Government Responses to Industry RFP Questions Batch 5 posted 30 June 2016
81. Section L, Paragraph 4.5.1.2: 11._T-6A_ADS-B_(Out)_RFP_Final_24_June_16.pdf is a password protected file. Will the Government provide an unprotected version to enable the contractor to complete the fill-ins in the Model Contract?
Response: The subject file is not password protected. The Government verified that it is possible to use the “save as other” function after opening the document on FBO and save it as a
Word document with the ability to edit.
82. Section L, Paragraph 3.1: The proposal Organization Table states the Cross Reference Matrix is to be included in both the body of the Technical Volume and in the Appendix. Please confirm that the contractor is to include the Matrix in both sections of the Technical Volume.
Response: The Cross Reference Matrix needs to be included in the Appendix only rather than the body of the Technical Volume. Section L will be revised in a forthcoming amendment.
83. Vol II & IV, SOW 3.12.2 and Pricing Matrix CLINs 0013 through 0016: SOW 3.12.2 states that “Spares pricing shall be provided per unit with price ranges specified at quantity break points.” Spares CLINS in the Pricing Matrix do not support input of multiple units (LRU) part numbers. Is it acceptable to provide spares pricing per shipset and provide a table in the pricing narrative to define the shipset to include units, quantity of units and price per unit? If not, can the
USG please provide clarification as how to price spares if the proposed solution includes multiple units?
Response: The pricing matrix should be completed IAW the instructions included in Section
L and the pricing matrix itself. Those instructions are consistent with SOW paragraph 3.12.2 in that the pricing matrix requires per unit prices in the for the various quantity bands. The prices provided by the offeror should include all parts necessary to complete the spare.
Information about the pricing approach and methodology of the prices in the pricing matrix is to be provided in Section 3 of the offeror’s pricing volume.
84: Vol II & IV, SOW 3.12.2 and Pricing Matrix CLINs 0013 through 0016: In regards to
Q&A #72, the Government’s response is that A-Kit and B-Kits are included in the term “spares”.
Is it really USG’s intention to have QTY 50 spare A-Kits in inventory, even though all aircraft will be fully modified?
Response: The offeror’s total evaluated price (TEP) will be based on a total quantity of 50 spares (25 for spares buy 1 and 25 for spares buy 2). The quantity is used only for purposes of the Government’s TEP evaluation. The quantity bands will allow the Government the flexibility to order the number of spares needed during execution.
