Q1. Are you going to clearly align sections L&M?
· We will be providing a Cross Reference Matrix (CRM). The CRM will trace each evaluation requirement from the PWS to Section L to Section M. There will also be a section for the Offeror to fill in where the requirement is contained in their proposal.
Q2. Would the Government consider a 2 phased evaluation approach to include a sample task?
· This is something the Government will consider. We would likely provide a sample task, in a specified time period, after the proposals are due. More information will be provided after internal Government discussions.
Q3. Please explain the Subsystem Support Contractor (SSC) and the ISC work and responsibilities?
· The role of the ISC is to assist the Government in integration of the work being performed by the SSCs and GBSD contractors. The SSCs and GBSD contractors sustain and maintain their specific portion of the missiles. The ISC does not sustain or maintain any of the subsystems. The vast majority of the ISC work is done at Hill AFB.
Q4. Will you be requiring Offerors to provide previous examples of challenges faced and solutions provided?
· This is something the Government will consider. Successfully overcoming challenges could be useful as part of the source selection. More information will be provided in upcoming draft documents.
Q5. Will the Government provide a list of software/programs/tools required for ISC support?
· Yes, we will release a list as part of the basic PWS Q6. How do you implement cybersecurity into old legacy systems?
· Responsibilities addressed in the PWS Q7. Do you foresee issues with limiting the number of people being read-in to GBSD and not having bleed over from one program to another?
· No, we want to limit the number of personnel read-in to GBSD programs and other sensitive programs.
Q8. Will you provide an FTE/CME breakout in order to evenly evaluate proposals?
· This is something the Government will consider. More information will be provided in upcoming draft documents.
Q9. Will the Government identify the High-Demand/Low-Density (HDLD) labor categories?
· Yes, the Government will identify labor categories we consider to be HDLD in draft documents.
Q10. Will the Government be able to support their aggressive RFP release date and response times?
· The Government will provide draft documents as they become available. We will support a “trickle” release approach rather than waiting for completed packages. Our intent is to be able to give industry time to review and provide comments as soon as possible rather than waiting to provide a complete package. We will provide a complete draft package for industry comment prior to official RFP release to ensure the latest versions of each document are incorporated into one package for final industry comment.
Q11. How do you anticipate leveling pricing if you have teaming arrangements across multiple organizations?
· This comment was received from multiple Offerors. Due to these discussions, the Government is removing the exclusive teaming arrangements clause and will not include this as part of the contract. We will allow industry to establish teams as they see fit.
Q12. Will the Government require or evaluate subcontractor proposals?
· The Government will only evaluate one proposal from each Prime contractor. This proposal should incorporate the Offeror’s complete team approach. We will not request subcontractor proposals. The contractual agreement is between the Prime contractor and the Government; therefore, the Government will hold the Prime contractor responsible for contractual performance.
Q13. Are Contractors only limited to competing for hardware on other weapon systems? Is it only MM III and GBSD?
· Specific OCI language will be provided later but the overall intent of the OCI restrictions is to eliminate any situation that would create the perception of competition between the ISC and SSCs. The ISC partner will not compete with any of the SSC partners for ICBM (MMIII and/or GBSD) work. Our ISC partner will act as a trusted agent for the Government and as such will not have any conflicts that would infringe upon that role as a trusted agent.
Q14. Will samples of the OKRs be released as a part of the RFP?
· Yes, we anticipate releasing examples of past and present OKRs.
Q15. With award in June 2021 when would you announce the winner/how long is your evaluation period?
· The Government will announce the awardee upon award anticipated in June 2021. Typically from RFP release to award is about 1 year on an acquisition of this size.
Q16. Will knowledge transfer/transition from the incumbent be included in the PWS?
· Yes, it will be part of the basic PWS.
Q17. Will you evaluate subcontractor rates?
· The Government will only be requesting rates from the prime contractor. These rates will be used for all task orders. Also, these rates should include any subcontractor rates as well.
Q18. Are there Small Business sub-goals?
· Yes, the Small Business goals will also include socioeconomic categories similar to ISC 1.0.
· Small Disadvantaged Business (SDB) – 5% of total small business subcontracted
· Woman Owned Small Business – 5% of total small business
· Hub-Zone – 3% of total small business subcontracted
· Service-Disabled Veteran Owned Small Business - 3% of total small business subcontracted Q19. Does OCI exclusion only apply to Primes?
· No, it also applies to subcontractors involved with any other Subsystem Contractor (SSC).
Q20. How will on-base leased office space be available to us during/executing a transition phase?
· Interested Offerors should contact Woodbury Corp. to discuss leasing on-base office space.
· Sunset Ridge Developmental Partners, LLC (SRDP)
· POC: Taylor Woodbury (801) 485-7770 Q21. What is ‘Incidental A&AS’?
· This is a term used in the FAR regarding the applicability of A&AS statutory limitations on contract length. The FAR allows contracts that may include A&AS to extend beyond 5 years only if they are determined incidental to the primary service being provided.
Q22. Will a listing of the ACAT programs ISC will be supporting be included?
· Yes, they are listed in the MMIII Acquisition task order PWS.
Q23. Who will be the main interface between the Gov’t and KTR post-award?
· A task order PM will be assigned to each task order, at least 1 COR assigned to each task, and 1 PM assigned over the entire ISC 2.0 contract. These along with the PCO will be the main interface between the Government and Contractor. The task order PMs will be the MMIII Sustainment Branch Chief, MMIII Acquisition Branch Chief, MMIII Integration Branch Chief, GBSD SPM or delegate, Deputy Director of the Directorate or delegate.
Q24. What is a Line of Effort (LOE)?
· LOE is the 3-5 year vision statement that drives the Objectives and Key Results (OKR); an example would be “Time Certain Delivery”.
Q25. Will you release how you arrived at your labor rates?
· The Government used GSA calc, glass door, etc. and based the rates upon percentile and demand to find an acceptable rate.
Q26. How was 1880 hrs calculated?
· 2080 work hours per year – 80 hours Federal Holiday paid leave – 80 hrs of PTO – 40 hrs to be used by the contractor for hiring purposes (i.e. more PTO for senior employees), training, etc. = 1880 hrs per year Q27. Will an escalation rate be used for labor rates in the out-years?
· Yes, the Government will provide a standard rate to be applied yearly for years 6 – 18 Q28. Will the Digital Engineering System used be provided?
· Yes, the Government intends to include in the basic PWS a list of current tools, software, etc. currently being used Q29. Will EVM be included?
· No.
Q30. Will the CPAR be completed at the task order level?
· Yes.
Q31. Does the Gov’t believe hiring/retention will be an actual discriminator?
· Yes, more details on what we are asking for and how we will evaluate it will be provided with Section L&M Q32. Will you be requiring resumes?
· Not at this time but we may consider it as we further develop sections L & M Q33. Can we provide input on requirements (e.g. not backfill an FTE if it’s unneeded)?
· We value input from our ISC partner and will consider feedback about adjusting personnel on the contract. Backfilling a position will be required unless the Government determines to adjust anything. The ISC partner will be required to provide uninterrupted service within the terms and conditions of the contract.
Q34. What will be the percentage of FTEs vs CMEs?
· We are in the process of conducting a data call to determine the number of FTEs, CMEs, and labor categories. This will be provided as part of the solicitation.
Q35. What is the purpose of the GRIDS?
· CDRLs will be required and the GRIDS clearly explain the rights associated with deliverables. Data will be Not Separately Priced (NSP).
Q36. How will the rate reopener clause work?
· Every 5 years (e.g. between option years) the Government will look at actuals paid during the previous 5 year period and make upward or downward adjustments (if rates fall outside a specified percentage) according to this data.
Q37. Would you consider adjusting the NAICS to 541715?
· No, we have established it as 541330 Q38. Will there be any type of waiver process for personnel that may not have the required education but have the required knowledge or expertise?
· Yes, a waiver process will be included for a case-by-case basis.
Q39. Will the Government specify which positions will be required on base vs off base? Will geographic separation be allowed?
· Yes, the Government will specify which positions will be required on base or off base. The Government will discuss geographic separation and provide an answer at a later point. This would most likely only be allowed for unique situations.
