F-15 Repair Support

Question

PWS

Reference Industry Comment/Question USG Position/Response

1 Overall PWS

What is the Period of Performance – this is not explicitly stated in the PWS.

What is the possibility of initial period of performance to be set at an initial 5 years with 2 one-year option periods?

Period of Performance will be a two year base period with five, one-year options

2 Overall PWS When is the Contract Award Date? Estimated award for this contract is 31 Dec 2016 3 Overall PWS When is the contract kick off date? Performance will begin at award.

Place of Performance – o RRS in CONUS and KSA, is there a specific percentage of repair work that needs to be done in KSA? o AGE – only in KSA?? Can the contractor use sources of repair in CONUS and send the AGE/SPV equipment outside of KSA?

There is no exact percentage of work to be performed in Kingdom. The Contractor should establish a repair facility in Kingdom to support AGE repairs.

* Why has the average TAT for RRS been reduced from 75 days to 65 days? At the Industry Day in August, it was mentioned that the performance threshold was 75 days TAT based on historical data, so why has this changed? It would be preferred if the 75 days TAT is maintained. This is the government identified requirement.

Need clarification – can contractor seek USG support or use Government Furnished Property for AGE/SPV Support?

The Contractor can request GFP in support of AGE/SPV, but a business case must be submitted to support the Contractors needs that shows a direct correlation to the inlay of GFP and either decreased Turn Around Time or costs. See PWS paragraph 3.1.2.1.

7 Where can we find Attachment 1 and 2? Attachment 1 and 2 are posted on FBO.

Do we need to submit pricing information for all the 3000 plus line items at the time of proposal? If yes, then what format should the pricing info be submitted? Will the format be available at the time of the official release of the RFP?

The management/labor and repair of all items will all be supported via a Fixed Price Incentive Firm (FPIF) CLIN in accordnace with FAR 16.403-1 and 52.216-16. The USG will not be requesting pricing for individual parts. Contractor's must adhere to all requirements associated with managing a FPIF CLIN structure. Format for submitting pricing will be available at RFP release.

Will there be a single PCO for the entire F-15 Repair Support or separate PCOs for RRS and AGE?

Yes, there will be a single PCO for this effort.

Multiple contract specialists as well as DCMA and an ACO representative will also support.

Since the materials and equipment under RRS & AGE are extremely distinct from each other, how will the contractor’s performance be measured?

Different Turn Around Time performance objectives are identified for the different types of equipment. As apart of monthly reporting, the Contractor should submit information for each part in work, time in work, costs associated with the repair, and estimated completion. The Hush House will not be measured as a Turn Around Time Objective, but as an availability standard.

Section 4.3.5, AGE Inspection – When can the contractor inspect the equipment? Immediately after the award? Or only when the period of performance commences? Or before period of performance commences?

What is the duration of inspection?

The Contractor will not have full availability to the AGE equipment. The RSAF will notify the Contractor once an AGE items requires repair. The Contractor (sub-contractor, etc.) will then be required to pick up the item, transport it to their repair facility, inspect the item to determine the cause of failure, repair the item, and return the item serviceable to the RSAF within the identified Turn Around Times.

Technical Orders for RRS and AGE Manuals – Would the contractor have access to the tech data and manuals that the current incumbent already has?

The Contractor will have access to the technical data. For all technical data, it will be up to the Contractor to gain access to the applicable systems to request access to data, and/or access to commercial manuals.

Does all the sections under 5.0 General Requirements apply to RRS and AGE (unless specified in the sections itself)? Yes; unless explicitly specified otherwise.

PWS

Reference Industry Comment/Question USG Position/Response

The RFP release date is scheduled for NLT December 18, 2015. Since it is the end of the year for most businesses and not to mention the holidays, would the contracting office consider pushing the release date to mid-Jan, 2016?

The USG realizes the RFP release date is during normal holidays timeframes. Our intentions are to release the F-15 Repair Support RFP for a 90 day turnaround time and the F-15 Supply Services for a 120 day turnaround time.

What is the estimated/expected turnaround time for the proposal?

The USG realizes the RFP release date is during normal holidays timeframes. Our intentions are to release the F-15 Repair Support RFP for a 90 day turnaround time and the F-15 Supply Services for a 120 day turnaround time.

16 4.1

Regarding para 4.1 Place of Performance - In Para 1.3 you indicate that the RSAF ordered an additional 84 F-15SA which will increase the fleet total to approximately 230 aircraft. Does the PWS account for the increase in aircraft and locations supported, or does the Government anticipate the addition of supported locations and/or Hush House locations?

All known locations are identified; additional F- 15SA locations could be stood up; no other Hush House locations will be added.

17 4.3

Regarding Para 4.3 AGE Technical Requirements - Do all performance and availability time calculations assume 24/7/365 days of operation (minus holidays), or are these calculations based on normal business days for the

RSAF?

This calculation is based on normal business hours, 8 hours per day/5 days per week.

18 4.3.4

Regarding Para 4.3.4 AGE Replacement - The last sentence reads "Within forty-five (45) days of receipt of PCO/ACO request for replacement the Contractor shall submit a proposal to the PCO and ACO for replacement RSAF assets within 45 days". Request clarification: Does this simply mean that within 90 days of the request the replacement asset must be delivered, or does the sentence read literally, as in the contractor has up to 45 days to submit a proposal and once submitted/approved the delivery clock starts with a 45 days deadline?

The USG PM/PCO will request replacement of parts. The Contractor will have 45 days to submit a proposal for requested parts. Delivery time is not included in this timeframe.

19 4.3.7

Regarding Para 4.3.7 Operator Familiarization (FAM) Training - the Acronym "WSLO" is not defined in Appendix C, does this refer to "Weapon Systems Logistics Officer"?

Corrected. WSLO is the Weapon System Liaison Officer.

20 4.3.2

Does the USAF or the RSAF have drawings for the Hush Houses? If not.. is there any past repair history or developed preventive maintenance checklist for the facility?

The equipment within the Hush Houses will be identified with history on repairs completed.

Previous discussion have indicated if a subcontractor has a Saudi Business license this satisfies the requirement for the Offeror (Prime) to have a Saudi Business license. Is this correct?.

Yes; either the Prime, a joint venture, or a critical sub-contractor can possess the Saudi Business License.

If USAF adds or deletes items from attachment 1 is there an equitable adjustment (at some point) to the price of the contract?

The cost to repair items will be on a cost reimbursable line; the labor associated with managing the repairs should be apart of the Contractor's proposal. The USG will identify, up front, the average induction rates/or historical repairs by item for all known items. It will be up to the Contractor to price, Firm Fixed Price, the labor associated with managing the repairs.

23 Does the USAF have repair history for the AGE items? Yes; this is now available on FBO.

24 1.1 Attachment 1 and 2 as well as the POP were not included within the draft

RFP.

Attachment 1 and 2 are posted on FBO; period of performance is a two year base period and five one-year option periods.

25 1.1

Identify CONUS and in KSA qualified sources of repair - Could the USAF please clarify if this is an objective or a measureable requirement within the contract? In addition, will the USAF be providing their current established source of repair with Attachment 1 and 2 in the formal RFP?

The approved sources of repair will be provided with attachment 1; attachment 2 items can be repaired by any qualified personnel within the Contractor's facilities utilizing available technical data.

26 1.1 Integrate supply chain into RSAF Direct Forwarder" - Can the USAF provide who the RSAF Direct Forwarder is?

The Freight Forwarder is New York Forwarding Services, Inc.

PWS

Reference Industry Comment/Question USG Position/Response

27 1.1

Within the sections defining the scope of the RRS and AGE requirements, it includes the statement "but is not limited to". This is an open ended requirement which is difficult for a Service Provider to propose. Recommend removing statement and addressing that any additional scope is considered over and above. PWS updated.

28 1.1

Under AGE, it states "Induct pieces of equipment into established maintenance network". Can the USAF clarify if this is an established RSAF maintenance network or the Service Providers? This will be the Contractor's maintenance network.

29 1.1

Under the AGE section, it states "Identify and replace obsolete pieces of equipment". Can the USAF clarify if the Service Provider is empowered to make a determination that equipment is obsolete or must there be formal documentation to support this designation?

Yes, the contractor is empowered to replace obsolete parts. Any time modifications are made, the USG should be notified. PWS paragraph 5.15.

30 1.1

Under the AGE section, it states "Procure and warehouse AGE repair parts and subassemblies". Will the Service Provider be the importer of recorded for these repair parts and subassemblies, or will the USAF be the importer of record?

For any parts procured in support of this effort, the Contractor may include the costs of those items as apart of the overall cost of repair; the USG will not pay for benchstock items, unless the Contractor submits a business case analysis that is approved through the USG program office. See PWS paragraph 3.0.

Would the USG verify that Attachment 2 will include the following:

- AGE/SPV part number, nomenclature, NSN, and quantity by location

- Hush House/Open Air Test Cell equipment part no., nomenclature, NSN, and quantity by location - Fire and Safety vehicles part no., nomenclature, NSN, and quantity by location

Quantities by location will not be provided;

information on historical repairs will be provided.

32 2

It appears that the table has some inaccuracies from the PWS paragraphs themselves. Can the USAF confirm which PWS paragraph and performance requirement is correct. Below lists the discrepancies:Defect-free Repair - Is the correct PWS Para 5.11?Timely Response to RFI - Is the correct PWS Para 5.8? In addition, Para 5.8 notes a requirement of 95% on-time, where the table notes 98%. In addition, the PWS para states a response is due in 12 days, where the table states 5 days. AGE/SPV TAT - Is the correct PWS Para 4.3.1.2?Hush House and Fire & Safety TAT - Is the correct PWS Para 4.3.1.2? PWS updated.

33 3.1.2

Contractor acquired material and property (CAM/CAP) may be approved by the USG in support of the TAT performance management objectives of this contract. Can the USAF clarify what the guidelines are for approving CAM/CAP? See paragraph 3.1.2.1

34 3.1.1.1

USG furnished property, materials, and services may be requested by the Service Provider in the execution of this R&R services contract. Or The Service Provider may request that the USG provide material needed to achieve TAT performance objectives.- Will the USAF be providing the list of available USG/RSAF Government property (layin, obsolescence material, etc.) in support of the ROR program within the formal RFP? - Will the USAF provide an inventory of lay-in material at SORs or will the Service Provider be required to bid the estimated required lay in material for SOR's?

It will be the Contractor's responsibility to determine what will be required to support this effort. Existing GFP will be transferred to this contract at award.

35 3.1.2

If there is CAP/CAM identified by the Service Provider and is required at the start of the POP, does the Service Provider have to obtain approval of a Business Case Analysis at or prior to Contract Award?

Yes; a business case analysis will always be required before the USG will approve CAP.

36 3.1.2.1

Paragraph 3 of this section states that a list should be sent to the PCO and PM for approval of GFP/CAP Material "prior to formal pricing", yet later says "the list shall include nomenclature, P/N,….unit price….and total cost". Can the USG clarify the apparent contradiction in the requirement to provide a business case prior to formal pricing, yet the business case requires pricing data? PWS updated.

37 3.2 Will the USG provide SAMIS training to the Service Provider? This will be the responsibility of the Contractor.

PWS

Reference Industry Comment/Question USG Position/Response

38 4.1

The Service Provider facility must be able to refurbish up to 18 fire and safety vehicles at one time - Will the USG clarify if this requirement is applicable to each In-Kingdom location or in total? PWS updated for clarification.

There is a statement that "The USG retains the right to add or delete items from Attachment 1". Is it the intention of the USG to add or delete parts to attachment 1 in coordination with the Service Provider? Yes.

40 4.2.1.1

Is the Service Provider responsible to pick-up and deliver parts from the In- Kingdom base to the freight forwarder, or does the Freight forwarder pick-up the parts at the in-Kingdom base? In addition, is the Service Provider responsible for picking the repaired asset back up from the Freight Forwarder and returning the unit to the base or will this be the responsibility of the freight forwarder?

The RRS items, the Contractor will be responsible for notifying the Freight Forwarder once items are ready for pick up. There is no other Contractor responsibility for getting items back to the RSAF.

Please keep in mind, that Turn Around Time for RRS items is measured until the item is shipped from the SOR (i.e. when the Freight Forwarder picks the item up). The Freight Forwarder will coordinate with the Contractor for delivery of parts for repair.

For AGE items, there is no Freight Forwarder involved. The RSAF will notify the Contractor when an item needs repair. The Contractor will be responsible for picking up the item, repairing the item, and returning the item to the RSAF.

41 How will the Service Provider is notified that a part needs repair?

RRS items will be shipped from the RSAF, through the Freight Forwarder. The Contractor will receive a copy of the manifest at the time of shipment.

For AGE items, the RSAF will notify the Contractor that an item needs to be picked up for repair.

What contractual document verifies delivery/completion of repair (DD250, COC, etc.)? DD250.

It is the USGs intention to authorize the contract to repair all parts received without requiring additional approval, or will repairs be authorized on a per case basis?

No additional approval will be required to repair individual parts.

Will the Contractor be getting a forecasted qty of repairs by part per year from the USAF, or is this something Boeing will be responsible for? This will be provided.

Can the USG clarify that the RRS TAT for the base year and each option year, would be calculated as the total days each part was between XDA at SOR and XDB at SOR, divided by the total number of parts repaired/completed during that period? That is correct.

Can the USG provide the definition for Acronyms "XDC" and "XDF" in the diagram? The definition is also not included in Appendix C.

XDC is Repairable shipped from customer to Freight Forwarder.

XDF is Receipt by Customer.

47 4.2.2

Materials used in support of FMS F-15 aircraft component repairs and/or modifications of equipment are available through the USG Technical Order Distribution Office. - Can the USG clarify this statement, as it is our understanding the USG TODO is a source for technical data, not for materials used in support of FMS F-15 aircraft component repairs and or modifications of equipment. PWS updated to Data (not materials).

48 4.3.1.1 How is the Service Provider notified that an asset requires pick-up for repair?

The RSAF will notify the Contractor. The USG will ensure the RSAF have the proper Points of Contact identified at the onset of the contract.

49 4.3.1.1

What contractual document verifies delivery/completion of repair (DD250, COC, etc). In addition, how does the Service Provider and USAF know that the clock on the TAT has stopped?

DD250. It is also the Contractor's responsibility to report this information within the MIS.

50 4.3.1.1

Can the USG clarify that the AGE TAT for the base year and each option year, would be calculated as the total days each part was between notification and delivery of repaired asset, divided by the total number of units repaired/completed during that period? That is correct.

PWS

Reference Industry Comment/Question USG Position/Response

51 4.3.1.2

There is a requirement that the Service Provider must "Complete 100% of equipment and deliver to the RSAF". AGE/SPV will also have BPR situations where a vehicle can not be repaired. Will the USG consider adding "with exception of vehicles that are approved for disposal" to this statement? Considered.

52 4.3.10

Original Equipment Manufacturer (OEM) parts are to be used in accordance with specifications described in manufacturer instructions, manuals, drawings, and Technical Orders (TO). Will OEM instructions, manuals, drawings, and Technical Orders (TO), on existing AGE/SPV, Hush House/Open Air Test Cell equipment, and Fire and Safety vehicle, be provided to the Service Provider?

It will be the Contractor's responsibility to gain access to OEM instructions and technical data.

53 4.3.2

Any and all down time should be reported and will be included in availability calculations. The Hush House could be down for only testing by the RSAF, without needing preventative or corrective maintenance, therefore, would the USG consider this sentence be expanded to say "Any and all down time, due to maintenance, should be reported and will be included in availability calculations".

It is not considered "down" if the Hush House is being used by the RSAF for testing purposes.

54 4.3.5

In general, this inspection will determine the condition of a vehicle while accomplishing an estimate of repair costs. This paragraph calls out that the Service Provider should develop the estimated repair cost during the inspection phase of the AGE repair. Is it the USGs intention to have the Service Provider request approval for any repair prior to performing repair?

If the Service Provider needs approval by the USAF prior to repairing AGE, relief on the TAT metric would be needed during that time.

No where do we state that the Contractor must provide us this estimate; this estimate should be used by the Contractor to determine whether it is cost effective to repair the item, and/or come to the government with a BER request.

55 4.3.5

Will the Service Provider be allowed to conduct an initial survey, prior to contract execution, of all AGE/SPV, Hush House/Open Air Test Cell equipment, and Fire and Safety vehicle, at each location, to establish a baseline?

The Government will not reimburse this cost; nor will they be involved with travel approval/coordination. If the Contractor conducts this visit on their own, that is up to them.

56 4.3.6 Will the Service Provider received metric relief for the TAT for Modified AGE? No.

57 4.3.6

Will the Service Provider be provided existing data on AGE/SPV, Hush House/Open Air test cell and Fire and Safety Vehicle equipment that will be modified?

No; the contractor should identify this information once an item it picked up for repair.

58 4.3.7

As directed by AFLCMC/WWQIA, the service provider shall, in coordination with maintenance training and the WSLO, provide RSAF assets operator familiarization training on new or modified equipment. Will the Service Provider be provided familiarization training material on existing equipment that is being modified?

No; it is the Contractor's responsibility to purchase T.O.s, etc. and have the knowledge/expertise to provide training.

59 4.3.8

The Service Provider shall ensure authorized manufacturer technical and operator manuals are provided for all new or modified equipment.- Are the manuals to be provided to the USAF or RSAF?- Will the Service Provider be provided authorized manufacturer technical and operator manuals on existing equipment that is being modified?

Manufacturer technical and operator manuals should be purchased as a part of the procurement of new equipment; to be provided to the RSAF.

60 4.3.9 Can the USG provide an estimate of how many TCTOs/OTIs will need to be incorporated? This would be considered over and above.

61 5.1.1.3 Is it the USGs intention to have the Service Provider track and manage cost at a part level and report out this information in the Monthly Status Reports? Yes.

62 5.1.1.4 Is it the USGs intention to have the Service Provider track and manage cost at a part level and report out this information in the SLR briefings? Yes.

63 5.3 Can the USG verify that performance metrics (TAT requirements) will not be applicable until after the 90 day transition period?

IAW PWS paragraph 5.3.1, measurement of all areas identified in the service summary area will begin 45 days after contract award.

64 5.3.1

Given the significant amount of tasks that need to be accomplished as part of a new Service Provider taking over this effort, a 90 days transition period seems insufficient. Will the USG consider a longer transition period (at least 150 days)? No.

PWS

Reference Industry Comment/Question USG Position/Response

65 5.3.1 Can the USG provide the definition of acronym CMO? Definition is also not included in Appendix C. Removed.

Will the USG consider restating the fourth pararagraph of this section to state that the incumbent contractor is responsible for completing all WIP repairs and the new Service Provider assumes responsibility for new repairs generated after Contract Award?

The Contractor will not be responsible for repairs already inducted at the time of award; the Contractor will only be responsible for newly inducted items.

67 5.5.2 Is this paragraph intended for the F-15 supply support PWS? Yes; reworked.

68 5.6 Is it the USGs intention to have the Service Provider track and manage cost at a part level and report out this information? Yes.

69 5.10.1

Do all travel requests need to be approved by the PM, PCO and ACO, or just one of the three? - "Travel costs shall be included in trip reports" - Is a trip report required for any travel the Contractor takes?

Travel requests will be approved by the USG PM and PCO.

70 5.15 Can the USG verify that the scope in this paragraph will be considered over and above and not part of a standard repair? This will be considered a normal cost of repair.

71 5.17.1

To evaluate LAC the Contractor shall conduct market research for the current pricing from three sourcesWill the USG consider including verbiage that review for approval is acceptable with less than 3 sources if there is not three available sources of supply of a specific part. Yes.

72 5.25.1

There are no USG classified aspects of this contract, however the Contractor shall comply with all RSAF security requirementsCan the USG provide specific information on what the security requirements are. Is this RSAF instruction the Service Provider needs to follow?

RSAF security procedures are associated with getting work visas, base passes, etc. It is the Contractor's responsibility to be knowledgable of and follow these procedures.

73 5.26

The Contractor shall comply with all laws, regulations or policies regarding the safe use or disposal of any items designated by the Saudi Government as hazardous or requiring specific protection methods. Can the USG provide specific information on the Saudi Government requirements that the Service Provider must comply with? This is the Contractor's responsibility.

74 Overall PWS What are the contract penalties/incentives if Service Provider does or does not meet the performance requirements?

It will start with negative CARs/PARs, leading to unsatisfactory CPARS, and could result in not awarding options and/or termination of the contract.

75 Overall PWS

Will the USG provide the forecasted quantity of repairs, current condition of parts, current approved SORs, lay-in material requirements at SORs, MTBF etc. for all parts included within attachment 1 and 2? Yes.

76 Appendix A Will these documents be made available to the bidders during the proposal phase for review? (Appendix A)

No; all of these regulations, etc. are readily available; if any are RSAF specific, they will be provided at Contract award.

77 Overall PWS

It was noted that on the Industry Day Briefing Slides dated 4-6 August 15, the RRS and the AGE were treated as separate programs with distinct briefings. In the PWS posted for the F-15 Repair Support for Presolisitation number FA8505-15-R-0005 it seems that the RRS and AGE will be under one contract. Is it the Government’s intention to award a single prime contract for the support of AGE and RRS? Yes.

78 Overall PWS

Will the Government consider a performance based logistics model such as Power by The Hour (PbTH) or Cost per Flight Hour (CpFH) model for this effort? Granted sufficient removal history, MTBF, and flying hour forecasts exist. This information is not readily available.

80 Can the Government define exactly what a “Saudi Business License” is?

A license provided by the Kingdom of Saudi Arabia to conduct business within the country. The processes and procedures for obtaining this license are up to the Contractor to be aware of and follow. The USG will not assist in obtaining this license. This license must be presented at the time of proposal, and can be granted to a Prime, Joint Venture, or Critical Sub-Contractor.

To qualify as a bidder will it be acceptable if one party to a joint venture has a Saudi Business License? Yes.
