1. SCOPE
1.1. GENERAL SCOPE
This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for a variety of storage aids, Buildings 510 and 409, at Truax Field, Wisconsin. The work shall be completed in accordance with this appendix, the Cover Purchase Description (PD), and Air Force
(AF) Drawing NWS912-01, NWS912-02, and NWS912-03. This appendix covers all equipment, materials, and labor necessary to complete installation of the storage aids.
2. APPLICABLE DOCUMENTS
Applicable documents shall be in accordance with Section 2 of the Cover PD.
3. REQUIREMENTS
3.1. SYSTEM DESCRIPTION
The storage aids shall consist of:
A. Mobile Ladder Stands (B510)
B. 463L Electric Pallet Jack (B510)
C. Equipment Lockers (B409)
D. Wire Mesh Lockable Cage (B409)
E. Single 55-Gallon Drum Carts (B409)
F. Wire Mesh Security Cage (B409)
G. Walkie Stacker Lift (B409)
H. Flammable/Hazardous Materials Cabinets (B400)
3.2. MOBILE LADDER STANDS
The Contractor shall provide the following rolling mobile ladder stands. The ladders stand shall conform to OSHA 1910.29 and ANSI
A14.7. The stair tread shall be expanded metal with stair incline not to exceed 59 degrees. The ladders shall be easily maneuverable into and out of the mobile aisle shelving aisles shown on AF Drawing NWS912-01. All ladder stands shall have a minimum 350-pound load capacity. All ladders shall have a foot-controlled floor lock. All stairs shall be a traction tread to provide non-slip protection.
Contractor shall provide:

3.3 463L ELECTRIC PALLET JACK
The Contractor shall provide one electric 10K pallet jack to handle Air Force 463L cargo pallets and ISU-90 Containers. The pallet jack shall be a walk behind type and controlled by personnel using a single control arm to steer and operate all features of the pallet jack. Riding surfaces on the pallet jack for personnel shall not be provided.
3.3.1. CAPACITY
Minimum capacity shall be 10,000 pounds.
3.3.2. FORKS |R1
Fork tines shall be minimum 84 96-inches long by 8-inches wide.
Maximum collapsed height shall be 3-1/4 inches. Minimum lift height shall be 8 inches. Minimum clearance between floor and lowest part of the fork shall be 1/4-inch. Fork spacing shall be
54 to 58-inches, measured outside-to-outside.
3.3.3. SPEED
The pallet jacks shall have a minimum speed of 2.0 miles per hour when loaded to 10,000 pounds.
3.3.4. CONTROL
An electronic, solid state, silicon controller rectifier (SCR), or equivalent, shall be used to govern speed. The speed control system shall provide stepless speed control in both forward and rearward directions.
3.3.5. SAFETY FEATURES
3.3.5.1 HORN
A horn shall be provided to warn any nearby personnel.

3.3.5.2. AUTOMATIC REVERSING
An automatic reversing button shall be located on the end of the control arm. Upon impact, the button shall cause the pallet jack to reverse direction.
3.3.6. KEY SWITCH
A switch with removable key shall be provided to restrict usage by unauthorized personnel.
3.3.7. DEADMAN BRAKE
A deadman brake shall be applied to automatically and or restrict the movement of the pallet jack when the handle is in the vertical position.
3.3.8. BATTERY DISCHARGE
A meter shall be provided to indicate the state of battery discharge.
3.3.9. HOUR METER
An hour meter shall be provided to register the amount of vehicle operation time.
3.3.10. BATTERY
One battery shall be provided with a minimum rating of 540 amp-hours at 24 volts. The battery compartment shall be configured to restrict any horizontal movement of the battery. The compartment does not need to have rollers. The contractor shall provide a device that will allow removal of a battery from the pallet jack using a forklift.
3.3.11. ON-BOARD BATTERY CHARGER
The vehicle shall be equipped with an on-board battery charger.
The charger shall be capable of operating on electrical characteristics on site by plugging into a standard 110V outlet.
The charger shall supply a charge to the battery capable of powering the vehicle for eight hours of continuous operation.
3.3.12. OPERATION
All controls to completely operate the pallet jacks shall be located at the end of the control arm used by personnel to steer the pallet jacks.

All wheels shall be polyurethane wheels.
3.3.14. OPERATIONS AND MAINTENANCE MANUALS:
A complete set of the 10k pallet jack and battery charging standard operations and maintenance manuals shall be provided for each pallet jack.
3.4. EQUIPMENT LOCKERS
Contractor shall provide a total of 11 lockers. Lockers shall be
18”D x 18”W x 78”H. Eight (8) of the lockers shall be single door units as shown on AF Drawing NWS912-02. Three (3) lockers shall be double door (six (6) half size lockers) units as shown on AF Drawing NWS912-02. Each locker shall be provided with a double prong ceiling hook and three (3) single prong wall hook.
Full size lockers shall be equipped with a “hat” shelf that provides an 18” x 18” x 18” storage cube. Under the hat shelf shall be a hanging rod. Lockers shall have louvers for ventilation. Lockers shall have lockable recessed handles; each door in half size lockers shall be equipped with lockable recessed handles.
3.5. WIRE MESH LOCKABLE CAGE
The Contractor shall provide and install one (1) wire security shelving units as shown on AF Drawing NWS912-02. The shelving system shall consist of:

3.5.1. SECURITY MESH TRUCK |R1
The Contractor shall provide one (1) wire mesh security shelving unit located as shown on AF Drawing NWS912-02. The shelving unit shall be nominal 55 inches wide by 26 inches deep by 56 inches high. The Contractor shall provide a Durham HTL 2448
Security Mesh Truck or a unit similar to unit below shown in
Figure 1.

3.5.2. SHELVES |R1
The unit shall have three fixed shelves and one base shelf.
Each shelf shall have a minimum 400 pound capacity
3.5.3. LOCKING CAPABILITY
The units shall have the ability to be locked/secured.
3.5.4. CASTERS |R1
The unit shall be supplied with casters to enable the wire shelving unit to be freely and easily wheeled to/from various locations. Minimum of two casters shall lock to prevent movement.
3.5.5. HANDLE
The unit shall be supplied with a handle as shown in Figure 1 above, to aid in personnel moving the unit.
3.6. MOBILE 55-GALLON DRUM DOLLY
The Contractor shall supply two (2) Eagle 1613 Mobile Dispensing
Spill units, or equivalent, as pictured below in Figure 2.
Units shall be polyethylene construction, corrosion resistant and able to hold a 55-gallon drum. Units shall have minimum 12-gallon spill capacity and be equipped with 5” casters for easy
TRUAX FIELD – APP H - Page 6 movement and maneuverability. Each unit shall include a removeable push-pull handle.

3.7 WIRE MESH SECURITY CAGE
The Contractor shall install a wire mesh security cage as shown in AF Drawing NWS912-02. The cage shall be installed to enclose the Type S36144 and T48144 rack sections in B409. The cage shall include posts, panels, sliding gate with lock, base plates, anchors, and hardware.
3.7.1 CHARACTERISTICS
The cage shall be installed as shown in AF Drawing NWS912-02 and shall run from the wall and around the perimeter to totally enclose the shelving.

3.7.1.1. PANELS
Panels shall be 10 gauge woven or welded wire with no more than a 2” X 2” mesh opening. The cage shall span from floor to a nominal height of the shelving (144”). The cage shall be rigid.
A top channel or stiffening supports shall be provided if required to maintain rigidity. Where able, the panels may also be attached directly to the pallet rack to provide a secure enclosure.
3.7.1.2. POSTS
When used, posts shall be nominal 2” x 2” steel tubing and provide no more than a 3-1/2” sweep space. Base plates shall be welded to the support posts and factory drilled to accept 3/8” anchors. Posts/foot plates shall be anchored per manufacturers’ s recommended procedures.
3.7.1.3. GATE
The cage shall be equipped with a sliding gate as shown in AF
Drawing NWS912-02. When both doors are slid open, the gate shall provide an 84” opening and provide 96” height opening. The gate shall be provided with keyed cylinder lock to secure the cage.
Three sets of keys shall be provided.
3.8 ELECTRIC WALKIE STACKER LIFT
The Contractor shall provide one (1) 2,000-pound capacity electric walkie stacker.
3.8.1. CHARACTERISTICS
The Contractor shall provide one (1) 2,000-pound capacity electric walkie stacker to include, but not limited to, the following characteristics.
A. 24-volt Electrical System
B. Maintenance free battery with on-board charging capability by plugging into 110-volt outlet.
C. Electronic Raise and Lower controls in operator handle.
Fingertip control of all functions. Directional thumb controls.
Direction reverse switch on handle.
D. Hour Meter
E. Battery Discharge Indicator
F. Electric Horn
G. Right Angle Stacking Ability
H. Adjustable Width Base Legs

3.9 HAZARDOUS/FLAMMABLE CABINETS
The Contractor shall provide two (2) flammable safety cabinets.
The cabinets shall be located as shown on AF Drawings NWS912-03.
All storage cabinet components (shelves, doors, back, sides, top, and bottom) shall be constructed of a minimum of 18-gauge steel. Each shall have three (3) adjustable shelves and a three-point locking system with two keys per lock. All doors shall be capable of opening a minimum of 180 degrees.
3.9.1. FLAMMABLE STORAGE CABINET
Each cabinet shall have a built-in connector for grounding cables and minimum 2-inch dual vents with integral perforated steel fire baffles. Each cabinet shall have a minimum 2-inch-high doorsill which will contain chemical spills. Each cabinet shall be constructed of 18-gauge double wall, welded steel with
1-1/2" of insulating air space. Each cabinet shall have a three-point latching closing mechanism system. Each cabinet shall be
65 +/- 2 inches high by 43 +/- 1 inches wide by 18 +/- 1 inches deep.
3.9.1.1 SHELVES
Shelves shall be constructed of galvanized steel to reduce the risk of spark. Plain shelf edges shall be flanged down on all sides. Each cabinet shall have a minimum of three (3) shelves.
The bottom of the cabinet shall not count as one of the shelves.
Shelves shall be adjustable on maximum 3-inch increments.
3.9.1.2. SHELF CAPACITY
Each shelf shall be capable of supporting a uniformly distributed static load of 350 pounds with an elastic deformation less than 0.875 percent of the unsupported span length, measured with respect to the two ends of the shelf and without any permanent deformation.

Each cabinet shall be completely covered with baked on conductive enamel. Paint color shall be yellow.
3.9.1.4. DOORS
Doors shall be attached with a continuous piano hinge with the same length as the double wall construction of the door. Doors shall be self-closing, self-latching two door.
4. QUALITY ASSURANCE PROVISIONS
4.1. INSPECTIONS
The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the
Cover PD. These inspections shall be completed as part of the system checkout test and again as a part of the quality conformance test.
4.2. TEST
The following test shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test.

Measure gate opening width and height.
7. 3.8 Operate walkie stacker within 8’ wide aisle to demonstrate ability to store/retrieve items.
Measure fork lift height to verify minimum 138” capability.
Visually inspect stacker to ensure all features/requirements specified are provided.
8. 3.9 Visually inspect wire flammable storage cabinets to ensure all features/requirements specified are provided.
Test that doors are self-closing, self-latching.
