Government of the Islamic Republic of Afghanistan (GIRoA) Ministry of Interior Affairs
Contracting with the Afghan Public Protection Force (APPF)
In order to implement the Presidential Decree No *62*, the Ministry of Interior created the Deputy Ministry of Afghan Public Protection Force (APPF) to provide effective security services throughout the country in accordance with the Provisions of law instead of private security companies (PSCs).
Simultaneously with the commencement of transition from PSCs to APPF; Risk Management Companies (RMC) were created to provide advisory services for APPF customers. RMC’s do not provide security services; instead they provide advisory services pertaining to security of individuals, and private, governmental, and non-governmental organizations. RMC services include, but are not limited to:
Threat and risk assessment; Audit of security operations; Emergency response procedures; Evacuation planning procedures; Project management; Site security assessment and development of staffing requirements; Security Plan development; Security contract assessment; Contracting for security operations services with the APPF; Development of standard operating procedures; Contingency planning; and Personal protection planning and management.
Getting Started: In order to obtain security services in Afghanistan, DoD Contractors are required to negotiate a contract for security service with the APPF. DoD Contractors may, at their option, elect to use a GIRoA licensed RMC in addition to APPF services.
- DoD Contractors should review the APPF website at http://www.appf.gov.af/customers.htm for the latest templates, forms, and pricing structures associated with APPF support.
- DoD Contractors interested in using a GIRoA licensed/authorized Risk Management Company in addition to APPF services should review the latest information at http://www.appf.gov.af/pscs.htm.
Companies seeking to contract with the APPF should download a copy of the APPF Contract Template.
There are two templates available: USAID and Non-USAID. The template serves as a foundation for starting contract negotiations. Annex B and Annex C are the most critical portions. Annex B lays out the specific requirements for guards and weapons, while Annex C describes the statement of work and site security plan.
The latest news and information about APPF may be downloaded from http://www.appf.gov.af/downloads.htm and the APPF Advisory Group site at https://sites.google.com/site/appfadvisorygroupdocuments/key-documents. More than 40 key documents are available, including:
