CONTRACTOR LOGISTICS SUPPORT
BASE SUPPORT AGREEMENT
ANDREWS AFB BASE
Attachment N: Joint Base Andrews BSA
BASE SUPPORT AGREEMENT
C-37A&B Aircraft
The Government agrees to furnish the Logistics Support Contractor (LSC) certain base support which will be made available in reasonable amounts. The LSC shall report any inadequacies or non-availability of items, together with a recommended plan for obtaining the items.
1. · Base services in reasonable amounts determined by the Base Commander on a no-charge basis as follows:
a. Mail pick-up and delivery.
b. Base bus and taxi service.
c. Base fire and security and waste disposal services for all areas.
d. Adequate warehousing (excluding material handling equipment).
e. Office space for contract maintenance administrator of 1,500 square feet, maintenance shop and storage space of20,000 square feet. Communication and power requirements for this space include: commercial data line for EDT and Fax; two (2) Class "C" telephone lines; 115 volt power receptacles; dehumidified compressed air.
f. Utilities (excluding Class "A" telephone) associated with the Contractor's facility, maintenance administrative office area, maintenance shop area, and maintenance storage area.
g. Club facilities privileges.
h. Personnel and vehicle identification.
i. Flight line vehicle pass.
j. Flight line vehicle training.
k. GS-11 status for LSC Supervisory Personnel (and Flight Technicians while on operational missions) and GS-09 status on all other Contractor employees.
2. Ambulance and emergency medical care will be provided on a reimbursable basis.
3. The following will be made available as required on a no-charge basis:
a. Hangar and ramp space as required and as available. NMC time will not accrue if lack of hangar space causes NMC.
b. De-icing truck and driver.
c. Wash racks.
d. Fire Fighting equipment, including training of LSC personnel.
e. Latrine servicing vehicle with driver.
f. Portable water servicing vehicle with driver.
g. Gaseous oxygen/nitrogen servicing.
h. Fumigation requirements.
i. Fuel/de-fuel services and portable disposal bowsers.
j. Hangar hazardous material storage containers and disposable equipment.
k. Maintenance Shop and storage space.
l. Maintenance administrative office spaces.
m. Aircraft Ground Support Equipment listed in paragraph 5.
4. The following government facilities and personnel will be made available on a no-charge basis to repair aircraft equipment contained in the Contractor's facility (priority to be determined by
89LG/CC or designated representative). In the event the government elects to utilize government facilities to affect an "in-house" repair rather than return the item to the Contractor, NMCS/PMCS time will not accrue and will not be accountable to the LSC performance standards.
a. Tire shop.
b. Electro/Environmental (electrical shop).
c. Metals technology (machine and welding) shop.
d. Non-Destructive Inspection (NDI) shop.
e. Hydraulics shop.
f. Gaseous oxygen/nitrogen servicing facilities.
g. Aerospace Ground Equipment (AGE) shop.
h. Precision Measurement Equipment Laboratory (PMEL) for calibrating torque wrenches.
i. Aircraft structural/survival equipment back-shop support.
j. Life support/survival equipment back-shop support.
k. Fuel cell hangar.
l. Battery shop.
m. Base hazardous material facilities.
n. Class "C" explosive disposal facilities.
5. The following list of Aircraft Ground Equipment (AGE) is currently available at Andrews AFB

This Appendix to the C-37A CLS Contract describes the minimum Gulfstream requirements to support Army C-
37A CLS activities at Andrews AFB.
Andrews AFB Services/Space Requirements for Army C-37A Aircraft:
• Hangar floor space of approximately 15,748 square feet.
• Office administrative conference/shop! HazMat and storage space of approximately 1 ,476 square feet.
• Hangar to be equipped with 440 VAC and 115 VAC.
• Hangar and Shop spaces to be equipped with dehumidified compressed air, standard utilities, lavatory access, two (2) Class C telephone lines and two (2) Class A telephone lines.
Andrews AFB Services/Support Requirements for Army C-37A Aircraft:
• Aircraft latrine servicing, potable water, fuel and de-icing servicing (labor and required materials).
• Common support equipment and flight line support vehicles (aircraft tug, forklift, maintenance/service stands).
• Hanger chemical and HazMat storage/disposal containers to include access to Andrews AFB fluid/chemical disposal facilities. Access to local HazMat chemical disposal training.
• Access to hoist and facility suitable for C-37A engine changes.
• Gaseous oxygen and nitrogen servicing facilities to include exchange of service cart containers when required.
• Access to and labor support from the Air Force 89th LG tire and battery shops. (tire and battery shops will comply with C-37A maintenance requirements and storage of spares ready for aircraft installation).
• Access to Life Support/Survival shops for C-37A equipment.
• Access to and labor support on a non-interference basis to the Air Force 89th LG hydraulic shops, AGE shops, NDI shops, machine and welding shops, fuel cell hangar, electrical environmental shops and
Class C explosive disposal facility.
Andrews AFB Base Services Requirements for Army C-37A Aircraft:
• Mail pick-up and delivery.
• Gulfstream permanently assigned personnel or subcontractor personnel will be provided access to base bus service, taxi service.
• Gulfstream personnel and subcontractor personnel will be provided with permanent base pass and identification, private vehicle registration and parking.
• A flight line vehicle pass and training will be provided for the Gulfstream owned/operated vehicle.
• Hangar, office and other space provide will be afforded fire protection, safety and security services which are available on Andrews AFB.
• Base club and recreational facility privileges are requested for Gulfstream personnel, GS-11 status for supervisory personnel and GS-09 status for all other Gulfstream and subcontractor personnel.
• Ambulance and emergency medical care will be provided on a reimbursable basis.
In the event services/support/space requirements cannot be made available at no additional cost to
Gulfstream an equitable adjustment shall be made to the subject contract to compensate Gulfstream for procuring the non-available service/support/space requirements, further, NMCMIPMCM time shall not accrue or shall not be accountable to reflect negative performance by Gulfstream.
This Appendix to the C-37A CLS Contract describes certain base support which will be made available, in reasonable amounts, to the Logistics Support Contractor (LSC) by the Government (US Navy) at NAF
Washington, Andrews AFB.
1. NAF Washington, Andrews AFB Services/Space Requirements for Navy C-37A Aircraft:
a. Hangar floor space of approximately 15,748 square feet.
b. Office/Shop/Admin spaces of approximately 1,050 square feet.
c. Storage cage of approximately 12 feet by 24 feet (12' x 24').
d. Haz-Mat storage containers: two (2) 60" flammable lockers.
e. Aircraft Tug Battery Charging Station of approximately 6 feet by 5 feet (6' x 5 ').
f. Hangar to be equipped with 115 and 220 VAC.
g. Hangar and/or Shop spaces to be equipped with dehumidified compressed air, standard utilities, lavatory access, two (2) Class A telephone lines and two (2) Class C telephone lines.
h. Access to a base hangar, on a non-interference basis, capable of supporting wing tank entry (confined space entry). Contractor to comply with applicable base confined space safety requirements. If available, Contractor will be afforded use and training of existing entry equipment, respirators, Oxygen LEL testing devices, etc.
i. Hangar 12 is suitable for aircraft washing.
2. NAF Washington, Andrews AFB Services/Support Requirements for Navy C-37A Aircraft:
a. Aircraft potable water supply.
b. FueVde-fuel services.
c. De-icing truck and driver.
d. Common support equipment and flight line support vehicles (aircraft tug, forklift, maintenance
/service stands).
e. Access to local Haz-Mat/chemical disposal facilities/containers and training, as required.
f. Access to hoist and facility suitable for C-37A engine changes.
g. Access/use of powered and non-powered equipment available in the AIMD IMMRL inventory
(forklifts; MMG 1 & 2 power carts; TA/JG 18,35 & 75 Tow Tractors; NC SA power carts;
A/S 32 air-start carts; Gaseous Oxygen and Nitrogen carts). Training and licensing of
Contractor personnel will also be provided.
h. AIMD will provide limited PMEL support of C-37 Government Furnished Equipment (GFE).
i. AIMD shop support as required, on a non-interference, no-charge basis to repair GFE:
• Tire/wheel build-up
• NDI services
• Avionics access for calibrating torque wrenches
• Battery shop
3. Andrews AFB Services Requirements for Navy C-37A Aircraft:
a. Mail pick-up and delivery.
b. Base shuttle bus service.
c. Contractor personnel and sub-contractor personnel will be provided with permanent base pass and identification and private vehicle (base) registration.
d. Flight line vehicle pass and training will be provided for the Contractor owned/operated vehicle.
e. Hangar, office and other space provided will be afforded fire protection, safety and security services which are available on Andrews AFB. The Contractor is responsible for properly securing their workspaces.
f. Fire Extinguisher Training of Contractor personnel.
g. GS-11 status for Contractor Supervisory Personnel (and Flight Technicians while on operational missions) and GS-09 status for all other Contractor employees, to include Base
Club/Recreational facilities privileges.
h. Ambulance and emergency medical care will be provided on a reimbursable basis.
In the event services/support/space requirements cannot be made available at no additional cost to the
Contractor, NMCS/PMCS time will not accrue and will not be accountable to the LSC performance standards.
Andrews Base Support Agreement For C-20 Aircraft
GOVERNMENT SUPPORT TO CONTRACTOR
9.1 Support
9.1.1 The Government agrees to furnish the Contractor certain base support which will be made available in reasonable amounts. The Contractor shall report any inadequacies or nonavailability of items, together with a recommended plan for obtaining the items.
9.2 Andrews AFB ‐in support of C‐20B/D/E/F/G
9.2.1 Base Services: Base Services in reasonable amounts determined by the Base Commander on a no‐charge basis as follows:
9.2.1.1 Mail pick‐up and delivery.
9.2.1.2 Base bus and taxi service.
9.2.1.3 Base fire and security services for all areas.
9.2.1.4 Adequate warehousing (excluding shelving and material handling equipment).
9.2.1.5 Office space for contract maintenance administrator, maintenance shop and storage space.
Parking (not reserved) for employee automobiles. Power and communication requirements for this space include: 115 volt power receptacle and dehumidified compressed air; one DSN telephone line. All communication lines (excluding DSN telephones), telephones, faxes and electronic data transfers shall be provided by the contractor.
9.2.1.6 Utilities (excluding DSN telephone) associated with the COMBS facility, maintenance administrative office area, maintenance shop area, and maintenance storage area.
9.2.1.8 Personnel and vehicle identification.
9.2.1.9 Flight line vehicle pass.
9.2.1.10 Flight line vehicle training.
9.2.1. 1 GS‐11 status for Contractor Supervisory Personnel (and Flight Technicians while on operational missions) and GS‐09 status for all other Contractor employees.
9.2.2 Emergency Medical: Ambulance and emergency medical care will be provided on a reimbursable basis.
9.2.3 No Charge: The following will be made available as required on a no‐charge basis:
9.2.3.1 Hangar and ramp space as required and as available.
9.2.3.2 De‐icing truck and driver.
9.2.3.3 Wash racks.
9.2.3.4 Air conditioners.
9.2.3.5 Firefighting equipment, including training of Contractor's personnel.
9.2.3.6 Latrine servicing vehicle with driver.
9.2.3.7 Potable water servicing vehicle with driver.
9.2.3.8 Gaseous oxygen/nitrogen servicing.
9.2.3.9 Fumigation requirements.
9.2.3.10 Fuel‐defuel services and portable disposal bowsers.
9.2.3.11 Towing vehicle meeting C‐20F/G (G‐IV) towing specification.
9.2.3.12 Portable floodlights, heaters and compressed air.
9.2.3.13 AC ground power unit meeting C‐20 requirements.
9.2.3.14 Hangar hazardous material storage containers and disposal equipment.
9.2.3.15 Hoist suitable to change the engine on C‐20 aircraft.
9.2.3.17 Forklift and driver.
9.2.3.18 Maintenance administrative offices space.
9.2.4 Government Facilities: The following government facilities will be made available on a non‐ interference, no‐charge basis to repair Government Furnished Equipment contained in the COMBS.
9.2.4.1 Tire shop.
9.2.4.2 Metals technology (machine and welding) shop.
9.2.4.3 NDI shop.
9.2.4.4 Gaseous oxygen/nitrogen servicing facilities.
9.2.4.5 AGE shop.
9.2.4.6 PMEL access for calibrating torque wrenches.
9.2.4.7 Aircraft structural/survival equipment backshop support.
9.2.4.8 Life support/survival equipment backshop support.
9.2.4.9 Fuel cell hangar.
