M-900. EVALUATION BASIS FOR AWARD
I. Basis for Contract Award
A. Competition Methodology: This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedure in accordance with FAR 15.101-2 and 15.3. This effort will utilize the DoD Source Selection Procedures as guidance as this acquisition falls below the required dollar threshold in accordance with (IAW) AFFARS MP 5315.3 para. 1.1. The DoD Procedures are not mandatory and are only being used as guidance, however, the Government reserves the right to engage in clarifications and communications with offerors prior to establishing a competitive range should one be determined necessary. The Government intends to award one contract as a result of this solicitation. If the Government determines to not award a contract, the Government will not be liable for costs incurred by offerors(s). The Robins, AFB AFLCMC/WIUKA Program Office and Contracting Team will only evaluate the Lowest Priced Offeror for Technical Acceptability. Should the Lowest Priced Offeror not be deemed technically acceptable, the Government will continue on to the next lowest priced proposal until an offeror can be determined technically acceptable to award. Should all offerors be determined Technically Unacceptable, the Government reserves the right to communicate with the offerors to establish a competitive range that is efficient for the Government in order to make a contract award. An award will be made to the responsible offeror whose proposal is technically acceptable, conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation described in paragraph 2 below. Contract terms and conditions consistent with customary commercial practices are specified in the solicitation/contract, with otherwise tailored terms and conditions specified in the Addendum to the solicitation/contract.
II. Proposal Evaluation: The evaluation process will be accomplished as follows (Organized by Volume):
A. General: Proposals will be evaluated using two evaluations factors, Price and Technical. The Government will first assess the Total Evaluated Price (TEP) and second the Technical Acceptability. The Government will rank the Lowest Priced Offerors and evaluate the Lowest Priced proposal from that ranking for Technical Acceptability.
1. Exchanges: The Government reserves the right to award without exchanges. Any exchanges will be conducted in accordance with FAR Part 15.
B. Volume I, Completed RFP
1. Completed RFP: Volume I, Completed RFP shall be evaluated to ensure the RFP and any amendments issued are signed, and all “fill-in” clauses and provisions are completed as required. The cover letter shall be evaluated to determine the number, types, and accompanying rationale of exceptions taken to the RFP terms and conditions. The Government reserves the right to determine any exceptions taken to the RFP terms and conditions as being non-compliant with the stated solicitation requirements, and thus render the proposal not eligible for award.
2. Total Compensation Plan: The total compensation plan and supporting information will be evaluated per FAR 52.222-46 to assure it reflects a sound management approach and understanding of the contract requirements.
Failure by the offeror/populated joint venture/each joint venture partner in an unpopulated joint venture to submit this total compensation plan will result in the offeror being considered as failing to meet the RFP terms and conditions.
C. Volume II, Technical Factor
1. General: Each offeror’s written technical proposal shall be evaluated, based on the subfactors below, to determine if the offeror provides a sound, compliant approach that meets the requirements of the Performance Work Statement (PWS), the RFP attachments, and all applicable, regulations, specifications, and standards. The offeror’s proposal shall demonstrate a thorough knowledge and understanding of those requirements. The technical proposal addresses each of the following subfactors in sufficient detail.
2. Factor I, Technical Rating: The technical rating reflects the evaluation of the acceptability of the offeror’s technical approach for meeting the Government’s requirement. The offeror’s proposal shall be evaluated to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions outlined in the narrative below. One technical rating will be assigned to each technical subfactor. In order to be considered awardable, there must be an “acceptable” rating in every subfactor.
Technical Acceptable/Unacceptable Ratings:
Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
Subfactor One, Management Plan: (Offeror must address all paragraphs and subparagraphs) This subfactor is met when the offeror’s response demonstrates adequate:
1. Processes and procedures for selecting team members.
2. Procedures for internal team communication and monitoring of team member activities.
3. Approach to recruit, hire, train, and retain employees capable of supporting the scope of the Precision
Strike Package Technical Documentation Project Performance Work Statement (PSP TDP PWS) (RFP Attachment 1).
Subfactor Two, Awardable/Capability Task: (Offeror must address all paragraphs and subparagraphs) This sub-factor is met when the offeror’s response demonstrates adequate:
1. Knowledge of technical data and engineering data sustainment processes to include an adequate completed Data Package as identified within the Awardable/Capability Task (RFP Attachment 4, 5, 6, 7, and 8).
2. Knowledge of technical data and engineering data sustainment, modification and acquisition processes, necessary to complete the requirements of the PSP TDP PWS (RFP Attachment 1) in its entirety and the Completed Data Package (RFP Attachment 4, 5, 6, 7, and 8).
3. Ability and understanding to produce accurate data within the parameters of the attached Technical Manual Certification Requirement (TMCR), (RFP Attachment 8). This element includes analysis of accuracy in format and data.
4. Comprehensive management and communication structure to support team activities with minimal Government intervention for the Awardable/Capability Task (RFP Attachment 4, 5, 6, 7, and 8).
5. Labor skills mix and hours required to effectively and efficiently accomplish each task for the Awardable/Capability Task (RFP Attachment 4, 5, 6, 7, and 8).
6. Quality assurance process which will detail plans to address any and all typical quality assurance discrepancies as well as preventative quality deficiency measures (RFP Attachment 4, 5, 6, 7, and 8).
7. Development of an Intergrated Master Schedule (IMS) will be accomplished. (RFP Attachment 1, 4, 5, 6, 7, 8, 10).
D. Volume III, Cost/Price Factor
1. Price Factor. The offeror’s proposed prices will be evaluated for reasonableness and balance in accordance with paragraphs A and B below. A Total Evaluated Price (TEP) will be calculated in accordance with paragraph C.
A. Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. Price analysis techniques may be used to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information in accordance with FAR
15.4 may be required to support the proposed price.
B. Balance: Offerors are cautioned against submitting an offer that contains unbalanced pricing.
Unbalanced pricing exists when, despite an acceptable TEP, the price of one or more contract line items (including the Basic and Option periods) is significantly overstated or understated as indicated by the application of price analysis techniques. An overstated or understated CLIN price may be due to (a) illogical progression of rates, factors or unit prices between program years, (b) unit prices that do not take into account quantity variations, or (c) the “front-loading” of CLINs; either of these situations would reflect an inaccurate “true” cost for that CLIN. Front-loading occurs when a larger than normal amount of costs are concentrated in an early contract period. The Government will consider any “front-loaded” CLIN as unbalanced, since acceptance of the proposal would result in advance payment. The Government will analyze offers to determine whether there are unbalanced, separately priced line items or sub-line items. Prices submitted will be compared and evaluated to ensure that a logical progression exists as related to price and quantity changes within each offeror’s response to the pricing structure. Please see the Precision Strike Package (PSP) Technical Documentation Project (TDP) Pricing Spreadsheet (Attachment 9) and the Awardable Task Pricing Spreadsheet (Attachment 9). Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
C. TEP: The Total Evaluated Price (TEP) will be used for evaluation purposes only. The sum of the evaluated prices for each Firm Fixed Price (FFP) CLIN: X001 Technical Data Development 1-99 Tech Pages, X002 100-300 Tech Pages, 301-501 Tech Pages, 502-702 Tech Pages, 703-903 Tech Pages, 904-1,104 Tech Pages, 1,105-1,305 Tech Pages, and X008 Over and Above 1,306-1,506 Tech Pages will represent the TEP. The evaluated CLIN prices will be calculated as follows: Price of the Basic Option Year plus all subsequent Option Years. The offeror shall propose a total unit price per page as annotated under CLINs X001-X008 Technical Data Development. The evaluated price will be calculated by multiplying the proposed unit price per page times the respective quantity. CLIN X003 Contract Data Requirements List (CDRLs) is Not Separately Priced (NSP) and will not be part of the TEP calculation. CLIN 0010 Initial Kick-Off Meeting is Firm Fixed Price and will serve as the minimum awardable amount for this Indefinite Delivery Indefinite Quantity (IDIQ) contract. This CLIN will not be part of the TEP calculation. All dollar amounts provided shall be rounded to the nearest whole dollar. The TEP shall be recorded in the Precision Strike Package (PSP) Technical Documentation Project (TDP) Pricing Spreadsheet (Attachment 9) and the Awardable Task Pricing Spreadsheet (Attachment 9).
D. Precision Strike Package (PSP TDP) Awardable/Capability Task: The Awardable/Capability Task price will be evaluated to ensure that it conforms to the unit prices provided for the Basic Year and all Option Years in accordance with the instructions above. The offeror will input the proposed unit prices as stated in the PSP TDP Pricing Spreadsheet in (Attachment 9). The price for the Awardable/Capability Task will flow to the corresponding row in the tab labelled the Awardable Task Pricing Spreadsheet and will populate a total amount for the appropriate row. An award will be made to the offeror with the lowest technically acceptable evaluated unit price for the Basic Year and all Option Years. Offerors are advised that evaluation of the Option Years shall not obligate the Government to exercise such Options.

The examples provided are for demonstration purposes only and are not inclusive of all contract periods. The Government estimated dollars, hours, rates, quantities, and/or prices contained within are arbitrary numbers. The example is in no way reflective of the actual/total requirements as defined in the RFP. It is provided only as a means of identifying how the various types of calculations will be performed.
