schedule for completion of the ROD/RAP is during the Summer of 2013 |
| 14 | When will AFCEC provide a copy of the Final Technical Memorandum, Ecological Risk-Based Screening Levels for Representative Terrestrial Plants and Wildlife at Vandenberg Air Force Base (2007) and its subsequent addendum (2011) by MWH to the Google doc website? | The subject Technical Memorandum was never finalized; however the Background Standard Approach (BSA) For Investigation of Areas of Concern and Site 45 Underground Storage Tank Sites version 5 (AR #3283 or Google doc website #936) that was approved in July 2012 includes ERBSSL tables that reflect the changes covered in the addendum 2011. The current BSA version also has the correct eco screening values. A copy of the Ecological Risk Based Screening Levels (ERBSLs) for Representative Terrestrial Plants and wildlife and Vandenberg Air Force Base- Final Technical Memorandum, Vandenberg Air Force Base, CA, May 18 2007 has been uploaded to the Google site and SOO, Enclosure 2, Key Documents will be updated to reflect this addition. |
| 15 | When will a copy of the Human Health Risk Assessment and Ecological Risk Assessment (June 2, 2005) for Site 31 (SD031) be uploaded to the Google doc website? | The final versions of the Human Health Risk Assessment and Ecological Risk Assessment for Site 31 (SS031) are incorporated as Sections 5.0 and 6.0, respectively, in the Final Supplemental Remedial Investigation Report (Tetra Tech, September 2006). This document is already included in on the Google doc website as AR #2276. |

| 17 | When will the soil boring logs associated with 1997 RI for Multiple Sites (AR1279) by Jacobs Engineering be uploaded to the Google doc website? | AR 1279 was submitted in two parts; the filenames are AR_1279_Part_1.pdf and AR_1279_Part_2.pdf. Boring logs are available in part two of the document. |
| 18 | The transition table in Section 8.1.2, Transition of Work, is footnoted to indicate that a “separate transition table will be provided;” when will this table be provided? | The transition table referred to in Section 8.1.2 is VAFB Existing PBC Contract Transition Plan for Key Remaining Tasks on Shaw Environmental Sac ERS Contract W91238-06-D-0017, Task Order CQ01. This document has been uploaded to the Google Site and SOO Enclosure 2, Key Documents, will be updated to reflect this addition. |
| 19 | In response to Question 6 of the Q&A for the final RFP, AFCEC indicates that “All information currently available in ERPIMS has been provided.” However, the presence of the field sample ID’s indicates that the data have been submitted and can be verified with the ERPIMS help desk, but they are clearly absent from the snapshot.
