Questions and Answers
FA8553-13-R-32288
18 Aug 2014
Note: The following is a consolidation and update of all questions received after the official release of the RFP. Some of the questions have been re-addressed. It is the offerors responsibility to review the entire Question (Q) & Answers (A) for changes.
Any follow-on questions to these questions should be submitted to the contracting officer at Carla.Clark@us.af.mil.
Q118. Are Offeror's to consider the 270 day Home Station Check part of the ISO inspections and thus not part of the CLS contractor's scope of work?
A118. Offerors should be capable of performing Home Station Checks (HSC’s) based on the 270 day cycle On-Site unless they coincide with an ISO. Then the HSC will be accomplished concurrently with the ISO by the MRO contracted by the USG.
Q119. RFP Section J, Attachment J.13, Sample Task 2 refers to a “CLS Crew Chief on-board the aircraft . . .”
Is there a requirement for the CLS contractor to have an on-board Crew Chief available as a member of an aircrew and operationally assignable to missions, e.g., FCF, cross-country, transport, training, etc.? If so, will USAF C-130 crew chief training be available for the CLS contractor to use and will the CLS crew chief be authorized to draw aircrew flight clothing, ALSE, PPE as part of their duties?
A119. Sample Tasks will not be awarded as actual Task Orders. It is up to each offeror to propose in accordance with the maintenance requirement in the PWS.
Q120. Answer to Q117 of Questions and Answers posted on 8 August states: “The CLS Contractor will not be required to perform Isochronal Inspections (ISO) as part of the required day-to- day activities. In the event it becomes necessary for the CLS Contractor to perform an ISO it will be requested by the PCO and negotiated as an Over and Above.”
However, PWS 4.9 (Attachment 1 PWS_ 1Jun 2014 Rev 1), part of the FFP CLIN 0005, states: “The Contractor shall develop an Organizational (O) and authorized Intermediate (I) level aircraft C-130H maintenance program, using all applicable C-130H1 Technical Orders, that is organized and operated in a fashion that resembles the USAF model found in Air Force Instruction (AFI) 21-101, Aircraft And Equipment Maintenance Management as required to successfully meet the aircraft availability requirements of this PWS. Maintenance support functions include:
* Organizational and authorized Intermediate level maintenance
Q120a. Is the answer to Q117 in contravention to PWS 4.9? Per the AFI 21-101 and TO-20-01 Section 2.2.2 3 - Isochronal Concept, 2.13 – Isochronal Inspections, and 2.16 - Home Station Check; ISO inspections are considered part of organizational maintenance.
A120a. See the official release of Attachment 1 PWS_ 1Jun 2014 Rev 2 Para 4.9. “Maintenance support functions will not include, “and A118 of this Q&A.
Q120b. If it’s the intention of the USG not to have the CLS contractor perform ISO inspections as part of the contractor’s “organizational and authorized intermediate level maintenance program", then who will perform these critical aircraft maintenance requirements?
A120b. The requirement will be accomplished by an MRO facility contracted by the USG. See A117 for additional info.
Q120c. If the USG only requires the CLS contractor to schedule ISO and PDM inspections as part of its scheduled maintenance management program, then who will determine who does these inspections?
Will the USG separately contract with another contractor or will these inspections be performed by USAF and/or AAF personnel?
A120c. The USG and the AAF will determine who performs the inspection. See A120b and A117 for additional info.
