REQUEST FOR INFORMATION #4
FA8501‐15‐R‐0011; MUNICIPAL SOLID WASTE COLLECTION & DISPOSAL SERVICES
Q: May contractors submit a CPAR evaluation from our current contracts in place of the past performance questionnaire to fulfill the past performance requirement?
A: The Present/Past Performance Questionnaire (see RFP Attachment 5) will be one means used by the Government to obtain present/past performance information.
Q: Revised TEP includes Item 0002 Municipal Solid Waste with an Estimated Annual Quantity of 9800 Tons. Item 0015 Landfill Tipping Fees (1.1.10 and 1.5) seems to include part of the 9800 Tons Quantity for landfill tipping fees. How do these two line items relate to each other? What is the cost for?
A: These were changed on revised bid sheet and task and frequency table. See revised Appendix A in Amend 03 and revised TEP Spreadsheet in Amend 04.
Q: Item 0002 Provide Service to 8CY refuse containers 5 times per week lists an Estimated Annual Quantity of 33. The TEP does not include the 8CY containers that Table A‐2 lists as 2D which we interpret as two times per day. Where should the costs for the 2D containers be included?
A: These were changed on revised bid sheet and task and frequency table. See revised Appendix A in Amend 03 and revised TEP Spreadsheet in Amend 04.
Q: Item 0002 Provide Service to 8CY refuse containers 5 times per week lists an Estimated Annual Quantity of 33. With 2D containers in the count we find 74, and without we count 62 in Table A2 versus count of 33 found in Table A‐1 and on the TEP. We understand that the Table A‐1 lists the requirements.
Why does the number in the TEP that will be evaluated for purposes of award differ from the numbers listed in Table A‐1?
A: These were changed on revised bid sheet and task and frequency table. See revised Appendix A in Amend 03 and revised TEP Spreadsheet in Amend 04.
Q: The SF 1449 Continuation sheet (or Section B bid schedule) for Item 0002 we interpret to be an accumulation of the individual Item 0002 listings on the revised TEP spreadsheet, converted to a monthly unit price. The TEP spreadsheet does not appear to include all the requirements of Table A‐1, but the RFP Bid Schedule references the PWS, and the PWS references the Table A‐1 for requirements.
The Evaluation Criteria notes the TEP takes precedence over Section B. How will the contractor be paid, by Section B or the TEP?
A: The contractor will be paid according to Schedule B. The TEP spreadsheet should correlate to Schedule B. The prices are broken out in the TEP and will be placed in Schedule B. The TEP shall take precendence because that is how the Government will evaluate all offerors. Award will be made to the responsible offeror with the lowest total evaluated price whose proposal conforms to all solicitation requirements.
Q: The Q & A states that Municipal Solid Waste Disposal is to be placed in Line Item 0015 “Landfill Tipping Fees” and will be 100% reimbursed based on the contractor’s monthly invoice disposal weight tickets. Given this information, what should be included in the 1st line (0002) of the TEP Spreadsheet, Revision 1, “Municipal Solid Waste, 9800 tons”?
A: This was changed/removed on revised bid sheet and task and frequency table. See revised Appendix A in Amend 03 and revised TEP Spreadsheet in Amend 04.
Q: Item 0011 of the TEP Spreadsheet, Revision 1, reads “Construction Debris”, 18,000 tons. This appears to be intended for disposal costs of Construction Debris; however, there is no Construction Debris listed as a waste material on Appendix A, Table A2, Revision 1. Is Item 0011 intended to be used for Disposal Costs of Scrap Wood, Sawdust, and Wood listed on Appendix A, Table A2, Revision 1? If not, please explain what should be entered for Item 0011.

Q: Is Line Item 0011 “Construction Debris” Disposal Tonnage intended to be 100% reimbursed based on the contractor’s monthly invoice disposal weight tickets, similar to Line Item 0015?
A: Refer to PWS 1.1.10
Q: How many litter cans are on base?
A: Litter cans are now listed on the tasks and frequency table. There is a tab for litter cans.
Q: Do each of the litter cans require 1 time per week service?
A: Litter cans are broken out in how many times per week they are serviced on the tasks and frequency table in the Litter Can tab.
Q: Item 0012 of the TEP Spreadsheet, Revision 1 “Provide Service to Litter Containers 1 time per week” calls for a quantity of 35. Does that mean that the Litter Containers are to be serviced 35 out of the 52 weeks in a year? Or does it mean the litter containers should be priced at a unit price of 52 pickups per container, for 35 total containers?

Q: How many Tobbaco Use Cans are on base?
A: Approximately 75
Q: Historically, how many pickups per year are typical for the 6 yard containers that are a “Call‐In” frequency?

Q: Historically, how many pickups per year are typical for the 20 yard containers that are a “Call‐In” frequency?
A: See the new bid spreadsheet. See revised TEP Spreadsheet in Amend 04.
Q: Historically, how many pickups per year are typical for the 30 yard containers that are a “Call‐In” frequency?

Q: Appendix A, Table A2, Revision 1 shows a 20 yard Cardboard container at Building 48 going to the Landfill for disposal. Should this container be directed to Happy Hour? Or, is the type of material in error?

Q: The 20 yard compost/organic waste container is listed on Appendix A, Table A2 as being hauled 1 time per week; however, the TEP Spreadsheet, Revision 1, Item 0005 lists this same container as hauled 1 time per month. Which is the correct frequency for service?

Q: Section 1.1.3.1.1. of the PWS, “Force Protection Condition (FPCON) and Exercise Events” states that container relocations must be provided and considered a priority over the established service schedule.
The number of relocations is unspecified, and can include up to the entire inventory of containers on base. The TEP Spreadsheet, Revision 1 does not include a Line Item for container relocation pricing.
How is the contractor reimbursed for the increased labor hours and vehicle usage time required to complete this potentially substantial amount of work? Can a Line Item be added to the TEP for solicitation FA8501‐15‐R‐0011? Or would a future amendment for equitable adjustment to contractor be utilized?
A: An amendment would be accomplished. This happens rarely.
Q: There are a number of discrepancies regarding the number of containers needed to provide Solid Waste Services as described by solicitation FA8501‐15‐R‐0011 between:
a. Appendix A, Table A2 Revision 1
b. Appendix A, Table A1, Revision 1
c. TEP Spreadsheet, Revision 1
d. Q & A (RFI 3)
A: This has all been corrected in the new bid spreadsheet and tasks and frequency table. See revised Appendix A in Amend 03 and revised TEP Spreadsheet in Amend 04.
Q: Appendix A1, (estimated work load data) is not listed.
A: Eliminated
Q: Will an Appendix A1 be forthcoming?
A: No
Q: As stated in Appendix A1, (dated 15 MAY 15) ‐ Item 1, Construction Debris and the TEP, (dated 15 MAY 15) ‐ CLIN 0011 Construction Debris, the annual amounts are both listed as 1,800 tons. The new TEP, (dated 20 JUN 15) state CLIN 0011 Construction Debris as 18,000 tons annually. Please advise if this is a type‐o as 18,000 tons annually drastically offsets the total price. With Appendix A1 not included in Amendment 3 we have nothing to relate it too.
A: This has been corrected in the new bid spreadsheet. Should be explanatory now.
