PERFORMANCE WORK STATEMENT
FOR
MUNICIPAL SOLID WASTE MANAGEMENT
Robins AFB, Georgia 17 April 2015
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform municipal solid waste management and collection services at Robins AFB, Georgia. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. Estimated workload factors are in Appendix A and collection areas are in Appendix B.
1.1. COLLECTION REQUIREMENTS.
1.1.1 Main Base
1.1.1.1. Municipal Solid Waste (MSW) Management. Empty MSW/dumpsters based on historical data for the first thirty (30) days of performance or at least weekly. The contractor shall establish initial vehicle routes and collection schedules upon contract award. They are to be submitted to the Contracting Officer (CO) five (5) calendar days prior to start of contract performance (Contract Data Requirements List ((CDRL)) A001, Vehicle Routes and Collection Schedule). The contractor may propose adjustments to the schedule at any time but as a minimum the Contracting Officer’s designated Representative (COR) and contractor shall monitor fill capacities during the first thirty (30) days of performance and during one other period to be agreed upon during the same performance period. No changes are allowed to the schedule or haul route without COR coordination. Historical frequency tables are located at Appendix A, Table A2. When the contractor completes service at a location there shall be no litter, waste, and recyclable material on the ground within a ten (10) foot radius of the container.
1.1.1.2. RESERVED
1.1.1.3. Transportation of Recyclables. The contractor shall furnish containers for cardboard collection and transport to the designated recycling processing location as required. The containers shall be unloaded and returned to their original location.
1.1.1.4. Yard and Wood (Organic) Waste. The contractor shall pick up yard waste from the Golf course on a monthly basis.
1.1.1.5. Temporary Lodging Facility (TLF) Containers. The contractor shall provide collection and disposal of refuse in the TLF units and the administrative unit. The contractor shall provide two eight (8) yard containers stationed in a fenced area of the complex.

1.1.3. Over and Above Requirements. The following services shall be priced separately in accordance with the cost contained in blocks 19 through 24 on the SF 1449. The contractor shall be compensated IAW the price specified in the contract.
1.1.3.1. Unscheduled Pickup, Special Events. In addition to the scheduled municipal solid waste management collections, the COR may request the contractor to make unscheduled collections, disposals, and relocations. For unscheduled events, the contractor shall respond within one (1) business day of notification. For special events, the contractor shall also provide (or re-position as directed) solid waste containers. These containers shall be placed in locations for a length of time designated by the COR. The COR shall notify the contractor in writing seven (7) days in advance of the special event date.
1.1.3.1.1. Force Protection Condition (FPCON) and Exercise Events. The contractor shall, at time, be required to relocate solid waste containers due to FPCON situations and/or specific exercises. During these times, the COR will notify the contractor of the container(s) to be relocated, the desired relocation, and the amount of time allowed to have containers placed at these locations. The relocation of containers during these situations shall be considered priority over the established schedule.
1.1.3.2. Construction and Demolition Debris (C&D). When requested by the COR, the contractor shall provide roll-off containers for collection of C&D. The contractor shall place containers at the designated site within one (1) business day of notification by the COR. The contractor shall recycle or dispose of all C&D at a permitted landfill or recycling facility. The contractor shall provide weight tickets of all roll-off containers to the COR upon request.
1.1.3.3. Public/Common Use MSW Receptacles. Contractor shall perform collection and disposal services for litter cans in accordance with Appendix A.
1.1.3.4. Tobacco Waste Can Service. The contractor shall perform collection and disposal services for tobacco waste cans on a call-in basis. The tobacco waste cans are located throughout the base in designated smoking areas. After COR notification, the contractor shall service tobacco waste cans within 24 hours. See Appendix A, Table A-1 for workload data.

1.1.4. Inclement Weather Schedule. The contractor shall collect MSW and recyclable material during periods of inclement weather. In cases of severe weather, the CO or COR may authorize exceptions. When exceptions are granted all missed collections shall be performed within 24 hours after the severe weather has terminated, unless the CO authorizes additional time.
1.1.5. Route Parameters. The contractor shall use the Commercial Truck Gate.
1.1.6. Points of Collection. Collection stations for MSW are shown in Appendix A. Table A-2. The contractor shall position bulk containers for customer ease in depositing MSW. Within thirty (30) days of contract award Contractor shall provide GPS locations (with Robins AFB, Geobase approved GPS devices) of all MSW containers to include permanent roll-offs and litter cans. Upon movement of any container and on 31 October each year the contractor shall provide updated GPS coordinates to the COR. The contractor shall also position containers to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees, and other potential obstructions. Changes in waste can locations shall be approved by the COR. (CDRL A002, GPS Data)
1.1.7. Cubic Yard Capacity. Proposed capacity of containers is indicated in Appendix A. The contractor is encouraged to identify changes to the capacity of containers and/or pickup frequency to improve the overall efficiency of MSW removal, and to submit these changes to the COR. No changes shall be made until the proposed change is coordinated with the COR.
1.1.8. Government-Approved Containers. Collection of MSW and recyclable materials in all areas except residential areas and government provided litter cans (para 1.1.3.3.), shall be from contractor-provided, COR accepted containers. Containers shall meet the base architectural/appearance standards. The contractor shall furnish all bulk containers suitable for collection of items such as sawdust and suitable segregated containers at each designated location for cardboard (to be recycled), scrap wood, lead base paint cans, rubbish, garbage, asbestos, foam, jet fuel foam, and sheet metal manufacturing waste (Garnet). Appendix A identifies the types, quantities and locations of the containers. Dumpsters shall have a sliding door on each side of the container. Door size and location on each container shall be suitable to empty trash and garbage without the need of ladders or other type of equipment.
1.1.8.1. A luminous sign, approximately 24” x 12,” with distinctive letters on a background whose color contrasts with the basic color of the container shall be permanently affixed or painted directly on the upper center or the front of the bulk container surface. The sign shall include the contractor’s name and the contractor’s service call telephone number. The worlds, “WARNING: STAND CLEAR AT ALL TIMES WHEN CONTAINER IS OFF THE GROUND.” (must be in larger letters than the rest of the sign with a different color background) shall be on the sign. The words, “DO NOT BLOCK” shall be stenciled in three-inch letters on each side of each container. When the sign becomes damaged, scarred, defaced or otherwise illegible, the contractor shall replace or repaint the sign.
1.1.8.2. All containers for salvage material shall be stenciled in three-inch letters on four sides to properly identify recyclable waste. The stencil shall read “WOOD ONLY” or “CARDBOARD ONLY,” or whichever is appropriate. All containers identified for scrap cardboard shall be stenciled on each side with the recycling logo and delivered to the recycling contractor as identified by the CO.
1.1.8.3. All containers identified for aircraft fuel foam shall be stenciled on one side with the lettering of “WASTE AIRCRAFT FUEL FOAM ONLY.” The containers must have PROFILE NO 303 form completed by the originating building requesting the service to accompany the foam to the landfill. The originating building will be responsible for attaching the form to the side of the container.
1.1.8.4. The container for asbestos shall be stenciled with the warning signs IAW 29 CFR1919.1001. Containers shall have appropriate asbestos signs permanently affixed to it IAW federal and state asbestos rules and regulations. The container for bagged asbestos shall be enclosed to withstand rainfall from entering and shall have an operable vertical hanged door on one end so that personnel may enter the container to place bagged asbestos.
1.1.8.5. The contractor shall provide a container for sawdust at buildings 169, 321, 351, 984, and 1555. The container shall be equipped with four 6-inch coasters for moving. The container shall measure at least 6’4” length x 4’3” width x 3’3” height in order to accommodate the government’s sawdust chute. The government will not restore the container to its original form at the end of the contract.
1.1.8.6. The contractor shall provide and maintain three compactors:
· Building 923 (BASE COMMISSARY) one 40 cubic yard
· Building 982 (AAFES) two (2) 30 cubic yard, one for rubbish and one for garbage shown in Appendix A.
The contractor shall modify the compactor needed for building 923 to accept a chute. The government will not restore the container to its original form at the end of the contract. The government will provide required electrical voltage from the inside of building 923 to the outside location of the compactor. The contractor will provide the government with the compactor specific voltage requirements within seven (7) days after contract award date. The contractor shall be responsible for hooking up equipment and making all connections to the Government provided power supply.
1.1.9. Maintaining Containers and Collection Area. The Contractor shall return all MSW and recycling containers to their original location after servicing, in an upright position with the lids securely in place (closed). The Contractor is responsible for cleaning up any spills, debris, etc., on the ground within 10 feet of the container when servicing a location. The contractor shall collect debris placed at collection stations; for example, tree branches, sacks, cartons, boxes, cans, tied bundles, or other containers. It is intended that the majority of debris will be placed in containers. The Contractor shall notify the COR of locations where debris is frequently placed outside of containers so the COR may notify facility managers and, if necessary, the Contractor can adjust the container size or pickup frequency with COR approval. The Contractor shall be responsible for keeping collection areas free of solid waste and debris.
1.1.10. Weighing of Vehicles. All vehicles used in the collection of MSW, C&D, organics and recyclable materials shall be weighed on state certified vehicle scales at the disposal site. Incoming and outgoing vehicle weights shall be recorded on weigh tickets provided by the operator at the weigh station. The Contractor shall submit a monthly report (para 1.5) that includes weight tickets that reflect the disposed tonnage figures, date of disposal, and type of vehicle and cost of landfill tipping fees. The Contractor shall be reimbursed for tipping fees according to submitted invoices.

1.3. DISPOSAL.
1.3.1. Off-Base Disposal. Contractor shall transport and dispose of all municipal solid waste at a licensed off-base disposal site in accordance with existing local, state, and federal regulations. For each disposal facility that receives MSW under this contract, the contractor shall provide copies of the disposal facility’s operating permit to the COR. The contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations. (CDRL A003, Disposal Facility Operating Permits)

1.4. EQUIPMENT MAINTENANCE. The contractor shall furnish containers that match the color scheme of the base (Federal Standard 10080, brown oil base, high gloss or equal). Additional re-painting must match the approved color scheme. The contractor shall maintain all contractor and government provided containers ensuring they are free of unpleasant odors, dirt, debris, and pests. All containers must remain in good, workable condition, with no leaks. They must remain easily accessible to customers. The contractor shall perform all cleaning, painting, repair and other maintenance tasks off-base. Trucks and trailers used for hauling and collecting shall be free of odor, dirt, debris, and pests. Contractor vehicles and equipment shall not have any waste or equipment leaks such as oil or hydraulic fluid. Should any contractor vehicles or equipment have any leaks, the contractor is responsible for cleanup. All of the aforementioned functions must be performed with no more than two (2) valid customer complaints monthly.
1.5. REPORTS AND RECORDS. The contractor shall provide a monthly report detailing total tonnage of solid waste (MSW, C&D and recycling) collected, landfill tipping fees and weight tickets. Format for these monthly reports shall be coordinated with the COR. The reports shall be submitted by the fifth (5th) working day of each month. 2. SERVICE SUMMARY. The contractor service requirements are summarized into performance objectives. The performance threshold describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

2.1. PERFORMANCE ASSESSMENT.
2.1.1 Periodic Validation. This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s schedule. Periodic validation will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends.
Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the COR.
Not meeting the performance threshold for any performance objectives may result in a warning or letter of concern from the CO.
Not meeting the performance threshold of these performance objectives for any two, or more consecutive or non-consecutive months during a contract period may constitute an immediate Progress Meeting with the Multi-functional Team. All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.
2.1.2. Customer Complaints. The COR will receive and investigate complaints. The COR shall be responsible for initially validating customer complaints. The CO shall make final determination of the validity of customer complaint(s) in cases of disagreement with the COR and the Contractor. Validated customer complaints shall be re-performed after notification by the CO or COR.
Not meeting the performance threshold for performance objective in any one month period may result in a warning or letter of concern from the CO.
Not meeting the performance threshold for performance objective for any two, or more consecutive or non-consecutive months during a contract period may constitute an immediate Progress Meeting with the Multi-functional Team. All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.
2.2. Periodic Progress Meetings. The CO, COR, other government personnel as appropriate, and the Contractor shall periodically meet to discuss the Contractor’s performance. The following issues should be discussed; opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and valid customer complaints against each performance objective observed and steps taken by the Contractor to prevent occurrences in the future. The Contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends.
Contracting will put the minutes in writing, signed by the CO and any other signatures as deemed appropriate, distributed to the functional area and the contractor and a copy placed in the official contract file. Should the contractor not concur with the minutes, the contractor will provide a written notification to the Contracting Office identifying areas of non-concurrence for resolution.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government will provide access to litter cans, pad locks with keys, and butt cans and where necessary the government will provide access to pads, stands, privacy fences with doors and other suitable structures for assembling and storing refuse for pickup by the contractor. The government will also furnish the utility power source for the compactors located at buildings 923 and 982.

4. GENERAL INFORMATION.
4.1. QUALITY CONTROL. The contractor shall develop and maintain a Quality Control Plan to ensure municipal solid waste management services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the areas identified in paragraph 2, Service Summary. (CDRL A005, Quality Control Plan)
4.2. QUALITY ASSURANCE. The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Corrective Action Report (CAR) for issuance to the contractor. The contractor shall respond to the CAR IAW instructions provided and return it to the Contracting Officer within ten (10) calendar days of receipt.
4.2.1. Quality Assurance Surveillance Plan (QASP). Surveillance will be performed in accordance with the Quality Assurance Surveillance Plan.
4.3. GOVERNMENT REMEDIES. The contracting officer shall follow FAR 52.212-4, Contract Terms and Conditions-Commercial Items, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
4.4. HOURS OF OPERATION. Monday through Friday, 0630-1700, excluding federal holidays. Collections outside of these hours shall require the prior approval of the COR.
4.4.1. Base Closures. Work scheduled but not accomplished because of base closure due to exercises or real-world events will be accomplished as soon as possible after reopening the base.
4.5. SECURITY REQUIREMENTS.
4.5.1, Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle Passes. The contractor shall comply with all requirements and procedures IAW AFFARS 5352.242-9000, Contractor Access to Air Force Installations. All documentation shall be submitted at the pre-performance conference.
4.6. Continuation of Essential Department of Defense (DoD) Contractor Services During Crisis. The Functional Commander/Director (FC/FD) has determined, by placing in writing their decision, that this requirement is not Mission Essential (M-E) in accordance with DFARS 237.76, Continuation of Essential Contractor Services.
4.7. ENVIRONMENTAL CONTROLS.
4.7.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, permits, DoD, Air Force, and base environmental requirements and instructions applicable to solid waste management. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect.
4.7.2. Notification of Environmental Spills. If the contractor spills or releases any substance listed in 40 CFR 302 into the environment, the contractor shall immediately report the incident to the Environmental Coordinator IAW local procedures and notify the QAP. Incidents involving radioactive materials will be reported IAW AFPD 40-2, Radioactive Materials (Non-Nuclear Weapons) and AFI 40-201, Managing Radioactive Materials in the USAF. The contractor shall be liable for containment and environmental clean-up of the spill or release of such substance. The contractor is responsible for advising his employees of all Environmental and Hazardous Materials Handling and is also required to have and maintain Material Safety Data Sheets (MSDS) for all materials used by the contractor in accordance with federal and state laws and/or regulations. (Reference AFI 91-301, Air Force Occupational and Environmental Safety, Fire Prevention and Health (AFOSH) Program and Occupational Safety and Health Administration (OSHA) requirements).
4.7.3. Asbestos Management. Prior to the commencement of the operational performance period, the contractor shall train each employee in asbestos awareness and shall furnish each employee a copy of United States Environmental Protection Agency (EPA) pamphlet, (EPA 560/5-85-024), Asbestos in Buildings/Guidance for Service and Maintenance Personnel. The pamphlet is available through the EPA’s TSCA Hotline (tscahotline@epa.gov), Telephone: 202-554-1404. Should the contractor encounter or suspect asbestos containing material, the contractor shall contact Asbestos Operations Officer at 926-3011 at once.
4.7.4. Environmental Management System (EMS). All contractors who physically perform 5work on Robins AFB must receive EMS awareness training within 30 days of contract award. The prime contractor is responsible for ensuring all sub-contractors comply with this requirement. Computer based training is provided by the 78 Civil Engineering Group Environmental Management Division (78 CEG/CEV). Training can be obtained through: 1) Logon with Common Access Card (CAC) to 78 CEG/CEV website and click on EMS Awareness Training, chose option 1; or 2) Without a CAC, request a copy of EMS training from 78 CEG/CEV workload mailbox 78ceg.cev.FrontOfc@robins.af.mil
4.7.5. Solid Waste Program (SWP) Compliance. The contractor shall comply with the provisions of AFI 32-7042, Solid and Hazardous Waste Compliance, dated 21 May 09, Chapter 3, paragraphs 3.3.1., 3.4.1. – 3.4.3. The contractor will provide any documentation, when requested, to assist in fulfilling the government’s SWP requirements.
4.7.6. Green Procurement Program (GPP): The contractor shall comply with the Green Procurement Program in accordance with Federal (EO 13423) and DoD and AF (GPP) policy. Green Procurement is the purchase of environmentally preferable products and services. These products are preferred because they conserve resources, create less pollution and waste, or eliminate health and safety risks. The Green Procurement Program (GPP) includes these mandatory components:
(1) Recycled content products, also known as Comprehensive Procurement Guideline (CPG) Items http://www.epa.gov/cpg/products.htm
(2) Energy Star® and energy-efficient products; energy efficient standby power devices http://www.eere.energy.gov/
(3) Bio-based products http://www.biobased.oce.usda.gov/fb4p/
(4) Non-ozone depleting substances http://www.epa.gov/ozone/snap/lists/index.html
4.8. MULTI-FUNCTIONAL TEAM. The Senior Leadership will have a multi-functional team that will be established between the government and the contractor to ensure joint cooperation and a sound customer focus of all parties involved in the execution of this contract. The multi-functional team members are identified in the QASP.
4.9. CONTRACTING OFFICER AND CONTRACTING OFFICER REPRESENTATIVE. (COR) The Contracting Officer will appoint a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the contractor after contact award.
4.10. SAFETY REQUIREMENTS AND REPORTS. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be assessed at http://www.osha.gov/desp/vpp/inde.html. Additionally, the contractor is responsible for the safety and health of all subcontractor employees.
4.10.1. Safety and Health Plan. Within ten (10) calendar days after contract award, the contractor shall provide a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596). The Safety Plan shall be provided to the 78 ABW Safety Office for review. The 78 ABW Safety Office will provide acceptance or non-acceptance within five (5) working days of receipt to the government point-of-contact who will notify the CO. (CDRL A006, Safety and Health Plan, DI-MGMT-81580).
4.10.2. The contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have five (5) working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The 78 ABW Safety Office will provide acceptance or non-acceptance of the resubmission within five (5) working days of receipt to the government POC who will notify the CO.
4.10.3. Safety Mishap/Incident Reporting: The Contractor shall report all mishaps/incidents in accordance with the Contract Appendix C. The contractor shall immediately secure the mishap scene and damaged property and impound pertinent maintenance and training records until released by the Government’s Safety Office (78 ABW/SE). Such release shall be accomplished through the CO. The contractor shall cooperate and assist Government personnel in the investigation of the incident and submit an Accident/Incident Report within 24 hours of the accident/incident. The Contractor shall require all subcontractors to comply with required safety, health and fire standards. (CDRL A007, Accident/Incident Report, DI-SAFT-81563).
4.11. TRANSITION PERIOD. To ensure a smooth transition in the change of work effort from the current contract, the contractor shall have an orientation period (one month). The purpose of the orientation is to:
4.11.1. Observe work accomplishment by current employees.
4.11.2. Become thoroughly familiar with work requirements and work procedures.
4.11.3. Complete personnel requirements (work force) including the hiring of personnel to assure satisfactory performance beginning on the contract start date. Soliciting Government or contractor personnel for employment during their duty hours is prohibited unless interview arrangements are made through the contracting and personnel offices at the installation.
4.11.4. Obtain security clearances and other credentials, if required.
4.11.5. Complete training requirements and accomplish necessary training of contractor employees.
4.11.6. Complete development of necessary work plan/procedures.
4.11.7. Complete the development of quality control plans/procedures.
4.11.8. The contractor will be allowed access to facilities/areas to familiarize supervisors, key personnel, and staff with equipment, reporting work scheduling and procedures. However, such access shall not interfere with the production efforts of current contract personnel. To preclude such interferences, arrangements for access to the government facilities/areas will be made with the cognizant Contracting Officer. Access will be limited to the following categories of personnel:
(a) Contractor supervisory and clerical.
(b) Contractor equivalent of a Government supply clerk.
(c) Contractor foremen level personnel will be permitted access to observe operations, work flow, priorities, scheduling, equipment handling, storage, parts, safety, and security etc., as applicable.
If the next contract is awarded to other than the incumbent, the incumbent contractor will cooperate to the extent required to permit an orderly changeover to the successful contractor. With regard to the successor contractor’s access to incumbent employees, a recruitment notice may be placed in each facility or area.
4.12. CONTRACTOR MANPOWER REPORTING REQUIREMENTS: Per the memo referenced herein, this requirement only applies to service acquisitions at or above the Simplified Acq Threshold, currently $150,000.00 which us appropriated funds. Per reference SAF/AQ Memo, 13 Nov 12, “The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the USAF via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil (select Dept of the Air Force option if you you’re working an AF requirement). Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.”
4.12.1. REPORTING PERIOD: Contractors are required to input data by 31 October of each year.
4.12.2. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
4.12.3. User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the CMRA link at http://www.ecmra.mi (select Dept of the Air Force option if you you’re working an AF requirement).
