Air Force Response to Comments/Questions from Industry Three Paint Booth Inserts Last Updated: 16 January 2014
Below is a list of questions/comments the Air Force has received from industry regarding the Request for Information posted on 2 December 2013 and the Industry Day held on 16 January 2014 for Paint Booth Inserts, FA8224-14-R-PAINT, and the Air Force responses to said questions/comments. Air Force responses are based on the best information available at this time and are subject to change in the event the requirement is amended. Only the RFP and RFP Amendments, if issued, should be relied upon while preparing proposals.
1. Contractor Question: Will construction trailers be allowed?
Government Response: Ramp will be given to contractors where materials and construction trailers will go. This will be on the outside of the facility. See the paragraph 3.4.3-Staging Area of the Statement of Work (SOW).
2. Contractor Question: Will you require fencing?
Government Response: Delineate the area to keep the government personnel out (more than caution tape) map showing how to get to the areas. See the paragraph 3.4.3-Staging Area of the Statement of Work (SOW).
3. Contractor Question: Are you going to allow for a free zone?
Government Response: This will be called a construction zone, have to have a flight line credential. See the paragraph 3.4 Security of the Statement of Work (SOW).
4. Contractor Question: Will the sign-in sheet be posted to FBO?
Government Response: Yes, the sign in sheet, slides, and Q&A will be posted to FBO.
5. Contractor Question: When the RFP/RFQ comes out are you anticipating another site visit? Is it mandatory?
Government Response: Yes we will have another site visit similar to a construction visit. No, it will not be mandatory. IAW the FAR 52.236-3, Site Investigation and Conditions Affecting the Work, if are unable to attend the site visit, you are still responsible for the site visit.
Contractor Question: Could we have the site visit mandatory to prevent mess up to proposal?
Government Response: Due to mandates that exist we could only highly encourage.
6. Contractor Question: Has it been determined if this is set aside for small business?
Government Response: We are anticipating full and open competition. Based on further research this could end up being small business set aside.
GROUP Session –
7. Contractor Question: Is turnaround time for issuance June? How many days bid time? Government Response: IAW FAR 5.203(d) minimum of 30 days.
Contractor Question: Would it be possible to keep the RFP/RFQ out for more than 30 days? Government Question: What is a reasonable time for this requirement?
Contractor Response: 60 days from date of issuance.
Government Response: We will consider extending the bid time.
8. Contractor Question: Will we need to bid in separate phases?
Government Response: Single phased design proposal.
9. Contractor Question: When would we have to notify that we’re coming to the site visit?
Government Response: Site Visit instructions will be included in the RFP.
10. Contractor Question: Are you going to require design drawings in submittal?
Government Response: Schematic design (concept drawing) will be detailed in the solicitation Section L Instruction to Offerors.
11. Contractor Question: Would you allow one on one with each interested general contractor mid-way through the proposal? Oral presentation with feedback?
Government Response: Questions and Answers will be addressed after the site visit.
12. Contractor Question: During the bid phase if anyone needs to come out to do measurements would that be available?
Government Response: Ample time will be provided during the site visit.
13. Contractor Questions: How soon after award can engineers come in to verify field visits? Government Response: As soon as notice to proceed is given.
14. Contractor Question: Would we considered a small or large business since our parent company controls us and many other corporations and has greater than 500 employees? Each has its own corporation papers and cage codes. Some may be owned by brothers and sisters in the family. Government Response: We would need to look at the structure. Become affiliated. SBA views family members as one.
15. Contractor Question: What NAICS code is going to be used? That will change the size standard. What if we think it should be a different size?
Government Response: NAICS code 332312 Government Comments: Small Business will send email of regulations to contractor. Percentage of work to be performed for a small business is 51%. As of now if the supply NAICS is small business set-aside, then prime has to do 51% manufacturing. If the acquisition is not restricted and is competed as full and open, the prime can do any percentage. If the acquisition is competed as full and open competition, large businesses are required to submit a subcontracting plan. If two or more small business come in automatically set aside.
16. Contractor Question: Why LPTA and not best value? I recommend best value, trade off. Government call out quality standards. Criteria eliminate diminished value.
Government Response: At this time it is LPTA. Quality requirements will be incorporated into evaluation criteria.
Contractor Comments: Post draft RFP close to release with Section L and M. (recommend 30 days in advance)
The following questions are still be researched and a response will come at a later date.
Contractor Comments: RFP detailed drawings of part of phase I and phase II could be construed as proprietary and used against us. Design of the booths was patented.
Government Comments: Government owns the drawings in phase I and II. The buildings themselves were not patented. Army Corp has full Phase II drawings.
Contractor Comments: Provide drawings not the design elements/analysis or specs. There is proprietary info in four booth drawings. Send everything but paint booth drawings. Controls or logic would be proprietary. Sequence of operations provided?
Government Comments: Include no calculations. Talk to the Army Corp of Engineers.
