Government Responses to Industry RFP Questions
Batch 2 posted 17 June 2016
48. Reference Base Support Agreement—In section 5.1 of the Base Support Agreement, what will the Government do to prep the aircraft for ADS-B (Out) modification? Will this include all pre-system checks to verify the aircraft is fully operational, removal of any panels/components/equipment identified by the contractor as needing removed for installation, and removal of the egress equipment (section 5.2 of the Base Support
Agreement)? Will the Government also provide the services to re-install any panels/components/equipment removed for installation of the ADS-B (Out) modification and perform the post-system checks?
Response:
During the development phase, to prepare the aircraft for modification, the
Government will:
Provide the contractor with a Mission Capable (MC) aircraft capable of receiving external electrical power.
Tow the aircraft to the designated hangar space, chock the aircraft, ground the aircraft, make it safe for maintenance, and open basic access panels to allow access to avionics systems.
Safe, remove, and stow the aircraft’s egress equipment (i.e. ejection seats).
Provide external power when requested.
When requested, remove aircraft panels/components/equipment identified by the contractor as needing removal for installation of the developmental kit.
During the development phase, after the aircraft modification is complete, the
Government will:
Reinstall those aircraft panels/components/equipment removed at the contractor’s request during development.
Perform a post-system checks to ensure the aircraft is mission capable. Note: The contractor will be responsible for performing a post-systems check on the installed ADS-
B Out system prior to the Government’s effort for the entire aircraft.
During the validation and verification of the retrofit kit, to prepare the aircraft for modification, the Government will:
Provide the contractor with a Mission Capable (MC) aircraft capable of receiving external electrical power.
Tow the aircraft to the designated hangar space, chock the aircraft, ground the aircraft, make it safe for maintenance, and open basic access panels to allow access to avionics systems.
Safe, remove, and stow the aircraft’s egress equipment (i.e. ejection seats).
While writing the draft Time Compliant Technical Order (TCTO)/Technical Directive
(TD), work with the contractor to define respective contractor and Government actions needed to execute the kit installation. Responsibility for removal of aircraft panels/components/equipment will be addressed in the TCTO/TD.
After the validation and verification of the aircraft retrofit kit, the Government will:
Reinstall those aircraft panels/components/equipment identified in the draft TCTO/TD as the responsibility of the Government to reinstall.
Perform a post-system checks to ensure the aircraft is mission capable. Note: The contractor will be responsible for performing a post-systems check on the installed ADS-
B Out system prior to the Government’s effort for the entire aircraft.
During kit retrofit execution of the T-6A fleet, to prepare each aircraft for modification, the Government will:
Provide the contractor with a Mission Capable (MC) aircraft capable of receiving external electrical power.
Tow the aircraft to the designated hangar space, chock the aircraft, ground the aircraft, make it safe for maintenance, and open basic access panels to allow access to avionics systems.
Safe, remove, and stow the aircraft’s egress equipment (i.e. ejection seats).
Provide external power when requested.
Remove those aircraft panels/components/equipment designated as a Government responsibility in the final approved TCTO/TD.
During kit retrofit execution of the T-6A fleet, after each aircraft is modified, the
Government will:
Reinstall those aircraft panels/components/equipment identified in the final approved
TCTO/TD as the responsibility of the Government to reinstall.
Perform a post-system checks to ensure the aircraft is mission capable. Note: The contractor will be responsible for performing a post-systems check on the installed ADS-
B (Out) system prior to the Government’s effort for the entire aircraft.
An amendment to the RFP is forthcoming.
49. Reference Vol III/Attachment L-2, L.4.3.6—Each offeror is requested to submit
Volume III Past Performance for each relevant contract fifteen (15) calendar days prior to the solicitation closing date.” Since this date is Sunday the 12th of June, will the USG consider changing the due date for Monday the 13th of June?
Response: The proposal due date has been extended to 11 July 2016. The Government requests offerors to submit Volume III Past Performance fifteen (15) calendar days prior to the solicitation closing date. In this case, fifteen (15) calendar days prior to 11 July
2016 is 26 June 2016, which is a Sunday. Submission is acceptable on 27 June 2016.
50. Reference Section L 3.1—Section 3.1 states: “The title page of each volume must show solicitation number, name, address, and telephone and facsimile numbers of the offeror and e-mail address, if available. A team list of the offeror’s primary Points of
Contact (POC) shall be submitted in each volume.” However, a Title Page is only listed in Table 1 for Volumes II and III. Please clarify that a Title Page should also be included in Volumes I, IV, and V and that Table 1 will be updated accordingly.
Response: A Title Page is required for every volume. An RFP amendment is forthcoming.
51. Reference Section L 3.4—Section 3.4 states: “Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections. Include an indexed list of tables and figures.”
However, a Table of Contents is only listed in Table 1 for Volumes II and III. Please clarify that a Table of Contents should also be included in Volumes I, IV, and V and that
Table 1 will be updated accordingly.
Response: A table of contents is required for Volumes II and III. A table of contents is not required for the other volumes. An amendment to the RFP is forthcoming.
52. Reference Vol II, Section L 4.2.5/Section M002.b(1)—Per Section L.4.2.5 (or Section
M, b. Technical Factor, Subfactor 1) offeror’s proposal must evidence a sound methodology for establishing flow-down requirements from the JPATS Prime Item
Product Function Specification to the ADS-B (Out) Interface Control Document (ICD)
IAW CDRL A006 and SOW paragraphs 3.2.1, 3.4.3, 3.4.4, 3.7.1, 3.8.1, and 3.12.3, as well as lower-level ADS-B (Out) Subsystem Performance Specifications and ICDs. Can the USG please provide a copy of the JPATS Prime Item Product Function Specification
(PIPFS), Rev I, dated 13 Dec 2012 (Beechcraft Defense Company BS24806) listed in
SOW 2.1.2, Other Government Documents, Drawings and Publications so that the
Offeror can provide a SEMP?
Response: No; however, reference to the PIPFS in Section L 4.2.5 and Section
M001.b(1) has been replaced with SRD. An amendment to the RFP is forthcoming.
53. Reference Vol II, SOW 3.11.3 and Attachment L-5—The reference to SOW 3.11.3 appears in the SOW, but is missing from the CRM (Attachment L-5). Please confirm that we should address this section in our technical proposal and add the reference to the
CRM.
Response: Confirmed. SOW 3.11.3 will be added to the CRM in an RFP amendment.
54. Reference Base Support Agreement—The Base Support Agreement file name states
“…Final”, but the pages are watermarked “DRAFT”. Please confirm that this should be the final document.
Response: Confirmed. The BSA will be updated in forthcoming RFP amendment.
55. Reference Base Support Agreement—Will the USG provide the contractor with access to internet service while at the base?
Response: USG will not provide internet service.
56. Reference Base Support Agreement—If the USG does not provide internet service at each base, may we set up access through a commercial internet provider for the contractor at each base?
Response: Contractors may get internet service through a commercial provider; however it must be completely independent and cannot affect Government facilities or communications equipment.
57. Reference Vol II, SOW 3.3.2.3—SOW 3.3.2.3 states “The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the T-6A ADS-B (Out) effort via a secure data collection site.” Since this contract is priced as a FFP contract, is the offeror required to address this SOW section in our proposal or should this be removed?
Response: SOW 3.3.2.3 applies only to contract performance and does not apply to proposal preparation. The requirement to report service labor hours applies regardless of contract type.
58. Reference IV, RFP, CLIN’s 0006, 0007, 0008, 0011, 0012—The Aircraft Installation
CLINs do not indicate contract type or if they are FFP. Please confirm that these CLINs are also FFP.
Response: Confirmed.
59. Reference SOW 3.3.2.1—SOW 3.3.2.1, for IMS, says we shall quantify risk in hours/days/weeks for optimistic, pessimistic, and most-likely delay durations. DD-
FORM-1423 for A017 says section 3.7.1.3.6 (for Schedule Risk Assessment) is not required/is-deleted.
Question: Are we supposed to put risks and their mitigation strategies in the IMS and do we just do pessimistic duration because it is longest, use most-likely, or something else?
Response: Yes, CDRL A017 to be modified with the addition of content from para
3.7.1.3.6 of DID 81861 to reflect the need for including risk and mitigation strategies in the IMS. IAW SOW Para 3.3.2.1, offerors are required to provide optimistic, pessimistic, and most-likely durations.
60. Reference SOW 3.3.2.3—Question: Is the reporting of all contractor and subcontractor hours applicable to a FFP contract?
Response: The requirement stated in SOW 3.3.2.3 to report service labor hours applies regardless of contract type.
61. Reference SOW 3.4.5.1—Question: At what location is the Functional Configuration
Audit (FCA) to occur (Government or Contractor)?
Response: Government location
62. Reference SOW 4.1—Does the last paragraph of 4.1 mean we will leave the ADS-B solution in the aircraft, or take it out, until issuance of the STC?
Response: The ADS-B (Out) system will remain in the aircraft.
63. Reference Section L, 4.2.4—Section L, paragraph 4.2.4 states “The offeror shall submit a cross reference matrix using the format shown in Attachment L-5.” Attachment L-5 is approximately 17 pages long.
Question: Will the Government exclude the Volume II Cross Reference Matrix from the
50 pages allowed for the technical volume?
Response: Yes the cross reference matrix will be excluded from the 50 pages allowed for the technical volume. An RFP amendment is forthcoming.
64. Reference WBS—The only place a WBS appears to be needed is on the Model Contract.
The CDRL A017 (IPMR) restricts the CDRL submission to only Format-6, which is only the Integrated Master Schedule; Format-1 is the WBS.
Question: Do we have to develop/submit a WBS other than the one provided by the
Government?
Response: No, offerors should not include a WBS other than the one provided by the
Government in their proposals.
65. Reference Section 4.4.2 Volume Organization, Page 14—RFP asks for Completed
Pricing Matrix in Section 2. Does the Government want to see the contractor’s completed
Excel spreadsheet embedded as a PDF into the Volume IV Document?
Response: As stated in Section L, paragraph 3.7, Microsoft Excel is an accepted format.
Include the completed pricing matrix in Volume IV as an Excel document rather than a
PDF.
66. Reference Section 4.5.1.5 Section J Attachments—Does the Government want the offeror to embed the government provided attachments as part of the Contract
Documentation Volume?
Response: The offeror shall only include the government provided attachments that require contractor input.
67. Reference Section 4.5.4.4 Attachments to the Model Contract Page 18—Does the
Government want the offeror to embed the government provided attachments as part of the Contract Documentation Volume? Does the Government want to see the contractor’s completed Excel spreadsheet (Pricing Matrix) embedded as a PDF as part of the Contract
Documentation Volume?
Response: Yes, the government provided attachments should be included in the Contract
Documentation Volume. The completed pricing matrix shall be included as an Excel document rather than a PDF.
