Government Responses to Industry RFP Questions

68. Reference Vol II, SOW 3.7.2—In regards to Aircraft Retrofits, can the USG support multiple shifts (e.g., day and night) working at each location?
Response: Yes, the Government can support multiple shifts working at each location for retrofit. The USG will provide the contractor support, in accordance with the Base
Support Agreement, at each location during the Government’s hours of maintenance operation.
69. Reference Vol II, SOW 3.7.2—In regards to Aircraft Retrofits, can the USG provide hours of operation at each location for contractor teams to work on the aircraft?
Response: The hours of Government maintenance operation at each base;
Randolph AFB, TX (also known as Joint Base San Antonio): M-F, 0700-2300.
Laughlin AFB, TX: M-F, 0700-2300.
Vance AFB, OK: M-F, 0700-2300.
Columbus AFB, MS: M-F, 0700-2300.
Sheppard AFB, TX: M-F, 0700-2300.
CSO Pensacola NAS, FL: M-F, 0700-2300.
NAS Pensacola, FL: M-F, 0630-2330.
70. Sections L and M identify that we are to address the SEMP, FAA Certification Plan, and
Airworthiness Plan in the 50 page technical volume to demonstrate a clear understanding of the requirements and to “evidence sound methodologies” for developing and delivery of the documents and products after contract award. Additionally, the CDRLs clearly identify that the first drafts of these documents (SEMP, IMS, Certification Plan and
Airworthiness Plan) are delivered after contract award which implies that full plans are not required in the proposal. However, Section L also identifies an appendix to Volume
II with unlimited pages that is “Limited to Integrated Master Schedule (IMS), Systems
Engineering Management Plan (SEMP), FAA certification plan, and an airworthiness plan” If we are to address our understanding of the requirements and the methodologies for development and delivery of the documents/products in the 50 page technical, what is the intent of the deliveries expected in the Appendix to the Technical Volume?
Response: The documents/products in the technical volume will reflect the methodologies used to develop the appendix documents. The documents in the appendix are “essential elements” of the methodologies as stated in Section L subfactor instructions.
