FA8533-16-R-0001 Bomber Armament Tester (BAT) Questions:
1. RFP Section L Paragraph A. (2) states “Print shall be no smaller than a font size of 12 with single line spacing.”
Is it the Government’s intent that this only addresses plain text, and can text contained within a chart, graph, drawing, diagram, or supporting illustration be no smaller than a font size of 8 as long as it is readable on a printed page?
Answer: RFP Section L, paragraph A. Proposal Instructions, (2) clearly states that all
“Print shall be no smaller than a font size of 12 with single line spacing.” RFP Section L paragraph A, (4) allows the Microsoft Project 2010 IMS Gantt Chart to be submitted “in no less than 8-point font …”
2. RFP Section L Paragraph G. 5) Total Resources Volume (WBS Breakout) states “The electronic copy of this volume shall be in .xls file format to aid in the evaluation. PDF or other format will not be accepted.”
May the offeror provide the information required in Attachment 11 – Total Resources
Volume WBS Breakdown in MS Project rather than manually entering the information into the Excel file? Providing the information required in an MS Project file will allow the contractor to more efficiently provide the information for Government proposal evaluation and use during contract execution, while also reducing potential errors due to manual copying from the fully resource loaded IMS MS Project file to fill out the
Attachment 11 Excel file.
Answer: No. RFP Section L paragraph G. (5) Total Resources Volume (WBS Breakout) clearly states “The electronic copy of this volume shall be in .xls file format to aid in the evaluation. PDF or other format will not be accepted.”
3. The Attachment 11 CLIN BOE Labor Summary sheets list SOW paragraphs across the top in rows 1-5. However, those General, EMD, and Production SOW paragraphs do not match the CLIN structure; some are missing and some are listed that don’t belong to that
CLIN. For example, the “CLIN0001” sheet has Production SOW paragraphs (e.g., SOW section 4.2 which should only be mapped to the Production 0004AA/AB CLINs instead) and has the General SOW paragraphs beyond 3.1 totally missing.
Will the Government modify the CLIN sheets to only include all of the General, EMD, and Production SOW paragraphs that are appropriate for each CLIN?
Answer: The Government does not intend to modify the CLIN sheets in Attachment 11.
Any entry that is not applicable for a given CLIN sheet should be left blank the contractor.
