REQUEST FOR INFORMATION #3
FA8501‐15‐R‐0011; MUNICIPAL SOLID WASTE COLLECTION & DISPOSAL SERVICES
Q: Appendix A, Table A1 the government list service of 8YD “compactors”. Appendix A, Table A2 does not list 8YD “compactors”. Please clarify the total number of 8YD “compactors” units needed or in use.
A: There are no 8yd compactors. The Appendix has been corrected. A modification will be forthcoming to incorporate the revised Appendix A.
Q: Please confirm the total number of open top, roll off (20yd, 30yd, and 40yd) containers needed.
A: 100 permanent; approximately 25 temporary in rotation
Q: Please provide the total number of front end 8yd and/or 6yd CARDBOARD containers needed and days of service as it is not listed in Appendix A2.
A: The 8CY containers are listed. The 6 CY containers are below and were left off of Table A1 and off of the Bid Schedule spreadsheet. I have added them and they are also listed below. A modification will be forthcoming to incorporate the revised Appendix A.

Q: Please confirm annual tonnage. The Bid Schedule lists 5,742 tons, Appendix A Table A1 list 6,500 tons and answer to question 7 of the latest Q & A list 28,000 tons.
A: Requirement is 28K tons. The Bid Schedule and Appendix A Table A1 will be updated accordingly.
Q: Is the tipping fee 100% reimbursable per monthly submitted invoice and weight tickets?
A: Para 1.1.10. of the PWS states; the Contractor shall submit a monthly report (para 1.5) that includes weight tickets that reflect the disposed tonnage figures, date of disposal, and type of vehicle and cost of landfill tipping fees. The Contractor shall be reimbursed for tipping fees according to submitted invoices.
Q: What are the current man power reporting results?
A: CME for 2014 was: 2088; CME for 2015 is: 2087
Q: Building 659 is listed as having a container with a Qty/Type of “41659” for Scrap Wood. Can you please clarify what that means?
A: The number was an error. Building 659 has been removed from the schedule at this time.
Q: Building 767 is listed as having a container with a Qty/Type of “41678” for Garbage. Can you please clarify what that means?
A: The number was an error. The worksheet has been corrected and the correct type is now in the column.
Q: The PWS section 1.1.8.5 states there are 3 compactors. Is that the total number of compactors required for the requirements associated with solicitation FA8501‐15‐R‐0011?
A: Yes ‐ there are only three compactors on this requirement.
Q: The PWS section 1.1.8.5 states there are 3 compactors. One 40 yard compactor located at Building 923 and two 30 yard compactors at Building 982 (one for rubbish and one for garbage). However, Appendix A states that Building 982 has only one 30 yard container and it is used for Scrap Wood, with no containers listed for Rubbish or Garbage. Can you please clarify how many, and what type containers are needed at Building 982 for each type of material?
A: Appendix A had an error on the compactors. The error has been corrected. The compactors have now been corrected. A modification will be forthcoming to incorporate the revised Appendix A.
Q: Is the 30 yard Call‐In Rubbish Container listed at Building 322 a compactor? Or an Open Top Container?
A: That is actually the sludge roll‐off…open top. The spreadsheet has been changed to read “sludge.”
Q: The Request for Information #2 states the disposal rate for Recycling (Cardboard) is $85 per ton. Is that a disposal charge? Or a rebate?
A: That is the rate that the recycling contractor is paid for the recycling material. That is the amount that comes back to the base.
Q: Which pricing line item should include the disposal charge for recycling (cardboard)? The refuse contractor charges the recycling contractor (Happy Hour) Or does Happy Hour have a separate billing arrangement with Robins AFB and the Cardboard disposal charge is excluded from solicitation
FA8501‐15‐R‐0011?
A: Happy Hour (Recycling Contractor) charges Robins AFB.
Q: Are liners used with the Public/Common Use MSW Receptacles?
A: I assume you mean the litter cans. Yes – liners are used with those cans.
Q: Does the Contractor or Government provide the liners for the Public/Common Use MSW Receptacles?
A: No, we do not provide the liners. The liners used are for 55‐65 gallon cans and should be maintained as per the contactor’s specifications. Should be maintained in good order and kept as they would keep the other areas of the base.
Q: On the TEP Spreadsheet dated 15 May 2015 shows two Item numbers in the first column 0015 Landfill tipping Fees (1.1.10 and 1.5) and 0017 Tonnage Fees and Weight Tickets (PWS1.1.10). We relate item 0017 to the cost to provide the Contract Data and not the actual tonnage fees for disposal.
Are we correct?
A: The answer is yes, they are correct. Number 0015 is the actual tipping fees/tonnage. Number 0017 is the cost of the report to send to the base.
Q: Can you please direct me on where to find the required Present/Past Performance Questionnaire for response to solicitation FA8501‐15‐R‐0011? The Proposal Requirements attachment references RFP Attachment 5 as containing the Present/Past Performance Questionnaire; however, I find Attachment 5 to be the QASP. Is the Performance Assessment Report (PAR) of the QASP intended to function as the Present/Past Performance Questionnaire?
A: Attachment 5, Present/Past Performance Questionnaire was inadvertently omitted from Attachment 2, Proposal Instructions. A modification will be forthcoming to incorporate that attachment into Attachment 2, Proposal Instructions.
