Government Responses to Industry RFP Questions
Batch 4 posted 24 June 2016
71. Reference SOW 3.12.2—This SOW para requires the use of a "Readiness Based Spares
Model" to determine "the sufficient spares allocation quantities." It is not clear how this model should be established since the KPP of <4% NMCS is based on the entire T-6A system not just the ADS-B Out subsytem. Please clarify what the Government intent is for the T-6A ADS-B (Out) RBS model and how the contractor should implement it without access to the entire T-6A RBS Model.
Response: The RBS model shall be run for the ADS-B (Out) system and provide sufficient spares that support the <4% NMCS rate.
72. Reference SOW 3.12.2—The first sentence of this section states…"T-6A aircraft and
ATD spares"…. "for any parts changes for the ADS-B (Out) modification". Shall the contractor assume the A-kit hardware is included in the term "spares" and as such the assigned spares quantities included in the RFP 5._Pricing Matrix are intended to mean the
A-kit as well as the B-kit spares?
Response: A-kits and B-kits are included in the term “spares”.
73. Reference SOW 3.13.5—This section states "conduct a system level test using initial production assets to" …. Please clarify whether the intent is to modify the first ATD after a MS C decision using assets procured under CLIN 0009? Or can the contractor plan to perform the first modification after a MS C decision but purchase the assets under
CLIN 0002. If CLIN 0002 is allowed to be used, shall the contractor assume the same risks per RFP 52.209-03(g).
Response: One ATD will be modified as part of CLIN 0002. No kits or kit components for CLIN 0009 can be procured under CLIN 0002. FAR 52.209-3(g) applies.
74. Reference Q&A Responses Q #47—The Government response to this question is confusing. Shall the Contractor assume the RFP 6._WBS and 7._WBS Dictionary provided WBS structure is conformed to MIL-STD-881C and represents the "Contract
WBS." The Contractor in performing the entire scope of work per -881C should further detail the scope of work such that it also conforms (i.e. rolls up) to the provided Contract
WBS which also in turn conforms to -881C. Per MIL-STD-881C: 2.5.3 Extended
Contract WBS. Contractors are expected to extend the Contract WBS to the appropriate lower level that satisfies critical visibility requirements and does not overburden the management control system. Please confirm the Government intent is to ensure the RFP provided Contract WBS and the Contractors' detailed WBS conform to the Contract
WBS and MIL-STD-881C. If this in not intent, please clarify.
Response: After reviewing MIL-STD-881C paragraph 2.5.3 “Extended Contract WBS”, the Government will allow contractors to extend the Contract WBS to the appropriate lower level that satisfies critical visibility requirements and does not overburden the management control system. Please note that this response applies to any previous questions associated with the WBS, including Government responses to questions 47 and
64.
75. Reference CLINs 0003, 0004, 0005, 0009, 0010—These kit CLINs state Inspection, Acceptance and FOB: DESTINATION and acceptance via WAWF. Since these kit deliveries will be made to the Sites requiring these kits, shall the Contractor assume these kits upon delivery will be accepted at the appropriate Site by presumably DCMA/COR
(per Base Support Agreement), then stored in the base level supply system and re-issued back to the Contractor as requested by the Contractor to support the ADS-B modification schedule? If this is the Government intent the Base Support Plan currently has no reference to this supply support function, shall the Contractor assume the Base Support
Plan at award will include this support?
Response: The T-6A ADS-B (Out) kits will be delivered to the Government site and accepted by the DCMA/COR. They will then be stored on the base in the base supply system and re-issued to the contractor when requested.
76. Reference Vol IV, L.4.4—There is no mention of a validity period requirement for pricing. Can USG provide a timeframe for which pricing should be valid?
Response: The notional execution schedule included in the RFP projects award in July
2017. According to Standard Form 33 Block 12, offerors may propose an alternative period by inserting it in the space provided.
77. Reference Vol IV, L.4.4.2, “Section 4” Development/Production Schedule—Please provide detail as to what the government is requesting from offerors. Would this be a list or table of estimated dates for billing of CLINS to include partial billing of development
CLINS 0001 and 0002?
Response: The development/production schedule information is requested to show consistency among your development/production execution and the pricing matrix to ensure that your proposed price for each CLIN accurately represents the number of kits/installations for aircraft and ATDs in each FY.
78. Reference Vol V, SOW 4.3, Base Support Agreement—Will USG add the aircraft ground power units (GPU) to Section 3 “Furnishings and Equipment” of the Base
Support Agreement?
Response: Section 5 in the base support agreement has been revised to state that external power will be provided as required. An RFP amendment is forthcoming.
79. Reference Vol V, L.4.5.4.4, Attachment 8—In addition to the IFR-6000 test sets that are included in the Scheduled GFP list, will USG also add TTU-205 Air Data Test Sets
(or equivalent)?
Response: The Government will not provide a TTU 205 test set; however, the
Government will provide a Barfield 1811D 405 pitot static test set. This information will be updated in the base support agreement, which will be part of the forthcoming RFP amendment.
80. Reference Vol V, L.4.5.4.5—In regards to Table 3 in L.4.5.4.5, can USG clarify the time desired time duration of the Rental Value? Per FAR 45.1 and 45.2, this duration can be in terms such as $/hour, $/day, $/month, etc.
Response: The duration can be determined according to the appropriate duration for the type of GFP included in your proposal. The Government is interested in the total rental value proposed. There is no preference for one duration over another.
